PEOPLE`S ASSEMBLY OF KAZAKHSTAN: A DEMOCRATIC MODEL OF UNIVERSAL VALUE

On March 3rd 2015, The Parliament of Romania hosted the international conference: ASSEMBLY OF PEOPLE’S OF KAZAKHSTAN-A UNIVERSAL DEMOCRATIC MODEL.

 

The Conference on PEOPLE`S ASSEMBLY OF KAZAKHSTAN: A DEMOCRATIC MODEL OF UNIVERSAL VALUE-3 March 2015

 

The academic conference was subscribed to the traditional strategic friendship that is uniting Romania and Kazakhstan and was destined to highlight to Romanian and international audience the fundamental role of an institution unique in the world and reflecting Kazakhstan specificity: ASSEMBLY OF PEOPLE’S OF KAZAKHSTAN.

This institution of paramount importance was established in 1995, according to a decision of President Nursultan Nazarbayev and has the role of allowing all national, cultural and religious minorities on the territory of Kazakhstan to partake together with the Kazakh majority in building a society model, in selecting cultural politics and in building an open and inclusive society integrating all citizens.

Today after 20 years of activity, the ASSEMBLY OF PEOPLE’S OF KAZAKHSTAN had become a model for all the states of the world, a model of resolving minority’s problems and democratic people’s involvement.

In the framework of the conference, hosted by Romanian Parliament, the leadership of the parliament had outlined messages of support for the Romanian-Kazakhstan relations, for the profusely democratic character of ASSEMBLY OF PEOPLE’S OF KAZAKHSTAN and messages of admiration for the national and democratic construction achieved by the exertions of Kazakhstan President Nursultan Nazarbayev.

Together with the leaders of the Parliament, on the venue of the conference where present also 23 diplomatic representatives headed by the leader of diplomatic activity of diplomatic corps-Iraq Ambassador Omer Berzinji and presented reports for the conference personalities such as: Senate Leader-Florin Constantinescu-Chairman of the Energy, Industry and Transport Committee of the Parliament, Professor Dr. Anton Caragea-President General Director of Institute of International Relations and Economic Cooperation of Romania, Senator Marcel Dumitru Bujor-President of the Committee for Romanians Abroad and International Relations, Deputy Costel Alexe-Chairman of the Romania-Kazakhstan Parliamentary Friendship Group, UNESCO Committee-Senator Constantin Popa, senators Ionel Agrigoroaei and Senator Ciprian Rogojan from Defence Committee and European Affairs Committee.

The Conference dedicated to the role of parliament and the presentation of ASSEMBLY OF PEOPLE’S OF KAZAKHSTAN had also benefited from the presence of a consistent delegation from Kazakhstan Parliament lead by Senators Serik Akylbai, Bekturganov Serik and deputy Tulesh Kenzhin who outlined for the attendees the mechanism and the signification of a unique institution in the world: ASSEMBLY OF PEOPLE’S OF KAZAKHSTAN.

Concluding the conference, the Kazakhstan parliamentary group received the special MEDAL OF HONOUR OF THE ROMANIAN PARLIAMENT in sigh of lofty appreciation of the importance of the inter-parliamentary relations between Romania and Kazakhstan.

The Conference of Romanian parliament has attracted representatives from 23 countries. We address  all our gratitude for their attendence that was  a sign of respect towards the institution of Parliament, a perfect  way to show commitment to Romanian foreign policy and a diplomatic way to present appreciation to Kazakhstan delegation.

ADUNAREA POPOARELOR DIN KAZAHSTAN: UN MODEL DEMOCRATIC UNIVERSAL

In data de 3 martie 2015, Parlamentul Romaniei a gazduit conferinta internationala: ADUNAREA POPOARELOR DIN KAZAHSTAN-UN MODEL  DEMOCRATIC  UNIVERSAL.

Conferinta ADUNAREA POPOARELOR DIN KAZAKHSTAN: UN MODEL DEMOCRATIC UNIVERSAL-3 martie 2015

 

Manifestarea  are loc in cadrul traditional al prieteniei strategice ce uneste Romania si Kazahstanul si este destinata sa prezinte audientei romanesti si internationale rolul fundamental al unei institutii specifice Kazahstanului: ADUNAREA POPOARELOR DIN KAZAHSTAN.

