MISIUNEA DE OBSERVARE A ALEGERILOR PENTRU PARLAMENTUL EUROPEAN IN ROMANIA ISI INCEPE ACTIVITATEA

Odata cu apropierea datei de desfasurare a alegerilor pentru PARLAMENTUL EUROPEAN misiunea de monitorizare si control al desfasurarii alegerilor parlamentare din Romania a inceput pregatirile pentru deplasarea pe teren.

Misiunea de observare a alegerilor este organizata de Institutul de Relatii Internationale si Cooperare Economica si cuprinde un numar de 23 de membrii ai parlamentului care se vor implica in monitorizarea climatului pre-electoral, supravegherea in ziua alegerilor, monitorizarea numararii voturilor si al anuntului final al rezultatelor pentru a asigura conformitatea alegerilor cu standardele international acceptate pentru alegeri libere, corecte si juste.

Intregul proces va fi monitorizat si evaluat in conformitate cu manualul si instructiunile ORGANIZATIEI MONDIALE A OBSERVATORILOR ELECTORALI pentru supervizarea operatiunilor electorale.

Romania este doar unul din cele 28 de state europene unde se vor desfasura alegerile pentru Parlamentul European si cei 23 de parlamentari romani si-au finalizat deja perioada de pregatire si instructie la Bruxelles in cadrul ORGANIZATIEI MONDIALE A OBSERVATORILOR ELECTORALI si fac parte dintr-un grup mai vast de peste 500 de parlamentari din Uniunea Europeana care vor monitoriza alegerile la nivel continental.

In cazul Romaniei alegerile se vor desfasura in conformitate cu prevederile Legii nr. 33/2007 privind organizarea şi desfasurarea alegerilor pentru Parlamentul European, republicata, cu modificările si completările ulterioare, Institutul de Relatii Internationale si Cooperare Economica a desfasurat o serie de sarcini de ordin organizatoric in vederea pregatirii si desfasurarii misiunii de monitorizare a alegerilor pe teritoriul Romaniei, precum si atributii legate de informarea alegatorilor care vor vota la sectiile de votare din tara.

 

 

Totodata Institutul de Relatii Internationale si Cooperare Economica a anuntat ca nu va desfasura nicio activitate de monitorizare a alegerilor pentru cetatenii romani in afara granitelor ca urmare a constrangerilor financiare.

 

Institutul de Relatii Internationale si Cooperare Economica informeaza ca a finalizat procedura de acreditare a celor 23 de membrii ai parlamentului precum si procedura de acreditare a observatorilor externi la alegerile pentru membrii din Romania în Parlamentul European din 26 mai 2019 si ca mai multe informatii sunt accesibile pe site-ul IRICE, in cadrul secțiunii special dedicate alegerilor europarlamentare, link: https://iricer.webs.com/.

 

Mai subliniem si faptul ca sectiunea dedicată va fi actualizata permanent, pe masură ce vor fi disponibile noi informatii.

2019 EUROPEAN PARLIAMENT ELECTION SUPERVISED ACROSS 28 MEMBER STATES BY WORLD ELECTIONS MONITORS ORGANIZATION

According to the instructions of World Elections Monitors Organization for the organization of monitoring mission to the European Parliament elections, republished and with subsequent amendments and supplements, the World Elections Monitors Organization has presented to EU media a series of administrative–organizational tasks in the context of the preparation and organization of the European parliament elections abroad.

 

Free and fair elections are the fundamentals of democracy considers WEMO-World Elections Monitors Organization.

 

The World Elections Monitors Organization (WEMO) informs that the accreditation procedure for foreign media representatives and the accreditation procedure for foreign observers at the elections of 23- 26 May 2019 for the  members to the European Parliament are available on the WEMO website, under the special section dedicated to the European Parliament election (https://eucir.webs.com/worldelectionmonitors.htm ) and (https://europeaninternationalrelation.wordpress.com/world-elections-monitors-organzation/)

Note that this section will be constantly updated, as new information will become available.

