The Ambassadors Meeting and Working Lunch on Tourism and Hospitality reunited Romanian parliamentarians, representatives of Minister of tourism  and members of the diplomatic corps.

The Working Lunch on Tourism was generously hosted by the Institute of International Relations and Economic Cooperation (IRICE) and has benefited the presence of the IRICE President, Professor Dr. Anton Caragea.

The Diplomatic corps gathering, is taken place on an annual basis and is representing a great opportunity for networking and also for keeping the Embassies informed on what the World Lectures on Sustainable Development Goals Programs will try to achieve during the year and also to provide an outlook for the coming year 2016 in terms of tourism in Europe and Romania.

 The event received a very high representation of accredited diplomatic corps, Romanian parliament representatives, European Tourism Academy, European Council on Tourism and Trade and Institute of International Relations and Economic Cooperation of Romania.

On this occasion Professor Dr. Anton Caragea had officially entrusted insignias and diplomas for the representative of the hospitality industry of Romania and recognized ROYAL HOTELS in Bucharest and Constanta as official diplomatic partners and entrusted the HIGH QUALITY PRIZES for the two hotels.

Other points of discussions included the update on International and Romanian Tourism trends in 2015 and on the DISCOVER ROMANIA PROGRAM which represents one of the top priorities of the IRICE agenda.

The DISCOVER ROMANIA PROGRAM is destined to highlight for the ambassadors that had endeavour and achieved recognition for their efforts to foster the bilateral relations the beauties of Romania. In the last three years DISCOVER ROMANIA PROGRAM  had offered diplomatic trips to Maramures, Hateg, Retezat, Iasi, Bucovina, Danube Delta and Targoviste to ambassadors from United Arab Emirates, Iraq, Syria, Macedonia, Albania, Qatar, Venezuela, Nigeria etc.

The names of the ambassadors who will be invited for Spring 2016 DISCOVER ROMANIA PROGRAM will be announced in March 2016 and the trip will start in April and will showcase Moldavian beauties, announced IRICE President Anton Caragea.

 The meeting concluded with an introduction of the main activities of the diplomatic calendar for the first quarter of 2016, a presentation on the upcoming February 2016 Romanian Tourism Fair and International Good and Beverage Exhibition – Goodwine May 2016.

Reuniunea de Lucru a Ambasadorilor pentru Turism si Industria Ospitalitatii a fost gazduita, cu generozitate, de catre Institutul de Relatii Internationale si Cooperare Economica (IRICE) si a beneficiat de prezenta Presedintelui IRICE-Profesor Dr. Anton Caragea.

Reuniunea corpului diplomatic, ocazie cu care se dezbat problemele turismului, are loc in fiecare an si reprezinta o oportunitate perfecta pentru a dezbate intr-o atmosfera deconectata problemele turismului si mediului si totodata o ocazie pentru a dezbate programul de Lectii Mondiale cu privire la Obiectivele de Dezvoltare Sustenabila (Durabila) si tintele pe care programul si le propune in acest an.

Sau dezbatut totodata si problemele legate de turismul romanesc si european.

Evenimentul a fost onorat, la cel mai inalt nivel, cu prezenta corpului diplomatic acreditat si a reprezentanţilor Parlamentului României, ai Academiei Europene de Turism, Consiliului European pentru Turism şi Comert-European Council on Tourism and Trade şi a Institutului de Relaţii Internaţionale şi Cooperare Economică etc.

Cu aceasta ocazie Prof.Dr. Anton Caragea a inmanat distinctiile oficiale pentru reprezentantii industriei hoteliere din Romania si a recunoscut HOTELURILE ROYAL din Bucuresti si Constanta drept parteneri ai diplomatiei IRICE si le-a inmanat trofeele de calitate pentru cele doua hoteluri.

In ultimii trei ani PROGRAMUL DESCOPERA ROMANIA a oferit deplasari diplomatilor in: Maramures, Hateg, Retezat, Iasi, Bucovina, Delta Dunarii si Targoviste.

Au fost invitati in program ambasadori din Emiratele Arabe Unite, Irak, Siria, Macedonia, Albania, Qatar, Venezuela, Nigeria etc.

In martie 2016 vor fi emise invitatiile oficiale pentru Excursia Diplomatica de  Primavara, calatorie care se va concentra pe frumustetile Moldovei si va incepe in aprilie, a anuntat Presedintele IRICE-Profesor Dr. Anton Caragea.