Aceasta institutie infiintata, in 1995, in urma unei decizii a presedintelui Kazahstanului-Nursultan Nazarbayev, are rolul de a permite tuturor minoritatilor nationale, culturale si lingvistice de pe teritoriul Kazahstanului sa participe alaturi de majoritatea kazaha la construirea modelului de societate, la alegerea politicilor culturale si la construirea unui stat deschis pentru toti cetatenii.

Astazi, dupa 20 de ani de activitate, ADUNAREA POPOARELOR DIN KAZAHSTAN a devenit un model pentru toate statele lumii, un model de rezolvare a problemelor minoritatilor si de implicare democratica.

In cadrul manifestarii, gazduite de Parlamentul Romaniei, conducerea celor doua camere a prezentat mesaje de sustinere pentru relatia Romania-Kazahstan, pentru rolul profund democratic al ADUNARII POPOARELOR DIN KAZAHSTAN si mesaje de admiratie pentru opera nationala si democratica realizata de Presedintele Kazahstanului Nursultan Nazarabyev.

Conferinta dedicata ADUNARII POPOARELOR DIN KAZAHSTAN a beneficiat si  de prezenta extraordinara a unei delegatii a Parlamentului din Kazahstan, condusa de senatorii Serik Akylbai, Bekturganov Serik si deputatul Tulesh Kenzhin care au prezentat participantilor la conferinta mecanismul si semnificatia unei institutii unice in lume: ADUNAREA POPOARELOR DIN KAZAHSTAN.

In partea finala a conferintei, grupul de parlamentari kazahi a primit MEDALIA DE ONOARE A PARLAMENTULUI ROMANIEI,  in semn de apreciere a importantei relatiilor inter-parlamentare dintre Romania si Kazahstan.

La conferinta de la Parlamentul Romaniei au participat reprezentanti a peste 23 de tari, le adresam multumirile noastre pentru prezenta lor ce a ilustrat respect fata de Parlamentul Romaniei, fata de relatia Romania-Kazahstan si fata de politica externa demonstrand inalta lor calitate diplomatica. KAZAKHSTAN IS THE STRATEGIC ALLY OF ROMANIA: THE CONCLUSION OF THE VISIT OF KAZAKHSTAN PARLIAMENTARY DELEGATION

In the period between 3 to 5 march 2015, a delegation of Kazakhstan Parliament composed of: Chairman Senator Serik Akylbai, Senator Bekturganov Serik and Deputy Tulesh Kenzhin, where invited by Parliament of Romania for an official visit to Romania.

The visit has the role of continuing the strategic friendship relation between Romanian and Kazakhstan, to reassert the privileged relations between the two parliaments and to foster the parliamentary consultations.

On the occasion of the visit, the Kazakhstan delegation has the honor to be invited to host a special conference in the Parliament of Romania, an honor unmatched in the parliament history that is awarded only to the visiting Kazakhstan delegations.

On this time the Kazakhstan team had presented, in the framework of an international conference, details on the activity of ASSEMBLY OF PEOPLE’S OF KAZAKHSTAN, a profoundly democratic institution, without peers in the world and an institution that is becoming a world model of universal value.

The Kazakhstan Parliament delegation was received by the leaders of the Parliament, by representatives of: Defense, Economy, Industry, Energy and Transport, International Relations, European Affairs, UNESCO Committees of Romanian Parliament, was invited for a special tour of the Parliament and where guest of honor to witness the work of the Parliament (a privilege reserved for State Presidents and leaders of foreign parliaments in visit).

Kazakhstan Parliament delegation is welcomed with full honors in the Parliament of Romania

A gala dinner was offered by the Romanian side in the welcoming of Kazakhstan delegation and the Romanian officials awarded medals to the members of Kazakhstan Parliament delegation .

The leaders of the Romanian senators Mr. Florin Constantinescu had stated that: the level of receiving the delegation from Kazakhstan was a presidential one, in order to give a signal for the importance of a special relation as the one between Romania and Kazakhstan.