World Elections Monitors Organization-WEMO invites members of European Parliaments, from all over Europe to apply as Observers for our upcoming Election Observation Mission to the European Parliament elections.

WEMOWorld Elections Monitors Organization is the only international organization uniting members of parliaments from across the world in support of elections observation missions and democracy support.

The elections will take place on different days in different EU member states between 23 and 26 May 2019.

 

WEMO President, Professor Dr. Anton Caragea has officially launched the 2019 EUROPEAN PARLIAMENT ELECTIONS mission explaining that the monitoring activities will take place in 28 countries (United Kingdom included) in order to assess the full compliance of the national members states of European Union to democratic acceptable values and practices in election process.

The WEMO Mission specifically assesses the conditions under which European members states electorate participate in the electoral process.

World Elections Monitors Organization observation methodology has being a source of inspiration and emulation across the world and implemented in many nations election process.

World Elections Monitors Organization experience in elections issues, our research, observation and assessment focus on the participation of parliamentarians in the process, analyzing the conditions for people to engage in the Elections as voters, candidates, party members, actors in civic advocacy and campaigning, journalists, election administration or support staff, and observers are unique.

On Election Day(s), the WEMO Mission will deploy its observers in all 28 nation members of the EU to witness opening, voting and tabulating and collating procedures until the final results are announced and presented publicly.

 The findings of the mission will be compiled into a report to be published after deployment and distributed amongst relevant authorities.

In 2018 World Elections Monitors Organization has supported the Kingdom of Cambodia in organizing what was described as the exemplary elections of Asia.

 

 

 Moreover, the – World Elections Monitors Organization Mission will provide policy advice to stakeholders by giving recommendations on the best possible way to promote and foster youth participation.

The observation of elections by independent observers contributes to the transparency of the process and is a valuable instrument of democratic oversight.

 

The overall duration of the – World Elections Monitors Organization teams deployment will be from 18 to 22 May (4 nights) in Brussels and from 23 to 27 May in the residential EU country of the observer (which must be a present day member of the Parliament in any EU country).

AVOID TRAVEL TO MAURITIUS AND SRI LANKA (TRAVEL ADVISORY)

Most of countries has upgraded their travel advisory telling their citizens  to avoid non-essential travel to Sri Lanka following the deadly bombings in that country on Easter Sunday.

 

Mauritius is also sidelined as the country is traversing a protracted political crisis and is presenting a large array of risks from terrorism and indiscriminate attacks, to day light robbery, violence, crimes, sexual offences, drugs related offences, mugging, pick-pocketing and natural disasters prone area etc.

The governments are noting the decision to travel is your own choice, and adds your personal safety is also your responsibility.

 

The attacks in Sri Lanka where a sober reminder on the need for tourists to heed the warnings of travel advisories and avoid traveling to dangers spots

 

 

 

More than 350 people were killed on April 21st when three churches and three luxury hotels were attacked in the greater Colombo area of Sri Lanka.

The Islamic State group has claimed responsibility for the attacks, but authorities have said they remain unsure of its involvement.

The Canadian government for example says the situation remains volatile, and warns other attacks could take place.

For those living in or currently visiting Sri Lanka, the Government of Canada is urging people to avoid the areas impacted by the recent attacks, to remain extremely cautious, and to limit their movements as much as they can.

Sri Lankan authorities have declared a state of emergency, and a curfew had been imposed.

Dozens of people have been arrested so far in connection with the attacks.

Traveling to far flung and risky places like Mauritius and Sri Lanka makes necessary to take fallowing precautions and you are also advised to leave the areas immediately:

 

  • remain vigilant, keep up to date with developments and follow the advice of local security authorities and hotel security staff;

  • keep a low profile, avoid crowded public places, large gatherings (including religious gatherings and places of worship) and any demonstrations. All of the attacks on 21 April were carried out either in places of worship or in places where foreign visitors were affected. Any further attacks may be targeted against similar locations;

    avoid travelling during periods of curfew (other than to/from the airport – see below);

  • keep in touch with family and friends, ensuring they are aware of any plans you may have.

