We are living through difficult and boisterous time. A period of rapid changes in world economic and political system, a time of powerful crisis that is shaking the fundaments of national states and of national economies and is putting under strain the social protection and all the values of economic neo-liberalism.

In this chaotic period, just a few nations are allowed the luxury of economic and political long time forecast and predictability: China and United States are creating and proposing to their people and foreign partners a long term vision of development and national statehood construction.
In a time of peril and un-certitude, when even a short time economic prediction is considered hazardous, just a few nations are having the will to act as beacons of lights and direction for their region.

In 17th of December 2012 Kazakhstan had enter to this select club of nations, conscientious of their role and position in the continental and world stage by presenting an ambitious, realistic and well carved plan for future of Kazakhstan until 2050.
By the voice of his President, Nursultan Nazarbayev, Kazakhstan had created the prototype of a long term, healthy and stable construction model for the country, the region and the world.

Kazakhstan 2030: weathering the storm and creating a nation.

Kazakhstan it is not at the first step in a managed transition towards a stable and democratic society and a powerful economy.
In 1997 Kazakhstan had already carved the landmarks of his astonishing development by the presidential strategy- Kazakhstan 2030.
Far from being just a window dressing, the strategy for 2030 had proved to be a perfect way for charting Kazakhstan after the independence in the incertitude of nation building and construction of a viable economy.
The program had allowed Kazakhstan to tap into national reserves of oil and gas, to gush out of the enclave country status via the reconstructed Silk Road of energy and trade, to create a modern economy, not depending only on energy resources, to build a huge potential of national intelligence and to foster the economy of knowledge, the base for a XXI century reliable economy.

The long string of economic successes was accompanied in the internal sphere by political stability, based on democratic and open society values, the protection of national and religious minorities.
In the area of external policy, Kazakhstan had gather the powerful laurels of a successful reform project carried out during his Presidency of Organization for Security and Cooperation in Europe. An impressive success was also the unprecedented two year chairmanship of Organization of Islamic Conference that transformed Kazakhstan in a leader of dialogue between Islam and Western world.

The latest major diplomatic achievement of Kazakhstan was the proposal of building an area of security and cooperation in Europe and Asia, launched in September 2012, in Astana, at CICA Conference by President Nursultan Nazarbayev. This latest proposal makes Kazakhstan the promoter of an all-inclusive, intercontinental dialogue, that could transform the political landscape of XXI century.
In the end, Kazakhstan 2030 had proved to be not only a successful strategy for Kazakhstan, but also an example for all the countries of the world on how a nation by the sole fact of building himself, can become a regional and world significant player.

The main pillar of Kazakhstan 2050: understanding of XXI century.

In its world acclaimed book: The Seven Pillars of Wisdom, the famous Lawrence of Arabia had mentioned that: the most important, but also decisive part of a plan is to be in line with the necessity of his time.
Kazakhstan 2050 starts by outlining the fundaments of the world in XXI century. A period of change, of accelerating history, of economic, political and ecological challenges, a world completely different from the world of XX century.
Instead of training to force the reality to enter in the realm of possibility, Kazakhstan 2050 is offering a realistic and practical assessment of the necessities of today world and of the available solutions.
Fallowing his long term tradition, Kazakhstan understands that creating a success story and offering solutions to the world is the best way to serve not only his interest, but also to add value to his place in the world.

Kazakhstan had become in the last 20 years an abode of peace, inter-ethnic and inter-religious understanding in a troubled world. One of the explanation is undoubtedly the economic success that made the Kazakhstan not only one of the fastest growing economy in the world, but also a top investor destination in the world economy statistics.

Kazakhstan 2050 is providing the basis for this healthy economy to continue his growth process. Investing in social protection and creating a strong internal demand are key factors for a stable rate of growth. Modernizing the economic potential, investing in new technologies are policy that will insure the world competitiveness of Kazakhstan national economy and the creation of a knowledge based economy are also a profitable long term investment.

The modern economy is based on technological transfer and Kazakhstan is becoming a champion in modernizing the basis of his economy via technology transfer and more important, Kazakhstan educational system mixed with the accent on entrepreneurship in economic development is creating the base for a managerial revolution, that will put Kazakhstan among the top economy`s of the world in term of creativity and intelligence incorporated in economic production.

