POZA SENATOR IONEL AGRIGOROAEI

Senatorul Ionel Agrigoroaei reuseste din nou sa conduca in topul activitatii parlamentare

Cu aceasta ocazie, Institutul de Relatii Internationale si Cooperare Economica a realizat o analiza a activitatii parlamentare, desfasurate in Senatul Romaniei, in acesta perioada.

Principalele elemente, luate in calcul, au fost : eficienta activitatii de reprezentare internationala, sustinerea oferita imaginii Romaniei in lume, eforturile depuse in vederea promovarii diplomatiei parlamentare, ca parte integranta a diplomatiei romanesti si  perfectionarea rolul Parlamentului in strangerea relatiilor internationale, in promovarea intereselor economice, politice si culturale ale tarii noastre si inaugurarea de noi dimensiuni in cooperarea parlamentara si diplomatica cu alte state ale lumii etc.

IONEL AGRIGOROAEI RPDC

Senatorii Florin Constantinescu si Ionel Agrigoroaei in discutii cu delegatia coreeana

Luand in considerare toate aceste elemente, in prim planul activitatii senatorilor din acest an sau inscris senatorii : Agrigoroaei Ionel si Constantinescu Florin.

IONEL ASGRIGOROAEI and Prime Minister

Senatorul Ionel Agrigoroaei si Primul Ministru al Laosului PDR

In plus, in cadrul activitatii de reprezentare internationala a Romaniei mai putem enumera : vizita senatorului Ionel Agrigoroaei in Laos, in mai 2013, in cadrul unei delegatii europene, participarea la lucrarile comisiei mixte Romania-Kazahstan si participarea la peste 47 de evenimente diplomatice, desfasurate in Romania in ultimul an.

A NATION WAY TO PROSPERITY AND GLOBAL SIGNIFICANCE by PROFESSOR DR. ANTON CARAGEA, MA, FINS, EDA

We are living through difficult and boisterous time. A period of rapid changes in world economic and political system, a time of powerful crisis that is shaking the fundaments of national states and of national economies and is putting under strain the social protection and all the values of economic neo-liberalism.

professor dr.Anton Caragea at kazakhstan 2050

In this chaotic period, just a few nations are allowed the luxury of economic and political long time forecast and predictability: China and United States are creating and proposing to their people and foreign partners a long term vision of development and national statehood construction.
In a time of peril and un-certitude, when even a short time economic prediction is considered hazardous, just a few nations are having the will to act as beacons of lights and direction for their region.

In 17th of December 2012 Kazakhstan had enter to this select club of nations, conscientious of their role and position in the continental and world stage by presenting an ambitious, realistic and well carved plan for future of Kazakhstan until 2050.
By the voice of his President, Nursultan Nazarbayev, Kazakhstan had created the prototype of a long term, healthy and stable construction model for the country, the region and the world.

Kazakhstan 2030: weathering the storm and creating a nation.

Kazakhstan it is not at the first step in a managed transition towards a stable and democratic society and a powerful economy.
In 1997 Kazakhstan had already carved the landmarks of his astonishing development by the presidential strategy- Kazakhstan 2030.
Far from being just a window dressing, the strategy for 2030 had proved to be a perfect way for charting Kazakhstan after the independence in the incertitude of nation building and construction of a viable economy.
The program had allowed Kazakhstan to tap into national reserves of oil and gas, to gush out of the enclave country status via the reconstructed Silk Road of energy and trade, to create a modern economy, not depending only on energy resources, to build a huge potential of national intelligence and to foster the economy of knowledge, the base for a XXI century reliable economy.

The long string of economic successes was accompanied in the internal sphere by political stability, based on democratic and open society values, the protection of national and religious minorities.
In the area of external policy, Kazakhstan had gather the powerful laurels of a successful reform project carried out during his Presidency of Organization for Security and Cooperation in Europe. An impressive success was also the unprecedented two year chairmanship of Organization of Islamic Conference that transformed Kazakhstan in a leader of dialogue between Islam and Western world.

