A NATION WAY TO PROSPERITY AND GLOBAL SIGNIFICANCE by PROFESSOR DR. ANTON CARAGEA, MA, FINS, EDA

We are living through difficult and boisterous time. A period of rapid changes in world economic and political system, a time of powerful crisis that is shaking the fundaments of national states and of national economies and is putting under strain the social protection and all the values of economic neo-liberalism.

In this chaotic period, just a few nations are allowed the luxury of economic and political long time forecast and predictability: China and United States are creating and proposing to their people and foreign partners a long term vision of development and national statehood construction.
In a time of peril and un-certitude, when even a short time economic prediction is considered hazardous, just a few nations are having the will to act as beacons of lights and direction for their region.

In 17th of December 2012 Kazakhstan had enter to this select club of nations, conscientious of their role and position in the continental and world stage by presenting an ambitious, realistic and well carved plan for future of Kazakhstan until 2050.
By the voice of his President, Nursultan Nazarbayev, Kazakhstan had created the prototype of a long term, healthy and stable construction model for the country, the region and the world.

Kazakhstan 2030: weathering the storm and creating a nation.

Kazakhstan it is not at the first step in a managed transition towards a stable and democratic society and a powerful economy.
In 1997 Kazakhstan had already carved the landmarks of his astonishing development by the presidential strategy- Kazakhstan 2030.
Far from being just a window dressing, the strategy for 2030 had proved to be a perfect way for charting Kazakhstan after the independence in the incertitude of nation building and construction of a viable economy.
The program had allowed Kazakhstan to tap into national reserves of oil and gas, to gush out of the enclave country status via the reconstructed Silk Road of energy and trade, to create a modern economy, not depending only on energy resources, to build a huge potential of national intelligence and to foster the economy of knowledge, the base for a XXI century reliable economy.

The long string of economic successes was accompanied in the internal sphere by political stability, based on democratic and open society values, the protection of national and religious minorities.
In the area of external policy, Kazakhstan had gather the powerful laurels of a successful reform project carried out during his Presidency of Organization for Security and Cooperation in Europe. An impressive success was also the unprecedented two year chairmanship of Organization of Islamic Conference that transformed Kazakhstan in a leader of dialogue between Islam and Western world.

The latest major diplomatic achievement of Kazakhstan was the proposal of building an area of security and cooperation in Europe and Asia, launched in September 2012, in Astana, at CICA Conference by President Nursultan Nazarbayev. This latest proposal makes Kazakhstan the promoter of an all-inclusive, intercontinental dialogue, that could transform the political landscape of XXI century.
In the end, Kazakhstan 2030 had proved to be not only a successful strategy for Kazakhstan, but also an example for all the countries of the world on how a nation by the sole fact of building himself, can become a regional and world significant player.

The main pillar of Kazakhstan 2050: understanding of XXI century.

In its world acclaimed book: The Seven Pillars of Wisdom, the famous Lawrence of Arabia had mentioned that: the most important, but also decisive part of a plan is to be in line with the necessity of his time.
Kazakhstan 2050 starts by outlining the fundaments of the world in XXI century. A period of change, of accelerating history, of economic, political and ecological challenges, a world completely different from the world of XX century.
Instead of training to force the reality to enter in the realm of possibility, Kazakhstan 2050 is offering a realistic and practical assessment of the necessities of today world and of the available solutions.

Kazakhstan 2050 is providing the basis for this healthy economy to continue his growth process. Investing in social protection and creating a strong internal demand are key factors for a stable rate of growth. Modernizing the economic potential, investing in new technologies are policy that will insure the world competitiveness of Kazakhstan national economy and the creation of a knowledge based economy are also a profitable long term investment.

The modern economy is based on technological transfer and Kazakhstan is becoming a champion in modernizing the basis of his economy via technology transfer and more important, Kazakhstan educational system mixed with the accent on entrepreneurship in economic development is creating the base for a managerial revolution, that will put Kazakhstan among the top economy`s of the world in term of creativity and intelligence incorporated in economic production.