Extremely interesting it is also the concept of a Kazakhstan patriotism. Instead of playing the card of nationalism or chauvinism, President Nursultan Nazarbayev is calling for the tradition, language and equality to blend into a new and successful Kazakh: a person well educated, wealthy , healthy enjoying the benefits of a modern state and administration and a state of the art medical system.
Kazakhstan is promising to put at the core of his foundation plan for 2050 the individual and his chances to prevail in a complex XXI century.

From Kazakhstan to the world. From world to Kazakhstan.

One of the keys of Kazakhstan national and international success was understanding that Kazakhstan could not evolve alone in the world, but always must stay in touch and be an intricate part of the world evolutions. There are many examples that support this conjecture in Kazakhstan two decades of independence story.

Kazakhstan economic miracle was built on partnership with western companies and oil extraction technology, but also on political negotiation with Russia on Caspian Sea exploration.
The Astana Expo 2017 will also be a proof of the lesson of mutual profit that Kazakhstan is offering to the world. Kazakhstan management of energy, the lessons of ecology and energy for a future, of environment protection, are going to be beneficial for the world economy and for the generations to come. This is just a new illustration of the Kazakhstan concept of successful quest for global significance.
Kazakhstan economic development had transformed the country in a major player in the development of Asia and Europe. Kazakhstan 2050 promises to continue this wise policy: from Kazakhstan to the world, from world to Kazakhstan, creating a synergy that could only beneficial for all the world nations.

Now the lessons of Kazakhstan 2050 are available for everybody: an example of a society of free people building a country for the future, not in isolation or competition, but in harmony with the world nations. In the concert of nations Kazakhstan is ushering in a new tone: a tone of hope.

Distinguished guests,

Ladies and gentlemen,

Next week Kazakhstan will celebrate the 21st anniversary of its independence. Today Kazakhstan is one of the most prosperous countries in the world.

The average income per capita is now more than $11 000.

The country is a champion in terms of raising foreign investments– in 20 years of independence the volume of foreign investments to Kazakhstan amount to almost 150 bln. dollars. It is 70% of all investments into Central Asian region.

The emerging market in Kazakhstan, which currently hold a 51st position in the annual World Economic Forum rating of competitiveness of national economies, presents comprehensive and promising opportunities for doing business by foreign investors.  Kazakhstan also earned high marks in investors protection rating.

Security and stability in Europe and Eurasia is a cornerstone of Kazakhstan’s foreign policy.

During its chairmanship at the Organization on Security and Cooperation in Europe Kazakhstan proposed a number of initiatives aimed to overcome the remnants of the Cold War, to decrease distrust and to strengthen economic cooperation as an integral part of overall security.

In this context Kazakhstan has established a strategic partnership with Russian Federation, People’s Republic of China, the United States of America and the European Union.  As you already know from the videoclip the capital of Kazakhstan, city of Astana won a bid to host an international exhibition EXPO-2017. This is another clear sign of recognition by the international community of Kazakhstan’s role in the world affairs.

It will be not an exaggeration to say that Kazakhstan-Romanian bilateral cooperation is now entering a new era. Our mutual trade volume exceeded $2,8 bln. Kazakhstan biggest investment abroad is here in Romania.

Few months ago modernization of the Petromidia Refinery in Novodari owned by Kazakh national oil company KazMunaiGas was completed which place Romania in a rank of the leading fuel producer in the Eastern Europe.

It is also reflects intention of Kazakhstan to boost cooperation with Romania in energy sphere aimed to provide energy security of Europe.

In today’s volatile world markets with unclear perspectives for the global economy a one billion euros investment by the National Company ‘KazMunaiGaz’ in Romania is a clear sign that we are sure in an economic sustainability of Romania.

The relationship between Kazakhstan and Romania are rightfully called as an example of bilateral cooperation based on principles of friendship, mutual respect and support.

In conclusion I’d like to express sincere gratitude to the Presidency, Parliament and Government of Romania for the permanent support and commitment to further development of relations between two our countries. On 10-th of December 2012 the working meeting between Professor dr. Anton, Director of Institute of International Relations and Economic and UAE Ambassador- Yacoub Yousif Al Hosani had taken place.


Professor dr. Anton Caragea had emphasized, in his speech, the Romanian side openness towards friendly dialogue, consistent and productive towards United Arab Emirates , expressing his interest in expanding bilateral economic exchanges and fostering political and cultural dialogue between the two countries.

Romania is seeking to re-ignite the long economic and political cooperation tradition towards UAE and is considering United Arab Emirates as a privileged partner in this world region, stated prof.Anton Caragea.

