ELECTION MONITORING WEBSITE DEDICATED TO CAMBODIA`S PARLIAMENTARY ELECTIONS JULY 2018 UNVEILED

With national and general elections in The Kingdom of Cambodia less than two months away, a critical website was launched today by a coalition of international organizations ( European Council on International relations, Bucharest Conference on OSCE-2010, Europe and Asia Conference, World Electoral Monitors Organization signatory to the Act for Transparent and Peaceful Elections) – to provide a source of up-to-date information, a database of key facts and figures, thought-provoking analysis of the electoral process, and a forum for debate.

 

The most innovative aspect of the website is that it provides partners with a dynamic space where they can share information and ideas in real time.

The website is just one aspect of the crucial work that international community and  World Electoral Monitors Organization is doing in the run-up to Kingdom of Cambodia sixth National Democratic Elections.

The site is dedicated to act as a vehicle for a network of international and civil society organisations that are dedicated to promoting civic education and transparent, democratic elections.

The website objectives include:

1) helping to improve the efficiency and quality of elections in order to support lasting peace and the rule of law in the Kingdom of Cambodia;

2) ensuring ongoing civic and voter education of the Cambodian people;

3) supporting the monitoring, and community control, of transparent and democratic electoral processes;

4) encouraging the spirit of consultation and dialogue between people and rulers; and,

5) working for lasting peace in the Kingdom of Cambodia;

The website, it has been designed to be easily accessible and user-friendly, enabling its users to quickly discover and enjoy its wealth of information.

Meanwhile, the banner includes the images of children accompanying family to the urns – an image that highlights three key issues.

The first is that democratic elections are a game with rules that must be followed.

Secondly, elections involve the formulation of a draft programme for both the present and the future.

And finally, the spirit of fair play that should characterize this process is not inevitable in itself, but represents a real opportunity for future generations.

The international community is supporting the Kingdom of Cambodia on the assumption that the consolidation of a democratic culture inevitably involves encouraging people’s participation in government and governance, which requires empowerment of the citizenry, increasing awareness on rights and obligations, developing ability to influence and monitor the management and performance of political power.

The project encourages citizen’s participation through better coordination of civil society organizations during the 2018 electoral process.

It also entails empowerment of voters via a civic education campaign; the monitoring and management of the electoral process led by the National Electoral Commission of the Kingdom of Cambodia (NEC); and monitoring and facilitating consultation among electoral stakeholders including political parties, NGOs and other actors involved in the process.

DIALOGUE OF FRIENDSHIP: PRESIDENT DR. ANTON CARAGEA AND AMBASSADOR ROBERTO CESAR HAMILTON MAGAÑA

On June 14, 2018 the presentation and cooperation meeting between Professor Dr. Anton Caragea, President Director-General of Institute of International Relations and Economic Cooperation and H.E. Roberto César Hamilton MAGAÑA-Ambassador of Cuba has taken place

The bilateral discussion, has marked the debut of mandate for H.E. Roberto César Hamilton MAGAÑA and H.E. Professor Dr. Anton Caragea, has officially presented the congratulations for the start of mandate of the new ambassador noting the Romanian side hopes for a fruitful cooperation and also has marked the official congratulations for the new Head of State of The Republic of Cuba: H.E. Miguel Díaz-Canel – President of Council of State and Council of Ministers.

The election of the new Cuban leader is a testimony of the desire of Cuba to continue on the path of revolution and to foster new development ways while maintaining the legacy and conquest of the Revolution, underlined Professor Dr. Anton Caragea.

 

Our desires for bilateral cooperation and consolidated relations expressed in our official message from 2017 addressed to Comrade Raul Castro are still present and representing our vision in the bilateral relations stated the President Director-General of Institute of International Relations and Economic Cooperation.

Dialogue of friendship marking the beginning of the new mandate: IRICE President-Dr. Anton Caragea and Cuban Ambassador Roberto César Hamilton MAGAÑA.

 

Prof. Dr. Anton Caragea express his amicable fillings and friendly interest towards the recent evolution`s in Cuba, that are consolidating Cuba`s economic development, open society and are creating a sense of perfect unity between the people of Cuba and the government. Cuba`s revolutionary transition under Commander Raul Castro supervision and President Miguel Díaz-Canel guidance and leadership is witnessed with sympathy and interest in Romania, emphasized Professor Dr. Anton Caragea.

 

H.E. Ambassador Roberto César Hamilton MAGAÑA expressed his gratitude for the good wishes related to his new mandate and presented the latest achievements in bilateral relations :developing cultural relations and building new bridges of understanding between Romania and Cuba.

