KAZAKHSTAN PRESIDENTIAL ELECTIONS: FREE AND FAIR PREPARATION

On 28 of March 2011 the Commission of Institute of International Relations and Economic Cooperation for preparing the Monitoring Mission in Republic of Kazakhstan presented the public preliminary report regarding the pre-election monitoring of Kazakhstan Presidential poll.

Professor Anton Caragea presented the main high-lights of the report: Kazakhstan electoral law, Kazakhstan electoral commission activities and mass media and domestic and international observer’s presence for the poll.

The preliminary assessment of the preparation for Presidential Election in Kazakhstan is that: ″Kazakhstan Government is insuring an open and fair climate, with equal opportunities for all candidates and with mass media and international and domestic observers’ presence and we consider that preliminary measures are in accordance with international law and elections provisions and the democratic nature of  election process in Kazakhstan  is self evident″.

A clear endorsement of the Kazakhstan pre-election preparation to hold free and open Presidential elections is the conclusion of the IRICE Commission for preparing the Monitoring Mission in Republic of Kazakhstan.

Based on this report Professor Anton Caragea accepted to lead a monitoring mission for Kazakhstan Presidential Election. This the eight such mission and the second in Kazakhstan all of the mission being a success and in six of this missions the final report of IRICE was accepted as an European document and evaluation report .

In 2007 a delegation from Institute of International Relations and Economic Cooperation has supervised the elections for Madjilis ( the Lower House of Kazakhstan Parliament ) in august 2007 with a great success supporting the democratic process in Kazakhstan.

″We are not accepting such a monitoring mission if we don’t have the confidence that the organizing state is committed in respecting fundamental values and democratic process″, declared Professor Anton Caragea, IRICE director.  Romanian support and commitment for Kazakhstan democratic process and development is a long term commitment and the Institute of International Relations and Economic Cooperation of Romania decision in strengthening relations between Romanian and Kazakhstan is unwavering stated professor Anton Caragea.

Romania has being a long side Kazakhstan in 2010 , when Kazakhstan held the Chair Office of Organization for Security and Cooperation in Europe (OSCE) and we have organized the OSCE Bucharest Conference. Kazakhstan Presidency to send a public message to international community that Kazakhstan Presidency of OSCE will be a success and the message was acknowledge as such.

Today we are sending a new message , Kazakhstan is on a democratic path , is building free and open elections, is offering to the Kazakh people a clear chance to vote ,choose and express their views in a transparent manner. ″The pre-election commitments are clear and fulfilled by Kazakhstan government  and we will be on the spot to monitor and the final step of the election: Election Day and election results″ declared Professor Dr. Anton Caragea director of Institute of International Relations and Economic Cooperation.

ALEGERILE DIN KAZAHSTAN SE ANUNTA A FI ECHIDISTANTE SI CORECTE

In data de 28 martie 2011 , Comisia de Pregatire a Misiunii de Monitorizare a Alegerilor din Kazahstan a Institutului de Relatii Internationale si Cooperare Economica ( IRICE ), a prezentat publicului Raportul Preliminar de Monitorizare a Pregatirilor  pentru Alegerile Prezidentiale din Kazahstan.

Profesor Dr. Anton Caragea , directorul IRICE  a prezentat principalele elemente constitutive ale raportului : Legea Electorala a Kazahstanului , activitatile Comisiei Electorale a Kazahstanului si informatii privind reflectarea in mass media a alegerilor si prezenta observatorilor internationali si interni in cadrul alegerilor din aprilie 2011.

Raportul preliminar de evaluare a pregatirilor pentru alegerile prezidentiale concluzioneaza : ″Guvernul Kazahstanului a reusit sa asigure un climat deschis si onest , cu oportunitati egale de exprimare pentru toti candidatii si cu prezenta mass mediei locale si a observatorilor internationali  si interni si consideram masurile preliminare ca fiind in consonanta cu legile internationale si cu prevederile electorale si apreciem ca natura democratica a procesului electoral din Kazahstan  este evidenta″.