Answering to comments made by Professor dr. Anton Caragea, H.E. Ambassador  Yacoub Yousif Al Hosani, underlined that United Arab Emirates are also interested in political, cultural and economic cooperation with Romania and the encouragement received are extremely important in launching the bilateral dialogue.

The meeting had continued with a large area of issues raised in open dialogue between Professor Dr. Anton Caragea and Ambassador Yacoub Yousif Al Hosani.

The parties had agreed in opening a Parliamentary Friendship Group Romania-UAE in Romanian Parliament and a similar group in United Arab Emirates Parliament, also the opening a Romanian Support Group for Dubai candidature for EXPO 2020 was discussed to duplicate the success story of Astana-capital of Kazakhstan and host of EXPO 2017 .

The long and open dialogue, full of substance, was considered as extremely useful for the parties and the desire to continue this dialogue in the next period was underlined by the parties.

In deschiderea intalniri Prof.dr.Anton Caragea a  reiterat disponibilitatea partii romane pentru un dialog consistent si productiv cu Emiratele Arabe Unite , exprimand interesul pentru cresterea schimburilor economice bilaterale si impulsionarea schimburilor politice si culturale intre cele doua tari.

Romania doreste sa reinnoade lunga traditie de cooperare economica si politica cu Emiratele Arabe Unite si considera Emiratele Arabe Unite  drept un partener privilegiat in aceasta zona a lumii, a subliniat prof.Anton Caragea .

Raspunzand comentariilor facute de prof.dr.Anton Caragea, Excelenta Sa Yacoub Yousif al Hosani, Ambasadorul Emiratelor Arabe Unite in Romania a apreciat ca UAE sunt interesate in cooperarea politica, culturala si economica cu Romania si ca incurajarile primitesunt extreme de importante in relansarea dialogului bilateral.

In continuare, Prof.dr.Anton Caragea si Ambasadorul Yacoub Yousif Al Hosani au discutat asupra unui calendar de masuri concrete pentru dezvoltarea relatiei bilaterale incluzand constituirea unui Grup Parlamentar de Prietenie Romania-UAE in Parlamentul Romaniei si a unuia corespunzator in Parlamentul din UAE , constituirea unui grup romanesc de sustinere a candidaturii orasului Dubai pentru EXPO 2020 pe modelul sucesului obtinut de capitala Kazahstanului-Astana la Expo 2017 etc.

On 7 of December 2012, the taking office protocol and presentation meeting between Prof. Dr. Anton Caragea, Director of Institute of International Relations and Economic Cooperation and H.E. Keiji Yamamoto, Ambassador of Japan in Romania had taken place.


Prof.dr.Anton Caragea express his heart felted  congratulation on the occasion of beginning of mandate of  Mr. Keiji Yamamoto, appreciating that between Romanian and Japan there is a long and positive history of cultural, economic and political cooperation and a large area of common interests , designed to forge a good understanding  between the two nations .

The Romania- Japan relationship has the ability to become an example of building an economic and cultural exchange area between East Asia and Romania, remarked Professor Anton Caragea.

Now it is an auspicious moment for reconstructing and rebuilding the framework of dialogue and friendship between Romania and Japan, as the level of bilateral expectations is great and the political and economic will for such an improvement is marked clearly.

H.E. Keiji Yamamoto had expressed his satisfaction and appreciation for the encouragement`s offered by prof.dr.Anton Caragea and had stated that the vision of a economic, politic and cultural special relationship between Japan and Romania is a common shared vision.

The dialogue had continued on exploring concrete sphere of economic activity interesting for both countries.

During the meeting where tabled also different aspects and analyses of economic, political and cultural bilateral relations and on ways of fostering this dialogue on to the future.

The comprehensive dialogue led the foundations of a successful diplomatic mandate and fostering the relations between Romanian and Japan and constitutes a promise for re-launching a traditional Romanian diplomatic action towards Japan.

In data de 7 Decembrie 2012 a avut loc intrevederea protocolara, de prezentare, intre prof.dr.Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica  si d-nul. Keiji Yamamoto, Ambasador al Japoniei in Romania.


Prof.dr.Anton Caragea a prezentat felicitarile sale,  cu ocazia inceperii mandatului domnului Keiji Yamamoto,  apreciind ca intre Romania si Japonia exista o lunga traditie plina de rezultate pozitive de cooperare economica si politica si o  larga arie de interese comune, menite a garanta o buna intelegere intre cele doua tari.

Relatia intre Romania si Japonia are posibilitatea de a fi un exemplu, pentru construirea unei zone de schimburi culturale si economice intre Romania si Asia.

