Wednesday 30 of January 2013 at the Institute of International Relations and Economic Cooperation headquarters was held the first conference of 2013: The evolution of Romanian economy in 2013. The aggravating crisis!

The conference has joined economical experts from Romania and European Union, economical supervisors and personalities of political, economical and academic life of Romania.

2009- 2012 –the first period of crisis.

The conference started with an evaluation of the impact of economic crisis in the last period: 2009-2012.

In 2009 the economic crisis has affected the vital areas of economic life: the collapse has started with construction industry and construction material factories and collapse continued by the real estate market shrinking. Others affected sectors where: insurance, banking and stock exchange and in all the financial sector was strongly shaken down. The consumer confidence has fallen sharply and the Gross Domestic Product (GDP) has being reduced with 10% in 2010 and 8% in 2011.

The decrease in Romanian economy has being so devastating that now we are below the 2000 level. Unfortunately the economic collapse of 2010-2012 has laid the foundation for a crisis without equivalent in Romanian history that will affect the country in 2013.

2011-2012: The period of economic earthquake.

2011 and 2012 will be remembered as the worst years of economic turmoil in Romania, had appreciated in one voice all the experts present at the gathering.

First of all the 2011 has being the year in which the Romanian economy had collected all the hard hits from all the economic collapse of the last years. The financial system has being especially hard hit and this had made the fragile Romanian economy to reach the breaking point. The inflation had resurfaced and the experts appreciate that a 10% percent yearly inflation is unavoidable.

The resurgence of inflation had put a dramatic pressure on population economy and had made any recovery unthinkable for the next 4-8 years.

The collapse in economic system, the internal and external investments had being reduced to minimum, the credit on internal market has being practically suspended and all this had provoke for 2012 an economic decrease of more than 15% of GDP or even 18% of GDP after others opinions. A factor not to be neglected in amplification of the crisis is the governmental incompetence that by increasing the taxes, legislative chaos and a deliberate politics of destroying the middle class investors in the favor of big companies all did nothing ells than to aggravate the economic crisis.

2013 – European economic crisis will impact hard on Romania.

The 2013 will be a decisive year to on how will be affected the Romanian economy by the European meltdown.

Until now the Romanian economy was hit hard by his own faults like: reduced productivity and competitiveness, chaos in the governmental policy, crippling inflation etc. In 2013 Romania will be affected by the decay in European economic activity.

Crisis hit Spain, Greece, and Ireland and slowing down economy of Germany, France and Great Britain, will impact negative on Romanian chances to get access to European funds and foreign investments.

Romanian economy and policy maker are not yet conceptual prepared to understand that Romanian EU membership had became a liability and a negative factor in the future of Romania, appreciated the representative of Foreign Export Company Association Mr. Marcel Alexandru.

The negative impact of European Union financial and confidence crisis will account for a 2-5% percent reduction in Romanian GDP this year.

 2013 will be without a doubt a period of a new catastrophic decline. It must be very clear, all economic experts underlined, that the present economic decline will last for at least a decade at European level, so all those opinions that declared that Romania will start a new economic growth before the next 10 years; either don’t know what they are saying, either is bluntly laying.

All the European statistics are speaking about the lost decade of Europe between 2010 and 2020 , term referring to the blocking of economic development at continental level and the frozen of present situation for a decade.

Those that are declaring that Romania will surpass the period of recovering of  France or Great Britain economy , are telling stories that are unbelievable , stated chief economist- Mihail Racaceanu. What is important is to succeed that we have in 2013 a decrease in real economy of less than 10% and in the interval between 2013 and 2018 to stop the decline and in 2020 to come back to pre-crisis level.

2013 budget- a budget of economic decline.

In 2013 the Romanian economy is coming to the fore not only with the negatives trends of the last years and a crippling inflation but also with a budget of austerity that will direct Romania to plunge into a new economic meltdown.