O sustinere clara a pregatirilor pentru alegerile din Kazahstan, de natura a asigura o competitie electorala deschisa si transparenta , este concluzia raportului preliminar al   Comisiei de Pregatire a Misiunii de Monitorizare a Alegerilor din Kazahstan a Institutului de Relatii Internationale si Cooperare Economica.

In baza acestui raport  Profesor Dr. Anton Caragea a acceptat sa conduca o misiune de monitorizare a Alegerilor Prezidentiale din Kazahstan.

Aceasta este a opta misiune de acest fel si a doua in Kazahstan, toate fiind misiuni indeplinite cu succes si in sase dintre aceste misiuni raportul final fiind acceptat ca document si evaluare  europeana  .

In 2007 o delegatie a Institutului de Relatii Internationale si Cooperare Economica a supervizat alegerile pentru Madjilis ( Camera Deputatilor in Parlamentul din Kazahstan ) din august 2007 cu un important succes , sprijinind procesul democratic din Kazahstan .

″Nu acceptam astfel de misiuni de monitorizare daca nu avem incredere in dorinta statului organizator de a respecta valorile fundamentale ale procesului democratic″, a declarat profesorul Anton Caragea  directorul IRICE.

Sprijinul si implicarea Romaniei in sprijinirea procesului democratic din Kazahstan reprezinta o dorinta de cooperare pe termen lung si decizia Institutului de Relatii Internationale si Cooperare Economica de a strange relatiile romano-kazahe este ferma , a mai declarat profesorul Anton Caragea.

Romania a stat alaturi de Kazahstan in 2010, cand Kazahstanul a avut Presedintia Organizatiei pentru Securitate si Cooperare in Europa  si noi am organizat Conferinta OSCE de la Bucuresti . Presedintia Kazaha,  unde am trimis un mesaj public catre comunitatea internationala de sustinere si de incredere in succesul Presedintiei Kazahstanului la OSCE, succes care s-a adeverit si a fost recunoscut ca atare.

Astazi transimtem un nou mesaj : Kazahstanul este in plin proces democratic , construieste alegeri libere si transparente si ofera poporului kazah  sansa clara de a alege si a-si exprima opiniile intr-o maniera deschisa .

Angajamentele de pregatire a alegerilor in mod democratic au fost respectate  de catre autoritatile kazahe   si noi vom fi la fata locului sa monitorizam si ultimii pasi ai alegerilor : ziua alegerilor si rezultatele finale , a declarat profesor Dr. Anton Caragea, directorul Institutului de Relatii Internationale si Cooperare Economica

PETRU LIFICIU THE LAUREATE OF ROMANIAN BOOK AWARD FOR 2011

The academic council of Institute of International relations and Economic Cooperation of Romania decided to confer the prestigious ROMANIAN BOOK PRIZE AWARD FOR 2011 to Mr. Petru Lificiu book NATURAL PATRIMONY OF ROMANIA.

The book was selected for this prestigious prize as it is the first work that is creating a complete and extensive inventory on the wealth on national Romanian patrimony. The work is well organized and structured in order to offer to specialist and non-specialist alike a working instrument full with details and information’s necessary to create a national strategy for environmental protection. The information’s are extremely useful and scientific certified on : natural protected area, natural parks, biosphere reservation, humid areas of national importance, sites of natural universal patrimony , natural geology and paleontology reservation, protected area and tourism.

A plus of the work is the english language edition that is grating to international public direct access to high quality information’s regarding the extent and importance of natural Romanian patrimony. The english edition of NATURAL PATRIMONY OF ROMANIA by Petru Lificiu is a novelty on national stage and is achieving a mission of special importance : creating a massive knowledge in the all world  regarding the extraordinary natural potential of Romania and supporting the acknowledgment of Romania as a exceptional value touristic destination on Europe`s map.