Acum exista momentul propice pentru reluarea dialogului bilateral si ridicarea lui la nivelul asteptarilor celor doua popoare, deoarece exista vointa politica bilaterala necesara acestei dezvoltari.

Excelenta Sa  Dl. Keiji Yamamoto a apreciat  cu satisfactie incurajarile venite din partea Prof.dr.Anton Caragea  si a apreciat ca viziunea din partea janponeza este similara : Romania trebuie sa isi preia economic, cultural si politic locul privilegiat in relatia cu Japonia.

Dialogul a continuat pe teme concrete, fiind analizate principalele arii de actiune economica interesante bilateral.

In cursul dialogului a avut loc o analiza a relatiilor economice, politice si culturale dintre cele doua tari si a metodelor practice de dezvoltare a acestora in viitor.

Dialogul cuprinzator a pus bazele  unei mandat de succes pentru dezvoltarea relatiei intre Romania si Japonia  si promite relansarea unei directii de actiune diplomatica traditionala a Romaniei spre Japonia.

On 30th of November 2012, the ceremony of handing out the awards for diplomatic and international relations activity, hosted by the Balkans and Europe Magazine has taken place.

The prizes are destined to render homage to the most important personalities of Romanian diplomatic life, personalities that had a long standing and positive influence in forging Romanian foreign policy and in supporting a better international image for our country.

Professor dr. Anton Caragea, Director of Institute of International Relations and Economic Cooperation was hailed as the best romanian diplomat of this year, receiving the PRIZE ON VOCATION FOR  INTERNATIONAL COOPERATION .

In the last period, the PRIZE ON VOCATION FOR INTERNATIONAL COOPERATION was bestowed upon such lofty personalities as: Macedonian President-Boris Trajkovski, Azerbaijan President: Ilham Aliyev and Greece Prime Minister, Constantinos Simitis etc.

In the official handing out ceremony, offering the response to the presentation made by Mr. Carol Roman, Director of Balkans and Europe Magazine, Professor Dr. Anton Caragea had taken the rostrum presenting the main highlights of his vision of Romanian foreign policy.

Professor dr. Anton Caragea had underlined the necessity that Romanian voice must be regarded as the voice of Europe, and when Bucharest is stating a foreign policy decision this must be also regarded as an European voice. Romania is a fundamental element of European construction, concluded professor Anton Caragea.

Another basic principle of foreign policy must be the necessity for Romania to forge new partnership`s, a tradition that has proven useful for Romania in the past and must be revived.

The revival of this long standing tradition had transformed the foreign policy landscape of Romania as seen by the favorable examples of Romania`s relations with Kazakhstan and United Arab Emirates.

By strategic partnership with Kazakhstan, Romania was able to host in February 2010 the Preparatory Conference on OSCE reform  and the theories presented in the Bucharest Conference had being transformed in key elements of the OSCE agenda of reform, debated in the High Level Astana Conference in December 2010.

In 2011, Romania hosted the most important international conference, after the one held in Washington, to mark the independence of Kazakhstan.

In 2012, Romania was the first European country to announce his support for Astana-Kazakhstan capital, as the host for EXPO 2017 international exhibition. Also in 2012, the two decades of successful diplomatic relations between Romania and Kazakhstan where celebrated with pomp and ceremony.

 I must also emphasize on the hosting by Romania of the Conference on Security and Cooperation in Europe and Asia, in November 2012, occasion for the Romanian elite to express his staunch support for the Kazakhstan President-Nursultan Nazarbayev, plan to forge an area of security and cooperation between Europe and Asia.

This are just a few moments of a bilateral relation that must be regarded as an example for the future of Romanian foreign policy, concluded his allocution professor A. Caragea.

Professor dr. Anton Caragea had also mentioned the results of his visits to United Arab Emirates, Tajikistan and Turkmenistan as elements of building new cooperation bridges.

On this occasion where also honored, for their role on bilateral relations development, the Ambassador of Peoples Republic of China Mrs. Huo Yuzhen , Ambassador of Bulgaria Mr. Aleksandar Filipov and Ambassador of United States to Romania etc.

Prof.dr.Anton Caragea primind premiul pentru  VOCATIA COOPERARII INTERNATIONALE.

Premiile omagiaza, anual, cele mai importante personalitati ale vietii diplomatice din Romania, personalitati care s-au evidentiat de a lungul timpului pentru rolul lor pozitiv in creionarea politicii externe a Romaniei si in imbunatatirea imaginii externe a tarii noastre.