The 2013 budget is the first budget in the eight year period that is not approved prior to 1-th of January, a negative record that is impacting Romanian economic stability and is giving a sign of chaos in the government economic policy.

The budget expected deficit of 2, 4% percent of GDP it not offering any chance for a real economic recovery, massive investment projects are abandoned and the decline in the economy is estimated by independent economist around 8-10% percent of the GDP by the year’s end.

What is dramatic is the reduction in the direct investment in the economy, with less than 8 billion euro investment planned for this year the Romanian economy had to struggle for sustainability. Reduced foreign investment and dramatically shrinking internal private investment means that Romania will have now more that 10 billion euro (in an optimistic assessment) for investment programs. The country needs at least 20 billion per year to modernize the economy and to have a decent growth rate of 1-2% percent per year. He present day budget is not only of severe austerity but of severe contraction stated the economists present at the meeting.

Romanian economy recover postponed to 2050.

This assessment was a strong one, keeping in mind that the pre-crisis governmental statistic declared that in 2025 Romania will succeed in recuperating the gap and reach the level of industrial activity prior to 1989 Revolution.

This perspective is no longer feasible, a new perspective is appearing after the crisis and after the lost decade and a cumulative GDP decrease of more than 60% from 2007 economy level.

This economic recession will be hard to recuperate in the context of zero governmental involvement, the general economic climate of recession and finally the worst factor of all: the burden of external debt.

External debt risk can plunge Romania into financial meltdown.

The fear factor that will suffocate Romanian economy in the next period will be, after 2015, the foreign debt crisis.

The Emil Boc government has careless accepted more than 36 billion dollars credit and in total the private and state debt of Romania is reaching the unbelievable sum of 95 billion dollars, this only if the government will no longer accept new loans.

In 2012 the Mihai Razvan Ungureanu government succeeded in just a few months to reduce the National bank Reserves by 20 billion euro, an unprecedented squandering of public money in Romanian history.

Despite the writing on the wall, in all of cases like Greece, Spain and Ireland, Romania is accepting new loan from International Monetary Fund, loans that will not be invested in developing and modernizing the economy but in salaries and pensions. This consumer invested loans at extortionate interest rates will suffocate completely an ailing and failed economy as Romanian economy is.

Unemployment: with a rate of registered unemployment of more than 12% of the active population and with another 15% percent of the population already left out of the governmental unemployment aide, Romania tops many EU member countries with a real unemployment figure of more than 25% of the population. This figure must be put in perspective with more that 50% of the population below the poverty line and the full picture of the economic meltdown and social tragedy could be analyzed. Romania economy is in crises and no plans for a future development had not being adopted.

2013: The worsening of economic crisis.

The conclusion of the most important economic experts of Romania was clear: the crisis is not over by far, but has entered in a more difficult faze that will affect financial and banking system and economic fundament`s. The economic crisis will continue until 2017 at the earliest and a coming back cycle that will last until 2025. This decade will be without a doubt the lost decade of Romania but if the necessary measures are not rapidly taken to re-establish control on economic decline than we risk that Romania economy will not come back not even in 2025.

We are living through difficult and boisterous time. A period of rapid changes in world economic and political system, a time of powerful crisis that is shaking the fundaments of national states and of national economies and is putting under strain the social protection and all the values of economic neo-liberalism.

In this chaotic period, just a few nations are allowed the luxury of economic and political long time forecast and predictability: China and United States are creating and proposing to their people and foreign partners a long term vision of development and national statehood construction.
In a time of peril and un-certitude, when even a short time economic prediction is considered hazardous, just a few nations are having the will to act as beacons of lights and direction for their region.

In 17th of December 2012 Kazakhstan had enter to this select club of nations, conscientious of their role and position in the continental and world stage by presenting an ambitious, realistic and well carved plan for future of Kazakhstan until 2050.
By the voice of his President, Nursultan Nazarbayev, Kazakhstan had created the prototype of a long term, healthy and stable construction model for the country, the region and the world.