PETRU LIFICIU-AUTORUL CELEI MAI BUNE CARTI DIN 2011

Consiliul academic al Institutului de Relatii Internationale si Cooperare Economica a decis sa ofere, pentru anul 2011, prestigiosul titlul PREMIUL DE CARTE AL ROMANIEI ( ROMANIAN BOOK PRIZE AWARD ) lucrarii PATRIMONIUL NATURAL AL ROMANIEI realizata de dl. Petru Lificiu . Lucrarea s-a impus pentru acest prestigios titlu deoarece este prima lucrare ce realizeaza un inventar complet si exhaustiv al bogatiei patrimoniului national romanesc . Lucrarea bine organizata si inchegata, ofera specialistilor si nespecialistilor un instrument de lucru plin de informatii si detalii necesare in alcatuirea unei strategii nationale de protejare a mediului. Informatiile extrem de utile si certificate stiintific cuprind :ariile naturale protejate , parcurile naturale , rezervatiile biosferei , zonele umede de importanta nationala, siturile patrimoniului natural universal , rezervatiile naturale geologice si paleontologice , rezervatii speologice si ariile protejate si turismul.

In plus traducerea lucrarii in limba engleza ofera publicului international acces direct la informatii de calitate cu privire la extinderea si importanta patrimoniului natural al Romaniei .  Aparitia in limba engleza a lucrarii  PATRIMONIUL NATURAL AL ROMANIEI de Petru Lificiu este astfel o premiera  pe plan national, realizand o misiune de o importanta  deosebita: popularizarea potentialului extraordinar al Romaniei in intreaga lume si sprijinirea inscrierii Romaniei ca destinatie turistica de exceptionala valoare pe harta Europei.

Un alt argument in favoarea acordarii celebrului premiu este tiparirea lucrarii in conditii grafice exceptionale acompaniata de cateva zeci de fotografii de o calitate ireprosabila care se constituie in ambasadori ai frumusetilor tarii noastre inaintea celor ce deschid lucrarea.

In data de 14 aprilie 2011 intr-o ceremonie publica,  in numele conducerii Institutului de Relatii Internationale si Cooperare Economica prof.dr.Anton Caragea va inmana, acompaniat de trei ambasadori acreditati la Bucuresti , prestigiosul PREMIUL DE CARTE AL ROMANIEI ( ROMANIAN BOOK PRIZE AWARD ) domnului Petru Lificiu,  autorul  lucrarii PATRIMONIUL NATURAL AL ROMANIEI.

Autorul, Petru Lificiu , fost ministru al mediului si actualmente Vice-Presedinte al Agentiei Nationale de Reglementarea in Domeniul Energiei ( ANRE ) este o cunoscuta personalitate politica si culturala si mai ales un cunoscut ecologist si partizan al protectiei mediului din Romania.

Cu aceasta ocazie adresam felicitari Forumului Ecologistilor din Romania, sub egida caruia a avut loc publicarea acestui valoros volum, pentru contributia importanta la constientizarea interna si internationala a valorilor de patrimoniu natural care se gasesc in Romania. Informatiile din lucrarea PATRIMONIUL NATURAL AL ROMANIEI  ofera posibilitatea constituirii unei strategii nationale de protectie a mediului si de exploatare turistica a acestor valoroase elemente de patrimoniu  constituind o realizare editoriala de exceptie care isi gaseste aprecierea cuvenita .

DIPLOMATS ARE DISCOVERING THE MIRACLE LAND OF MARAMURES

Between 17 and 21 March 2011 the Institute of International Relations and Economic Cooperation of Romania had hosted the annual event called diplomatic spring trip, destined to offer to ambassadors accredited to Romania the opportunity to discover the beauties of our country but also to allow them to have a better knowledge of the business and investment opportunity presents in different part of our country.

This year at the request and invitation of the famous Romanian political leader Vasile Vlasin –director of Transylvania Regional Development Agency- the diplomatic trip was directed towards discovering Maramures- a region world famous for her beauty but also remote location.

Professor Anton Caragea, director of Institute of International relations and Economic Cooperation of Romania has announced that due to budget constraints this year the trip will be open for ambassadors that had already build a long standing relationship with the Institute and are interested in promoting economic ties between their countries and the visited region.

