IRICE PRESIDENT PROFESSOR DR. ANTON CARAGEA IS LEADING THE DELEGATION ATTENDING WORLD CAPITAL OF CULTURE CEREMONIES

A high-level delegation headed by Professor Dr. Anton Caragea, IRICE President will pay a ten day`s official visit to the Kingdom of Cambodia.

 

The high-level visit comes in the context of an ever-expanding and consolidating bilateral relations and brings with it a new dimension of friendship between Romania and Cambodia.

After last year (2016) visit the bilateral relation has intensified with the opening of a cultural center in the Pitesti county, the inauguration  of a bilateral chamber of commerce and in the follow-up on the agreements established last year the Khmer New Year was celebrated as a first in Bucharest and the Kingdom of Cambodia was awarded the honor of hosting WORLD TOURISM  DAY for 2017 and 2018.

Dialogue of friendship and solidarity: H.E. President Dr. Anton Caragea and H.E. Prime Minister Academician HUN SEN of Cambodia.

 

For the official visit of the IRICE President Professor Dr. Anton Caragea, to take place between  December 1st and December 11, 201,7 an all-encompassing program was carved comprising meetings with Cambodian Parliament President, Ministers of Tourism, Agriculture, Development and Environment with the highlights of the visit being the meetings with H.E. Prime Minister of Cambodia Samdech Akka Moha Sena Padei Techo HUN SEN and H.M. King Norodom Sihamoni.

Last year, in a consequence of the bilateral meeting, H.M. King Norodom Sihamoni asked H.E. Professor Dr. Anton Caragea to accept the honorable task of representing Khmer culture and image in the world as the Kingdom Global Ambassador, a task joyfully and proudly accepted by H.E. Professor Dr. Anton Caragea in July 2016

A special and complex cultural program was created for the high-level delegation led by IRICE President Professor Dr. Anton Caragea and includes stop-overs at the main cultural and UNESCO heritage zones of the Kingdom like: Preah Vihear, Siem Reap, Angkor Wat and Angkor Thom, Thailand Bay and the mysterious and celebrated Koh Ker.

On December 9, 2017, Professor Dr. Anton Caragea will have the honor of opening with a special allocution the celebrations dedicated to PHNOM PENH-WORLD CAPITAL OF CULTURE AND TOURISM.

 

The inscription of Kingdom of Cambodia capital as one of the cultural and archeological landmarks of humanity it a central moment for the country stature as a world-class cultural hub in the region.

 

Before starting his official journey IRICE President Professor Dr. Anton Caragea stated that his delegation attending this special moment in the life of the Kingdom is a solid proof of a consolidated friendship.

ROMANIA CELEBRATES WORLD TOURISM DAY 2017

Celebrated worldwide since 1980, World Tourism Day is commemorated usually at the end of September each year and hosted in the capital of the country crowned as WORLD BEST TOURIST DESTINATION OF THE YEAR.

 

This year, the Official Celebrations are held in Phnom Penh , the capital city of Kingdom of Cambodia, winner of World Best Tourism Destination designation and in Bucharest on October 4, 2017 with the support of Institute of International Relations and Economic Cooperation of Romania. 

 

 

The main role of the World Tourism Day is to highlight the global significance of tourism as a tool for global development and cultural enlightenment.

Tourism is the greatest educator in the world, stated on the topic the Institute of International Relations and Economic Cooperation President Dr. Anton Caragea.

This is one of the goals of the World Tourism Day celebrations that are being conducted throughout the world.

The event was opened by the President of Institute of International Relations and Economic Cooperation, H.E. Professor Dr. Anton Caragea, who emphasized the cultural and heritage booster and promoter role of Tourism and the links of the sector with the United Nations 17 Sustainable Development Goals as well as the carry torch role of the Global Ambassadors for Tourism and Sustainable Development Goals in the global economic diversification and socially oriented growth.

On this occasion H.E. Professor Dr. Anton Caragea – IRICE President announced that: Global Ambassadors for Tourism and Sustainable Development Goals project will continue unabated until 2030, the year marked by United Nations for the completion of the 17 Goals at world level.

On this occasion was announced that 2018 World Tourism Day theme will be: TOURISM AS A CULTURAL PROTECTOR, emphasizing tourism  role in promoting awareness for cultural and heritage patrimony , in boosting the resources allocated for their maintenance and preservation and in educating future generations on their role as guardian`s and custodians of these world treasures.