The latest major diplomatic achievement of Kazakhstan was the proposal of building an area of security and cooperation in Europe and Asia, launched in September 2012, in Astana, at CICA Conference by President Nursultan Nazarbayev. This latest proposal makes Kazakhstan the promoter of an all-inclusive, intercontinental dialogue, that could transform the political landscape of XXI century.
In the end, Kazakhstan 2030 had proved to be not only a successful strategy for Kazakhstan, but also an example for all the countries of the world on how a nation by the sole fact of building himself, can become a regional and world significant player.

The main pillar of Kazakhstan 2050: understanding of XXI century.

In its world acclaimed book: The Seven Pillars of Wisdom, the famous Lawrence of Arabia had mentioned that: the most important, but also decisive part of a plan is to be in line with the necessity of his time.
Kazakhstan 2050 starts by outlining the fundaments of the world in XXI century. A period of change, of accelerating history, of economic, political and ecological challenges, a world completely different from the world of XX century.
Instead of training to force the reality to enter in the realm of possibility, Kazakhstan 2050 is offering a realistic and practical assessment of the necessities of today world and of the available solutions.
Fallowing his long term tradition, Kazakhstan understands that creating a success story and offering solutions to the world is the best way to serve not only his interest, but also to add value to his place in the world.
Kazakhstan 2050: good news for people of Kazakhstan.

Kazakhstan had become in the last 20 years an abode of peace, inter-ethnic and inter-religious understanding in a troubled world. One of the explanation is undoubtedly the economic success that made the Kazakhstan not only one of the fastest growing economy in the world, but also a top investor destination in the world economy statistics.

Kazakhstan 2050 is providing the basis for this healthy economy to continue his growth process. Investing in social protection and creating a strong internal demand are key factors for a stable rate of growth. Modernizing the economic potential, investing in new technologies are policy that will insure the world competitiveness of Kazakhstan national economy and the creation of a knowledge based economy are also a profitable long term investment.

The modern economy is based on technological transfer and Kazakhstan is becoming a champion in modernizing the basis of his economy via technology transfer and more important, Kazakhstan educational system mixed with the accent on entrepreneurship in economic development is creating the base for a managerial revolution, that will put Kazakhstan among the top economy`s of the world in term of creativity and intelligence incorporated in economic production.

Extremely interesting it is also the concept of a Kazakhstan patriotism. Instead of playing the card of nationalism or chauvinism, President Nursultan Nazarbayev is calling for the tradition, language and equality to blend into a new and successful Kazakh: a person well educated, wealthy , healthy enjoying the benefits of a modern state and administration and a state of the art medical system.
Kazakhstan is promising to put at the core of his foundation plan for 2050 the individual and his chances to prevail in a complex XXI century.

From Kazakhstan to the world. From world to Kazakhstan.

One of the keys of Kazakhstan national and international success was understanding that Kazakhstan could not evolve alone in the world, but always must stay in touch and be an intricate part of the world evolutions. There are many examples that support this conjecture in Kazakhstan two decades of independence story.

Kazakhstan economic miracle was built on partnership with western companies and oil extraction technology, but also on political negotiation with Russia on Caspian Sea exploration.
The Astana Expo 2017 will also be a proof of the lesson of mutual profit that Kazakhstan is offering to the world. Kazakhstan management of energy, the lessons of ecology and energy for a future, of environment protection, are going to be beneficial for the world economy and for the generations to come. This is just a new illustration of the Kazakhstan concept of successful quest for global significance.
Kazakhstan economic development had transformed the country in a major player in the development of Asia and Europe. Kazakhstan 2050 promises to continue this wise policy: from Kazakhstan to the world, from world to Kazakhstan, creating a synergy that could only beneficial for all the world nations.