Professor Dr. Anton Caragea-President Director General of Institute of International Relations and Economic Cooperation had appreciated that: today Kazakhstan is a world power Center, with a perfect democratic record, prosperous and a model for the world and a serious strategic and important diplomatic ally for our country.

Member of Chamber of Deputies -Costel Alexe, President of Romania-Kazakhstan Parliamentary Friendship Group confirmed that the bilateral relation is full of significance and in the latest five years had developed into a strategic alliance that is making Romania to be interested in supporting the further development of Kazakhstan, the major ally of our country.

Senator Marcel Bujor, President of Committee for International Relations and Romanians Abroad outlined the fact that Romanian is proud to salute in Kazakhstan the first state that solved perfectly and complete the minorities problem in the most democratic and inclusive manner.

In the final of the visit, the parliamentary delegation from Kazakhstan declared by the voice of Senator Serik Akylbai that it was impressed by the special hospitality, the Romanian leaders openness for a dialogue with Kazakhstan and specially moved by the feelings of love and respect for Kazakhstan and President Nursultan Nazarbayev displayed by the Romanian officials, all this are making that the relation between our country is a special one, concluded the Kazakhstan Parliament representatives.

 

KAZAHSTANUL ESTE ALIATUL STRATEGIC AL ROMANIEI: CONCLUZIA VIZITEI REPREZENTANTILOR PARLAMENTULUI DIN KAZAHSTAN

In perioada 3-5 martie 2015, o delegatie a Parlamentului din Kazahstan compusa din: Presedinte- Senatorul Serik Akylbai, senatorul Bekturganov Serik si deputatul Tulesh Kenzin a efectuat, la invitatia Parlamentului Romaniei, o vizita oficiala in Romania.

Vizita a avut rolul de a continua relatia de prietenie strategica dintre Romania si Kazahstan, de a reafirma relatiile privilegiate dintre cele doua parlamente si de a continua consultarile pe linie parlamentara.

Cu ocazia vizitei delegatiei din Kazahstan, aceasta a avut onoarea de a fi invitata sa sustina o conferinta speciala in cadrul Parlamentului Romaniei, o onoare fara egal, de care numai delegatiile din Kazahstan sau bucurat in istoria parlamentului.

De aceasta data delegatia din Kazahstan a prezentat, in cadrul unei conferinte internationale, detalii despre activitatea Adunarii Popoarelor din Kazahstan, o institutie profund democratica, fara egal in intreaga lume si care ar trebui sa se constituie intr-un model aplicat universal.

Delegatia din Kazahstan a fost primita de liderii Parlamentului, de reprezentantii Comisiilor de Aparare, Economie si Servicii, Afaceri Europene, Romanii de Pretutindeni, UNESCO, Energie si Transporturi ai Parlamentului Romaniei, a primit dreptul de a vizita toate spatiile parlamentului intr-un tur extins si a primit onoarea de a fi invitata in mod special la lucrarile Parlamentului (o astfel de onoare se acorda doar Presedintilor de state si liderilor parlamentelor straine aflati in vizita).

Totodata un dineu de onoare a fost oferit de partea romana in cinstea delegatiei din Kazahstan, iar delegatia a fost decorata de oficialii romani.

Asa cum aprecia liderul senatorilor dl. Florin Constantinescu: delegatia parlamentara kazaha a fost primita la nivel de delegatie prezidentiala, pentru a da un semnal privind importanta fara egal a relatiei dintre Romania si Kazahstan.

Prof.Dr. Anton Caragea-Presedinte Director General- Institutul de Relatii Internationale si Cooperare Economica a apreciat ca: astazi Kazahstanul este un centru  de putere mondial, un stat profund democratic si prosper, un model pentru intreaga lume si un serios partener strategic al Romaniei si un important aliat diplomatic pentru tara noastra.