In acest an prof.dr.Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica,  a fost considerat drept cel mai bun diplomat roman, primind premiul pentru  VOCATIA COOPERARII INTERNATIONALE.

In anii trecuti premiul VOCATIA COOPERARII INTERNATIONALE a fost acordat Presedintelui Macedoniei : Boris Trajkovski , Presedintelui Azerbaidjanului : Ilham Aliyev si Primului Ministru al Greciei : Constantinos Simitis etc.

In cadrul ceremoniei de acordare a distinctiei, raspunzand expunerii de motive oferite de jurnalistul Carol Roman, directorul Publicatiei Balcanii si Europa, prof.dr. Anton Caragea a prezentat principalele elemente ale politicii externe romanesti ce trebuie sa devina puncte fundamentale de actiune in viitor.

Prof.dr.Anton Caragea a subliniat necesitatea ca vocea Romaniei sa devina o voce a Europei, atunci cand vorbeste Bucurestiul in politica externa mondiala trebuie sa se stie ca vorbeste si Europa, Romania fiind un element de baza al constructiei europene, a subliniat prof.Anton Caragea.

Un alt principiu de baza il constituie necesitatea ca Romania sa se reindrepte spre sistemul de parteneriate ce a facut din tara noastra in trecut un pilon de prim rang al securitatii mondiale.

Astfel prof.dr. Anton Caragea a subliniat rezultatele extraordinare ale acestei reorientari prin exemplele relatiei Romaniei cu Kazahstanul si Emiratele Arabe Unite.

Prin parteneriatul strategic cu Kazahstanul, tara noastra a putut gazdui, in februarie 2010, Conferinta de Pregatire a Organizatiei pentru Securitate si Cooperare in Europa ( OSCE)  si ideile prezentate in Conferinta de la Bucuresti au constituit baza pentru reforma OSCE, fiind dezbatute ca documente fundamentale in conferinta la nivel inalt din Astana, in decembrie 2010.

Apoi, in 2011, Romania a gazduit cea mai mare conferinta internationala, dupa cea de la Washington, pentru a marca independenta Kazahstanului, iar in 2012 , Romania a fost prima tara europeana ce si-a anuntat sprijinul pentru Astana, drept capitala a Expozitiei Mondiale-EXPO 2017 si a marcat festiv cei 20 de ani de relatii diplomatice dintre tara noastra si Kazahstan.

Sa marcam si gazduirea de catre Romania a Conferintei pentru Securitate si Cooperare Europa-Asia, in noiembrie 2012,  cand elita tarii  noastre si-a exprimat sustinerea pentru proiectul presedintelui Kazahstanului, Nursultan Nazarbayev, de constituire a unei zone de securitate si cooperare intre Europa si Asia.

Sunt acestea doar cateva momente ale unei relatii ce trebuie sa fie un exemplu pentru relatiile Romaniei cu alte state, a concluzionat prof.dr. Anton Caragea .

Prof.dr.Anton Caragea alaturi de Ambasadorul Emiratelor Arabe Unite-Yacoub Yousef Al Hosani si Insarcinatul cu Afaceri al Kazahstanului – Talgat Kaliyev. Kazahstan-ul si Emiratele Arabe Unite fiind intre tarile ale caror relatii cu Romania au cunoscut o crestere rapida in perioada mandatului prof.dr.Anton Caragea. 

Prof.dr. Anton Caragea a mai mentionat si vizitele sale in Emiratele Arabe Unite, Tajikistan si Turkmenistan, ca elemente de constituire a unor noi punti de coooperare.

In aplauzele asistentei, prof.dr. Anton Caragea si-a primit premiul pentru  VOCATIA COOPERARII INTERNATIONALE, marturie a aprecierii fata de o activitate diplomatica meritorie.

Cu aceasta ocazie au mai fost onorati, intre altii , pentru contributia lor la dezvoltarea relatiilor bilaterale : Ambasadoarea Republicii Populare Chineze- dna. Huo Yuzhen, Ambasadorul Bulgariei in Romania- Aleksandar Filipov si Ambasadorul Statelor Unite in Romania etc.

Premiul VOCATIA COOPERARII INTERNATIONALE a fost acordat in trecut Presedintelui Macedoniei : Boris Trajkovski , Presedintelui Azerbaidjanului : Ilham Aliyev si Primului Ministru al Greciei : Constantinos Simitis