The program for the trip was extremely well tailored including an extensive exploration of local political and economic environment with official visits to Prefect of the Maramures County, to main Mayors Office in the region and with top business community leaders and a lot of meet the press opportunity on the long trip in Maramures. Cities as Baia Mare, Sighet of Marmatia and Borsa were honored to host the Discover Maramures Program for diplomats and offered warm greeting the ambassador’s convoy.

The economic part of the program was hailed as a success the ambassadors represented in the delegation expressing special interest for residual water  plants manufactures in the region, furniture factory and investments in land and tourism facilities in Maramures . It was taken the decision to direct all this request and future investment opportunities by the Transylvania Regional Development Agency that will insure the right environment to establish contacts and to explore regional investment opportunities .

The diplomat’s agenda on the tour of beautiful Maramures was not only confined to political and economic meetings. Also visits to all UNESCO world heritage sites in Maramures where included in the program. As a special favor to the ambassadors the group was hosted at the UNESCO protected Monastery of Barsana, in the building that hosted Prince Charles of Great Britain during his trip in the region and they were welcomed in the famous museum of the monastery. The visit was also seasoned with unforgettable moments as a breakfast at 2.000 meters altitude and a bird eye view of Suior valley by a sky – gondola and a hike on a sky-jet where ambassadors could prove their driving abilities and also taking part in special folk dances.

The trip was a success in combining useful meetings and pleasant times in the final press conference the ambassadors present in the trip express their gratitude for the rare opportunity to discover a region so beautiful and rich in landscape and scenic spots.   Professor Anton Caragea, director of   Institute of International Relations and Economic Cooperation of Romania expressed his determination to bring as soon as possible new delegations in the area in order to further support the regional development and to develop in the area.

VIZITA AMBASADORILOR IN SPECTACULOSUL MARAMURES

In perioada 17-21 martie 2011 Institutul de Relatii Internationale si Cooperare Economica a realizat obisnuita excursie de primavara , destinata sa ofere ambasadorilor acreditati in Romania o imagine a frumusetilor tarii , dar si sa ii ajute in a avea o cat mai buna imagine a oportunitatilor oferite  de mediul de afaceri din diverse regiuni ale tarii noastre.

Anul acesta, la solicitarea  cunoscutului om politic Vasile Vlasin – directorul Agentiei Regionale de Dezvoltare a Transilvaniei , excursia diplomatica s-a indreptat spre Descoperirea Maramuresului.

Profesorul Anton Caragea , directorul Institutului de Relatii Internationale si Cooperare Economica a declarat ca: datorita constrangerilor bugetare anul acesta nu a putut sa invite decat ambasadorii cu care Institutul are o colaborare   permanenta si care au dat asigurari cu privire la interesul lor pentru zona ce urmeaza a fi explorata.

Programul vizitei ambasadorilor a fost extrem de dens, cuprinzand intalniri cu oficialitatile locale : prefect, primarii principalelor localitati din regiunea Maramuresului , oameni de afaceri din Baia Mare, Borsa si Sighetul Marmatiei si conferinte de presa pe traseu.

Contactele economice au fost in mod special un succes, inaltii oaspeti fiind interesati de uzinele de constructie a platformelor de epurare a apelor uzate, fabicile de mobila si investitiile in terenuri si hoteluri din zonele vizitate. S-a luat decizia organizarii acestor activitati economice prin Agentia de Dezvoltarea Regionala a Transilvaniei care sa asigure un cadru organizat pentru stabilirea contactelor si a explorarii oportunitatilor de afaceri zonale.

Nu doar intalnirile politice si economice au ocupat agenda vizitei diplomatilor in frumosul Maramures, vizite la toate monumentele UNESCO din regiune au fost cuprinse in program. Inclusiv , ca o deosebita favoare, ambasadorii au putut innopta in frumoasa manastire Barsana in apartamentele in care a dormit Printul Mostenitor al Marii Britanii-Charles   si admira muzeul celebru al manastirii . Vizita a avut numeroase momente de destindere intre care enumeram un mic dejun la 2.000 de metri altitudine, dupa o vizionare cu telescaunul a zonei Suior , o plimbare pe sky-jet unde ambasadorii si-au demonstrat abilitatile de conducatori infruntand zapada si participarea la dansuri populare.

