On 9th of October 2011 in a public séance of the European Union Council on Tourism and Trade gathering, representatives of tourism organizations from EU members country it was debated the list of candidates for WORLD BEST TOURIST DESTINATION for 2012.

Professor Dr. Mircea Constantinescu, Director of European Tourism Academy, had presented a report on the last year situation of the Award for WORLD BEST TOURIST DESTINATION that was dedicated to United Arab Emirates and it was used accordingly with rules and regulations and have being proving highly efficient in attracting new tourists and investor attentions as United Arab Emirates was the ONLY country in the region that registered an increase in number of visitors despite tensions in the region.

On the debate for WORLD BEST TOURIST DESTINATION  AWARD FOR 2012 professor dr. Anton Caragea , President of European Union Council on Tourism and Trade ( ECTT) presented the report titled : TRINIDAD AND TOBAGO : A SUCCESS STORY IN TOURISM proposing TRINIDAD AND TOBAGO as the winner of WORLD BEST TOURIST DESTINATION FOR 2012.

Among the reasons for awarding WORLD BEST TOURIST DESTINATION FOR 2012to TRINIDAD AND TOBAGO the report outlined:

   –  Respecting cultural patrimony and traditions in offering to tourists a possibility to participate in impressive paraphernalia festivals such as: Holi, Hosay, Divali, Corpus Christi, Eid Al Fitr and special Tobago Heritage Festival Tobago Fest and Trinidad GREATEST SHOW ON EARTH etc.

Keeping alive spiritual traditions , integrating tourist and visitors in the atmosphere of the islands , offering possibility of an enriching cultural experience are achievements that transform Trinidad and Tobago in a spiritual destination of first hand.

–                      Promoting Trinidad and Tobago environmental protection, especially East Coast natural patrimony of wetlands, beaches and ecological and geographical biodiversity that make Trinidad and Tobago unique in the region. Supporting a new concept of tourism friendly to nature, with low nature impact and preservation of natural biodiversity and protection of endangered species and areas, especially rainforest eco-climate.

–                      Offering to tourists not only cultural experience or relaxation opportunities but also the possibility to explore nature , to contribute to ecological preservation and the opportunity to observed in Tobago the impressive Forest Reserve are model achievements in ecological tourism that must be world appreciated.

–                      The continuous development and protection of cultural and historical patrimony of Trinidad and Tobago, the transformation of Port of Spain in an historical center offering to the visitor a glimpse into rich culture of Trinidad and Tobago and Caribbean heritage.

–                      Offering to the tourist a large area of cultural and ecological impressive programs such as: Wildlife Photography in places such El Tucuche Reserve, Valencia Wildlife Sanctuary, Caroni Bird Sanctuary. Cave exploration(in splendid places such as Gasparee Caves).Cycling, Hiking (Argyle Waterfall –a special destination), Kayaking (Paria bay and Tobago area).

For all this reasons European Union Council on Tourism and Trade decided, unanimously, to award WORLD BEST TOURIST DESTINATION FOR 2012 TITLE TO TRINIDAD AND TOBAGO and to declare TRINIDAD AND TOBAGO- FAVORITE CULTURAL DESTINATIONS in 2012.

It was also presented the Official Invitation, on behalf of Ministry of Tourism of TRINIDAD AND TOBAGO for a delegation of European high ranking official of European Union Council on Tourism and Trade, to present the WORLD BEST TOURIST DESTINATION AWARD in Port of Spain, in person, to His Excellency Minister of Tourism DR. RUPERT GRIFFITH.

Awarding the highest tourism distinction of European Union Council on Tourism and Trade, the invitation for an working visit of high ranking members of European Union Council on Tourism and Trade in TRINIDAD AND TOBAGO are estimated by European tourism experts as a good example of close tourism relations and mutual appreciation   between European Union and Trinidad and Tobago, said at the end of the meeting Professor Anton Caragea, President of European Union Council on Tourism and Trade.

On 22 September 2011, in a large ceremony, will be marked the opening of the most ambitious medical project in South East Europe, under the High Patronage of Institute of International Relations and Economic Cooperation : LARA LIFE MED CLINIC .


The project is the fruition of European cooperation between MedNord Klinik   from Germany and Romanian Med Clinic and the new medical facility will offer at European Union standards medical assistance in Eastern Europe. The ambitious project is uniting the high proficiency of Romanian medical school and technical knowhow of German Medical environment.

Institute of International Relations and Economic Cooperation has  accepted to offer his High Patronage to the new institution as this is an example of trans-European cooperation, is offering medical services for benefit of all European Union members’ states and is improving transnational cooperation.

The 22 September 2011 ceremony will be hosted by UNICEF Ambassador Andreea Marin and H.E Director of Institute of International Relations and Economic Cooperation, Professor Dr. Anton Caragea and will include a presentation of the new clinic and hospital that will offer services on lab analyses , work medicine , family medicine ,   cardiology, gastro , psychology , ORL, ophthalmology, nutritional disorders , neurology and frontier medicine ( non-invasive ).

The scientific part of the conference will be held by Professor Dr. Norbert Pfuetzenreuter, the founder of MedNord Klinik in Munich who will present the latest successes of endoscopic surgery (surgery without blood) and Prof.Dr. Ralf Senner from Munich Institute for Study of Nutritional Disorders who will present the latest achievements in over-weight patient’s treatment and recuperation.