Now the lessons of Kazakhstan 2050 are available for everybody: an example of a society of free people building a country for the future, not in isolation or competition, but in harmony with the world nations. In the concert of nations Kazakhstan is ushering in a new tone: a tone of hope.

ROMANIAN ECONOMY IN 2012. ROMANIA IN DEEPENING CRISIS.

Monday 6 of February 2012 at the Institute of International Relations and Economic Cooperation headquarters was held the first conference of 2012: The evolution of Romanian economy in 2012.  The crisis will continue!

The conference has joined economical experts from Romania and European Union, economical supervisors and personalities of political, economical and academic life of Romania.

Another example of Romanian economic success : street beggars

2009 and 2011 – first years of economic crisis.

The conference started with an evaluation of economic crisis impact in the period of the first years: 2009, 2010 and 2011.

In the first year of the crisis in Romania -2009- the economic crisis has affected the vital areas of economic life: the collapse has started with construction industry and construction material factories, collapse continued by the real estate market shrinking. Others affected sectors where: insurance, banking and stock exchange and in all the financial sector was strongly shaken down. The consumer confidence has fallen sharply and the Gross Domestic Product (GDP) has being reduced with 10% in 2010 and 8% in 2011.

The decrease in our economy has being so devastating that we are below the 2000 level. Unfortunately the economic collapse of 2010 and 2011 has laid the foundation for a crisis without equivalent in Romanian history that will affect the country in 2012 and 2013.

2011- The year of economic earthquake.

2011 will be remembered without a doubt as the year of economic turmoil in Romania, had appreciated in one voice all the experts present at the gathering. First of all the 2011has being the year in which the Romanian economy had collected all the hard hits from all the economic collapse of the last years. The financial system has being especially hard hit and this had made the fragile Romanian economy to reach the breaking point. The inflation had resurfaced and the experts appreciate that a 10% percent yearly inflation is unavoidable.

The resurgence of inflation had put a dramatic pressure on population economy and had made any recovery unthinkable for the next 2-4 years. The collapse in economic system, the internal and external investments had being reduced to minimum, the credit on internal market has being practically suspended and all this had provoke for 2012 an economic decrease of more than 15% of GDP or even 18% of GDP after others opinions. A factor not to be neglected in amplification of the crisis is the governmental incompetence that by increasing the taxes, legislative chaos and a deliberate politics of destroying the middle class investors in the favor of big companies all did nothing ells than to aggravate the economic crisis.

2012 – between crisis and slowing down economy.

The 2012 will be a decisive year to slow down the economic collapse or to direct the economy in a new catastrophic decline. It must be very clear, all economic experts underlined, that the present economic decline will last for a decade at European level, so all those opinions that declared that Romania will start a new economic growth before the next 10 years; either don’t know what they are saying either is bluntly laying.

All the European statistics are speaking about the lost decade of Europe between 2010 and 2020 , term referring to the blocking of economic development at continental level and the frozen of present situation for a decade.

Those that are declaring that Romania will surpass in the period of economic crisis the France or Great Britain economy , are telling stories that are unbelievable , declared laughing Mihail Racaceanu – chief economist. What is important is to succeed that we have in 2012 a decrease in economy of less than 10% and in the interval between 2012 and 2015 to stop the decline and in 2020 to come back to pre-crisis year of 2007 and in 2050 at the pre-revolutionary level of 1989.

In 2050 the Romanian economy will reach the level of 1989 as a historic economic reference year.

This assessment was a strong one, keeping in mind that the pre-crisis governmental statistic declared that in 2025 Romania will succeed in recuperating the gap and reach the level of industrial activity prior to 1989 Revolution.

This perspective is no longer feasible, a new perspective is appearing after the crisis and after the lost decade and a cumulative GDP decrease of more than 60% from 2007 economy level.

This economic recession will be hard to recuperate in the context of nongovernmental involvement, the general economic climate of recession and finally the worst factor of all: the burden of external debt.