Deputatul Costel Alexe-Presedintele Grupului Parlamentar de Prietenie Romania-Kazahstan  a apreciat ca intre cele doua tari relatia este semnificativa si in ultimii cinci ani a cunoscut o turnura spre o prietenie si alianta strategica ce face ca Romania sa fie profund interesata in dezvoltarea pe viitor a Kazahstanului in care vede un aliat major.

Senatorul Marcel Bujor-Presedintele Comisiei pentru Romanii de Pretutindeni a apreciat ca Romania este mandra sa salute in Kazahstan primul stat care a rezolvat perfect si complet problema minoritatilor nationale, in cel mai profund caracter democratic.

La finalul turneului delegatia parlamentara din Kazahstan a apreciat, prin vocea presedintelui Serik Akylbai ospitalitatea deosebita, disponibilitatea liderilor Romaniei de dialoga cu Kazahstanul si sentimentele de dragoste si respect fata de tara lor si fata de presedintele Nursultan Nazarbayev, toate acestea fac ca relatia noastra sa fie una speciala, au apreciat la unison reprezentantii parlamentului kazah.

ROMANIAN PARLIAMENT IS HONORING THE STRATEGIC FRIENDSHIP WITH KAZAKHSTAN

Romanian Parliament is increasing his presence in the country’s foreign policy and is throwing his wait in supporting the promotion of Romania’s strategic friendships.

The bilateral relation with Kazakhstan is of tremendous significance for fostering our country’s relations with Central Asia and in promoting the concept of the New Silk Road in XXI century, a road that will connect the emerging markets of Asia with the European developed economies.

In order to underline this impressive significance of Romania-Kazakhstan cooperation, under the high patronage of Institute of International Relations and Economic Cooperation, the key officials of Romanian Parliament had offered a perfect welcoming to the new Kazakhstan ambassador in our country HE. Daulet Batrashev.

The Chairman of Romanian Senate Energy and Transport Committee, Vice-President-Florin Constantinescu emphasized the economic significance of the Kazakhstan presence, as the key player on Romanian energy market, by the investments projects of KazMunayGaz.

Today’s Kazakhstan is the strategic investor in the energy sector and the second foreign investor in Romania’s economy.

Ambassador Daulet Batrashev presented his country farsighted economic strategy-Nurly Zhol, outlined by President Nursultan Nazarbayev and emphasized the role Romania can play as the hub of energy supplies coming from Kazakhstan and as the terminal point of the energy route, connecting Kazakhstan and Europe and informed the Senate leader of the acquisition by Kazakhstani side of the Georgian port of Batumi, a positive development in increasing the bilateral trade between the two countries.

In the end of the meeting, Mr. Florin Constantinescu- Chairman of Romanian Senate Energy and Transport Committee has officially invited the leaders of Kazakhstan parliament to attend the Silk Road Conference to be held with the support of Professor Dr. Anton Caragea, President Director-General of Institute of International Relations and Economic Cooperation.

As a sign of the Romanian Parliament commitment to develop the relation with Kazakhstan, Senator Florin Constantinescu bestow upon H.E. Kazakhstan Ambassador Daulet Batrashev the Romanian Senate Medal and awarded the same medal to Professor Dr. Anton Caragea, President Director-General of Institute of International Relations and Economic Cooperation.

Senator Marcel Dumitru Bujor entrust the official invitation for a high level Kazakhstan parliamentary delegation. 

 

Kazakhstan Ambassador was received afterwards by the Chairman of Romanians Abroad and Foreign Diplomacy Mr. Marcel Dumitru Bujor.

He clearly marked the Romanian gratitude for the Kazakhstan role in supporting the strategic relationship with Romania and for investing in our country economy and especially for creating in Kazakhstan a model society of development and inclusiveness, in full accordance with the human rights standards of today.

Ambassador Daulet Batrashev presented the updated situation of the Romanian minority leaving in Kazakhstan and topping 26.000 members and enjoying constitutional rights and law protection in developing and preserving their culture and traditions.

The Ambassador Daulet Batrashev also presented the experience of the Assembly of People’s of Kazakhstan, a perfect designed institution to fulfill the desires of all minorities, leaving in harmony on the territory of Kazakhstan.