The conference will conclude with the presentation of managerial team of this important medical project by H.E. Professor Dr. Anton Caragea, Director of  Institute of International Relations and Economic Cooperation , Mrs. Laura Ciuhu, head of managerial team will then formally present to the public the new managerial and medical team.

The opening of LARA LIFE MED CLINIC is representing the fruition of a long time project of Institute of International Relations and Economic Cooperation of fostering the cooperation between European Union member’s states and entities on all levels and on all fields of activity as only friendship and mutual knowledge could build a United Europe.

In data de 23 iunie 2011 a avut loc , in prezenta corpului diplomatic acreditat la Bucuresti si a oficialitatilor romane, inaugurarea Conferintei  Internationale Dunarea si Delta, desfasurata sub Inaltul Patronaj al Institutului de Relatii Internationale si Cooperare Economica .

Este prima editie a unei manifestari de acest gen si dupa cum declara organizatorii :  isi propune sa devina suportul real in dezvoltarea unei platforme pentru incurajarea si inlesnirea parteneriatelor, atat intre autoritatile locale si regionale, cat si intre autoritati, mediu privat si organisme ne-guvernamentale, prin generarea de proiecte pentru cresterea nivelului economic al macro-regiunii Dunarea.

In deschiderea conferintei, profesor dr. Anton Caragea, ce a asigurat Inaltul Sau Patronaj pentru eveniment, a prezentat principalele elemente ale evenimentului marcand Ziua Internationala a Dunarii, decisa  a fi sarbatorita in data  de 29 iunie a fiecarui an.

Dunarea este al doilea fluviu ca marime al Europei, strabatand 10 tari dezvoltate economic si conectand 4 capitale , legand Marea Neagra de Marea Nordului si transportand anual bunuri si servicii de peste 100 de miliarde de euro .

 Avand in vedere aceasta importanta a fluviului este normal ca Romania , pe teritoriul careia curge 28,9% din totalul lungimii fluviului, sa fie interesata de parteneriate internationale cu tarile riverane, dar si cu celelate tari din zona europeana si mediteraniana pentru dezvoltarea acestui potential, a declarat prof.dr.Anton Caragea , Directorul Institutului de Relatii Internationale si Cooperare Economica.

A luat cuvantul apoi Dl. Petru Lificiu , Vicepresedintele Agentiei Nationale de Reglementare a Energiei si Presedinte al Forumului Ecologist care a subliniat importanta energetica a fluviului, necesitatea exploatarii potentialului economic si turistic , dar si necesitatea protectiei patrimoniului natural extraordinar al zonei, in principal arealul Deltei Dunarii .

Centrul de greutate al conferintei a fost bazat pe impresiile de calatorie, transformate profesional in sfaturi si expertiza de catre ambasadorii Qatarului si ai Emiratelor Arabe Unite.

Numarul mare al celor prezenti a facut sala neincapatoare.

 Excelenta Sa Yacoub Yousef al Hosani – Ambasadorul Emiratelor Arabe Unite in Romania a sustinut un larg expozeu, analizand nu doar experienta inedita a calatoriei sale in zona UNESCO a Deltei Dunarii, dar si oportunitatile economice oferite de aceasta zona pentru investitorii din Emiratele Arabe Unite.

Totodata Ambasadorul Yacoub Yousef Al Hosani al Emiratelor Arabe Unite si-a exprimat aprecierea fata de Institutul de Relatii Internationale si Cooperare Economica si profesorul Anton Caragea pentru organizarea unei calatorii in aceasta zona mirifica , inclusa de UNESCO pe lista monumentelor naturale universale si apoi pentru organizarea acestei conferinte internationale de enorma importanta pentru dezvoltarea Dunarii .

Ambasadorul Statului Qatar Salem Al Jaber isi prezinta opiniile despre Dunare

Excelenta Sa  Salem Al Jaber-Ambasadorul Statului Qatar in Romania si-a exprimat deplinul acord cu analiza economica si sociala a ariei Dunarii realizata de ambasadorul Emiratelor Arabe Unite , declarand ca de acum au o prietenie cimentata de Dunare , cea mai rezistanta dupa legendele locului.

In schimb E.S. Salem Al Jaber a preferat sa faca aprecieri punctuale si concrete, precum propunerea de a include Delta Dunarii in programele turistice oferite de liniile aeriene qatareze, promisiunea de a include cartea domnului Petru Lificiu drept ghid oficial al regiunii la bordul avioanelor Qatarului si sprijinul sau pentru realizarea de investitii de stat in turismul din zona.

La finele conferintei ambasadorii si oficialii prezenti au vizitat Targul International al Dunarii si Deltei Dunarii, admirand minunatele exponate stranse acolo si primind un exemplar de onoare al lucrarii dl. Petru Lificiu : Patrimoniul natural al Romaniei, lucrare premiata cu Premiul de Carte al Romaniei pentru anul 2011.

Ambassador Housam Al-Din Alaa presented credentials to His Holiness Pope Benedict XVI as the Ambassador of the Syrian Arab Republic to the Vatican.

The Pope highlighted in a discourse on this occasion that ”Syria is a place dear and meaningful to Christians, from the origins of the Church. Since the meeting of the Risen Christ on the road to Damascus, Paul became the Apostle of Nations, many great saints who have shaped the religious history of your country.

Many are also archaeological evidence of churches, monasteries, mosaics of the early centuries of the Christian era that connect us to the origins of the Church.”