Extremely interesting it is also the concept of a Kazakhstan patriotism. Instead of playing the card of nationalism or chauvinism, President Nursultan Nazarbayev is calling for the tradition, language and equality to blend into a new and successful Kazakh: a person well educated, wealthy , healthy enjoying the benefits of a modern state and administration and a state of the art medical system.
Kazakhstan is promising to put at the core of his foundation plan for 2050 the individual and his chances to prevail in a complex XXI century.

From Kazakhstan to the world. From world to Kazakhstan.

One of the keys of Kazakhstan national and international success was understanding that Kazakhstan could not evolve alone in the world, but always must stay in touch and be an intricate part of the world evolutions. There are many examples that support this conjecture in Kazakhstan two decades of independence story.

Kazakhstan economic miracle was built on partnership with western companies and oil extraction technology, but also on political negotiation with Russia on Caspian Sea exploration.
The Astana Expo 2017 will also be a proof of the lesson of mutual profit that Kazakhstan is offering to the world. Kazakhstan management of energy, the lessons of ecology and energy for a future, of environment protection, are going to be beneficial for the world economy and for the generations to come. This is just a new illustration of the Kazakhstan concept of successful quest for global significance.
Kazakhstan economic development had transformed the country in a major player in the development of Asia and Europe. Kazakhstan 2050 promises to continue this wise policy: from Kazakhstan to the world, from world to Kazakhstan, creating a synergy that could only beneficial for all the world nations.

IRAQI MINISTER OF TRANSPORT VISIT TO ROMANIA

Between 10-12 September 2012 an Iraqi ministerial delegation headed by H.E. Hadi al-Amiri, Minister of Transport had made an official visit to Romania.

The visit was part of Iraqi Embassy to Romania sustained efforts to develop the economic cooperation between Romania and Iraq.

During the visit, the Iraqi delegation held talks at the Minister of Transportation of Romania , visited the Mangalia Shipyard and railways material producers factory`s and attended an working dinner with officials from Institute of International Relations and Economic Cooperation of Romania lead by professor dr. Anton Caragea and a delegation of Ministry of Transportation of Romania.

The working dinner was held in an amicable and open atmosphere, and the subjects varied from the opportunities offered by the transport industries of Romania to Iraqi costumers to Romanian economy capacity to support the development of infrastructure programs in Iraq.

Professor Anton Caragea, Director of Institute of International Relations and Economic Cooperation had warmly congratulated the Minister of Transport of Iraq for his endeavors and especially for the successful completion of  Middle Euphrates Airport Project.

Also the visit to Romania of an important ministerial delegation and the substantive talks held with Romanian officials are creating the bases for an ample development of economic relations between the two countries.

 In this respect, the constant exertions of H.E. Mohammed Saeed Al-Shakarchi,  Ambassador of Iraq must be welcomed and appreciated by the Romanian side, concluded professor Anton Caragea.

AFTER ROMANIA AND EUROPEAN UNION – HUMAN RIGHTS COUNCIL EXPRESS SUPPORT FOR SYRIA

On 29 of April 2011 a special session of the Human Rights Council was convened at United States pressure to discuss a so called emergency situation in Syria.  Despite the organizer`s intention the séance has transformed in a strong show of world diplomatic community support for Syria.

Professor Anton Caragea, President of European Council on International Relations stated in a declaration issued prior to debates that: This discussion will forge the future of the United Nations Human Rights Council  for years to come, as tomorrow UNHRC must prove that is an independent body in the service of humanity, of peace and of human rights and not in the service of some western countries interests.

UNHRC must prove that is belonging to the world and not to some nations, is in the service of truth and not of warmongering. Syrian Arab Republic it today under an unfounded and bias media attack sustained by forgeries, manufactured evidence of so called human rights abuses and pure lies.

Today Syria is protecting his citizens with legal and lawful intervention of Syrian security forces against terrorist attacks in order to protect the life and property of Syrian people. Syrian security forces had only done their duty with honor and professionalism repealing the aggression and invaders from Syrian territory.