 

The parties had appreciated that between Romanian and Cuba there are  large area of common interests , designed to forge a good understanding  between the two nations .

The Romania- Cuba relationship must be an example for a better relation between Romania and Latin America .

If in the last decade the bilateral dialogue with this area was faltering, now it is a auspicious moment for reconstructing and rebuilding this framework of dialogue and friendship.

DIALOG AL PRIETENIEI: PRESEDINTE DR. ANTON CARAGEA SI AMBASADOR ROBERTO CESAR HAMILTON MAGAÑA

In data de 14 iunie 2018 a avut loc vizita de prezentare si de incepere a mandatului noului Ambasador al Republicii Cuba in Romania: E.S. Roberto César Hamilton MAGAÑA.

 

Prof. Dr. Anton Caragea , Presedintele Director General al Institutului de Relatii Internationale si Cooperare Economica  a adresat felicitari cu ocazia inceperii mandatului noului ambasador si a prezentat totodata si felicitarile partii romane cu ocazia  alegerii Presedintelui Consiliului de Stat si al Consiliului de Ministrii al Republicii Cuba E.S. Miguel Díaz-Canel.

 

Noua personalitate aleasa in fruntea statului cubanez reprezinta o garantie a continutatii si in acelasi timp a dezvoltarii intr-o directia corecta a revolutiei cubaneza, notat Profesor Dr. Anton Caragea.

Inca din nota de felicitare catre Comandantul Raul Castro din 2017 noi ne-am exprimat dorinta de prietenie si cooperare bilaterala si aceeasi dorinta exista si astazi a mai marcat Presedintele Director General al Institutului de Relatii Internationale si Cooperare Economica.

 

Dialog al prieteniei la inceput de mandat: Presedintele IRICE-Dr. Anton Caragea si Ambasadorul Republicii Cuba – Roberto César Hamilton MAGAÑA.

 

Prof. dr. Anton Caragea si-a exprimat sentimentele de prietenie si a subliniat interesul cu care Romania a urmarit recentele evolutii din Cuba, incluzand consolidarea dezvoltarii economice a Cubei si crearea unei perfecte unitati de sentimente si actiune intre popor si guvernul cubanez. Traditia revolutionara cubaneza continua sub supervizarea Comandantului Raul Castro si a Presedintelui Miguel Díaz-Canel este urmarita cu simpatie si interes, a subliniat Prof. Dr. Anton Caragea.

 

Excelenta Sa, D-nul Ambasador Roberto César Hamilton MAGAÑA, a prezentat multumiri pentru urarile facute si a prezentat cele mai noi evolutii in relatia bilaterala vizand la construirea de noi punti de dialog intre Romania si Cuba si a subliniat planurile de cooperare economica si culturala dintre cele doua tari.

Partile au apreciat ca intre Romania si Cuba exista o larga arie de interese comune menite a garanta o buna intelegere intre doua tari.

Relatia intre Romania si Cuba  trebuie sa fie un exemplu pentru relatia intre Romania si America Latina.

Daca in ultimii ani dialogul cu zona Americii Latine nu a fost satisfacator , acum exista momentul propice pentru reluarea acestuia si dezvoltarea lui.

Dialogul a continuat pe teme concrete, de analiza a relatiilor economice , politice si culturale intre cele doua tari si a metodelor practice de dezvoltare a acestora in viitor.

Totodata Profesor Dr. Anton Caragea l-a incurajat  pe Ambasadorul Republicii Cuba -Roberto César Hamilton MAGAÑA in promovarea turismului si in cooperarea intre Europa si Cuba in domeniul industriei turismului si ospitalitatii.

Presedintia romana la conducerea Consiliului European pentru Turism este o ocazie unica pentru dezvoltarea turismului in Cuba care nu trebuie irosita, a mai subliniat Presedintele Dr. Anton Caragea.

Dialogul de succes promite relansarea unei directii de actiune diplomatica a Romaniei spre zona Americii Latine.

THE FULL LIST OF THE 20 PARTIES TAKING PART IN CAMBODIA`S GENERAL ELECTION-JULY 2018

As the people of Cambodia are preparing to go to the urns to elect their leaders in what was generally described as the freest and most open electoral competition the country`s top election watchdog: National Election Committee (NEC) hailed the prospect of multi-party democracy with the registration of 20 parties for a July general election.

“Now, we have 20 political parties registered, this shows a multi-party democracy,” NEC spokesman Dim Sovannarom told a news briefing.