His Holiness added that ”Syria has traditionally been an example of tolerance, coexistence and harmonious relations between Christians and Muslims, and today’s ecumenical and interfaith relations are good” expressing his hope that friendship between all cultural and religious components of the Nation would continue and expand to the greater good of all, strengthening unity based on justice and solidarity.

The Pope underlined the need for advancing a comprehensive peace in the Middle East.

On his part, Ambassador Alaa spoke of the meanings of Syria’s tolerance, coexistence and harmonious life asserting that the meanings of National Unity has additional value in light of what the region faces of schemes to dismember it, spread confusion and extremism, and destabilize it.

The Ambassador also spoke of the outcomes of last year’s Damascus-convened international conference about the Islamic-Christian Fraternity, which welcomed the call by the Assembly for the Middle East of the Synod of Bishops for the achievement of just peace in the Middle East, implementation of UN Security Council resolutions, and for the taking of necessary legal measures as to end the Israeli occupation of the Arab Land, rejecting bids to change the demographic situation in the occupied Jerusalem.

Syria’s Ambassador to the UN in Geneva Dr. Fayssal al-Hamwi

On 29 of April 2011 a special session of the Human Rights Council was convened at United States pressure to discuss a so called emergency situation in Syria.  Despite the organizer`s intention the séance has transformed in a strong show of world diplomatic community support for Syria.

Professor Anton Caragea, President of European Council on International Relations stated in a declaration issued prior to debates that: This discussion will forge the future of the United Nations Human Rights Council  for years to come, as tomorrow UNHRC must prove that is an independent body in the service of humanity, of peace and of human rights and not in the service of some western countries interests.

UNHRC must prove that is belonging to the world and not to some nations, is in the service of truth and not of warmongering. Syrian Arab Republic it today under an unfounded and bias media attack sustained by forgeries, manufactured evidence of so called human rights abuses and pure lies.

Today Syria is protecting his citizens with legal and lawful intervention of Syrian security forces against terrorist attacks in order to protect the life and property of Syrian people. Syrian security forces had only done their duty with honor and professionalism repealing the aggression and invaders from Syrian territory.

We must state clear that in Syria there is no revolution, in Syria a democratic reform process organized by President Bashar Al Assad is giving to every person the right to freedom of expression and human rights and dignity are provided for making useless any revolution.

On 29 of April 2011 will be under question the fundamental values that human rights are speaking for: freedom, independence, national unity and non-interference in internal affairs. If this principles will be forgotten not only Syria`s security will be under question but any other state existence will be subject to debate.

FAYSAL KHABBAS HAMOUI (Syrian Arab Republic), speaking as a concerned country, said it was astonished at the convening of the Special Session and the use of artificial motives, including the pretext of humanitarian intervention, to take the world back to the era of colonization. The States that had convened this Special Session should respect dialogue to guarantee human rights and not intervene in internal affairs to overthrow a government.

OSITADINMA ANAEDU (Nigeria), speaking on behalf of the African Group, said that the African Group recognized the importance of the Council being cautious and never setting a precedent that would destabilize Member States of the United Nations. The African Group said that in accordance with the provisions of General Assembly Resolution 60/251, all initiatives in the Human Rights Council should be universal, impartial, objective and non-selective.

Numerous speakers said that the convening of this Special Session violated the principles of impartiality and non-selectivity on which the Human Rights Council was based and showed the prevalence of a double standard in the Council. Many States also expressed the belief that the Special Session represented an attempt by some States to interfere in the internal affairs of another UN Member State on humanitarian grounds, and the Council should not be used for such purposes. Many speakers noted that Syria had begun to address some of the demands raised by protesters including the rescinding of the state of emergency, the abolition of the high security court, and a law promulgating the right to freedom of peaceful assembly, and that the Council should engage in constructive dialogue with Syria in order to continue these reforms and promote and protect human rights in the country.

Finally exceeded by the strong show of support for Syrian Government the organizers have to settle to send a find finding mission to investigate further and no condemnation was issued.

Syria obtained an important diplomatic victory showing that despite United States maneuvers , Syria had only succeeded in strengthening his position on world stage

Presedintele Gurbanguly Berdimuhamedov este arhitectul stralucitorului model turkmen , apreciaza profesorul Anton Caragea


                                                           Presedintele Gurbanguly Berdimuhamedov- omul care a impus Turkmenistanul in constiinta lumii prin dezvoltare si prosperitate

Cu ocazia deschiderii Ambasadei Republicii Turkmenistan in Romania , Excelenta Sa Ambasadorul turkmen Sohrat Jumayev a avut o intrevedere cu o delegatie a Institutului de Relatii Internationale si Cooperare Economica pentru a prezenta elitei culturale, academice si diplomatice din Romania transformarile radicale din ultimii ani ce au avut loc in Turkmenistan , rolul tarii sale in political central asiatica, importanta Turkmenistanului pentru o buna legatura Europa –Asia si pentru marile coridoare energetice ale regiunii. In expozeul sau Ambasadorul Sohrat Jumayev a prezentat pe scurt cele mai importante realizari si evolutii din Turkmenistan.