In the opening ceremonies for the 2017 World Tourism Day Professor Dr. Anton Caragea has made the long-awaited announcement:  The  Global Ambassadors for Tourism and Sustainable Development Goals programme will continue in the next year and had expressed his support for the decision taken by THE PARLIAMENTARY ASSEMBLY FOR UNITED NATIONS SUSTAINABLE DEVELOPMENT GOALS (SDG) to continue upholding the efforts of promoting SDG as tools for international peace, development and inclusive and socially balanced growth.

 

On October 4, 2017 the official ceremonies for WORLD TOURISM DAY have taken place at Institute of International Relations and Economic Cooperation in the presence of President Professor Dr. Anton Caragea and having in observance members of Institute of International Relations and Economic Cooperation, European Council on Tourism (ECTT) and Trade, European Tourism Academy and members of PARLIAMENTARY ASSEMBLY FOR UNITED NATIONS SUSTAINABLE DEVELOPMENT GOALS (SDG).

The role of Parliamentary Assembly for SDG`s is “to ensure international cooperation, secure the acceptance and to enhance the legitimacy of the United Nations SUSTAINABLE DEVELOPMENT GOALS AGENDA and strengthen the elected representatives ( parliamentarians) capacity to act and to be more effectively and directly included into the activities of implementing and financing the programs related to SUSTAINABLE DEVELOPMENT GOALS AGENDA.”

“If it comes to offer governance to Global Ambassadors for Tourism and Sustainable Development Goals programme and to insure global cooperation, than the Parliamentary Assembly for SDG`s is the venue for a technical and democratic debate, said Professor Dr. Anton Caragea.

PARLIAMENTARY ASSEMBLY FOR SDG`S NOW ENDORSED BY 250 LAWMAKERS FROM 20 COUNTRIES

The new logo of a Parliamentary Assembly for Sustainable Development Goals.

 

The international Campaign for the implementation of 2030 Agenda of United Nations, known worldwide as SUSTAINABLE DEVELOPMENT GOALS AGENDA, in the work of parliaments across the world has reached a first milestone, only after a year of existence, with the support of 250 parliamentarians from 20 national parliaments.

 

Now with this threshold passed, the Parliamentary Assembly for SDG`s, is now endorsed across party lines, ideologies and national agenda`s by more than 250 current members of parliament from over 20 countries.

The creation of a Parliamentary Assembly for SDG`s in the UN framework for world cooperation in the implementation of Sustainable Development Goals that was signed by the lawmakers calls for “a gradual implementation of Sustainable Development Goals in all national and local parliaments and elected assemblies agenda creating a global synergy for world level campaign aimed at bringing to life the SUSTAINABLE DEVELOPMENT GOALS AGENDA”

The role of Parliamentary Assembly for SDG`s is “to ensure international cooperation, secure the acceptance and to enhance the legitimacy of the United Nations SUSTAINABLE DEVELOPMENT GOALS AGENDA and strengthen the elected representatives ( parliamentarians) capacity to act and to be more effectively and directly included into the activities of implementing and financing the programs related to SUSTAINABLE DEVELOPMENT GOALS AGENDA.”

“This is an important milestone,” remarked Professor Dr. Anton Caragea,  the Parliamentary Assembly for SDG`s Executive President and campaign’s coordinator.

“The support of a UN Parliamentary Assembly for SDG`s by such a broad group of parliamentarians from all the world’s regions shows once again that it is high time for the SUSTAINABLE DEVELOPMENT GOALS AGENDA to be recognized as paramount for world development,” he concluded.

“If it comes to democratizing the SUSTAINABLE DEVELOPMENT GOALS AGENDA and to insure global cooperation, than the Parliamentary Assembly for SDG`s is the venue for a technical and democratic debate, said Professor Dr. Anton Caragea.

“The SUSTAINABLE DEVELOPMENT GOALS AGENDA would benefit from involving elected representatives in its deliberations. After all, in many cases it’s them who are needed to help implement UN policy at the national level, especially if it comes to the Agenda 2030,” said Mr. Catalin Nechifor from Parliamentary Assembly for SDG`s .

 

On this momentous occasion the new logo of the Parliamentary Assembly for SDG`s was unveiled by Professor Dr. Anton Caragea, the Executive President.

We must note that: apart from members of parliaments, the campaign has also been endorsed by numerous former members of parliaments, distinguished scholars, cultural innovators, representatives of civil society organizations, and many committed citizens from all walks of life.