Intalnirea a luat sfarsit odata cu prezentarea principalelor activitati din calendarul diplomatic al inceputului de an 2016 precum: Targul de Turism al Romaniei (februarie 2016) si Targul de vinuri si bunuri de consum Goodwine din mai 2016.

On the occasion of the cultural events held in Moldavian cultural capital-Iasi the Qatar Ambassador had presented to the public promotion movies of his country as a world class touristic and economic destination and highlighted in an ample speech the Qatar landmarks: City of education, Culture museum in Doha, medical research facilities, touristic potential and economic opportunities offered by the hosting by Qatar of the World Football Championship etc.

Qatar Ambassador had attended the handover ceremony for ROMANIAN BOOK AWARD FOR 2013 to Senator Ionel Agrigoroaei for his work: THE TRUTH WILL SET US FREE and offered autographs to the hundreds of Romanian culture admirers and also to the Qatar friends presented at the venue.

The visit encompasses also a dense program of cultural visits to splendid objectives in the area such as: Hadambu Monastery, Trei Ierahi (Three Bishops) Church, Saint Nicholas in Copou Church, and Ruginoasa Royal Palace of the Alexandru Ioan Cuza-the unifying king of Romania, Dosoftei House and Palace of Culture etc.

During the trip the Ambassador of State of Qatar was welcomed by the parliament representatives of the city of Iasi: senator Ionel Agrigoroaei and member of Chamber of Deputies: Gheorghe Emacu   and received a warm welcoming at the Ruginoasa palace on behalf of all the local community and a gala dinner was offered in his honor by the cultural and political elite of the county.

Economic objectives were also high on the agenda, with major factories and companies in the area visited and a meeting with 25 key business people of the city was held.

In the concluding speech of the visit Professor Dr. Anton Caragea had appreciated the hospitality and warm of the welcoming and congratulated the Iasi senator: Ionel Agrigoroaei for his special initiative to inscribe city of Iasi in the DISCOVER ROMANIA diplomatic trips program.

Wednesday 16 June was celebrated at EXOTIQUE art gallery the Grand Opening of Art Exhibition: ORIENT COMES TO ROMANIA and as we can without a doubt say: Romania was falling in love with the Orient. The proofs are countless : over 250 participant at the Grand Gala , over 22 diplomatic mission`s participating and at the place of honor the ambassadors of Qatar, Japan, Palestine , Tunisia, Macedonia , Algeria etc. and the special appearance of His Royal Highness Quinn Anne of Romania.

The opening speech of the art exhibition was that of President Emil Constantinescu who appreciated the efforts of Mrs. Pusa Hack the owner of Exotique brand to bring this art show in Romania and to offer to the event an original oriental flavor. I was traveling the Orient as President and in this exhibition I can guarantee you that I can find all the charm, the wealth and the glamour of the Orient said the former President.

Mrs. Pusa Hack, the owner of Exotique brand has emphasized the fact that for here the Orient is not a recent discovery but a life time experience and passion and a continuous pleasure. Everything that is in this art gallery and in my Exotique stores and implicit this exhibition is the result of long searches in the most hidden places, in the forgotten towns and art craft centers in a continuous search for beauty. His Excellency Ambassador Yacoub Yousef al Hosani from United Arab Emirates, country that generously offered his high patronage to the Oriental Art Exhibition stated that: I wish that United Arab Emirates will be better known and understood in Romania with their tradition, with the feeling of openness and generosity and the joy of sharing everything with friends feeling that is part of the United Arab Emirates way of life. For this we share everything today: knowledge, art, beauty with our Romanian friends today, we want to be known better and this exhibition is realizing exact that: Is building bridges of friendship between United Arab Emirates and Romania.

The exhibition tour had lasted two hours, time for visitors to receive the story and the information’s regarding the treasures of the art exhibition from the two of most qualified guide’s: His Excellency Ambassador Yacoub Yousif Al Hosani and Mrs. Pusa Hack. The two encouraged the visitors to travel from United Arab Emirates to India and Indonesia, a world of mystery and charm. Finally the visitors could also taste the magic of the Oriental cuisine in an exquisite food show offered by the Embassy of United Arab Emirates. The exhibition has ended in a festive atmosphere  when EXOTIQUE brand has received a new recognition of his cultural efforts being selected for the high honor of being the official partner for diplomatic activity organized by Institute of International Relations and Economic Cooperation and His Excellency Ambassador of United Arab Emirates,  Yacoub Yousif Al Hosani was publicly awarded for his sustained efforts in developing cultural, economic and political ties between Romania and United Arab Emirates with the ROMANIA MEDAL OF HONOR as a public demonstration of the importance that United Arab Emirates is holding in Romanian public life.

