PRESIDENT DR. ANTON CARAGEA DECORATED WITH 27 JUNE NATIONAL ORDER FOR DIPLOMATIC ACCOMPLISHMENTS

On the occasion of the official visit to the Republic of Djibouti, President Dr. Anton Caragea was received by Academician Ismail Omar Guelleh, president of the Republic of Djibouti.

A dialogue of friendship and cooperation between H.E. President of Djibouti-Academician Ismail Omar Guelleh and H.E. President Professor Dr. Anton Caragea.

Academician Ismail Omar Guelleh express his gratitude on behalf of people and Government of Djibouti for the official visit of Professor Dr. Anton Caragea in the country of the Horn of Africa and for the entire support offered to the state of Djibouti in the areas of asserting the country influence in the fields of diplomacy, culture and tourism.

 

On his turn Professor Dr. Anton Caragea graciously expressed his gratitude and that of his delegation for the exceptional and warm welcoming ceremony and for the perfect played by Djibouti as the host of African Culture and Tourism Week.

 

H.E. Abdoulkader Kamil Mohamed, Prime Minister of Djibouti had officially bestowed upon President Dr. Anton Caragea the NATIONAL ORDER OF 27 JUNE on the highest rank.

 

 

Djibouti is rapidly evolving from a center of great business a central place in international trade and a crucial supplier of security for African continent into an area of culture, traditions and natural riches to be exploited for the development of tourism, remarked President Dr. Anton Caragea.

Concluding the meeting with H.E. Academician Ismail Omar Guelleh President of the Republic of Djibouti, according to the president instructions H.E. Abdoulkader Kamil Mohamed, Prime Minister of Djibouti had officially bestowed upon President Dr. Anton Caragea the NATIONAL ORDER OF 27 JUNE on the highest rank.

This decoration comes in recognition a lifetime achievements of President professor Dr. Anton Caragea in developing an XXI century diplomacy, in promoting democracy and freedom and in the defense of peace on global arena has stated Abdoulkader Kamil Mohamed Prime Minister of Djibouti.

The decoration ceremony has taken place in the presence of the members of government of Djibouti, members of parliament and presidency and was live broadcasted.

PRESIDENT PROFESSOR DR. ANTON CARAGEA OFFICIAL VISIT TO ETHIOPIA 2019

On the landmark occasion of the proclamation of Addis Ababa as World Capital of Culture and Tourism and  the opening of the Unity Trough Culture Festival in Ethiopia a top ranking delegation headed by H.E. Professor Dr. Anton Caragea was invited for a discovery tour of Ethiopia, for the opening of the Addis Ababa-World Capital of Culture and Tourism Festival and for a string of meetings destined to enhance the bilateral relations.

 

 

On the invitation of H.E. Mrs. Sahle Work Zewde F.D.R Ethiopia President, H.E. Professor Dr. Anton Caragea had visited Ethiopia at the head of a high level delegation.

 

 

The visit was the result of the invitation from H.E. Mrs. Sahle Work Zewde, Ethiopia`s President

 

The visit took place between 29 January through 8 February 2019 and included an important political and diplomatic dimension.

 

H.E. Professor Dr. Anton Caragea gives the start of Addis Ababa Culture and Tourism Festival.

The inclusive dialogue, concentrated on promoting bilateral trade, investment and economic cooperation, supporting business people and firms, from both regions, in cooperating and promoting the exchange of techniques, skills and economic goods.

On diplomatic arena an ample cooperation and further developing of honorary consul’s network across the world, was established, with a view to foster tourism, cultural and economic cooperation.

Creating a network of Ambassadors for Tourism and Culture, promoting tourism and the image of Ethiopia, where also tabled, based on other successful examples of actions carved by Institute of International Relations and Economic Cooperation.

 

 

Opening the world tourism ceremony in Addis Ababa.

On February 3, 2019 President Professor Dr. Anton Caragea presented the opening speech for World Capital of Culture and Tourism ceremonies for Addis Ababa.

 

The world tourism ceremony included also folk dances, Ethiopian traditional coffee ceremony and academic presentations, supported by leading figures of Ethiopian cultural establishment.

The ceremony was live broadcasted and viewed by more than 200 million television viewers and will continued to be presented across the world for the next year.

 

 

H.E. Professor Dr. Anton Caragea receives an Ethiopian art work from the Head of Government in Addis Ababa.

 

The visit included also a large cultural discovery programme carved specially to offer to Professor Dr. Anton Caragea delegation the opportunity to observe new areas and zones of Ethiopia different from 2015 visit.

 

The cultural trip encompassed areas as Jimma and Kaffa provinces, from where the coffee cultivation started across the world, trade routes around Jimma province and imperial places across Gibe river ) mainly Abba Jifar Palace UNESCO heritage site), the natural volcanic area of lake Bishoftu and cultural and religious landscape of Debre Libanos Monastery.