BOEING 737 MAX MUST NOT BE ALLOWED TO FLY AGAIN SAY`S FORMER US PRESIDENTIAL CANDIDATE

In a powerful open letter to Boeing executives, former US Presidential hopeful Ralph Nader makes a compelling case for BOEING 737 MAX model to be banned forever as the airplane is inherently faulty.

 

 

This is all that was left from the ill-fated BOEING 737 MAX and his crew and passengers bound for Nairobi-Kenya.

 

The letter comes in the light of the preliminary report on the terrible Ethiopian Airlines and Lion Air crashes that took the life of 346 innocent passengers and crew members.

Ralph Nader does not mince his words on the responsibility inherent with Boeing actions:

Step by step, Boeing’s criminal negligence, driven by a race to make profits, worsened.

Before and after the fatal crashes, Boeing did not reveal, did not warn, did not train, and did not address the basic defective aerodynamic design. It gagged everyone that it could. Boeing still insists that the 737 Max is safe and is building two a day, while pushing to end the grounding.” 

The law suits had already started with a wrongful death case that was filed against Boeing on the same day that a preliminary investigation into last month’s Ethiopian Airlines crash revealed damning details about the aircraft manufacturer and raised new questions about whether it gave pilots proper instructions for navigating new software.

The findings were released Thursday in Ethiopia, based on the analysis of a team of 18 investigators, less than a month after the Ethiopian Airlines Flight 302 crash killed all 157 people on board.

The report found similarities in the technical issues experienced by pilots on both the Ethiopian Airlines flight and October’s Indonesian Lion Air Flight 610, which also crashed just minutes after takeoff, killing all 189 people on board.

Both flights were on a Boeing 737 MAX 8 aircraft.

“Airline passengers should organize a consumer boycott of the Boeing 737 Max 8 to avoid having to fly on these planes in the coming decade.

Once Boeing realizes that this brand has a deep marketing stigma, it may move more quickly to the drawing boards, so as to not alienate airline carriers”.

UNITED STATES SENATOR DOUG ERICKSEN: CAMBODIA IS A GLOBAL DEMOCRACY MODEL AFTER JULY 29 2018 ELECTIONS

Washington State Senator Doug Ericksen on Friday met with Prime Minister Hun Sen at the Peace Palace, where he lauded last year’s national election (2018) as “free, just and non-violent” and a reflection of the will of Cambodian people.

 

Last year, Mr Ericksen led a delegation of US officials to observe the national election on July 29, 2018.

 

Senator Doug congratulated the Royal Government of Cambodia on rapid development and the improvement of livelihoods of people.

 

 

 

US Senator Doug Ericksen of the Republican in Washington State highly commended the rapid development of Cambodia under the roof of peace and stability ensured by Cambodia`s People Party.

Senator Doug expressed commitment to strengthen Cambodia-US relations, speaking in a courtesy call on Cambodian Prime Minister Hun Sen on March 22, 2019 at Phnom Penh’s Peace Palace.

Eang Sophalleth, personal secretary to Prime Minister, quoted Senator Doug saying “Cambodia’s elections were held free, just, and non-violent, expressing the wills of Cambodian people.”

Senator Doug, in his previous visit in late May 2018, stated that no countries in the world could order Cambodia to do anything. As a sovereign state, Cambodia chooses her own path and determines the destiny for the nation and her people.

 

The Senator stressed that he wants to see Cambodia-US relation and economic cooperation strengthened and stronger people-to-people ties.

Prime Minister Hun Sen thanked Doug for speaking the truth of Cambodia.

He reiterated the Royal Government’s commitment to continue the cooperation with the US in the search for remains of American soldiers based on humanitarian and human rights grounds, particularly the sentiments of victims’ families.

It is worth nothing that a total of 80 American soldiers had gone missing in Cambodia during the Vietnam War and that only 40 had been found so far.

A dialogue of friendship and cooperation between H.E. President of Djibouti-Academician Ismail Omar Guelleh and H.E. President Professor Dr. Anton Caragea.