Astfel in cadrul dialogului cu profesorul Anton Caragea au fost trecute in revista impliniri precum:

–         realizarea unei susţinute creşteri economice ce a permis Turkmenistanului o dezvoltare rapida, construirea unei economii de piaţă solide si bazate în acelaşi timp de redistribuţia echitabilă a veniturilor şi cu un pronunţat caracter social; 

–       dezvoltarea continuă a bazei sociale a poporului Turkmen prin investiţii în sănătate şi educaţie, investiţii ce răspund celor mai sacre şi inalienabile drepturi ale omului: dreptul la viaţă, la sănătate şi la educaţie;

–       dezvoltarea continuă a patrimoniului cultural şi istoric al poporului Turkmen, transformarea capitalei Ashabad  într-un centrul de legătură între Europa şi Asia şi într-un pol de civilizaţie şi far de dezvoltare pentru întreaga regiune;

–       promovarea continuă a păcii şi securităţii pe plan mondial si în întreaga regiune a Asiei Centrale prin acţiuni de răsunet internaţional precum transformarea Turkmenistanului într-un stat neutru beneficiind de recunoaşterea internaţională a acestui statut şi în gazduirea la Ashabad a Centrului Organizaţiei Naţiunilor Unite pentru diplomaţie preventivă în Ţările Asiei Centrale, iniţiativă de importanţă nu doar regională ci de relevanţă mondială ţinând cont de sfidările grave ale regiunii.

In raspunsul sau profesorul Anton Caragea, directorul Institutului de Relatii Internationale si Cooperare Economica a subliniat totodata ca toate aceste realizari nu ar fi fost posibile fara constituirea unui sistem democratic solid si fara aportul permanent la democratizare si destindere al Presedintelui Turkmenistanului, Excelenta sa domnul Gurbanguly Berdimuhamedov . Realizarile Turkmenistanului sunt cunoscute si larg apreciate in societatea romaneasca iar rolul Presedintelui turkmen in dezvoltarea relatiilor romano-turkmene este de asemenea apreciat la adevarata valoare de catre elita politica si culturala romaneasca. Turkmenistanul este un model de urmat pentru statele regiunii dar si in dezvoltarea economica si  politica, viitoare a Romaniei valoarea modelului turkmen este de studiat.

Prezentarea publica a Turkmenistanului s-a bucurat de interesul intregii conduceri a Institutului de Relatii Internationale si Cooperare Economica si totodata sau dezbatut si posibilitati de impulsionare a relatiilor bilaterale  romano-turkmene in viitor.

Partile au convenit ca astfel de intalniri sa aiba loc cu un caracter regulat spre a permite dezvoltarea relatiilor bilaterale.

In the last months the use of Romanian foreign politics by Republicans in United States to hinder Barrack Obama policy , gets an unusual scrutiny as the Bucharest movements in the Black Sea region are reminding more and more of a Cold war time activity than a peaceful time diplomacy. The Bucharest support for Georgian army re-equipment and for Georgian government strong positions toward Russia or the support offered from Bucharest to the Moldavian anti-Russian and reformist government and finally the decision unilaterally announced by Romania to host the controversial antimissile shield left the region in limbo. But what is behind this biting the nose of Russia policy practice by Romania?

Tension at Black Sea.

From august 2008 when the Georgian – Russian war has broken out the peace at Black sea seemed long forgotten.   Almost on a monthly bases Tbilisi is trying, to put a brave face the latest part in this never ending saga: a broadcast in the night of 13 March at a Georgian television announcing that Russian troops have invaded Georgia and President Saackashvili, a staunch opponent to Russia was assassinated. This latest part in a show of tension between Georgia and Russia was destined to unify Georgian people against Russia and to boost the Georgian president authority. But this was just a media show; in January 2010 Tbilisi hosted an energy summit destined to promote an alternative energy route and source of supplies bypassing Russia. Only Romania was present at this show of force sending the Minister of Economy Adriean Videanu while the rest of the countries choose to ignore the invitation or to send no names to this anti-Russia show.


A Black Sea with NATO forces.

A new initiative from Romania is sending sock waives on Black Sea. A debate on Montreaux Convention (signed in 1936 and neutralizing the Dardanelle Straits and banning foreign military naval forces entering in the Black Sea) Now important voices are explaining that United States bases from Bulgaria and Romania could not be defended properly and neither the anti-missile shield could not operate at 100% capacity without a NATO permanent presence in the Black Sea. In NATO will established a stable naval based on the model of Mediterranean Sea the faith of Russian navy will be sealed and in 2018 when Sevastopol base will be evacuated practically the Black Sea will become a NATO lake and operation like 2008 war with  Georgia will be unthinkable .

Romania- Poland: a wall on the East.

In the next weeks the Romanian President is waited in Poland in a visit destined to forge a new Romania – Poland alliance. Nominally the alliance is directed towards nobody but as foreign commentator said is enough to look on the map to see where the alliance is directed. Also history is marking that in 1921 Poland and Romania also marked a partnership against Soviet Russia, a partnership that resisted until the broken of the Second World War in 1939. This successful partnership on controlling Eastern Europe is a memory that remained registered in the diplomatic memory of Bucharest and Warsaw.

Chisinau: a new line of confrontation.