 

A special segment of the cultural programme was the discovery of Addis Ababa historical potential with stop-overs to Entoto Mountain Historical Site )with Emperor Menelik II Palace, Churches of Saint Maryam and Saint Raguel and Elie Church and Entoto Museum etc) Cathedrals of Holy Trinity (Haille Selassie)  and Saint George and Museums of National History and Ethnographic Museum (hosted in former imperial palace Genet Leul) etc.

Concluding the visit H.E. Professor Dr. Anton Caragea was invited for a return visit for September 2019 opening session of the new Ethiopian Parliament in order to give a boost to the country parliamentary structures and to promote the nation integration in global parliamentary structures.

In an effort to preserve a correct atmosphere on elections and voting more and more countries are moping up the fake organizations constitute in order to trump electors, make fake reports and create a negative atmosphere combating democratic advances.

 

Vladimir Putin say`s enough is enough on biased European Platform for Democratic Elections

The latest zombie organization to get the ax is the so called European Platform for Democratic Elections providing anti-Russian propaganda and fake reports.

These riff-raff type activities made the Russian Ministry of Justice to decide on banning the fake manipulation instrument followed a decision by the Deputy Prosecutor General of the Russian Federation to include the zombie outfit on the list of undesirable foreign organizations.

The decision was saluted across the globe as a first step in blocking the activities of these zombie so called organization that are used for smear campaigns, anti-democratic actions and destroying the international community confidence in the real  electoral monitoring organizations.

PRESIDENT DR. ANTON CARAGEA PRESENTS 2018 REPORT OF PARLIAMENTARY ASSEMBLY FOR SUSTAINABLE DEVELOPMENT GOALS

Professor Dr. Anton Caragea has presented the First Report for PASDG-Parliamentary Assembly for Sustainable Development Goals 2018 highlighting the need for international cooperation in the implementation of the Agenda 2030, the significance of exchanges of information and good practice lessons in parliamentary actions related to SDG`s and marked the main achievements of world` s parliaments in reaching the ambitious targets of sustainable development goals.

 

MAIN STORY HIGHLIGHTS

 

The 2030 Agenda for Sustainable Development recognizes the role of parliaments in holding government accountable for commitments to eradicate poverty and achieve sustainable development.

The ‘PARLIAMENTARY ASSEMBLY FOR SUSTAINABLE DEVELOPMENT GOALS Report 2018’-PASDG 2018 focuses on the role of parliaments in providing oversight and holding governments accountable, including on the SDGs.

The report features examples and lessons learned, such as how PASDG worked with the Cambodia`s parliament to mainstream the SDGs.


Professor Dr. Anton Caragea presents THE ‘PARLIAMENTARY ASSEMBLY FOR SUSTAINABLE DEVELOPMENT GOALS Report 2018’-PASDG. 

 

The ‘PARLIAMENTARY ASSEMBLY FOR SUSTAINABLE DEVELOPMENT GOALS (PASDG) and the European Council on International Relations (EUCIR)  have released the firsts ‘Global Parliamentary SDG Report 2018.’

The report highlights the role of parliaments around the world in contributing to achieving the Sustainable Development Goals (SDGs).

The ‘PARLIAMENTARY ASSEMBLY FOR SUSTAINABLE DEVELOPMENT GOALS Report 2018’-PASDG 2018’ focuses on parliament’s role in providing oversight of government and parliament’s power to hold government to account and makes recommendations for strengthening oversight.

Over 250 parliaments around the world contributed to the report, which shares examples and lessons learned on how parliaments and Members of Parliament (MPs) carry out oversight functions in their countries.

The 2030 Agenda for Sustainable Development recognizes the role of parliaments in holding government accountable for commitments to eradicate poverty and achieve sustainable development.

According to the report, this mandate offers an opportunity for parliaments and MPs to increase their engagement in national development and monitoring progress towards the SDGs, therefore ensuring better development outcomes for their citizens.

The report provides a list of illustrative questions for assessing parliamentary involvement with the SDGs, ranging from the extent of parliamentary review and debate on documents related to national SDG implementation to parliaments’ ability to ensure government follow-up on recommendations on SDG implementation by global instruments such as the PARLIAMENTARY ASSEMBLY FOR SUSTAINABLE DEVELOPMENT GOALS.

 

 

Parliaments can also advance the SDGs by translating the SDGs into enforceable national laws and monitoring implementation of these laws, among other actions.

In addition to parliaments’ role in providing oversight on the SDGs as a whole, SDG 16 (peace, justice and strong institutions) includes a number of targets relevant to parliaments, including targets on promoting the rule of law (target 16.4), developing effective, accountable and transparent institutions (target 16.6), and ensuring responsive, inclusive, participatory and representative decision-making at all levels (target 16.7).