Academician Ismail Omar Guelleh express his gratitude on behalf of people and Government of Djibouti for the official visit of Professor Dr. Anton Caragea in the country of the Horn of Africa and for the entire support offered to the state of Djibouti in the areas of asserting the country influence in the fields of diplomacy, culture and tourism.

PRESIDENT PROFESSOR DR. ANTON CARAGEA OFFICIAL VISIT TO ETHIOPIA 2019

On the landmark occasion of the proclamation of Addis Ababa as World Capital of Culture and Tourism and  the opening of the Unity Trough Culture Festival in Ethiopia a top ranking delegation headed by H.E. Professor Dr. Anton Caragea was invited for a discovery tour of Ethiopia, for the opening of the Addis Ababa-World Capital of Culture and Tourism Festival and for a string of meetings destined to enhance the bilateral relations.

 

 

On the invitation of H.E. Mrs. Sahle Work Zewde F.D.R Ethiopia President, H.E. Professor Dr. Anton Caragea had visited Ethiopia at the head of a high level delegation.

 

 

The visit was the result of the invitation from H.E. Mrs. Sahle Work Zewde, Ethiopia`s President

 

The visit took place between 29 January through 8 February 2019 and included an important political and diplomatic dimension.

 

H.E. Professor Dr. Anton Caragea gives the start of Addis Ababa Culture and Tourism Festival.

The inclusive dialogue, concentrated on promoting bilateral trade, investment and economic cooperation, supporting business people and firms, from both regions, in cooperating and promoting the exchange of techniques, skills and economic goods.

On diplomatic arena an ample cooperation and further developing of honorary consul’s network across the world, was established, with a view to foster tourism, cultural and economic cooperation.

Creating a network of Ambassadors for Tourism and Culture, promoting tourism and the image of Ethiopia, where also tabled, based on other successful examples of actions carved by Institute of International Relations and Economic Cooperation.

 

 

Opening the world tourism ceremony in Addis Ababa.

On February 3, 2019 President Professor Dr. Anton Caragea presented the opening speech for World Capital of Culture and Tourism ceremonies for Addis Ababa.

 

The world tourism ceremony included also folk dances, Ethiopian traditional coffee ceremony and academic presentations, supported by leading figures of Ethiopian cultural establishment.

The ceremony was live broadcasted and viewed by more than 200 million television viewers and will continued to be presented across the world for the next year.

 

 

H.E. Professor Dr. Anton Caragea receives an Ethiopian art work from the Head of Government in Addis Ababa.

 

The visit included also a large cultural discovery programme carved specially to offer to Professor Dr. Anton Caragea delegation the opportunity to observe new areas and zones of Ethiopia different from 2015 visit.

 

The cultural trip encompassed areas as Jimma and Kaffa provinces, from where the coffee cultivation started across the world, trade routes around Jimma province and imperial places across Gibe river ) mainly Abba Jifar Palace UNESCO heritage site), the natural volcanic area of lake Bishoftu and cultural and religious landscape of Debre Libanos Monastery.

 

A special segment of the cultural programme was the discovery of Addis Ababa historical potential with stop-overs to Entoto Mountain Historical Site )with Emperor Menelik II Palace, Churches of Saint Maryam and Saint Raguel and Elie Church and Entoto Museum etc) Cathedrals of Holy Trinity (Haille Selassie)  and Saint George and Museums of National History and Ethnographic Museum (hosted in former imperial palace Genet Leul) etc.

Concluding the visit H.E. Professor Dr. Anton Caragea was invited for a return visit for September 2019 opening session of the new Ethiopian Parliament in order to give a boost to the country parliamentary structures and to promote the nation integration in global parliamentary structures.

VIZITA PRESEDINTELUI PROF.DR. ANTON CARAGEA IN ETIOPIA CU OCAZIA PREMIILOR MONDIALE PENTRU TURISM

O delegatie, condusa de catre E.S. Prof.Dr. Anton Caragea, a fost invitata sa participe la un program de descoperire a Etiopiei, si la inaugurarea ceremoniilor organizatiei de turism global pentru orasul Addis Abeba proaspat inclus in lista Capitalelor Modiale ale Culturii si Turismului.