We must state clear that in Syria there is no revolution, in Syria a democratic reform process organized by President Bashar Al Assad is giving to every person the right to freedom of expression and human rights and dignity are provided for making useless any revolution.

On 29 of April 2011 will be under question the fundamental values that human rights are speaking for: freedom, independence, national unity and non-interference in internal affairs. If this principles will be forgotten not only Syria`s security will be under question but any other state existence will be subject to debate.

FAYSAL KHABBAS HAMOUI (Syrian Arab Republic), speaking as a concerned country, said it was astonished at the convening of the Special Session and the use of artificial motives, including the pretext of humanitarian intervention, to take the world back to the era of colonization. The States that had convened this Special Session should respect dialogue to guarantee human rights and not intervene in internal affairs to overthrow a government.

OSITADINMA ANAEDU (Nigeria), speaking on behalf of the African Group, said that the African Group recognized the importance of the Council being cautious and never setting a precedent that would destabilize Member States of the United Nations. The African Group said that in accordance with the provisions of General Assembly Resolution 60/251, all initiatives in the Human Rights Council should be universal, impartial, objective and non-selective.

Numerous speakers said that the convening of this Special Session violated the principles of impartiality and non-selectivity on which the Human Rights Council was based and showed the prevalence of a double standard in the Council. Many States also expressed the belief that the Special Session represented an attempt by some States to interfere in the internal affairs of another UN Member State on humanitarian grounds, and the Council should not be used for such purposes. Many speakers noted that Syria had begun to address some of the demands raised by protesters including the rescinding of the state of emergency, the abolition of the high security court, and a law promulgating the right to freedom of peaceful assembly, and that the Council should engage in constructive dialogue with Syria in order to continue these reforms and promote and protect human rights in the country.

Finally exceeded by the strong show of support for Syrian Government the organizers have to settle to send a find finding mission to investigate further and no condemnation was issued.

SOUTH SUDAN INDEPENDENCE

I have received with enormous interest the official results regarding South Sudan Referendum on Self Determination . The people of South Sudan have spoken and have spoken with clarity on their desire to achieve independence. I congratulated the people and government of South Sudan on this historical result and I express my sincere appreciation on the peaceful and honorable way in which the referendum was organized and hosted. I also congratulate the President of Sudan H.E. Omar Al Bashir for the immediate and unconditional recognition of the South Sudan Referendum results.

I call upon all parties to manage a peaceful transition and to negotiate a comprehensible and honest agreement of all the pending issues between the two independent countries on basis of international law, in order to build as President Omar Al Bashir underlined a brotherly relation between the two countries.

I also expressed to President of Southern Sudan H.E Salva Kiir Mayardit, upon his request, the openness of Institute of International Relations and Economic Cooperation to support the South Sudan efforts   on the path of independence and on building an open and free society, a democratic model for countries of Africa.

I also express our shared vision with High Representative for Foreign Policy and Security of European Union Catherine Ashton as it was laid out in the 7 of February European Union Communiqué that underlined the fact that : EU remains committed to engage both North and South Sudan in the promotion of democratic governance, respect for human rights and a peaceful and prosperous future for all Sudanese people. In this context, the EU will step up its dialogue with both North and South and is ready to play its part in underpinning the development of two viable states.

“This is a historic moment for Sudan. The European Union (EU) commends the people of Southern Sudan and the Sudanese parties to the Comprehensive Peace Agreement (CPA) on the peaceful and credible conduct of the Referendum on self-determination for Southern Sudan.

Despite many obstacles, the Sudanese Referendum authorities were able to organise a referendum in a timely and credible manner as witnessed by the EU Electoral Observation Mission. An overwhelming majority of registered voters participated and resoundingly expressed their determination to establish an independent state.

The EU fully respects the outcome of the Referendum as a true reflection of the democratically expressed wishes of the people of Southern Sudan. The EU looks forward to further developing a close and long-term partnership with Southern Sudan which is set to become a new state once the CPA expires in July 2011.

The EU welcomes the commitment of the Government of Sudan to respect the outcome of the Referendum.