PUBLIC CEREMONY FOR SIGNING THE UN LETTER FOR EDUCATION AND HUMAN RIGHTS

The Institute of International Relations and Economic Cooperation (IRICE) hosted the presentation and public signature of the United Nations Open Letter to Academic Institutions: Educate Future Managers and Leaders on Business and Human Rights.

The ceremony has taken place on July 14, 2017 and the letter was publicly signed by The IRICE President, Professor Dr. Anton Caragea.

 

This letter was drafted jointly by the UN Global Compact Office and the Secretariat of the UN Principles for Responsible Management Education (PRME) and was addressed for public endorsement by world leaders.

We must underline that Romania by the relentless efforts of Professor Dr. Anton Caragea has become an educational leader at world level by placing at the fore an educational system directed towards the full implementation of Sustainable Development Goals.

The United Nations letter calls on educational system to be built around three major pillars:

1) understand the relevance of international human rights standards for business;

2) are familiar with the Principles of the UN Global Compact and the corporate responsibility to respect human rights as detailed in the United Nations “Protect, Respect and Remedy” Framework for Business and Human Rights (2008) and elaborated in the Guiding Principles on Business and Human Rights(2011); and

3) have been exposed to best practices for managing the human rights impacts of business.

UNITED NATIONS ARE CALLING ON WORLD LEADERS TO UNITE FOR 2030 AGENDA

The OFFICE OF THE PRESIDENT OF INSTITUTE OF INTERNATIONAL RELATIONS AND ECONOMIC COOPERATION OF ROMANIA (IRICE) has made public the United Nations General Assembly President  letter calling on world leaders support for the global implementation of Sustainable Development Goals.


President of United Nations General Assembly, Ambassador Peter Thomson had addressed a letter to the head of states and global leaders urging a better knowledge and acceptance of Sustainable Development Goals.

 

 

The letter addressed to 190 world leader`s and global influencer`s  among them Professor Dr. Anton Caragea, IRICE President calls for world level re-enforced cooperation agreement to the implementation of SDG and had come as a result of a general appeal from UN General Assembly President.

 

On April 19, 2017 H.E. President of United Nations General Assembly, Ambassador Peter Thomson had addressed a letter to the head of states and global leaders urging a better knowledge and acceptance of Sustainable Development Goals in the world and asking a universal effort for the implementation of SDG in learning process across the world.

 

The letter addressed to H.E. President Professor Dr. Anton Caragea and to Institute of International Relations and European Cooperation as global leaders and top 190 personalities reads in part:

Everything I have learned as President of the United Nations General Assembly has convinced me that, taken together with the Paris Climate Agreement, the 2030 Sustainable Development Agenda provides humanity with the best chance we have to shape a sustainable way of life for our species upon this planet.

In pursuit of this high purpose, I am writing to you and every Head of Government of the Member States of the United Nations, with the request that national efforts are made to educate young people on the vital importance of the Sustainable Development Goals.

If every school curriculum in the world incorporates the Sustainable Development Goals, every school teaches them, and every young person on the planet is made aware of them as rights and responsibilities, the world will stand a very good chance of attaining the Goals by 2030.

I am pleased to advise, Excellency, that in support of the policies that your government may decide on the matter, tools are already available to help support SDG learning, such as those developed by UNICEF, UNESCO, the Global Partnership for Education and the “World’s Largest Lesson”.

EUROPEAN COUNCIL ON TOURISM AND TRADE HAS CREATED 100.000 JOBS IN THE LAST YEARS

Building on a successful cooperation on last year’s Europe Day, the European Tourism Academy supported the EUROPEAN COUNCIL ON TOURISM AND TRADE (ECTT)  to organize the Europe Day on Tuesday , 9 May 2017.

                                             

The reception was attended by over 1000 people from including prominent guests such as government representatives, diplomatic corps in Bucharest, business leaders, academia, and the media.

The welcoming speech was delivered by European Council on Tourism and Trade President-Professor Dr. Anton Caragea.

First, I would like to express my gratitude to Academicians Mircea Constantinescu and Ionut Costea, Directors of EUROPEAN TOURISM ACADEMY, for kindly agreeing to make available this splendid hall for today’s gathering.

We thought that this year it would be great to bring Europe closer to academicians and professionals and leaders of all walks of life, and to hold our celebrations in this excellent establishment.

Thank you very much to everyone who has worked so hard to make this happen.

Today, 9 May, is Europe Day.

 On this day in 1950 Robert Schuman, the French Foreign Minister, called on the nations of Europe to unite and make war on our continent unthinkable.