Vizita a reusit sa imbine utilul cu placutul, in conferinta de presa finala, ambasadorii multumind pentru  ca au avut oportunitatea rara de a descoperi o regiune de o deosebita frumusete si bogatie, unde ospitalitatea si bogatia se afla la ele acasa. Totodata profesorul Anton Caragea a promis ca Institutul de Relatii Internationale si Cooperare Economica va organiza o noua deplasare in Maramures cat de curand pentru a sprijinii in continuare dezvoltarea regiunii si atragerea de turisti.

ROMANIA RECREATING THE SILK ROAD PROJECT

Taking part in Ashgabat-the capital of Turkmenistan- at a debate on the new destiny of Silk Road, professor Dr. Anton Caragea, director of Institute of International Relations and Economic Cooperation had announced the Romanian openness in taking part in a cultural resurrection project of the universal patrimony of Silk Road.

Silk Road Project is reconstructing the treasures of Asia

Besides Turkmenistan and Uzbekistan Romania will get involved by simultaneous hosting this year a large cultural show in Bucharest, show destined to rekindle the values and beauties of Silk Road.

The Silk Road was connecting Korea and China to Europe, transporting goods, ideas and cultural values but also economical treasures and unifying peoples and civilizations. The Romanian presence in this trans-continental endeavor was enthusiastically greeted by Uzbekistan and Turkmenistan as a modern resurrection of Silk Road, without Romania contribution this being uncompleted.

The Bucharest Exhibition  will reconstruct the treasures of Silk Road in a large exposition showing art creations from  the fabulous specified yurt and typical Central Asia housing on Silk Road to fantastic Bukhara rugs or to Turkmen carpets that are recreating the memories of 1001 Nights Oriental tales . Also lights and sounds and travel documentary will recreate for the visitors the magic atmosphere of the treasures of Silk Road.

ROMANIA VA PARTICIPA LA PROIECTUL DRUMUL MATASII

Participand la Ashgabat-capitala Turkmenistanului – la o dezbatere despre necesitatea refacerii Drumului Matasii prof.dr.Anton Caragea , directorul Institutului de Relatii Internationale si Cooperare Economica  a anuntat disponibilitatea Romaniei de a participa la refacerea culturala a patrimoniului universal reprezentat de Drumul Matasii. Alaturi de Turkmenistan si Uzbekistan, Romania se va implica organizand simultan  in acest an o larga manifestare culturala la Bucuresti, destinata a pune in valoare frumusetile Drumului Matasii.

Drumul Matasii lega Coreea si China de Europa, transportand bunuri, idei si valori culturale dar si economice inestimabile, unind popoare si civilizatii. Prezenta Romaniei in acest proiect transcontinental a fost salutata de Uzbekistan si Turkmenistan, drept o refacere  a Drumului Matasii , fara Romania acesta nefiind complet.

Expozitia de la Bucuresti va reface, intr-o dispunere de efect, bogatiile de artefacte ale zonei, de la celebrele iurte central asiatice pana la locuintele tipice pentru  Drumul Matasii  , de la celebrele covoare de Buchara pana la minunatele covoare turkmene ce amintesc de noptile celor 1001 de nopti si cu jocuri de imagini si sunete  destinate sa redea vizitatorului atmosfera magic- orientala a comorilor Drumului Matasii.

PUNTI DE CULTURA INTRE ROMANIA SI ZONA ASIEI CENTRALE

Relatiile Romaniei cu spatiul Asiei Centrale se dezvolta rapid  in ultima perioada. Luna martie a fost martora unor evenimente extrem de importante in dinamica regionala. Astfel relatiile culturale intre Romania si Turkmenistan au intrat intr- o noua etapa , odata cu prezenta celei de a 5-a delegatii culturale romanesti in Turkmenistan. Sub conducerea prof.dr.Anton Caragea, directorul Institutului de Relatii Internationale si Cooperare Economica  o delegatie academica romaneasca a marcat derularea continua a proiectului cultural de colaborare intre Romania si Turkmenistan.