In the coming months, the EU will continue to support the efforts of the parties to reach agreement on all outstanding CPA issues and the key post-referendum arrangements that will sustain the North-South relationship in the long term.

The EU remains committed to engage both North and South Sudan in the promotion of democratic governance, respect for human rights and a peaceful and prosperous future for all Sudanese people. VISIT OF ROMANIAN DELEGATION TO KOREA

Between 23 of September and 5 of October 2010 in the framework of Next Generation Leaders Visit Korea Program, Professor Anton Caragea, director of Institute of International Relations and Economic Cooperation of Romania was invited for an official information visit in the Republic of Korea. The invitation was made by Dr. Soogil Young, Chairman of the Presidential Commission, President of National Strategy Institute, and Chairman of Korean National Committee for Pacific Economic Cooperation.  The visit included a complex program of political, economic and cultural visits destined to offer to Professor Anton Caragea a complete image of today situation in Korea and also a chance to meeting key politic and economic leaders interested in cooperation with Romania.  The visit included dialogue and briefings at Korea Energy Economics Institute , Seoul Digital Media City , Presidential Committee on Seoul G20 Summit , Korea Creative Energy Content, Presidential Council on National Branding , Korean Parliament Foreign Policy Committee ,Electronic Telecommunication Research Institute, Daedeok Innopolis , Korean Institute of Science and Technology , Hyundai Heavy Industries .

In light of his successful contribution to Organization for Security and Cooperation in Europe (OSCE- Bucharest Conference 2010) Professor Anton Caragea was asked to deliver a key note speech for Presidential Committee on Seoul G20 Summit to explain how it created a diplomatic success and what lesson could be learned for G20 Summit. Another speech was held at Presidential Council for National Branding where Professor Anton Caragea highlighted his creation: Romanian Strategy for National Branding.

The program included also extensive traveling to Korea from Seoul to Ulsan, Bulguska , Seokguram Grotto , Chumsung Dae and a variety of art, entertainment spectacles destined to offer to Professor Anton Caragea an image of historic and cultural treasures of Korea.

CHARM , VIP`S AND GLAMOUR AT ORIENT COMES TO ROMANIA

Wednesday 16 June was celebrated at EXOTIQUE art gallery the Grand Opening of Art Exhibition: ORIENT COMES TO ROMANIA and as we can without a doubt say: Romania was falling in love with the Orient. The proofs are countless : over 250 participant at the Grand Gala , over 22 diplomatic mission`s participating and at the place of honor the ambassadors of Qatar, Japan, Palestine , Tunisia, Macedonia , Algeria etc. and the special appearance of His Royal Highness Quinn Anne of Romania.

The opening speech of the art exhibition was that of President Emil Constantinescu who appreciated the efforts of Mrs. Pusa Hack the owner of Exotique brand to bring this art show in Romania and to offer to the event an original oriental flavor. I was traveling the Orient as President and in this exhibition I can guarantee you that I can find all the charm, the wealth and the glamour of the Orient said the former President.

Mrs. Pusa Hack, the owner of Exotique brand has emphasized the fact that for here the Orient is not a recent discovery but a life time experience and passion and a continuous pleasure. Everything that is in this art gallery and in my Exotique stores and implicit this exhibition is the result of long searches in the most hidden places, in the forgotten towns and art craft centers in a continuous search for beauty. For this we share everything today: knowledge, art, beauty with our Romanian friends today, we want to be known better and this exhibition is realizing exact that: Is building bridges of friendship between United Arab Emirates and Romania.