External debt will plunge Romania into financial meltdown.

The factor that will suffocate Romanian economy in the next period will be, after 2015, the foreign debt crisis.

The Boc government has careless accepted more than 36 billion dollars credit and in total the private and state debt of Romania is reaching the unbelievable sum of 95 billion dollars, this only if the government will no longer accept new loans.

But this perspective is an unrealistically  one as President Traian Basescu has announced new external loans for 2012 , that will surely bring Romania to being incapable to pay the foreign debt. Despite the writing on the wall in all of cases like Greece, Spain and Ireland, Romania is accepting new loan from International Monetary Fund, loans that will not be invested in developing and modernizing the economy but in pay offs for next parliamentary and presidential elections’. This consumer invested loans at extortionate interest rates will suffocate completely an ailing and failed economy as Romanian economy is.

Unemployment: with a rate of registered unemployment of more than 10% of the active population and with another 15% percent of the population already left out of the governmental unemployment aide Romania tops all the EU member countries with a real unemployment figure of more than 25% of the population. This figure must be put in perspective with more that 50% of the population below the poverty line and the full picture of the economic meltdown and social tragedy could be analyzed. Romania economy is in crises and no plans for a future development had not being adopted.

2012: The economic crisis is worsening.

The conclusions of the most important economic experts of Romania where clear: the crisis is not over by far, but has entered in a more difficult faze that will affect financial and banking system and economic fundaments. The economic crisis will continue until 2015 at the earliest and a coming back cycle that will last until 2020. This decade will be without a doubt the lost decade of Romania but if the necessary measures are not rapidly taken to re-establish control on economic decline than we risk that Romania economy will not come back not even in 2020.

VICE PRESIDENT, PRIME MINISTER AND RULER OF DUBAI – H.H. SHEIKH MOHAMMED BIN RASHID AL MAKTOUM

Presedintele UAE – H.H.

United Arab Emirates came a long way in economic and social  development in the last 40 years declares H.E. Ambassador Yacub Yousif Al Hosani in dialogue with Professor Anton Caragea Ph.D, MA, FINS

Presedintele UAE – H.H. SHEIKH KHALIFA BIN ZAYED AL NAHYAN

United Arab Emirates are celebrating on 2 December the National Day and the 40 year anniversary. How is your Excellency explaining the amazing development of United Arab Emirates (U.A.E.) in such a short period of time, United Arab Emirates are enjoying today one of the world highest and sophisticated life standards of living  and also enjoy a powerful economy and democratic society.

How it was all possible in such a short time?

United Arab Emirates in there unification action, now 40 year old, have registered achievements that transformed the state and society in order to enter into XXI century with the capacity to face challenges and opportunities of this century and in the same time they wanted to offer a permanent stimulus for their citizens to have more capacity and achievements and to ensure to future generation a decent life and stability. Off course,  the United Arab Emirates came a long way in economic and social  development and we have being able to build a powerful institutional life, with an important degree of openness in society.

All this had characterized the development process and the spirit of tolerance , that prevail in every sector of society in U.A.E. Also we have important ingredients:  as a strong spiritual life that enrich the bases of our experience and put our country in a special place , not only in regional level, but also at world level. Indeed United Arab Emirates are undergoing from a long period of time  a process of new development that transformed us in a center for international trade and finance. Also we are living a new parliamentary experience in the true meaning of the word  , that completely correspond to national standard . On the other hand the success obtained at national level would not be possible without the wisdom of our foreign policy that facilitates reaching these goals.

Transforming Emirates into an economic center of the world would not be possible to explain only by one decision , but as a result of long term plans and efforts. These efforts were not merely economic construction but included infrastructure, quality service, social development, including also human capital development by training and a legislative and judicial environment in accordance with our economic and social global development.