A success of the last year of this powerful policy toward East headed by Bucharest was the orange revolution held in Chisinau that chased out of power the communist party and offered a slim majority to the pro-Europe opposition. This success was quickly fortified by Romania with economic help and with a strong advocacy voice in Europe pressing for a support to the young democracy flourishing in Moldova. But clouds are gathering quickly. The communist opposition is strong enough to block the elections of any pro-Europe candidate and this could lead to anticipate elections. In a climate of economic disorder and high inflation and with a monthly medium wage ranged around 40 USD a communist victory is almost inevitable. Bucharest is supporting a reform movement that is trying to modify the way that the President is elected giving a chance to avoid new elections. Russia is not regarding this Romanian involvement in what is consider here back door with positive eyes. Contrary Russia ,after here victory in Ukraine where a candidate of centrist parties Viktor Yanukovich, favorable to a friendship policy towards Moscow  has reported a resounding victory, is concentrating his efforts on new battle ground: Moldavia.

Romania and Ukraine: or how the love has faded away.

Five years ago when an orange revolution sweep to power in Bucharest President Traian Basescu and in Ukraine , President Victor Yushcenko a honeymoon was established between Romania and Ukraine . Both presidents initiated a reform movement in the Russia influence area, supported Georgia`s Mikhail Saakashvili independence politics and foster a plan for democracy building even in Russia. But this time quickly became history, now in Ukraine an independent personality, with a strong backing from Russian speaking eastern part of the country come to power. Usually the Romanian President was an all time presence in Kiev, this time he didn’t find time to participate in the inaugural ceremony of Viktor Yanukovich . Also recent declaration reminding that Romania is having issues with Ukraine regarding Romanian minority rights in Ukraine, a controversial channel build by Ukraine on Danube Delta and many other issues all are depicting a more tension image. If we put in the balance that Ukraine is having herself interests in Republic of Moldavia that are not exactly the same as Romania`s presidential vision  we could say that the honey moon is over.


The shield of our discontent.

Finally the already world known decision take but Romanian President to host the long debated anti-missile shield on Romanians soil. The decision taken without Parliament consent or political approval send Moscow in a rage speaking even by Cold War resurrection .The decision made tones of ink to be spread on newspapers and comments and will surely make many other tones in the next months . The most important is the United States attitude; already the Republican personalities announced that they will not forget the Romanian strong pro-US stance and promised a strong support if they will take the control of the Parliament in November elections. A long line of republicans key figure already find their way to Romania expressing their views that Bucharest will be even strongly backed in this baiting the nose of Russia policy if they will take the reins after Barrack Obama. In this Black Sea policy the next move will come in the next months from Russia. What this move will be?

The first international session of the Russell Tribunal on Palestine with a focus on the Palestinian right to self determination and the global responsibility of ending Israeli crimes against Palestinians has come to an end in Spain’s eastern city of Barcelona.
At the closing of the session Nobel Peace Prize laureate, Mairead Corrigan Maguire, enumerated Tel Aviv’s international-law violations. “Among serious Israeli infringements are closure of Gaza Strip borders, restrictions on the freedom movement of its inhabitants, stripping Palestinian refugees of return right to their land of origin as well as preventing Palestinians from free use of natural resources such as water within their land,” she said.

She added that given the discriminatory and biased nature of these measures, Israel has established an “apartheid state” in the area.Israel is denying Palestinians access to their own land, violating property rights and seriously restricting the freedom movement of the Palestinian population by constructing a wall in the occupied West Bank territories.

The activist also said that Tel Aviv violates the right to live of Palestinian nation through a policy of targeted assassinations of Palestinians it describes as militants.
The participants at the three-day event also argued that the European Union has been complicit in aiding and abetting Israelis to carry out their horrendous crimes. They pointed out that Israel is guilty of major crimes of domination, subjugation.
Like the apartheid era in South Africa when a white minority was ruling over a black majority, Israel seeks to take control of the Palestinians’ lives, they said.
The activists also called on the EU member states — especially France, Germany and Romania — to strop selling weapons to Israel. They also demanded a ban on import of Israeli products, which are made in the occupied Palestinian territories.

The Russell Tribunal on Palestine is made up of four sessions. At the end of 2010, a London session will scrutinize the complicity of corporations in normalizing and continuing Israel’s violations of international law.

In mid-2011, a session in South Africa will consider apartheid in Israel. And the final session, which will be held in the United States next year, will go through the role of the Washington within the United Nations. It will also evaluate the decision-making processes used to deal with violations of international law.

EIGHT PREDICTIONS FOR 2010 by Dr. Anton Caragea


It is in human nature deeply rooted the desire to see what is the future reserving for us. In the ancient times Sybille’s priestess in a cave near Rome interpreted the sacred Sibylline Book to see what the New Year will bring for Rome. Today the desire to know the future remain as strong as ever but the technique has certainly improved. Today geopolitics is here to help us guide our way in the next year. So what will bring to us 2010?  

The end of economic crisis?

Certainly something that everybody will like to see in 2010 is an end to the powerful economic crisis that is ripping havoc in international economy. Unfortunately 2010 is a decisive year in economy but with a double potential: to show the end of recession or to provoke another catastrophic fall. The economic dates are far away from a promising future. The US economy still has to face with the consequence of a real estate market that is suffocated by offers but also in lingering demand because of the strict policy applied by banks. Also financial sector proved his vulnerability to external pressure when the so called Dubai World bobble burst in November 2009 the New York Stock Exchange suffered a fall of 8 %. This vulnerability to foreign market will still be a major factor in influencing US economy recovery. Crushing stock markets in Asia or Middle East will sure happen in 2010 as the international banking system is slaw in offering collaterals and credit to pharaoh type projects that where starting before crisis and needs financing to be completed. These big projects are a sward with two directions, if they are not completed investor confidence will fall and as a result we will see depreciating values of stacks and bankruptcy if they are completed they will find a market already saturated and they will collapse.