Kazakhstan 2030: weathering the storm and creating a nation.

Kazakhstan it is not at the first step in a managed transition towards a stable and democratic society and a powerful economy.
In 1997 Kazakhstan had already carved the landmarks of his astonishing development by the presidential strategy- Kazakhstan 2030.
Far from being just a window dressing, the strategy for 2030 had proved to be a perfect way for charting Kazakhstan after the independence in the incertitude of nation building and construction of a viable economy.
The program had allowed Kazakhstan to tap into national reserves of oil and gas, to gush out of the enclave country status via the reconstructed Silk Road of energy and trade, to create a modern economy, not depending only on energy resources, to build a huge potential of national intelligence and to foster the economy of knowledge, the base for a XXI century reliable economy.

The long string of economic successes was accompanied in the internal sphere by political stability, based on democratic and open society values, the protection of national and religious minorities.
In the area of external policy, Kazakhstan had gather the powerful laurels of a successful reform project carried out during his Presidency of Organization for Security and Cooperation in Europe. An impressive success was also the unprecedented two year chairmanship of Organization of Islamic Conference that transformed Kazakhstan in a leader of dialogue between Islam and Western world.

The latest major diplomatic achievement of Kazakhstan was the proposal of building an area of security and cooperation in Europe and Asia, launched in September 2012, in Astana, at CICA Conference by President Nursultan Nazarbayev. This latest proposal makes Kazakhstan the promoter of an all-inclusive, intercontinental dialogue, that could transform the political landscape of XXI century.
In the end, Kazakhstan 2030 had proved to be not only a successful strategy for Kazakhstan, but also an example for all the countries of the world on how a nation by the sole fact of building himself, can become a regional and world significant player.

The main pillar of Kazakhstan 2050: understanding of XXI century.

In its world acclaimed book: The Seven Pillars of Wisdom, the famous Lawrence of Arabia had mentioned that: the most important, but also decisive part of a plan is to be in line with the necessity of his time.
Kazakhstan 2050 starts by outlining the fundaments of the world in XXI century. A period of change, of accelerating history, of economic, political and ecological challenges, a world completely different from the world of XX century.

Kazakhstan 2050 is providing the basis for this healthy economy to continue his growth process. Investing in social protection and creating a strong internal demand are key factors for a stable rate of growth. Modernizing the economic potential, investing in new technologies are policy that will insure the world competitiveness of Kazakhstan national economy and the creation of a knowledge based economy are also a profitable long term investment.

The modern economy is based on technological transfer and Kazakhstan is becoming a champion in modernizing the basis of his economy via technology transfer and more important, Kazakhstan educational system mixed with the accent on entrepreneurship in economic development is creating the base for a managerial revolution, that will put Kazakhstan among the top economy`s of the world in term of creativity and intelligence incorporated in economic production.

Extremely interesting it is also the concept of a Kazakhstan patriotism. Instead of playing the card of nationalism or chauvinism, President Nursultan Nazarbayev is calling for the tradition, language and equality to blend into a new and successful Kazakh: a person well educated, wealthy , healthy enjoying the benefits of a modern state and administration and a state of the art medical system.
Kazakhstan is promising to put at the core of his foundation plan for 2050 the individual and his chances to prevail in a complex XXI century.

From Kazakhstan to the world. From world to Kazakhstan.

One of the keys of Kazakhstan national and international success was understanding that Kazakhstan could not evolve alone in the world, but always must stay in touch and be an intricate part of the world evolutions. There are many examples that support this conjecture in Kazakhstan two decades of independence story.