From here results that United  Arab Emirates positioning on world economy map is not temporary or based on an economic conjecture , but is the result of a continuous effort.  In this development process where involved many economic and financial institution that build on solid foundation   that  overcome the economic crisis that is confronting today the world economy.

What is today situation on United Arab Emirates and what are the future development plans for United Arab Emirates?

There is no question that U.A.E. have great achievements in the last time, but we are continuing the efforts for future development. From this reason the state is working constant in developing process so that we could face any regional or international fluctuation or event`s . Today we are at the beginning  of a new stage that will aloud our citizens to obtained all the necessary information’s and to have more power to integrate all the citizens in all the institution of the state ( cultural, mass media , economic, education ) in order to better contribute to our nation building . In this anniversary moment of 40 years from our National Foundation Day our hopes regarding our sate are limitless and our government aspiration for his citizens are also without limitation and we are aspiring for a bright future. We shell enter  a new era that reflects ambitious visions and careful planning for future generations under the wise leadership of His Highness President of State and his Vice-President that are fallowing on the footsteps of SHEIKH ZAYED bin SULTAN AL NAHAYAN , the founder and father of United Arab Emirates, Allah grant peace to his soul.

Your Excellency how you will describe the Romanian- Emirates relationship?

Our bilateral relations are old and full of diplomatic interactions on different levels. The diplomatic relations begin at 1.08.1989. Also the relations are substantiated by reciprocal high level visits in the last years that contributed to developing friendship and cooperation between our countries. United Arab Emirates are having a high development experience and a high appreciation on world economic organizations and this is making bilateral relations easier. Also because Romania is among European countries interested in regional relations in general and in relations with United Arab Emirates, in special this is important in developing relations in all fields, and in 2008 the total commercial exchange reached 522 million dollars. Doubling this amount in the last five years is by itself a clear indicator on the dynamic that characterized our bilateral relations.

Your Excellency what are your future plans in developing relations between Romania and United Arab Emirates on politic, economic and cultural level?

United Arab Emirates by His Highness SHEIKH KHALIFA bin ZAYED AL NAHAYAN directives are programming to develop relations of friendship and mutual beneficial cooperation with Romania and is a shared desire to extend our cooperation prospective on the benefit of our two countries and we will concentrate on ways to consolidate our bilateral relations and ways to increase our exchanges in various fields of activity on the firm intention of satisfying reciprocal interest for the future. The most important is the Mix Ministerial Commission that contributes to development in bilateral cooperation in a practical and coherent way. I hope in the nearest future we will increase our cooperation in mutual benefit to serve our goals and ambition on economic development with a focus on tourism and investments.

What is your Excellency message for Romanian readers on the occasion of United Arab Emirates National Day?

WHY IS TRINIDAD TOBAGO THE WORLD BEST TOURIST DESTINATION ? by Honorable Kamla Pershad Bissessar –Prime Minister of Government of Republic of Trinidad and Tobago

The award of World’s Best Tourist Destination will significantly assist in branding destination Trinidad and Tobago globally. We must change the perception of our country in the overseas markets. We must celebrate our country and work hard to sell our country abroad. It is anticipated that this award will open us to untapped European markets that are perhaps weary of the traditional leisure destinations and desire a more exciting vacation experience.

Honorable Kamla Pershad Bissessar –Prime Minister of Government of Republic of Trinidad and Tobago

Date: Wednesday October 19, 2011

Venue: Regency Hall-  Hyatt Regency Trinidad

Time: 12.30pm

I am indeed truly humbled and deeply honoured to be standing here today to accept, on behalf of the People of Trinidad and Tobago, the World’s Best Tourism Destination Award for 2012 from the European Union Council on Tourism and Trade. A non-governmental organisation, this body has a wide ranging membership of tourism representatives within the European Union.

We were also declared the World’s Favourite Cultural Destination in 2012 by the European Union Council on Tourism and Trade.