A ghost is troubling the continent: Unemployment.

We all remember K. Marx beginning of Capital: a ghost is wondering the continent: the communism. Well now another ghost is showing here ugly face from New York to London: unemployment. The latest data from United States are crippling any hope of recovery, with 85.000 jobs lost only in December the economy of US is in severe shape and with more than 600.000 people relinquishing any hope for finding a new job the prospects seamed deem. In Europe the situation is even grey, German Federal Government admitted in November that the figures showing the German economy out of recession are exaggerated, Greece, Latvia, Lithuania and Estonia face national bankruptcy and Spain, Italy, Ireland are fallowing closely and with national bankruptcy looming over Romania, Hungary and Bulgaria economy is still clear that Europe economy is continuing his downfall rapidly.

China and India: how long the miracle can last?

This year the only good news from world economy come from India and China that relied on a huge internal market (more than 1 billon each) to continue to grow in a down fall year. But this maneuver could not be sustained for 2010 economist predicts. Two are the main reasons: the grow of internal market demand could only be sustained by increase in wages that will affect both China and India competitiveness on external market. The second reason is that the internal market is not producing hard currency (dollars or Euros) that both India and China need for their developing economy but they only acquired more of their one currency with no value on international market. China and India continuous grow could only be sustained by cutting their economy from international market and this will be another catastrophe for international economy. In conclusion 2010 will be decisive in shaping the way for a recovery or for another crisis.

Democrats lose control.

In United States 2010 is an electoral year in which the democrats and republican will fight for control of Legislative. In this fight democrats enter on the lame duck position, in economy the financial support offered generously by B. Obama did not produced neither the necessary recovery neither the economic climate improvement, on international policy US troops are still embattled in Iraq, in Afghanistan a long war of guerrilla will claim his life toll in 2010 and Obama just make the monumental mistake in involving US military in a new conflict in Yemen. With none of his campaign pledges honored and a dire economic situation B. Obama is having little to show for, a situation that republican will get the best of it.

Israel – a new military adventure.

In Middle East the clouds of a new war are rapidly getting strength. In Israel an embattled Prime Minister Benyamin Netanyahu is seeing his cabinet position weaker and weaker by days go done. Israel Foreign Minister, Avigdor Lieberman has found himself excluded for Mediterranean Union projects talks as a result of Turkey veto and Arab country refusal to talk with him for his extremist views (the most inflammatory remark being the possibility of an attack on Aswan Dam in Egypt to disrupt Egypt economy). Inside Israel the dispute surrounding construction in occupied West Bank and East Jerusalem is further weakening his cabinet. In this case as Ehud Olmert has done in 2008 attacking Gaza or Menahem Begin invading Lebanon in 1982 is clear that the cabinet will try to avoid collapse by launching a new attach in the region. The best target is Gaza already weakened by the 2008 war and by 3 years of total blockade. An operation in Gaza could dismantle Hamas and provide a strategic victory with little human life cost so probably this will be the next target. But also there are voice that suggest that an attack on Lebanon infrastructure will be more beneficial for Israel that economically bothered by Lebanon tourism and investment opportunity competition in the region. But is probably that Israel will restrain his goal at more achievable level and a strike on Gaza seems the most likely scenario for 2010.                 

Pakistan: between civilian rule and military intervention.

Pakistan situation is dire: economy fall by 20% percent, unemployment is huge (more then 18%) and banking system is showing sign of collapse. With the army engaged in frontier battles at border with Afghanistan and with a continuous line of interior attacks the last things Pakistan needs is a political crisis. But exactly this is what 2010 will bring.  The embattled president Ali Zardari was forced to relinquish nuclear arms control to his prime minister and also to face a corruption charges that could lead to his downfall. The only civilian personality that could take his place is former Prime Minister Nawaz Sharif. But we must not forget that Mr. Sharif was deposed in a bloodless coup d’état in 1996 by the military and replaced with General Perwez Musharaf. Bringing him back to power will just mean that the history will be re-write. In any case if there will not be a political solution to Pakistan economic and political crisis the military will step in and this time with the accord of Washington that is eager to see stability at the front door of Pakistan at any cost in order to defeat the insurgency in Afghanistan. A general that will promise Washington tranquility at the southern border of Afghanistan will be acclaimed just as Perwez Musharaf was in 2001 after September attacks.

Latin America.

2010 also witness another tension fleering up: in Honduras a coup d’état mounted by military in convergence with right wing politicians toppled the legitimate president: Manuel Zelaya, crush any civilian resistance and despite international condemnation consolidated there regime in illegal elections. This became now a study case in United States and the region where many want to see left wing politicians as Evo Morales, Hugo Chavez and Rafael Correa overthrown. The Honduras success receipt will be surely repeated in another Latin America country this year. The question is where?

In Bolivia where a so called independent state in the center of the country has elected a parliament and a government and tries to overthrown Evo Morales in a civilian and military coup ? Or in Venezuela where Hugo Chavez is now under Columbian army pressure, irregular militia that crossed the border from Columbia to attack Venezuelan objectives on daily bases and where United States just opened up military bases?

Finally Rafael Correa of Ecuador is also on the black list; Ecuadorian military trained and grown by United States is also shooing sign that could change lines. Where will be CIA next revolution in Latin America?   Newsweek citing informed sources from CIA announced that Venezuela is the prime candidate for a „freedom” operation in Caribbean.  