Kazakhstan economic miracle was built on partnership with western companies and oil extraction technology, but also on political negotiation with Russia on Caspian Sea exploration.
The Astana Expo 2017 will also be a proof of the lesson of mutual profit that Kazakhstan is offering to the world. Kazakhstan management of energy, the lessons of ecology and energy for a future, of environment protection, are going to be beneficial for the world economy and for the generations to come. This is just a new illustration of the Kazakhstan concept of successful quest for global significance.
Kazakhstan economic development had transformed the country in a major player in the development of Asia and Europe. Kazakhstan 2050 promises to continue this wise policy: from Kazakhstan to the world, from world to Kazakhstan, creating a synergy that could only beneficial for all the world nations.

Now the lessons of Kazakhstan 2050 are available for everybody: an example of a society of free people building a country for the future, not in isolation or competition, but in harmony with the world nations. In the concert of nations Kazakhstan is ushering in a new tone: a tone of hope.

PRESIDENT GURBANGULY BERDIMUHAMEDOV – A GREAT FRIEND OF ROMANIAN PEOPLE VISITS ROMANIA

Beginning of  May 2011 is bringing an important diplomatic event for Romania , the visit of Turkmenistan President , Gurbanguly Berdimuhamedov to Bucharest. President Gurbanguly Berdimuhamedov has succeeded in constructing a friendly working relationship with Romanian President Traian Basescu and the bilateral relationship  Romania-Turkmenistan is one of the most promising and rapidly evolving in the region.

To withness and support this growing relation, in October 2010, Institute of International Relations and Economic Cooperation of Romania had awarded the most prestigious cultural distinction to President Gurbanguly Berdimuhamedov regarded as World Statesmen of The Year – MAN OF THE YEAR 2010 .

President Gurbanguly Berdimuhamedov had imposed himself to international community by actions such as:

–         Constructing a sustainable economic growth in Turkmenistan , a rapid economic development and the construction of a solid free market economy, based in the same time on the correct income distribution and with a high development of social protection sectors.

–         The continuous development of social base of Turkmen people by investing in health and education sectors , investment and support that is responding to the most sacred and untouchable human rights such as the right to health ,education and productive life.

–         The continuous development and protection of cultural and historical patrimony of Turkmen people, the transformation of Ashgabat in the pivotal connection center between Europe and Asia and in a light-house of   development for the entire region.

–         Continuously supporting peace and security on world stage and in the Central Asia region by important and internationally resounding actions such as transforming Turkmenistan in a neutral state and obtaining international recognition of this statue and hosting in Ashgabat the United Nation Center for preventive diplomacy in Central Asia. The last being an important initiative not only for the region but also for the world keeping in mind the strategic importance of Turkmenistan .

Romanian President, Traian Basescu, underlined in preparing for this visit that:  “Strengthening the bilateral political dialogue, the resumption of the Romanian-Turkmen cooperation in many spheres, including economic .., as well as agreements reached following our talks in Ashgabat on July 22, 2009, created the conditions for sustainable development of the relations between Romania and Turkmenistan .. and a visit Bucharest to continue the high level bilateral dialogue and identify new cooperation projects for the benefit of the two peoples.”

Now,  Romanian people and Institute of International Relations and Economic Cooperation are waiting the visit of  a great friend of Romania : President Gurbanguly Berdimuhamedov of Turkmenistan , in confidence that the bilateral relation will continuously improve for the benefit of the two nations.

PRESEDINTELE GURBANGULY BERDIMUHAMEDOV –UN MARE PRIETEN AL POPORULUI ROMAN VIZITEAZA ROMANIA

Presedintele Gurbanguly Berdimuhamedov primeste cea mai inalta distinctie culturala romaneasca de la Prof.Dr.Anton Caragea 

Luna mai 2011 aduce cu ea un important eveniment diplomatic pentru Romania , vizita Presedintelui Turkmenistanului-Gurbanguly Berdimuhamedov la Bucuresti .Presedintele Gurbanguly Berdimuhamedov a reusit sa construiasca o relatie de incredere si prietenie cu Presedintele Traian Basescu, iar relatia bilaterala Romania-Turkmenistan este una din cele mai promitatoare si in rapida dezvoltare din regiune.