EUCIR-European Council on International Relations works in over 20 countries to strengthen parliaments to make them fit for purpose in delivering the 2030 Agenda.

The PARLIAMENTARY ASSEMBLY FOR SUSTAINABLE DEVELOPMENT GOALS will implement the lessons learned from the report in its parliamentary strengthening activities.

ELECTION MONITORING WEBSITE DEDICATED TO CAMBODIA`S PARLIAMENTARY ELECTIONS JULY 2018 UNVEILED

With national and general elections in The Kingdom of Cambodia less than two months away, a critical website was launched today by a coalition of international organizations ( European Council on International relations, Bucharest Conference on OSCE-2010, Europe and Asia Conference, World Electoral Monitors Organization signatory to the Act for Transparent and Peaceful Elections) – to provide a source of up-to-date information, a database of key facts and figures, thought-provoking analysis of the electoral process, and a forum for debate.

 

The most innovative aspect of the website is that it provides partners with a dynamic space where they can share information and ideas in real time.

The website is just one aspect of the crucial work that international community and  World Electoral Monitors Organization is doing in the run-up to Kingdom of Cambodia sixth National Democratic Elections.

The site is dedicated to act as a vehicle for a network of international and civil society organisations that are dedicated to promoting civic education and transparent, democratic elections.

The website, it has been designed to be easily accessible and user-friendly, enabling its users to quickly discover and enjoy its wealth of information.

Meanwhile, the banner includes the images of children accompanying family to the urns – an image that highlights three key issues.

The first is that democratic elections are a game with rules that must be followed.

Secondly, elections involve the formulation of a draft programme for both the present and the future.

And finally, the spirit of fair play that should characterize this process is not inevitable in itself, but represents a real opportunity for future generations.

The international community is supporting the Kingdom of Cambodia on the assumption that the consolidation of a democratic culture inevitably involves encouraging people’s participation in government and governance, which requires empowerment of the citizenry, increasing awareness on rights and obligations, developing ability to influence and monitor the management and performance of political power.

The project encourages citizen’s participation through better coordination of civil society organizations during the 2018 electoral process.

It also entails empowerment of voters via a civic education campaign; the monitoring and management of the electoral process led by the National Electoral Commission of the Kingdom of Cambodia (NEC); and monitoring and facilitating consultation among electoral stakeholders including political parties, NGOs and other actors involved in the process.

THE FULL LIST OF THE 20 PARTIES TAKING PART IN CAMBODIA`S GENERAL ELECTION-JULY 2018

As the people of Cambodia are preparing to go to the urns to elect their leaders in what was generally described as the freest and most open electoral competition the country`s top election watchdog: National Election Committee (NEC) hailed the prospect of multi-party democracy with the registration of 20 parties for a July general election.

“Now, we have 20 political parties registered, this shows a multi-party democracy,” NEC spokesman Dim Sovannarom told a news briefing.

 

 

Prime Minister of Cambodia, Academician HUN SEN had insured an open and competitive climate for the July 2018 elections earning him global plaudits

 

 

“This is an opportunity for people, in every five years, to chose their leaders,” he added.

 

Twenty political parties registered to participate in the upcoming national election in July as the 15-day window to register candidates came to an end yesterday.

Dim Sovannarom, spokesman for the National Election Committee, said during a press conference yesterday that 20 political parties have registered to contest the election on July 29.

“In total, 20 political parties have registered at the NEC,” Mr Sovannarom said. “The NEC will carry out its duty according to the law to ensure the electoral process is free and fair.”

Mr Sovannarom said that four political parties, Cambodian People’s Party, Cambodian Youth Party, Cambodian Nationality Party and Khmer National United Party, were officially recognized by the NEC so far.

 

He said that the NEC will follow its procedure to review the documents of the other 16 political parties that have registered.

Mr Sovannarom said that 20 parties are taking part in the election on July 29, noting that eight political parties took part in the 2013 election.

“It showcases that multiple-party democracy is flourishing,” Mr Sovannarom said. “We are walking on the road of multiple-party democracy to hold the election on July 29.”

 

 

 

Among the recognized parties are the ruling Cambodian People’s Party (CPP) of Prime Minister Samdech Academician Hun Sen, the royalist Funcinpec Party of Prince Norodom Ranariddh, and the Grassroots Democracy Party.

The Southeast Asian nation is scheduled to hold a national election for the 125-seat parliament on July 29 and approximately 8.3 million Cambodians are eligible to cast their ballots.

Speaking during a get-together with thousands of garment factory workers in southwestern Kampong Speu province, Academician Hun Sen renewed his call for the people to vote in the forthcoming election, saying it would be the only chance for them to elect their leaders once in every five years.

According to the NEC, the three-week electoral campaign will start from July 7 to 27 2018 and according to international observers the poll is promising to respect the principles of free, fair and transparent elections.