Prin 5 delegatii culturale Romania a contribuit la evenimente marcante in viata academica din Turkmenistan, organizate sub indrumarea Presedintelui Turkmenistanului Excelenta Sa Gurbanguly Berdimuhamedov   precum:  Congresul International Oguzname , Congresul de Etnografie Turkmena , Congresul International dedicat celebrarii a 15 ani de neutralitate a Turkmenistanului , Congresul Turkmenistanul in Epoca Renasterii Nationale si in final Congresul dedicat marelui poet turkmen Nurmuhammet Andalip .

In cadrul discutiilor romano-turkmene s-a apreciat contributia savantilor romani la promovarea imaginii Turkmenistanului in lume si a prestigiului Turkmenistanului  bazat pe cultura remarcabila si  bogatia istorica extraordinara a acestei tari .

Prof.dr.Anton Caragea a avut discutii si cu Presedintele Academiei din Uzbekistan  stabilind un parteneriat si un calendar de schimburi sustinute odata cu deschiderea Ambasadei Uzbekistanului in Romania . Presedintele Academiei Uzbekistanului a multumit profesorului Anton Caragea pentru sprijinul acordat deschiderii ambasadei Uzbekistanului in Romania  si pentru promovarea imaginii Uzbekistanului in Romania .

In final, in zona archeologica UNESCO de valoare culturala mondiala – Konya Urgenche-Dashoguz , prof.dr. Anton Caragea si delegatia romana au participat la festivitatile dedicate poetului turkmen Nurmuhammet Andalip si au vizitat monumentele extraordinare ale Sultanului Tekesh, Sultan Ahmed si a celebrului sufi Nedjmedin Kubra.

Relatiile culturale romano-turkmene au devenit un model in lumea central asiatica demonstrand ca doua tari cu un patrimoniu cultural de nivel mondial si cu o mostenire istorica extrem de valoroasa, pot colabora punand la temelia unor extraordinare relatii politice, cunoasterea culturala si istorica.

ROMANIA AND CENTRAL ASIA : A CULTURAL SUCCESS STORY

Romanian relations with Central Asia are rapidly evolving in the last period. The month of March 2011 was  witnessing extremely important events in the regional dynamics. The cultural relations between Romania and Turkmenistan had entered into new relations with the presence of the 5-the Romanian cultural delegation in Turkmenistan.

Under the leadership of Professor Dr. Anton Caragea, director of Institute of International Relations and Economic Cooperation of Romania, a Romanian academic delegation had marked the continuous development of the cultural cooperation between Romania and Turkmenistan. After 5 cultural delegation` s Romania has contributed with ideas and information’s to important academic events held in Turkmenistan under the President Gurbanguly Berdimuhamedov supervision such as: Oguznama International Conference , Ethnography  Congress of Turkmenistan , International Congress of the 15 Anniversary of Turkmenistan Neutrality , Turkmenistan in the Epoch of New Revival and finally the International Congress dedicated to life and work of world renamed Turkmen poet: Nurmuhammet Andalip .

In the Romania-Turkmenistan dialogue was highly appreciated the Romanian scholars academic contribution in promoting the image and the prestige of Turkmenistan in the world based on the cultural and historical richness of the country. Prof.dr.Anton Caragea has held discussion with the President of Uzbekistan Academy reaching an agreement and a calendar of academic exchange after the new Uzbekistan Embassy will be opened in Romania. The President of Uzbekistan Academy has addressed warm appreciation to Professor Anton Caragea on his support in opening the Uzbekistan new Embassy in Romanian and for promoting Uzbekistan image in Romania.

Finally Professor Anton Caragea and Romanian delegation visited the world heritage UNESCO site of Konya Urghenche where they participated at the festivity dedicated to the great Turkmen poet Nurmuhammet Andalip works and visited the world renowned monuments of Sultan Tekesh, Sultan Ahmad and famous Sufi philosopher Nedjmedin Kubra.

The cultural relations between Romania and Turkmenistan had become a model in the Central Asian region proving that between two countries of rich cultural legacy and historical wealth the cultural cooperation can sustained political relations based on cultural and historical common understanding.