The Art Exhibition ORIENT COMES TO ROMANIA will remain open to the public interested in the values and culture of the Orient until 21 of June being considered in unanimity as the most important cultural and diplomatic event in 2010 so far.

Emir of Qatar launches solutions for world energy crisis

At 7 -th Natural Gas Conference in Doha H.H. the Emir of State of Qatar Sheikh Hamad Bin Khalifa Al Thani offered suprising solutions to the world energy crisis.

In cadrul conferintei desfasurate  pe 9 martie 2009 in Doha, capitala Qatarului Alteta sa Emirul Qatarului a expus pozitia tarii sale ( principalul exporator de gaz lichefiat  al lumii in privinta crizei energetice si a metodelor de iesire din actuala situatie dificila in care ne aflam).Datorita importantei pentru economia  Romaniei, ca si  pentru economia mondiala a declaratiilor Emirului statului Qatar va prezentam cateva selectiuni din discursul sau si va punem la dispozitie si varianta integrala in engleza a acestuia.

˝Acum scena s-a schimbat complet fata de ultimii ani, in conditiile in care comertul cu gaze naturale a fost martorul unei cresteri continue, in raspuns la cresterea cererii de energie, in special pentru energie curata. Cererea masiva a venit in mod particular din America de Nord, Europa de Vest si Asia. Acest fenomen a incurajat multe tari, cu rezerve de gaz natural pentru comercializare, sa investeasca in extractia de gaz si in proiecte de export a acestuia.  Statul Qatar a jucat un rol de pionier in dezvoltarea proiectelor de lichefiere a gazelor. Mai multi factori au contribuit la a aduce statul Qatar in varful listei tarilor exportatoare de gaz lichefiat. Intre acesti factori putem enumera rezervele naturale descoperite de gaz ce ating aproape 900 de trilioane de metri cubi, ca si climatul de incurajare a investitiilor, mediul de  business flexibil si stabilitatea politica.(…)

Astfel in mai putin de un deceniu statul Qatar a putut deveni cel mai mare exportator de gaz lichefiat din lume.  Industria gazelor din Qatar a atins un nivel inalt de integrare incepand cu productia, procesarea si lichefierea pana la transportul  in gigantice vapoare pentru  gaz lichefiat si terminale de receptie ceea ce ne ofera un avantaj semnificativ si ne va permite sa ne mentinem angajamentele fata de importatorii nostrii (….)  In ultimul an lumea  a fost martora celei mai grave crize economice din 1930, criza financiara care a ravasit economia SUA, cea mai mare economie a lumii, si curand dupa aceea intreaga lume, ducand la nasterea unei recesiuni economice care nu va ocoli nici-o tara(..) aici este important sa reiteram ca sectorul in dezvoltare al energiei, in mod particular cel al gazului, care necesita importante investitii, in toate etapele sale de la productie, procesare, lichefiere si export, necesita investitii corespunzatoare si mai ales un pret care sa incurajeze si sa justifice astfel de investitii si care sa fie corect atat fata de tarile exportatoare cat si fata de tarile  importatoare. Aceasta si din cauza ca in ciuda tuturor eforturilor facute de noi si de ceilalti exportatori de gaz, costurile au ramas ridicate˝. Professor Anton Caragea on future of Taiwan and Romania relationship




appreciates Professor Anton Caragea, PhD, expert in international relations.