 

 

Prime Minister of Cambodia, Academician HUN SEN had insured an open and competitive climate for the July 2018 elections earning him global plaudits

 

 

“This is an opportunity for people, in every five years, to chose their leaders,” he added.

 

Twenty political parties registered to participate in the upcoming national election in July as the 15-day window to register candidates came to an end yesterday.

Dim Sovannarom, spokesman for the National Election Committee, said during a press conference yesterday that 20 political parties have registered to contest the election on July 29.

“In total, 20 political parties have registered at the NEC,” Mr Sovannarom said. “The NEC will carry out its duty according to the law to ensure the electoral process is free and fair.”

Mr Sovannarom said that four political parties, Cambodian People’s Party, Cambodian Youth Party, Cambodian Nationality Party and Khmer National United Party, were officially recognized by the NEC so far.

 

He said that the NEC will follow its procedure to review the documents of the other 16 political parties that have registered.

Mr Sovannarom said that 20 parties are taking part in the election on July 29, noting that eight political parties took part in the 2013 election.

“It showcases that multiple-party democracy is flourishing,” Mr Sovannarom said. “We are walking on the road of multiple-party democracy to hold the election on July 29.”

 

 

 

Among the recognized parties are the ruling Cambodian People’s Party (CPP) of Prime Minister Samdech Academician Hun Sen, the royalist Funcinpec Party of Prince Norodom Ranariddh, and the Grassroots Democracy Party.

The Southeast Asian nation is scheduled to hold a national election for the 125-seat parliament on July 29 and approximately 8.3 million Cambodians are eligible to cast their ballots.

Speaking during a get-together with thousands of garment factory workers in southwestern Kampong Speu province, Academician Hun Sen renewed his call for the people to vote in the forthcoming election, saying it would be the only chance for them to elect their leaders once in every five years.

According to the NEC, the three-week electoral campaign will start from July 7 to 27 2018 and according to international observers the poll is promising to respect the principles of free, fair and transparent elections.

H.M. KING NORODOM SIHAMONI WEIGHTS IN: CAMBODIA IS HAVING FREE AND FAIR ELECTIONS!

In front of a media slur and outrageous misinformation campaign, destined to taint  Cambodia`s people and authorities determination to host free, equal opportunity and transparent elections, His Majesty King Norodom Sihamoni has the final say, closing any honest debate on the subject: The Kingdom will enjoy free and fair elections and the people of Cambodia will have the full opportunity to express their views and decision for the country direction and leadership.

 

The royal message writes that:

“On this occasion, I would like to solemnly call for all eligible voters to cast their ballots in order to elect national leaders for development and glorious progress in all fields”.

 

 

His Majesty King Norodom Sihamoni ends the debate for any honest observer of Kingdom`s politics: 2018 elections will be democratic and exemplary.

 

 

The monarch said the forthcoming election is a free, fair, and confidential election that goes with the liberal multi-party democracy, so the voters should not worry about any pressure or intimidation from anyone or any political party.

“I urge all the compatriots to exercise your rights to vote in according to your own conscience and to freely elect any candidate, any political party that you trust,” King Sihamoni said in a royal message released to the media.

Earlier the international community also praised the election preparations in regard to an outstanding PRESS CODE offering unequal access to the media and citizens to the information and enshrining election transparency as the main factor in these elections and to the regulation for international and national observers that has assured a perfect control of the elections process.

The 14-minute documentary, titled Will the July general election be liberal, pluralistic, and democratic? draws on four points to reach its conclusion.

The election process would be smooth and free, multiparty, open to observers and without violence, the video says.

Noting that there are 20 political parties vying in the elections despite the country only having eight million voters, the video says: “Cambodia is setting another good example for other countries in terms of pluralism, which is the basic principle of a democratic election.”

“In brief,” in continues, “the general election scheduled for July 29, could be considered one of the best elections in Cambodia’s history.

“Best election in the sense that this election will be held with the participation of so many political parties coupled with strict implementation of three main principles – being liberal, pluralistic, and democratic – principles that are the best foundation for an election.

“Last but not least, this coming election will be conducted in a peaceful and nonviolent manner and free from rhetorical quarrel,” the commentator says.

The video ends with the stand that democracy in Cambodia is maturing and that no one can destroy it.