The exhibition tour had lasted two hours, time for visitors to receive the story and the information’s regarding the treasures of the art exhibition from the two of most qualified guide’s: His Excellency Ambassador Yacoub Yousif Al Hosani and Mrs. Pusa Hack. The two encouraged the visitors to travel from United Arab Emirates to India and Indonesia, a world of mystery and charm. Finally the visitors could also taste the magic of the Oriental cuisine in an exquisite food show offered by the Embassy of United Arab Emirates. The exhibition has ended in a festive atmosphere  when EXOTIQUE brand has received a new recognition of his cultural efforts being selected for the high honor of being the official partner for diplomatic activity organized by Institute of International Relations and Economic Cooperation and His Excellency Ambassador of United Arab Emirates,  Yacoub Yousif Al Hosani was publicly awarded for his sustained efforts in developing cultural, economic and political ties between Romania and United Arab Emirates with the ROMANIA MEDAL OF HONOR as a public demonstration of the importance that United Arab Emirates is holding in Romanian public life.

OSCE 2010 . A DECISIVE YEAR. BUCHAREST CONFERENCE

On 24 February 2010 Bucharest will host one of the most important political and diplomatic debates of the last years at the Conference on OSCE. 2010 a decisive year for Europe. Kazakhstan Presidency. 

The Organization for Security and Cooperation in Europe ( OSCE)  established itself as a forum for dialogue and cooperation between West and East in the time of Cold War has find itself in a limbo after the end of the communism end of European continent separation. Now OSCE is trying to reconstruct the identity and reoccupied an important role in Europe. This internal debate concentrated on the future of Europe is initiated by the key speech of H.E. President of Kazakhstan Nursultan Nazarbaev  ,  in Vienna at the assumption of Kazakhstan for OSCE Chairmanship.

President Nazarbaev declared as one of the most important point of Kazakhstan Presidency: “Improving the effectiveness of international organizations in meeting new global challenges has come to the fore. That is the precise task of the OSCE, which is a unique platform for dialogue bringing together 56 States located on three continents.
The decisive question for the OSCE in the future will be whether it can convert itself into a structure that recognizes the diversity of the world in the 21st century, or whether it will continue to be an organization segmented into blocs, where the West remains aloof from the space “east of Vienna”?”    The conference on OSCE in Bucharest will try to respond to this agenda uniting a team of foreign policy experts and heavy weight European political leaders in the research of solutions and ideas to promote a new OSCE more visible, more realistically and more involved in Europe and Asia political, economic and security landscape.

 Among the key note speaker are former president of Romania, Emil Constantinescu a convinced European and north-atlantics enthusiast that promoted in Romania a pro-western agenda in the years of his presidency, former president Ion Iliescu, a specialist in globalization issues and ecologist and professor Anton Caragea, director of Institute of International Relations and Economic Cooperation , the foreign policy institute in Romania. Now Bucharest Conference will start an academic debate date that may in the future transform OSCE in a new vibrant organization. The Bucharest Conference is just the beginning of a transformation year that many consider a decisive year for OSCE under Kazakhstan Presidency in the awaiting of 1th of august the will now became the official day of OSCE.

The Bucharest Conference is a response to President Nazarbaev appeal for a European involvement in OSCE rebirth.  Intellectual and academic response of Europe will be written at Bucharest Conference.

ROMANIAN DELEGATION INVITED AT UNITED ARAB EMIRATES NATIONAL DAY

 

Between 19 to 24 November 2009 a Romanian delegation headed by Professor Anton Caragea, director of Institute of International Relations and Economic Cooperation( IRICE)  was invited to participate at the 38 Celebration of National Day of United Arab Emirates.

This was the first ever Romanian participation to the National celebration of United Arab Emirates. The invitation was issued by the National Media Council of United Arab Emirates and was destined to support an increase in bilateral relations and mutual knowledge.  The program for the visit was very dense and full with high level meeting destined to offer to participants a deep knowledge of the United Arab Emirates prominent place in today`s world.