It is my understanding that this award was unanimously given to Trinidad and Tobago primarily for our history of impressive cultural festivals, environmental conservation and biodiversity protection amongst other factors.

It is not an award that is traditionally given to well-established tourism destinations but it is the highest honour awarded to non-European Union countries that have embraced sustainable tourism as a tool for cultural and social development and that respect and preserve their cultural and natural heritage.

I extend my heartfelt thanks to the European Union Council on Tourism and Trade for having us join other distinguished winners of this award such as the United Arab Emirates, Syria and South Koreea.

But moreover, I thank the Council for recognising what most of us fail to acknowledge and value. And this is … Trinidad and Tobago is brim-full with tourism potential.

We are not the traditional sun, sea and surf destination. What differentiates us from the rest of our Caribbean neighbours is our diverse and rich natural, cultural and built heritage.

This People’s Partnership Government is seriously committed and dedicated to the development of the tourism industry in Trinidad and Tobago. Tourism is an incredibly important pillar in our national economic diversification effort.

We are not paying “lip service” to the industry as some may have done in the past. For too long tourism has been looked down on as a second class service sector.

We recognise that tourism is a business and fiercely competitive. Tourism requires skills, talent, enterprise and more importantly the support of government.

The award of World’s Best Tourist Destination for 2012 is important for several reasons.

Firstly, it facilitates the formation of closer linkages with Europe for tourism, trade and investment possibilities. The European continent, as in its colonial past, is a formidable trading partner especially with the fall of communism and the rise of new economic powers.

Europe is, and will certainly continue to be, a cornerstone for our international business.

Ladies and gentlemen,

The economic and social advancement of this beautiful twin island Republic of ours depends to a large extent on how well we develop and harness our resources. And one such untapped resource is that of tourism.

Ladies and Gentlemen,

An important opportunity that this award presents is a platform to advance the commitments of the Economic Partnership Agreement (EPA).

As many of you may or may not be aware, in 2008 Trinidad and Tobago, along with its neighbours in the rest of the region, embarked upon a reciprocal trade agreement with one of our largest trading partners – the European Union (EU). The signing of the EPA signalled a shift in our trade and economic development.

We are now required to open our markets to Eastern Union manufacturers and service providers; but the EPA also provides market access for our country’s export of services to the European Union.

The Economic Partnership Agreement also speaks to specific disciplines on tourism services because of its importance to the social and economic development of the European Union and the Caribbean. These rules are complemented by a commitment to legally binding open market conditions for each other. For instance, the Europe Union has made commitments for travel agencies, tour operators, tourist guides services.

Trinidad and Tobago, on the other hand, have made commitments in relation to hotels and restaurants, marina services and spa services.

The EPA also includes measures that would make it easier for European Union investors to invest in the Trinidad and Tobago. This award, then, will provide a platform to attract increased investment and to promote growth and development in the tourism sector. The Economic Partnership Agreement is, therefore, rendered more relevant, more strategic and more focused on deliverables.

Honorable Prime Minister Kamla Pershad Bissessar receives WORLD BEST TOURIST DESTINATION AWARD  for 2012.

The World’s Best Tourism Destination award will, moreover, engender a measure of national pride amongst our citizenry and raise the level of public confidence in Trinidad and Tobago as a tourist destination.

We should be proud of our country and its tourism potential. We have so much to be proud of, so much to share with each other, and so much to show off to the rest of the world. Let us not doubt or question our intrinsic value.

In closing, ladies and gentlemen, I must take a moment to publicly acknowledge the hard work and sacrifices of our tourism community … the stakeholders in our midst. The last few years have been quite challenging for all in the tourism industry.

But rest assured that the tourism industry will get the backing it needs.

But we cannot do it alone. We have all to work together. The private sector in the lead but with government acting as a facilitator; supporting every step of the way.

I want to urge you to continue working with commitment, energy and enthusiasm for the betterment of the tourism industry.

I thank you. God’s richest blessings on us all.