I see you full of optimism, Mr. Professor Caragea! What are your reasons?
Answer: The final part of 2008 has brought many unexpected reasons for optimism. This year preparations for parliamentary elections that will be held this month have shown that – after some tragic examples- the political class from Romania began to understand the importance of foreign policy factor in the life of Romania.
As a result of our efforts, the parties have already entered in a process to outline a National Pact for Romanian foreign policy. We hope that this pact, once agreed by all parties will not be an object of dispute, but – on the contrary – an object for unifying Romania’s efforts . We will no longer have a foreign policy based on interests or abilities of a minister or another, but a real foreign policy of Romania. Another reason for optimism I was given by the trip taken in the Far East, whose main point was the visit to Taiwan. I saw in the Far East an economic vitality, a political energy and a desire to make the XXI century, a century of Asia, that really impressed me. If Asian countries will continue to prepare their development with the same seriousness, we can be optimistic.
The future world economy, even shadowed by the current crisis will be a good one. Equally important is the signal that I received during my visit to Taiwan: Romania matters for Taiwan!
Could it be so?
A: Yes! Everybody is excited to cooperate with Bucharest. It seems that watched from the other side of the world, Romania looks more optimistic: a country with 22 million inhabitants, with a remarkable strategic position, with opening to the Danube and the Black Sea, with an important economic growth, supported by a class of managers energetic and eager to win! Thus, Romania appears from Taipei as a country of opportunities, treated with a lot of confidence…
From Taipei, for example, it is much easier to be proud that you are Romanian, than in Bucharest!
And what is – or should be – our Romanian authority’s response?
Of course this confidence, this willingness for investment and economic and political cooperation must be met with concrete actions from Bucharest government. Calendar of such concrete actions is very clear: to develop closer political relations with Taiwan, we should open as soon as possible a Diplomatic Office in Taipei and ask Taiwan to open a similar office in Bucharest.
Taiwan is ready to waive the visa system for Romania, if and Romania will be ready to facilitate visas for Taiwanese businessmen. For now, the situation is serious: Romanian business people should take visa from Athens or Budapest, which means additional difficulties and expenses absolutely meaningless. Similarly, Taiwanese businessmen, that have invested one billion U.S. dollars in the Romanian economy, need to go to Bangkok – In Thailand – or Tokyo, Japan, to obtain a Romanian visa! Disappointing and humiliating. This situation must cease immediately … Diplomatic relations, civilized relations on visa issues and consular relations should be established as soon as possible in order to facilitate economic ties!
Could this be a chance for Romania?

We are going now through a period of crisis and we need foreign investment and economic support. Taiwan has a national reserve of over 290 billion dollars and believes that investment can be about 10 billion dollars in the next years in our economy, so we must look carefully at what is happening there. Now there is a real struggle for foreign investors and Romania can win on the direction of Taiwan and the Far East, this ‘fight’ by political and diplomatic cooperation. While black clouds gather over Eastern Europe, Romania has a chance to escape the crisis and have a solid partner in Taiwan in the Far East area.
We must understand that Taiwan is a political and economic opportunity for Romania, which should not be lost!
In theory, this is great! But what is the situation, in practical terms?
Basically, in the discussions held in Taipei with Deputy Minister of Foreign Affairs Andrew L.Y .Hsia we came quickly to a common understanding that Romania and Taiwan may be the point of entry, for each other, in the European and Asian markets! This opportunity does not come too often and Taiwan gives us a generously offer.
The rest of the Far East is a new destination, but also extremely important for our diplomacy: from now on, Bucharest is opened to a new direction! On his visits in South Korea and Japan, the President of Romania, gave a clear signal: the Far East has ceased to be too distant for Romania. For now, economic and political relations will be developed within this space.
For example, Singapore has to be next to Taiwan, another outpost of our foreign policy. Key point economically developed and with powerful interests in Romania, we have in Singapore as well in Taiwan a destination for political and economic ties. Taiwan and Singapore must be the priority of Romania in the next decade in the Far East region.
I also enjoyed that, after two years of discussions regarding the need for Romania’s involvement in the Middle East, we have already done the first concrete step. In just two months after we asked that Syria be included in the tour of Romanian diplomacy, we are registering a new success: President Traian Băsescu understand our reasons to visit Damascus and made the visit. It’s a beautiful victory of Romania!
For now, we must continue to deepen relations in this area and to go to the Far East. ‘Ex Oriente lux – light comes from the East – said the chronicles of the middle Ages and now we rediscover the wisdom of this old word!
The major goals of our economic and political interests on the direction of the West have already been achieved, and now we must move on in achieving national interest in other quarters of the world.
Next decade we must focus on the Far East. We are living in a world of rapid transportation and, communication, mobility of capital and Romania should be a ‘hub’ for the investment of the Asian tiger and a privileged zone in Eastern Europe.
So, let’s be optimistic?
We have enormous advantages: 22 million inhabitants, the second country as area and population of the region, with political stability, openness to strategic avenues as Danube and the Black Sea, with developed economy, an increase in the average class numbers, participation in NATO and the European Union and do not forget that we are – in total

– 31 million Romanian, relating to Bucharest and waiting out economic and political leadership from here.
This is the second major challenge to us in the next decade: to become a cultural and economic unit of 31 million Romanians. Optimistic conclusion: privileged links with the Far East, with Taiwan – in particular – and a strategy for 31 million Romanian, not just for 22 million. Future sounds good!