The delegation has meet with His Highness Mohammed bin Rashid Al Maktoum, Vice-President of UAE, Prime-minister of UAE and Ruler of Dubai, H.E. Sheikh Nahyan bin Mubarak Al Nahyan – Minister for Higher Education and Scientific Research, H.E. Dr. Anwar Gargash, Minister of State for Foreign Affairs, H.E. Sheikh Lubna Al Qasimi, Minister for Foreign Trade, Sultan Al Jaber CEO- Masdar etc.  Also the delegation received a complimentary tour of the most successful projects of United Arab Emirates as Yas Island- the place for a real estate revolution and Saadiyat Island, a project of the most complex cultural and green city in the region.   Without a doubt  the most important moment of the visit was the reception hosted by His Highness Mohammed bin Rashid Al Maktoum, Vice-President of UAE, Prime-minister of UAE and Ruler of Dubai   that expressed his willingness to make all the necessary efforts to assure the brightest future to united Arab Emirates, to increase economic capacity of the country and to foster relations with all the of European union and with a special emphasis on Romania as a hub for United Arab Emirates products and technologies invested in Europe.         

The participation of a Romanian delegation as this important anniversary of 38 years of independence of United Arab Emirates was in itself a symbol of the willingness from both side to create what Professor Anton Caragea, IRICE director declared a strategic partnership between Romania and United Arab Emirates. 

 

 

 PARTICIPAREA DELEGATIEI ROMANE LA SARBATOAREA ZILEI NATIONALE A EMIRATELOR ARABE UNITE

 

 Intre 19 – 24 Noiembrie 2009 a delegatie din Romania, condusa de professor dr. Anton Caragea, a fost invitata sa participe la cea de a 38-a aniversare a Zilei Nationale a Emiratelor Arabe Unite .

 Aceasta a fost prima participare a unei delegatii romanesti la sarbatoarea Zilei Nationale a Emiratelor Arabe Unite . Vizita, organizata de Consiliul National Pentru Media din Emiratele Arabe Unite,  a fost destinata sa sprijine cunoasterea si colaborarea  bilaterala .  Programul vizitei a fost unul extrem de dens si a urmarit  prin intalnirile la nivel inalt organizate sa ofere delegatiei romanesti o cunoastere amanuntita a rolului proeminent ocupat de Emiratele Arabe Unite in lumea de azi.

 Delegatia a avut intalniri cu Inaltimea Sa  Mohammed bin Rashid Al Maktoum , Vice-Presedinte al E.A.U., Prim ministru al E.A.U.  si conducator al Dubaiului, Excelenta sa Sheikh Nahyan bin Mubarak Al Nahyan , Ministru pentru Educatie Superioara si Cercetare Stiintifica , Excelenta Sa Dr. Anwar Gargash , Ministru de Stat pentru Afacerile Externe , Excelenta Sa  Sheikh Lubna Al Qasimi , Ministru pentru Comertul Exterior , Sultan Al Jaber –Presedinte Compania Masdar . Totodata delegatia a mai primit si un tur special al celor mai cunoscute proiecte ale Emiratelor Arabe Unite precum:  Insula Yas, locul celor mai importante proiecte imobiliare si de turism din Abu Dhabi si insula Saadiyat ( Insula Fericirii) gazda unui proiect complex cultural si ecologic, care va revolutiona regiunea aducand-o in secolul XXI .      

Fara indoiala cel mai important moment al vizitei  a fost intalnirea cu Inaltimea Sa   Mohammed bin Rashid Al Maktoum , Vice-Presedinte al E.A.U., Prim ministru al E.A.U.  si conducator al Dubaiului care a declarat dorinta sa de a face toate eforturile necesare pentru a dezvolta capacitatea economica a tarii si pentru a dezvolta relatiile cu Uniunea Europeana si in special cu Romania, care poate deveni un punct de intrare pentru investitiile si tehnologia din Emiratele Arabe Unite .

Participarea delegatiei romane la cea de a 38-a celebrare a independentei Emiratelor Arabe Unite este in ea insasi un simbol al dorintei mutuale de a realiza ceea ce Profesorul Anton Caragea, directorul IRICE , numea un parteneriat strategic intre Romania si Emiratele Arabe Unite.

Thursday 5 November 2009 in Bucharest under the high patronage of H.E. Walid Othman, Ambassador of Syrian Arab Republic and Mr.Muhannad Kalash  Deputy Minister of Tourism from Syrian Arab Republic was inaugurated the exhibition: SYIRIA THE CRADEL OF CIVILISATION AND FAITH.