Pentru a impulsiona relatia bilaterala, in octombrie 2010, Institutul de Relatii Internationale si Cooperare Economica a decis sa ofere cea mai inalta distinctie culturala romaneasca presedintelui Gurbanguly Berdimuhamedov privit ca Om de Stat de Importanta Mondiala- OM AL ANULUI 2010 .

–         Presedintele Gurbanguly Berdimuhamedov  s-a impus in fata comunitatii internationale prin actiuni precum: realizarea unei sustinute cresteri economice ce a permis Turkmenistanului o dezvoltare rapida, construirea unei economii de piata solide, dar bazate in acelasi timp de redistributia echitabila a veniturilor si cu un pronuntat caracter social .

–         dezvoltarea continua a bazei sociale a poporului turkmen prin: investitii in sanatate  si educatie , investitii ce raspund celor mai sacre si inalienabile drepturi ale omului: dreptul la viata, la sanatate si la educatie

–         dezvoltarea continua a patrimoniului cultural si istoric al poporului turkmen, transformarea capitalei Ashabad,  intr-un centru de legatura intre Europa si Asia si intr-un pol de civilizatie si far de dezvoltare pentru intreaga regiune.

Presedintele Traian Basescu a declarat in pregatirea vizitei:  „aceasta va fi o ocazie pentru continuarea dialogului la nivel inalt si identificarea de noi proiecte de colaborare in beneficiul celor doua popoare.. intarirea dialogului politic bilateral , reluarea cooperarii romano-turkmene in mai multe sfere de activitate inclusiv in cea economica … toate au creat conditiile pentru o dezvoltare sustinuta a relatiei dintre Romania si Turkmenistan” .

Acum , Romania si Institutul de Relatii internationale si Cooperare Economica se pregatesc pentru vizita unui mare prieten al Romaniei : presedintele Gurbanguly Berdimuhamedov al Turkmenistanului cu increderea ca relatia bilaterala va cunoaste o permanenta imbunatatire in beneficiul ambelor natiuni.

ROMANIA RECREATING THE SILK ROAD PROJECT

Taking part in Ashgabat-the capital of Turkmenistan- at a debate on the new destiny of Silk Road, professor Dr. Anton Caragea, director of Institute of International Relations and Economic Cooperation had announced the Romanian openness in taking part in a cultural resurrection project of the universal patrimony of Silk Road.

Besides Turkmenistan and Uzbekistan Romania will get involved by simultaneous hosting this year a large cultural show in Bucharest, show destined to rekindle the values and beauties of Silk Road.

The Silk Road was connecting Korea and China to Europe, transporting goods, ideas and cultural values but also economical treasures and unifying peoples and civilizations. The Romanian presence in this trans-continental endeavor was enthusiastically greeted by Uzbekistan and Turkmenistan as a modern resurrection of Silk Road, without Romania contribution this being uncompleted.

The Bucharest Exhibition  will reconstruct the treasures of Silk Road in a large exposition showing art creations from  the fabulous specified yurt and typical Central Asia housing on Silk Road to fantastic Bukhara rugs or to Turkmen carpets that are recreating the memories of 1001 Nights Oriental tales . Also lights and sounds and travel documentary will recreate for the visitors the magic atmosphere of the treasures of Silk Road.

ROMANIA VA PARTICIPA LA PROIECTUL DRUMUL MATASII

Participand la Ashgabat-capitala Turkmenistanului – la o dezbatere despre necesitatea refacerii Drumului Matasii prof.dr.Anton Caragea , directorul Institutului de Relatii Internationale si Cooperare Economica  a anuntat disponibilitatea Romaniei de a participa la refacerea culturala a patrimoniului universal reprezentat de Drumul Matasii. Alaturi de Turkmenistan si Uzbekistan, Romania se va implica organizand simultan  in acest an o larga manifestare culturala la Bucuresti, destinata a pune in valoare frumusetile Drumului Matasii.