His message of peace and unity is as relevant as ever.

 The dreams of our founding fathers have become a reality, and Europeans live together in peace and prosperity, bound together by principles of democracy and human rights.

Yet, as anyone who follows international news knows, the European Union faces considerable challenges, and I do not want to gloss over these.

But despite all our difficulties the Europe represents the most successful process of regional integration, and remains the richest continent in the world.

In no other place is there so much freedom – freedom to speak our mind, freedom to move, freedom to pray and not to pray, freedom to love, freedom to vote and freedom to choose our own destiny.

Everywhere in the world Europe is a major trading partner, a major investor and we are proudly launching here BEST OF EUROPE/BEST OF WORLD program.

Climate change is another example of Europe prowess and a dear subject to myself as Ambassador for World Protected Areas .

On 22 April 2016, 175 countries signed the Paris Agreement in New York. Fifteen countries deposited their instruments of ratification on the same day sending a signal to the international community on the paramount importance of the implementation of the Agreement.

Our Ambassador office is committed to continue to work closely with all the nations on climate change, not only alongside it in international negotiations, but also as a key partner – providing support for mitigation and adjusting, and on the implementation of the Paris Agreement – the next big challenge.

I want to welcome you this evening not only to the Europe Day Reception, but also to our exhibition showcasing our engagement in tourism, trade and development across the world.

With WORLD BEST TOURIST DESTINATION and WORLD CAPITAL OF CULTURE AND TOURISM programs we succeeded in the last ten years to bring over 6 billion euro investments in tourism, development and growth sector in Africa and Asia and we created more than 100.000 jobs in tertiary sectors of all the countries that have being supported by EUROPEAN COUNCIL ON TOURISM AND TRADE and EUROPEAN TOURISM ACADEMY programs.

 I would like to thank all our development implementing partners for their contributions to the exhibition and for their efforts.

I hope that everyone will take time to discover the breadth and depth of the EUROPEAN COUNCIL ON TOURISM AND TRADE co-operation with developing world.

ROMANIA-VENEZUELA PARTNERSHIP TABLED ON BILATERAL TALKS

Venezuela and Romania are long-term partners, dedicated in building a world based on dialogue and understanding, this was the conclusion of the bilateral consultations held on 26 October 2016.

The regular cooperation and consultation meeting had taken place between Prof. Dr. Anton Caragea, President Director-General of Institute of International Relations and Economic Cooperation and H.E. Victor Ramon Carazo, Ambassador of Bolivarian Republic of Venezuela.

The dialogue was opened by H.E. Victor Ramon Carazo, Ambassador of Bolivarian Republic of Venezuela with a powerful presentation encompassing the latest developments in the political life of Venezuela.

 

The ambassador presented his country efforts for peaceful dialogue and peaceful resolution of all the conflicts and made a compelling presentation of the efforts of H.E. President Nicolas Maduro in opening dialogue with the opposition.

Ambassador Victor Carazo outlined also his country positions on diplomatic arena and the efforts of President Maduro to put at the same table OPEC and non-OPEC members in order to achieve a normalization on the oil market.

Other lines of the diplomatic activities of Venezuela where also highlighted as the recent visit to the Middle East by President Maduro and the meeting with Pope Francisc who offered Catholic church mediation services in calming the internal situation on Venezuela.

On his turn Prof. Dr. Anton Caragea, IRICE President outlined the latest diplomatic activities like the official visits to the Kingdom of Cambodia (June 2016) and Laos (September 2016), high level visits that opened new venues of dialogue and economic presence between Romania and Indochina region.

Other diplomatic achievements were noted the creation of THE PARLIAMENTARY ASSEMBLY FOR SUSTAINABLE DEVELOPMENT GOALS, a world level initiative that is self-explanatory towards Romanian international prestige as the country is seen as a moderation and neutral force highly capable in supporting world parliaments to achieve SDG objectives of United Nations.

 IRICE President, Professor Dr. Anton Caragea avail the occasion to express his amicable fillings and friendly interest towards the efforts of President Nicolas Maduro to consolidate Venezuela`s economic development and independence, open society and are creating a sense of perfect unity between the people of Venezuela and the government.

In the concluding part of the diplomatic encounter, H.E. Ambassador Victor Ramon Carazo presented the latest evolutions in the frame of bilateral relations, emphasizing the numerous solidarity activities of people of Romania with Venezuela`s revolutionary evolutions and building new bridges of understanding between Romania and Venezuela.