China`s decision.

2010 will also be a decisive year for China that will be presented in the Security Council with sanctions proposal for Iran and Sudan. Both countries are strong allies of China, suppliers with gas and oil for increasing Chinese demands and both countries have a tension relationship with United States. China will have to decide; to give a go ahead to future sanctions could spell clearing the road for war. Everybody remembers in Security Council the 2002 resolution against Iraq that threatened the Baghdad regime with serious consequences if they don’t comply. United States decided that serious consequences could mean war and launch the attack on Iraq. A similar resolution today imposed on Teheran will be just a final step to war. China seemed to be aware of this and will have to choose between open opposition to United States agenda or temporary acceptance of US demands. The present strategy of China of temporization could no longer work in 2010.

This are just of the few decision that international policy and market decision makers will be confronted in this decisive year between peace and war, crisis or recovery , coup d’état or liberty. The answer will be decided in the next 12 month. We will live with the consequence.

EMIL CONSTANTINESCU- Păcatul originar, sacrificiul fondator-Revoluţia decembrie ‘89

Revoluţia din decembrie ’89: Păcatul originar, sacrificiul fondator este prima carte dintr-o serie de şapte volume dedicate ultimelor două decenii din istoria României. Titlurile provizorii ale celorlalte volume sunt: Mineriadele: Faţa violentă a postcomunismului 1990 – 1999; Democraţia: De la naştere la majorat 1990 – 2007; Ţara ca o pradă: Calea românească spre capitalism 1990 – 2007; Preţul schimbării: Administraţia Constantinescu 1996 – 2000; De la ţara-problemă la model regional: Politica externă 1996 – 2000; Adevărul despre minciună: Manipularea opiniei publice 1989 – 2009.

 Sunt necesare aceste cărţi astăzi într-o Românie membră a Uniunii Europene şi a NATO, care a înregistrat zece ani de creştere economică şi se confruntă astăzi cu efectele crizei financiare mondiale? Nu e momentul să întoarcem paginile însângerate ale Revoluţiei din decembrie ’89 şi pe cele controversate ale tranziţiei post-comuniste pentru a ne ocupa de un prezent şi mai ales de un viitor care se anunţă neliniştitor? Sunt de acord şi chiar mă preocupă conturarea unei viziuni, a unei strategii pe termen lung pentru progresul României, dar cred că înainte de a întoarce paginile istoriei recente trebuie să le citim cu atenţie. Pentru că vremurile grele cer o solidaritate socială şi naţională care nu poate fi clădită pe minciună. Realitatea existenţei instituţiilor democratice nu poate ascunde lipsa de încredere în cei care le reprezintă. Performanţele economice nu pot ascunde corupţia. Stabilitatea politică nu poate ascunde lipsa unor ideologii bazate pe idealuri politice care separă partidele de grupurile de interese. Stabilitatea socială nu poate ascunde lipsa de demnitate a celor care acceptă să fie cumpăraţi sau mituiţi la un preţ derizoriu. Şi nici realitatea unei profunde crize morale generate de confuzia valorilor şi de o lipsă a respectului de sine. Toate acestea îşi au originea, după părerea mea, în lipsa de curaj întru asumarea unui trecut pe care nu-l putem schimba, dar pe care, dacă îl înţelegem, îl putem folosi pentru a-i evita erorile şi a construi un viitor mai bun.

Mi-am asumat scrierea acestor cărţi din mai multe motive. Pentru că, printr-un joc al destinului, am avut acces direct la documente esenţiale. Pentru că am avut ocazia să fiu în contact direct cu mari actori ai jocului politic european şi mondial. Pentru că, prin acelaşi joc al destinului, m-am aflat în miezul unor evenimente care au hotărât cursul istoriei ultimelor două decenii. Dar mai ales pentru că pot să spun fără ezitare lucrurile pe care le-am trăit şi pe care le-am aflat, să public informaţii corecte şi documente despre persoane în viaţă care ocupă poziţii cheie în politica, în administraţia şi în economia României. Pot face acest lucru pentru că nu pot fi şantajat cu nimic din trecutul meu. Şi nu pot fi cumpărat cu nici un fel de avantaje pentru prezent sau viitor. O pot face înfruntând pe cei care dirijează opinia publică, pentru că nu mă preocupă nici voturile, nici ratingurile la televiziune care dau notorietate şi apoi, prin confuzie, aduc popularitate şi încredere.

„Cunoaşteţi adevărul şi adevărul vă va face liberi“, ne-a învăţat Mântuitorul. Experienţa regimului totalitar ne-a dovedit că trebuie să fii cu adevărat liber în sinea ta, ca să poţi spune adevărul deschis, tuturor, ceea ce rămâne valabil şi acum când trăim în democraţie şi libertate constituţională.

Până unde trebuie spus adevărul? Până la capăt. Pentru că, aşa cum a scris cunoscutul dizident sovietic, Vassili Grossman, în cartea sa Viaţă şi destin: „Adevărul este unul singur. Nu există două adevăruri. E greu să trăieşti fără adevăr sau cu frânturi, cu o fărâmă de adevăr, cu un adevăr ciuntit, amputat. Numai o parte a adevărului nu reprezintă adevărul.“

De ce scriu abia acum despre aceste adevăruri? Pentru că acum a venit timpul. În 1989 – 1996 m-am aflat în stradă pentru a protesta împotriva comunismului şi a neocomunismului travestit în democraţie. Mi-am consacrat timpul, împreună cu cercurile intelectuale democractice, construirii unui program politic şi moral radical pentru România, ca o alternativă necesară la o reformă de tip gorbaciovist sau la un stat oligarhic, pseudo-democratic şi pseudo-capitalist. A fost o perioadă dură, care nu a lăsat timp reflecţiei, ci doar acţiunii.