CAMBODIA`S NATIONAL ELECTION COMMITTEE CREATES A BALANCED CODE OF CONDUCT FOR PRESS AND JOURNALISTS

The National Election Commission (NEC) of The Kingdom of Cambodia has released a Code of Conduct for Press in the perspective of the 29 July 2018 elections that received world-wide acclaim for protecting freedom of the press, promoting responsible and accurate reporting and supporting the free and correct information for the people of Cambodia.

 

This is a perfect example of balancing the rights to information and free reporting on elections in the era of fake news and is even more impressive as the country has experienced a series of scandals regarding fake news promoters in the Kingdom like PHNOM PENH POST and CAMBODIA DAILY, newspapers that where at the center of a host of controversy creating fake news and excelling in manipulation and propaganda of the lowest rank.

Despite this unfortunately episodes the Government of Cambodia has decided to weight in and respect the rights of press and uphold the rights of information in the perspective of expected July 2018 national elections.

The NEC press release said the Code of Conduct for Media contains requirements and prohibitions they must conform to.

The requirements are as follows:

• Journalist associations, journalist institutions or independent journalists who wish to cover news on the electoral process can apply for registration directly at the NEC. Alternatively, they may download the registration form from NEC’s website.

 

As of May 23, the NEC has issued press passes to 284 journalists from 35 media organisations – including 51 foreign journalists from 15 media outlets – to cover the elections.

• For national journalists, the registration deadline is 10 days prior to election day, while for international journalists the registration deadline is 5:30pm three days before election day.

• National and international journalists who wish to take pictures in voter registration stations and polling and ballot counting stations should notify the chief of the Voters Registration Task Force in advance.

The media is prohibited from the following activities:

• Broadcasting news that leads to confusion and loss of confidence in the election.
• Broadcasting news based on rumour or lack of evidence.
• Using provocative language that may cause disorder or violence.
• Publishing news that affects national security and political and social stability.
• Expressing personal opinions or prejudice in reported events.
• Interfering or disrupting voter registration, polling and ballot-counting processes.
• Conducting interviews at voter registration stations, polling stations and ballot-counting stations.

 

The new NEC regulations based on truth, ethic preservation and correct information management are perfectly balanced and destined to protect voters rights to privacy and information and to foster a responsible communication and reporting. making Cambodia`s one of the top countries in respecting press freedom and responsible journalism.

CAMBODIA`S NATIONAL ELECTIONS COMMITTEE ENSURES FREE AND FAIR 2018 POLL

Cambodia’s National Election Committee (NEC) on Monday released the code of conduct for national and international observers in the forthcoming national election.

“The code of conduct of electoral observers aims to set out important measures for non-governmental organizations, associations, and electoral observers to fulfill their duties in a neutral and impartial position,” according to a NEC’s statement.

The statement said electoral observations should be conducted with integrity and transparency, and electoral observers should perform their tasks without any interference.

It said the observers should not interfere in internal affairs of Cambodia, and should not talk with voter registration applicants or voters in term of supporting or opposing any political party or candidate.

Also, the observers should not conduct any survey for any political party or candidate, and should not provide a written statement or interview to media in the form of supporting any political party or candidate.

The code of conduct also banned observers from disturbing the process of voter registration, voting and ballot counting.

Under the Law on the Election of Members of the National Assembly, the violator will be fined between 2,500 U.S. dollars and 5,000 U.S. dollars by the NEC, the statement said.

According to the statement, after the election process is completed, the electoral observers should submit a written report on their observation and conclusion on election process to the NEC.

The Southeast Asian nation is scheduled to hold a national election for the 125-seat parliament on July 29, 2018 and some 8.3 million Cambodians are eligible to cast their ballots.

The NEC had officially recognized 20 out of the 20 political parties that registered to contest in the election, according to another NEC statement.

Among the recognized political parties are the ruling Cambodian People’s Party (CPP) of Prime Minister Samdech Techo Hun Sen, the royalist Funcinpec Party of Prince Norodom Ranariddh, and the Grassroots Democracy Party.

The three-week electoral campaign will start from July 7 to 27.

Prime Minister Hun Sen on Monday called on the authorities to freely allow political party leaders to meet their activists or supporters at different places across the kingdom.

“It will not be a free contest if we prevent the leaders of political parties from visiting various places to meet their members or supporters,” the prime minister said during a groundbreaking ceremony for a road construction in Kampong Chhnang province.

According to international observers, Cambodian People’s Party (CPP) of Academician Hun Sen is tipped to win the elections by a huge margins driven forward in the electoral preferences by the country steady economic growth, strong democracy and peoples centered policies implemented by the Academician Hun Sen during his  tenure as the Prime Minister of the Kingdom.