CAMBODIA`S NATIONAL ELECTION COMMITTEE CREATES A BALANCED CODE OF CONDUCT FOR PRESS AND JOURNALISTS

The National Election Commission (NEC) of The Kingdom of Cambodia has released a Code of Conduct for Press in the perspective of the 29 July 2018 elections that received world-wide acclaim for protecting freedom of the press, promoting responsible and accurate reporting and supporting the free and correct information for the people of Cambodia.

 

This is a perfect example of balancing the rights to information and free reporting on elections in the era of fake news and is even more impressive as the country has experienced a series of scandals regarding fake news promoters in the Kingdom like PHNOM PENH POST and CAMBODIA DAILY, newspapers that where at the center of a host of controversy creating fake news and excelling in manipulation and propaganda of the lowest rank.

Despite this unfortunately episodes the Government of Cambodia has decided to weight in and respect the rights of press and uphold the rights of information in the perspective of expected July 2018 national elections.

The NEC press release said the Code of Conduct for Media contains requirements and prohibitions they must conform to.

The requirements are as follows:

• Journalist associations, journalist institutions or independent journalists who wish to cover news on the electoral process can apply for registration directly at the NEC. Alternatively, they may download the registration form from NEC’s website.

 

As of May 23, the NEC has issued press passes to 284 journalists from 35 media organisations – including 51 foreign journalists from 15 media outlets – to cover the elections.

• For national journalists, the registration deadline is 10 days prior to election day, while for international journalists the registration deadline is 5:30pm three days before election day.

• National and international journalists who wish to take pictures in voter registration stations and polling and ballot counting stations should notify the chief of the Voters Registration Task Force in advance.

The media is prohibited from the following activities:

• Broadcasting news that leads to confusion and loss of confidence in the election.
• Broadcasting news based on rumour or lack of evidence.
• Using provocative language that may cause disorder or violence.
• Publishing news that affects national security and political and social stability.
• Expressing personal opinions or prejudice in reported events.
• Interfering or disrupting voter registration, polling and ballot-counting processes.
• Conducting interviews at voter registration stations, polling stations and ballot-counting stations.

 

The new NEC regulations based on truth, ethic preservation and correct information management are perfectly balanced and destined to protect voters rights to privacy and information and to foster a responsible communication and reporting. making Cambodia`s one of the top countries in respecting press freedom and responsible journalism.

President of Institute of International Relations and Economic Cooperation IRICE, Professor Dr. Anton Caragea has sent a congratulatory message to the new Prime Minister of Ethiopia, Dr. Abiy Ahmed Ali on his election to the premiership office.

The President’s message reads as follows:

 

I want to start by congratulating you on the occasion of  the election as Prime Minister of Federal Republic of Ethiopia and as Chairman of Ethiopian People’s Revolutionary Democratic Front and take this opportunity to wish you joy, happiness and successes for all your loved ones and a perfect year for ETHIOPIA and his people(…)

I want to avail to this opportunity to wish you a perfect mandate, on personal level with health and happiness, and on government level, a mandate of accomplishments in your exertions for a better future and for development of people of Ethiopia.

We share with the Government of Federal Democratic Republic of Ethiopia a long history of cooperation in building tourism, cultural and developmental cooperation  and we express our goodwill and desire for a continuous cooperation with Your Excellency Government.

PROFESSOR DR. ANTON CARAGEA INTERNATIONAL HUMANITARIAN ACTIONS GETS INTERNATIONAL DEMOCRACY DAY OF ACCOLADE

The international community is celebrating Professor Dr. Anton Caragea achievements in promoting culture and human development as bedrock foundations for achieving Sustainable Development Goals (SDG).

THE INTERNATIONAL DEMOCRACY DAY INITIATIVE has awarded the special diploma for Professor Dr. Anton Caragea marking his role in implementation of SDG`s agenda on world level.

This had come in recognition of Professor Dr. Anton Caragea instrumental role in raising awareness and creating in 2016 the first lessons on Sustainable Development Goals  and the leadership role  in carving out The Parliamentary Assembly for SDG ( institution garnering world parliaments support for implementing Sustainable development Goals friendly legislation in their national legislatures and on international arena).

Combating hunger, poverty, climate change, and gender inequality while promoting good health, education, clean water and sanitation, and decent work and economic growth are just a few of the aims of the recently adopted Sustainable Development Goals (SDGs).

Professor Dr. Anton Caragea had supported and inscribed on the national and international agenda items like: encouraging global citizenship through education; advancing peace and conflict resolution through education; addressing issues of poverty through education; promoting sustainability through education; promoting inter-cultural dialogue and understanding, and the “unlearning” of intolerance, through education.

The latest personality to be honored in a similar manner was Dr. B. R. Ambedkar, the architect of the Indian Constitution, in a special festivity in 2016.