In the end of the meeting, Chairman Marcel Bujor had offered to H.E. Ambassador Daulet Batrashev the 150 years of Romanian Senate Plaque and offered another commemorative plaque to Professor Dr. Anton Caragea, President Director General of Institute of International Relations and Economic Cooperation.

H.E. Ambassador Daulet Batrashev was afterwards received by Vice-Leader of Romanian Chamber of Deputies Mrs. Liliana Ciobanu and by Senator Ionel Agrigoroaei from National Defense Committee and from Economic, Industry and Services Committee of the Parliament.

In all their declarations the Parliament leaders emphasized the importance of the Romanian-Kazakhstan relations and the seriousness that Romanian political and economic leadership is investing in the strategic friendship between the two countries.

Professor Dr. Anton Caragea, President Director-General of Institute of International Relations and Economic Cooperation had concluded the visit to the Parliament by appreciating that: the impressive welcoming staged by the Senate and Chamber of Deputies for Ambassador Daulet Batrashev is self explanatory proof of the high esteem that Kazakhstan is enjoying in the Romanian society.

 No other ambassador has being welcomed in such a manner, befitting to a strategic friendship, the friendship between Romania and Kazakhstan.

SENATORUL FLORIN CONSTANTINESCU CONFIRMA DISPONIBILITATEA ROMANIEI DE A PARTICIPA LA REFACEREA DRUMULUI MATASII

În data de 19 noiembrie 2014 a avut loc o întrevedere de lucru între domnul senator Florin Constantinescu, Preşedinte al Comisiei pentru Transporturi şi Energie din Senatul României şi Ambasadorul Republicii Kazahstan în România, E.S. Domnul Daulet Batrashev.

Întâlnirea a fost prilejuită de începerea mandatului Excelenţei Sale în România şi realizată cu sprijinul Institutului de Relaţii Internaţionale şi Cooperare Economică(IRICE).

În cadrul discuţiilor s-a precizat că Republica Kazahstan este cel de al doilea investitor strategic în economia României şi prin achiziţia Rompetrol de către KazMunaiGaz a devenit cel mai important partener al României din Asia Centrală şi principalul jucător de pe piaţa de energie, gaze şi petrol din România.

Partea kazahă a mai prezentat şi stadiul evoluţiei coridorului energetic Drumul Mătăsii, drum ce urmeză să lege energetic Kazahstanul de piaţa europeană şi a informat partea română asupra achiziţiei companiei ce operează portul Batumi de către partea kazahă, achiziţie ce permite acum o legătură directă cu portul românesc Constanţa.

Între cele două părţi a mai avut loc un schimb de informaţii privind evoluţia cooperării energetice, dezvoltarea colaborării economice şi au fost prezentate proiectele de transport a petrolului şi gazelor din Kazahstan pe teritoriul României, către consumatorii Uniunii Europene.

Senatorul Florin Constantinescu, Preşedinte al Comisiei pentru Transporturi şi Energie, a prezentat înalta apreciere pe care partea română o dă cooperării stabile între cele două ţări, a considerat investiţia în Rompetrol drept un cap de pod între cele două economii şi a adresat părţii kazahe invitaţia de a coopera într-un proiect iniţiat de domnia sa şi menit să lege parlamentele ţărilor de pe fostul Drum al Mătăsii într-o cooperare parlamentară stabilă şi destinată să faciliteze legătura  economică între România şi zona Drumului Mătăsii.

Profesor Doctor Anton Caragea, Director al Institutului de Relaţii Internaţionale şi Cooperare Economică, a mulţumit domnului Florin Constantinescu pentru sprijinul constant acordat dimensiunii economice a activităţii diplomatice, sprijin care i-a adus senatorului anul trecut PREMIUL PENTRU ACTIVITATE PARLAMENTARĂ şi a apreciat că astfel de întâlniri dau stabilitate şi predictibilitate relaţiilor internaţionale.

La finalul întâlnirii E.S Daulet Batrashev-Ambasadorul Kazahstanului şi Prof.Dr. Anton Caragea au primit din partea preşedintelui Florin Constantinescu medalia comemorativă 150 de activitate a Senatului României.