Drumul Matasii lega Coreea si China de Europa, transportand bunuri, idei si valori culturale dar si economice inestimabile, unind popoare si civilizatii. Prezenta Romaniei in acest proiect transcontinental a fost salutata de Uzbekistan si Turkmenistan, drept o refacere  a Drumului Matasii , fara Romania acesta nefiind complet.

Expozitia de la Bucuresti va reface, intr-o dispunere de efect, bogatiile de artefacte ale zonei, de la celebrele iurte central asiatice pana la locuintele tipice pentru  Drumul Matasii  , de la celebrele covoare de Buchara pana la minunatele covoare turkmene ce amintesc de noptile celor 1001 de nopti si cu jocuri de imagini si sunete  destinate sa redea vizitatorului atmosfera magic- orientala a comorilor Drumului Matasii.

PUNTI DE CULTURA INTRE ROMANIA SI ZONA ASIEI CENTRALE

Relatiile Romaniei cu spatiul Asiei Centrale se dezvolta rapid  in ultima perioada. Luna martie a fost martora unor evenimente extrem de importante in dinamica regionala. Astfel relatiile culturale intre Romania si Turkmenistan au intrat intr- o noua etapa , odata cu prezenta celei de a 5-a delegatii culturale romanesti in Turkmenistan. Sub conducerea prof.dr.Anton Caragea, directorul Institutului de Relatii Internationale si Cooperare Economica  o delegatie academica romaneasca a marcat derularea continua a proiectului cultural de colaborare intre Romania si Turkmenistan.

Prin 5 delegatii culturale Romania a contribuit la evenimente marcante in viata academica din Turkmenistan, organizate sub indrumarea Presedintelui Turkmenistanului Excelenta Sa Gurbanguly Berdimuhamedov   precum:  Congresul International Oguzname , Congresul de Etnografie Turkmena , Congresul International dedicat celebrarii a 15 ani de neutralitate a Turkmenistanului , Congresul Turkmenistanul in Epoca Renasterii Nationale si in final Congresul dedicat marelui poet turkmen Nurmuhammet Andalip .

In cadrul discutiilor romano-turkmene s-a apreciat contributia savantilor romani la promovarea imaginii Turkmenistanului in lume si a prestigiului Turkmenistanului  bazat pe cultura remarcabila si  bogatia istorica extraordinara a acestei tari .

Prof.dr.Anton Caragea a avut discutii si cu Presedintele Academiei din Uzbekistan  stabilind un parteneriat si un calendar de schimburi sustinute odata cu deschiderea Ambasadei Uzbekistanului in Romania . Presedintele Academiei Uzbekistanului a multumit profesorului Anton Caragea pentru sprijinul acordat deschiderii ambasadei Uzbekistanului in Romania  si pentru promovarea imaginii Uzbekistanului in Romania .

In final, in zona archeologica UNESCO de valoare culturala mondiala – Konya Urgenche-Dashoguz , prof.dr. Anton Caragea si delegatia romana au participat la festivitatile dedicate poetului turkmen Nurmuhammet Andalip si au vizitat monumentele extraordinare ale Sultanului Tekesh, Sultan Ahmed si a celebrului sufi Nedjmedin Kubra.

Relatiile culturale romano-turkmene au devenit un model in lumea central asiatica demonstrand ca doua tari cu un patrimoniu cultural de nivel mondial si cu o mostenire istorica extrem de valoroasa, pot colabora punand la temelia unor extraordinare relatii politice, cunoasterea culturala si istorica.

ROMANIA AND CENTRAL ASIA : A CULTURAL SUCCESS STORY

Romanian relations with Central Asia are rapidly evolving in the last period. The month of March 2011 was  witnessing extremely important events in the regional dynamics. The cultural relations between Romania and Turkmenistan had entered into new relations with the presence of the 5-the Romanian cultural delegation in Turkmenistan.