The opening ceremony was honored by the presence of Diplomatic Corp accredited to Bucharest among the high profiles invitees where: H.E Ambassador of  United Arab Emirates , H.E. Salem Al Jaber, Ambassador of State of Qatar ,H.E. Ahmed Aqel , Ambassador of State of Palestine , Mohamed El Dib , Ambassador of Lebanon . The opening was also honored by the presence of important personalities of academic world, civil society representatives, and mass media delegates.   

The exhibition Syria-cradle of civilization has offered to present audience a rare opportunity to glimpse into the astonishing beauties of Syrian history and geographical landscape. An imaginary travel was opened to the public offering glamorous views from Damascus, the 1001 night’s capital, architectural Islamic paradise of Umayyad Mosque and the Christian treasure’s of Maloula and Saydnaya all crowned with the vision of Palmyra, the jewel of architecture and archeology of Syria. Plus the exhibition has offered to visiting person the rare image of religious icon craft of Syrian Christianity. These rare beauties, long forgotten where reintegrated in the world heritage by the merit and effort of Syrian Government. In the last period the Syrian Minister of Tourism under Minister Saadalla Agha has succeeded in imposing Syria on world tourism map and Syrian Embassy in Romania also manage to put on an increasing trend the Syrian tourism in Romania and also to make the exhibition Syria the cradle of civilization a landmark event. All those present declared in unanimously that we have witnessed the most special cultural event hosted by Bucharest in 2009.

Between 15-16 august 2009 in Viena was held the first meeting of EUROPEAN COUNCIL ON INTERNATIONAL RELATION ( EUCIR) the leading EU think thank.

The meeting was concentrating in shaping the future of the organisation for the next year 2009/2010 and to establish the main goal of the organisation.

Professor Dr. Anton Caragea   has read the manifest of EUROPEAN COUNCIL ON INTERNATIONAL RELATION : RISE UP EUROPE, a call for an independent European diplomacy and voice.

In his speech professor Anton Caragea has drow attention on the fact that : 

 

From the end of the Second World War Europe had suffered the cold war, the iron curtain and military occupations. This historical conjecture made it impossible for Europe to assert his unity as a continent, connected by history, culture, economic and culture legacy. 

 

The end of the Cold War change all this and Europe is enjoying one more time the chance of creating a common house for all his people.   This opportunity must not be missed and EUCIR is promoting first and foremost the opportunity of creating a Europe, united by his legacy and history and not divided.

 

Also EUCIR is the house for all does who think that Europe voice was silent for too many years on international arena. For too much the Europe position was not heard on key issues on international arena and humanity agenda. We at EUCIR believe that Europe is having the chance of asserting his voice, the power to claiming a new world direction, the economic resources to create the force in the world for a new tip of policy and the diplomatic and intellectual resources for a new world construction with equal opportunity for all, equilibrium of power and respect for United Nations.

 

We at EUCIR we believe that Europe could be a force for good in the world , a force for promoting democracy , social responsible free economy and to create a climate of international détente and cooperation necessary to tackle the important humanity issues.

 

We at EUCIR believe in an independent European voice of all nation that with a historical legacy and cultural connection build in the last two century could create new relation`s with all the major geopolitical areas of the world.

The meeting has concluded with the election of a new Board of EUROPEAN COUNCIL ON INTERNATIONAL RELATION .

Intre 15 si 16 august 2009 la Viena a avut loc prima reuniune generala a CONSILIULUI EUROPEAN PENTRU RELATII INTERNATIONALE- EUCIR, cel mai important think thak european in domeniul relatiilor internationale.

Intalnirea s-a concentrat pe stabilirea principalelor elemente organizationale ale EUCIR, stabilirea parametrilor de dezvoltare a organizatiei in perioada 2009/2010  si deciderea principalelor tinte de interes pentru organizatie in aceasta perioada. Profesorul Anton Caragea  a dat citire manifestului organizatiei : Ridica-te Europa ! , un apel pentru  o diplomatie europeana activa si pentru un rol mai important al continentului european in problemele internationale.