 

 

La invitatia Presedintei Republicii Federale a Etiopiei E.S. Sahle Work Zewde, Prof. Dr. Anton Caragea a efectuat o vizita in Etiopia in perioada 30 ianuarie-8 Februarie 2019. 

 

Invitatia a fost adresata de catre Presedinta Republicii Federale a Etiopiei E.S. Sahle Work Zewde si a fost acceptata de Prof.Dr. Anton Caragea-Presedintele IRICE.

Cu ocazia vizitei in Etiopia, delegatia condusa de Presedintele  IRICE a participat si la ceremoniile mondiale de promovare a turismului in Africa si la proclamarea orasului Addis Abeba drept Capitala Mondiala a Culturii si Turismului.

 

Vizita a avut loc intre 30 ianuarie si 8 februarie 2019 si a inclus si o importanta dimensiune politica si diplomatica.

Presedintele IRICE prof. Dr. Anton Caragea da startul Festivalului Addis Abeba-Capitala Mondiala a Culturii si Turismului.

 

 

Dialogul extins s-a concentrat pe teme precum: comert, investitii, cooperare economica, sprijin acordat afacerilor si firmelor, din cele doua regiuni, si promovarea schimbului de tehnica si produse.

 

In spatiul diplomatic s-a convenit deschiderea unei retele de consuli onorifici in intreaga lume, pentru a promova turismul si cooperarea economica si culturala.

 

Ceremonia premiilor de turism la nivel mondial a continuat cu prezentarea de dansuri si cantece traditionale, cu o ceremonie a cafelei, unica in Etiopia si cu prezentari ale elitei academice etiopiene.

 

 

Festivalul Addis Abeba-Capitala Culturii si Turismului a fost inaugurat in prezenta delegatiilor IRICE.

 

Inaugurarea festivalului multicolor a fost facuta de catre Prof. Dr. Anton Caragea si delegatia sa.

 

Ceremonia a fost difuzata live si a fost urmarita de peste 200 de milioane de privitori.

Programul cultural si de descoperire a Etiopiei a fost facut tinand cont de vizita din 2015 a Presedintelui Dr. Anton Caragea si a inclus  o serie de alte obiective culturale si istorice precum: provinciile Jimma si Kaffa, zone in care a inceput cultura cafelei, palatele imperiale de pe valea raului Gibe (palatul lui Abba Jifar-monument UNESCO a deschis lista), zona marelui Rift African cu lacul vulcanic si statiunea Bishoftu, compexul monastic Debre ibanos si muntii Simien (parc natural UNESCO), izvoarele Nilului Albastru si complexele monastice de pe malul Lacului Tana (monumente istorice din sec XV-XVIII) reputate pentru ca ar adaposti Arca Legamantului.

 

Presedintele Prof. Dr. Anton Caragea primeste o opera de arta etiopiana din partea sefului guvernului din Addis Abeba.

 

 

Addis Abeba-noua capitala mondiala a culturii si turismului a fost si ea centrul unor activitati de descoperire culturala delegatia condusa de Prof. Dr. Anton Caragea putand vizita obiective precum Zona Istorica Entoto ( Palatul Imparatului Menelik II, Bisericile Sf. Raguel si Elias, Sf. Fecioara Maria, complexul muzeal Entoto) Catedrala Sfintei Treimi (Haile Selassie), Catedrala Sf. Gheorghe, Muzeul National, Muzeul Etnografic etc.

 

 

Pe intreaga perioada a vizitei delegatiei prezidentiale Seful Guvernului din Addis Abeba Dl. Takele Uma Benti  a acompaniat inalta misiune de prietenie.

In inchierea vizitei Prof. Dr. Anton Caragea a primit o noua invitatie oficiala pentru o vizita similara in luna septembrie 2019 pentru a asista la inaugurarea lucrarilor noului parlament al Etiopiei si pentru a sprijinii integrarea parlamentului Etiopiei in structurile parlamentare globale.