Under the leadership of Professor Dr. Anton Caragea, director of Institute of International Relations and Economic Cooperation of Romania, a Romanian academic delegation had marked the continuous development of the cultural cooperation between Romania and Turkmenistan. After 5 cultural delegation` s Romania has contributed with ideas and information’s to important academic events held in Turkmenistan under the President Gurbanguly Berdimuhamedov supervision such as: Oguznama International Conference , Ethnography  Congress of Turkmenistan , International Congress of the 15 Anniversary of Turkmenistan Neutrality , Turkmenistan in the Epoch of New Revival and finally the International Congress dedicated to life and work of world renamed Turkmen poet: Nurmuhammet Andalip .

In the Romania-Turkmenistan dialogue was highly appreciated the Romanian scholars academic contribution in promoting the image and the prestige of Turkmenistan in the world based on the cultural and historical richness of the country. Prof.dr.Anton Caragea has held discussion with the President of Uzbekistan Academy reaching an agreement and a calendar of academic exchange after the new Uzbekistan Embassy will be opened in Romania. The President of Uzbekistan Academy has addressed warm appreciation to Professor Anton Caragea on his support in opening the Uzbekistan new Embassy in Romanian and for promoting Uzbekistan image in Romania.

Finally Professor Anton Caragea and Romanian delegation visited the world heritage UNESCO site of Konya Urghenche where they participated at the festivity dedicated to the great Turkmen poet Nurmuhammet Andalip works and visited the world renowned monuments of Sultan Tekesh, Sultan Ahmad and famous Sufi philosopher Nedjmedin Kubra.

The cultural relations between Romania and Turkmenistan had become a model in the Central Asian region proving that between two countries of rich cultural legacy and historical wealth the cultural cooperation can sustained political relations based on cultural and historical common understanding.

La Ashgabat, Vasile Vlasin a primit multumiri din partea poporului turkmen

In perioada 21-26 februarie, Vasile Vlasin a efectuat o vizita oficiala in Turkmenistan, unde, invitat fiind de presedintele Gurbanguly Berdimuhamedov, a rostit un discurs-cheie in cadrul Conferintei Internationale ”Origin of Turkmen People and Development of World Culture” (la care au participat cateva sute de lideri de opinie din 37 de tari ale lumii) si a avut o serie de intalniri cu decidenti ai statului turkmen.

In dimineata primei zile de sedere in Asgabat, desi conditiile climatice erau defavorabile (neasteptat de frig pentru aceasta perioada a anului), consilierul municipal a tinut sa mearga la Nisa (vechea capitala a Imperiului Part), unde a ramas impresionat de siturile arheologice prezervate sau reconstituite.

Dupa-amiaza, Vlasin a fost, timp de 3 ore, oaspetele rectorului Universitatii de Stat din Turkmenistan, prof. univ. dr. Redjepmurad Kalayev, care descris pe larg sistemul educational in general si institutia de invatamant pe care o conduce, in special. Universitatea (care poarta numele marelui ganditor din secolul al XVIII-lea, Magtum-Guly) are 5 departamente reunind 27 de specializari. De altfel, in Turkmenistan sunt 16 universitati si alte institute de invatamant superior, unde invata peste 50.000 de studenti. Universitatile isi desfasoara activitatea in cladiri noi, din marmura, cu decoratiuni interioare si exterioare de exceptie, iar dotarile tehnice ale amfietretrelor, salilor de curs si seminar, laboratoarelor si salilor de lectura sunt de ultima generatie. In plus, studentii beneficiaza de burse substantiale si de cazare gratuita in campusurile universitare. Vlasin a purtat discutii interesante si cu mai multi prorectori, decani, prodecani, sefi de departamente si de catedre, profesori universitari, cercetatori si studenti, pentru a-si face o imagine asupra invatamantului turkmen si a elementelor organizationale care ar putea fi preluate si la noi, in Romania. De asemenea, s-au lansat invitatii reciproce pentru se a organiza evenimente bilaterale, prin care sa se dezvolte relatiile romano-turkmene la nivel universitar, stiintific si academic.