 

The parties had appreciated that between Romanian and Venezuela there are many common interests, designed to forge a good understanding between the two nations.

The dialogue had continued on concrete aspects and analyses of economic, political and cultural bilateral relations and on ways of fostering this dialogue on to the future.

 

The regular consultations and frank discussions between Romania and Venezuela are a constant of the diplomatic relations and are the foundations to continue the dialogue and mutual understanding between the two countries and people’s.

WORLD PARLIAMENTS UNITED TO FULFILL UNITED NATIONS SDG AGENDA

In the end of 2015 United Nations announced the new world objectives for development and growth for all nations by 2030 under the name of Sustainable Development Goals.

17 Objectives aims to make a better world and parliamentarians across the world are invited to place their voice in the balance.

The new 17-odd goals are aiming to end poverty, protect the planet, and ensure prosperity for all, as part of a new world  development agenda.

In order to fulfil this objectives, Parliaments across the world are called upon to bring their support and to enact legislation encouraging nations in the fulfilment of the 17 SDG`s.

The Institute of International Relations and Economic Cooperation of Romania is deeply involved in constructing the Parliamentarian Assembly for Implementation of Sustainable Development Goals (Parliaments Assembly).

The Parliamentarian Assembly for Implementation of Sustainable Development Goals will garner support from national parliaments across the world, interested in bringing world agenda for development in their national legislations and contribute to the international and global development and fulfilling the United Nations Agenda.

The first reunion of Parliamentarian Assembly for Implementation of Sustainable Development Goals will be held in Bucharest in December 2017, and will bring together, under the message of bringing to life the vaunted SDG Platform, the leaders of Parliaments and National Assemblies across the world.

IRICE President Professor Dr. Anton Caragea had stated for UN Sustainable Development publication that: he accepted the task to coordinate in the first five years the initiative, benefiting from his long-established role and expertise in uniting and engaging national legislators and make them involved in the implementation of development issues.

After the five years preparatory phase, will be created a Governing Body of advisors that includes MPs from National Parliaments and other experts to guide and effectively implement the programmes, concluded Professor Dr. Anton Caragea.

ROMANIA HOSTS WORLD TOURISM DAY CELEBRATIONS FOR 2016

Romania had celebrated, on 5 October 2016, the WORLD TOURISM DAY, under the banner: Tourism as a driving force for culture and development!

World Tourism Day (WTD) is held annually around the date of 27 September.

Its purpose is to foster awareness among the international community of the importance of tourism and its social, cultural, political and economic value. The event seeks to address global challenges outlined in the United Nations Sustainable Development Goals (SDGs) and to highlight the contribution the tourism sector can make in reaching these goals.

The event has being organized by the Institute of International Relations and Economic Cooperation at Romanian Parliament and brought together governmental officials, parliamentarians from economy, industry, environment and tourism committees and diplomats accredited to Bucharest.

The event hosted at Romanian Parliament has marked the WORLD TOURISM DAY and has taken place under the high patronage of European Council on Tourism and Trade.

This year ceremonies where concentrated on Asia growing role in global tourism rapid development and Kingdom of Cambodia- WORLD BEST TOURIST DESTINATION FOR 2016.

On this occasion, Professor Dr. Anton Caragea-President Director General of Institute of International Relations and Economic Cooperation unveiled his official message for WORLD TOURISM DAY-2016:

2016 World Tourism Day must be an occasion for us to ponder about the transformations of the sector that registered a growth from 25 million international tourists in 1956 to today staggering 1.2 billion people travelling the world.

Why is traveling so significant in today’s world? (…) 

This is happening because traveling is a occasion for new experiences, new sentiments and most of all new ideas. Tourism has become a key economic factor and part of world development, a significant job creator and a forging opportunities for local communities.

Tourism is today a major source of income for local communities.

As we celebrate World Tourism Day, let us recall the success stories of tourism as a tool for fulfilling the Sustainable Development Goals, as a medium for global growth for all of the world’s citizens.

Let us evaluate and emulate the success stories of Africa: where Zimbabwe and Ethiopia had succeeded in making tourism a major earner for their economy, offering jobs, hopes and future to more than 25 millions people s involved in these countries travel sector.

More recent: The Kingdom of Cambodia became an example for Asian tourism development investing tourism revenues in infrastructure, hospitality facilities and offering growth and employment opportunities for millions of people’s of Cambodia.

This is the transformative power of tourism and this is the reasons that the world community decided to make Cambodia and Ethiopia as model countries for tourism development in 2016. (….)