În cei patru ani ai mandatului meu de preşedinte al României (1996-2000), m-am străduit să fiu un garant al respectării legilor, al separaţiei puterilor în stat şi al bunei funcţionări a instituţiilor publice şi m-am considerat îndatorat să iau numai acele decizii care corespundeau interesului naţional. Sub presiunea unor evenimente dramatice nu am găsit atunci răgazul de a cerceta în profunzime cauzele unor situaţii mai vechi sau recente, care puneau în pericol pacea, suveranitatea, stabilitatea politică, socială şi economică a ţării pentru că am fost obligat să mă concentrez pe găsirea unor soluţii care nu puteau întârzia. Am stăruit să creez condiţiile pentru ca jurişti, istorici, politologi, sociologi, jurnalişti să poată cerceta aceste cauze folosind cadrul democratic instaurat în cei patru ani în care am condus România. Cei mai mulţi s-au eschivat. Unii, mai puţini, au făcut-o cu demnitate profesională şi morală.

După terminarea mandatului, m-am străduit – e drept fără prea mare succes – să mă opun, în zona civică şi politică, manipulărilor intelectuale care au deformat realitatea ultimelor două decenii în funcţie de interesele unor grupuri şi persoane provenite din fosta Securitate, din nomenclatura PCR şi ale acoliţilor lor. S-a dovedit că am avut dreptate când am susţinut că nu am fost învins de Securitatea „din serviciile de informaţii sau din instituţiile statului“, ci – aşa cum arată textul declaraţiei mele din 1999 – de cei din afara administraţiei care, acaparând mijloace de comunicare şi folosind libertăţile democratice, au putut distorsiona faptele, înlocuind cu neruşinare adevărul prin minciună. Blocat ani la rând în afara zonei comunicării publice, am ales calea editării acestor cărţi, cu speranţa că ele îşi vor găsi cititorii de bună credinţă.

Astăzi, liber de exigenţele unei poziţii oficiale, sunt dator să spun oamenilor, care îşi doresc adevărul, tot ceea ce ştiu. Adevărul despre România anilor 1989-2009 este o mărturie despre suferinţa şi umilinţele unor oameni zdrobiţi de evenimentele acestor ani, despre crimele, rapacitatea şi aroganţa celor care au profitat de ele, dar şi despre cei care au crezut într-un viitor necomunist şi european al României, au luptat pentru el şi au reuşit să-l impună chiar şi acelora care nu l-au dorit. Îmi dau seama că informaţiile şi, mai ales, probele obţinute desenează un tablou al unei realităţi pe care am trăit-o fără ca, de cele mai multe ori, să o înţelegem.

Nu am pretenţia că sunt deţinătorul unui adevăr politic, juridic sau istoric incontestabil, şi sunt gata să discut şi să accept orice documente, fapte sau mărturii care pot lumina mai bine sau chiar altfel realitatea. Educaţia mea ştiinţifică şi religioasă m-a ajutat să cercetez faptele în mod obiectiv, eliberat de ură sau intoleranţă. Recunosc însă o anume încrâncenare în ceea ce am scris venită din durerea unui om care a trăit în miezul evenimentelor şi se simte lovit de acceptarea cinică a crimelor, abuzurilor, corupţiei şi minciunii, sau de indiferenţa la fel de cinică cu care sunt încă privite de către o mare parte a societăţii româneşti.

Conspiraţia tăcerii şi a minciunii, care a sugrumat istoria adevărată a ultimelor decenii şi nu numai, are temeiuri mult mai adânci decât teama de pedeapsă a celor care au comis crime şi abuzuri, sau au profitat de ele. Ele nu se explică nici prin interesul material personal sau de grup al celor care au furat sau au beneficiat de jaful avuţiei naţionale. Sunt resorturi mult mai adânci, care vin din psihologia individuală, din mentalul colectiv. Ele merg de la acceptarea cu uşurinţă a unor falsuri evidente, care pot înjosi viaţa cuiva, până la contestarea unor dovezi clare, care pot înălţa demnitatea cuiva, de la plăcerea inventării minciunilor până la acceptarea perversă de a fi minţit frumos. În acest sens, restituirea adevărului istoric va fi o reparaţie adusă demnităţii naţionale reprezentate de o majoritate tăcută care trăieşte onest, cu conştiinţa respectului de sine.

Am scris aceste cărţi de pe poziţia victimelor minţite sau speriate, care nu-şi cunosc sau nu-şi pot apăra drepturile. Le-am scris de pe poziţia milioanelor de români cinstiţi care cred în adevăr, în dreptate şi în demnitate.

Cele şapte cărţi din seria Adevărul despre România sunt adresate în primul rând celor care nu mai doresc ca ei şi copiii lor să trăiască în minciună. Ele îi vizează însă şi pe cei care, dimpotrivă, au ales să trăiască în minciună, pentru ca nici ei să nu mai poată să spună: N-am ştiut.