In ziua urmatoare, Vasile Vlasin a rostit, intr-unul din superbele amfiteatre ale Universitatii de Stat, un amplu discurs despre ”Turkmenistan in the Epoch of New Revival and Great Transformation”. Un moment emotionant si inedit s-a petrecut dupa terminarea speech-ului, cand un student eminent (sef de promotie) i-a multumit lui Vlasin, in numele poporului turkmen, pentru cuvintele frumoase adresate, in cadrul discursului, la adresa tarii gazda. La randul sau, Vlasin i-a daruit, in aplauzele distinsei asistente, studentului turkmen o superba traista populara, continand mai multe daruri traditionale romanesti (din Maramures).

Evenimentul s-a derulat sub egida cooperarii culturale si academice romano-turkmene organizate de Ambasada Turkmenistanului in Romania si Institutul de Relatii Internationale si Cooperare Economica din Romania marcand cea dea 5-a prezenta culturala romaneasca  in Turkmenistan.

Relatiile intre Romania si Turkmenistan cunosc o rapida dezvoltare ambele parti fiind decise ca  anul 2011 sa reprezinte un varf al relatiei bilaterale pe toate planurile.

ROMANIA- TURKMENISTAN: A PERFECT DEVELOPING RELATION

The bilateral relation Romania-Turkmenistan has become a rapidly increasing one after the opening of Turkmenistan Embassy in Romania. It could be considered that the bilateral relationship has grown with an outstanding speed becoming a strategic partnership. The visit of  Prime Vice-Minister of Foreign Affairs of Turkmenistan H.E. Vepa Hagjyev for Romanian-Turkmen consultation in Bucharest between 24-26 January 2011 it is giving a new dimension and proof of the strength of bilateral relation.  On 24 of January 2011 H.E.  Prime Vice-Minister of Foreign Affairs of Turkmenistan has held discussion with a Romanian delegation from Institute of International Relations and Economic Cooperation of Romania headed by Professor Anton Caragea in order to build up a coherent strategy for further development and deepening of Romania-Turkmenistan relation.

In his speech Mr. Vepa Hajyev has praised the important part played by Institute of International Relations and Economic Cooperation of Romania in the bilateral relation dynamic and asked for further support from Institute of International Relations and Economic Cooperation in building under the Ministry of Foreign Affairs of Turkmenistan a similar institution with the Romanian one.  Your successful experience in building a highly successful and influential Institute in the European politics will have his fruition for our part, underlined the distinguish guest. The discussions have touched on a variety of issues ranging from the preparative for a successful high level visit of President of Turkmenistan H.E. Gurbanguly Berdimuhamedov in Romania to economic cooperation. Professor Dr. Anton Caragea, director of Institute of International Relations and Economic Cooperation has emphasized the necessity to fulfill the bilateral agreements reached during his visit in Ashgabat in December 2010 in order to maintain the ascendant path in bilateral relation. So it was reiterated the opening of a Romanian-Turkmen Bilateral Economic Forum in 2011, of a Turkmen Art Exhibition, organizing the first export of Romanian wine on Turkmenistan market and to continue the cultural exchange program with more than 5 Romanian cultural delegations invited in Turkmenistan.

Concluding the discussion Mr. Vepa Hajyev has underlined in the Romanian part approval that Romania-Turkmenistan bilateral political relation could be described as an excellent one, the cooperation in international organizations is also a fruition one and there are all the opportunities for becoming a strategic partnership. The official visit of Prime Vice-Minister of Foreign Affairs of Turkmenistan was a new success of Romanian diplomacy and a new step in building a long term relation with the Central Asia region, especially with Turkmenistan a beacon of democracy, political stability and economic development in the area. The Romanian-Turkmenistan relation is becoming a model for European Union relationship building with Central Asia region.
