AMBASSADORS WORKING LUNCH ON TOURISM DEVELOPMENT

The Ambassadors Meeting and Working Lunch on Tourism and Hospitality reunited Romanian parliamentarians, representatives of Minister of tourism  and members of the diplomatic corps.

The Working Lunch on Tourism was generously hosted by the Institute of International Relations and Economic Cooperation (IRICE) and has benefited the presence of the IRICE President, Professor Dr. Anton Caragea.

The Diplomatic corps gathering, is taken place on an annual basis and is representing a great opportunity for networking and also for keeping the Embassies informed on what the World Lectures on Sustainable Development Goals Programs will try to achieve during the year and also to provide an outlook for the coming year 2016 in terms of tourism in Europe and Romania.

 The event received a very high representation of accredited diplomatic corps, Romanian parliament representatives, European Tourism Academy, European Council on Tourism and Trade and Institute of International Relations and Economic Cooperation of Romania.

On this occasion Professor Dr. Anton Caragea had officially entrusted insignias and diplomas for the representative of the hospitality industry of Romania and recognized ROYAL HOTELS in Bucharest and Constanta as official diplomatic partners and entrusted the HIGH QUALITY PRIZES for the two hotels.

Other points of discussions included the update on International and Romanian Tourism trends in 2015 and on the DISCOVER ROMANIA PROGRAM which represents one of the top priorities of the IRICE agenda.

The DISCOVER ROMANIA PROGRAM is destined to highlight for the ambassadors that had endeavour and achieved recognition for their efforts to foster the bilateral relations the beauties of Romania. In the last three years DISCOVER ROMANIA PROGRAM  had offered diplomatic trips to Maramures, Hateg, Retezat, Iasi, Bucovina, Danube Delta and Targoviste to ambassadors from United Arab Emirates, Iraq, Syria, Macedonia, Albania, Qatar, Venezuela, Nigeria etc.

The names of the ambassadors who will be invited for Spring 2016 DISCOVER ROMANIA PROGRAM will be announced in March 2016 and the trip will start in April and will showcase Moldavian beauties, announced IRICE President Anton Caragea.

 The meeting concluded with an introduction of the main activities of the diplomatic calendar for the first quarter of 2016, a presentation on the upcoming February 2016 Romanian Tourism Fair and International Good and Beverage Exhibition – Goodwine May 2016.

FEBRUARY 2015: BILATERAL CONSULTATION BETWEEN ROMANIA AND IRAQ

Prof. Dr. Anton Caragea, President Director-General of Institute of International Relations and Economic Cooperation and H.E.Omer Ahmed Karim Berzinji- Ambassador of Iraq to Romania held a round of consultation on February 2, 2015.

Romania-Iraq: bilateral consultation-a sign of developing relation.

Prof. Dr. Anton Caragea express his heartily congratulation for the activities and profusely results achieved in 2014, in the bilateral relation between Romania and Iraq and highlighted the fact that between Romanian and Iraq we can observe a large area of common interests , designed to forge a good understanding  between the two nations .

The Romania- Iraq relation had already become a model for all the countries in the region and this model must be underlined as the perfect relation between Romania and Middle Eastern countries.

The mandate of H. E. Ambassador Omer Ahmed Karim Berzinji has proven that Romania can have a sustained and perfect relation with the countries in the Middle East, even in this difficult political and strategic environment and I give this example of a perfect bilateral relation to other ambassadors of the area.

H.E.Omer Ahmed Karim Berzinji-BEST AMBASSADOR IN 2013 had expressed his appreciation for the encouragement`s offered by Prof.Dr.Anton Caragea and had stated that the vision of developing and fostering new economic, politic and cultural relations between the two nations is a shared vision.

The consultations had continued on concrete aspects and analyses of economic, political and cultural bilateral relations and on ways of fostering this dialogue on to the future.

 

Especially important was the common analysis of the region problems and evolutions and the shared vision in a Middle East free of terrorism menaces, living in peace and development, a vision that drive`s Iraq and Romania towards cooperation with a mutual goal.

 

The regular consultations between the two officials will foster the relations between Romanian and Iraq and constitutes a model for diplomatic dialogue for all the countries.

On the occasion of the Iraqi Parliament vote on the new President of Iraq on 24 July 2014, H.E. Dr Fouad Massoum obtained the highest office in the land.

In order to maintain the long and sustained relations between Romania and Iraq, to forge a new friendship and to bolster the economic and trade ties between the two nations, H.E. Professor Dr. Anton Caragea, IRICE President had addressed the fallowing congratulatory message to the new Iraqi President.

OBAMA IS PREPARING TO INVADE LIBYA

On 23 of February United States President had stopped short of recognizing his plan to invade Libya and to take over control of rich oil and gas fields of the country. In a moment when United States hegemony in the Middle East is crumbling a stabile base of supply with energy is a necessity for US. Sponsoring a so called revolution , sending foreign mercenaries is a way to obtain all this . Cuban leader Fidel Castro unveils this plan to destroy Libya and take control over the oil rich country.

Oil has become the principal wealth in the hands of the great Yankee transnationals; through this energy source they had an instrument that considerably expanded their political power in the world.  It was their main weapon when they decided to easily liquidate the Cuban Revolution as soon as the first just and sovereign laws were passed in our Homeland: depriving it of oil.

Upon this energy source today’s civilization was developed.  Venezuela was the nation in this hemisphere that paid the highest price.  The United States became the lord and master of the huge oil fields that Mother Nature had bestowed upon that sister country.

At the end of the last World War, it started to extract greater amounts of oil from the oil fields ofIran, as well as those in Saudi Arabia, Iraq and the Arab countries located around them.  These became the main suppliers.  World consumption progressively increased to the fabulous figure of approximately 80 million barrels a day, including those being extracted on United States territory, to which later gas, hydro and nuclear energies were added.  Until the beginning of the twentieth century, coal had been the basic source of energy that made industrial development possible, before billions of automobiles and engines consuming the liquid fuel were produced.

The squandering of oil and gas is associated with one of the greatest tragedies, not in the least resolved, which is suffered by humankind: climate change.

When our Revolution arose, Algeria, Libya and Egypt were not yet oil producers and a great part of the abundant reserves of Saudi Arabia, Iraq, Iran and the United Arab Emirates were still to be discovered.

In December of 1951, Libya becomes the first African country to attain its independence after WW II, during which its territory was the stage for important battles between the troops of Germany and theUnited Kingdom, conferring fame and glory on Generals Erwin Rommel and Bernard L. Montgomery.

Ninety-five percent of its territory is completely made up of desert.  Technology permitted the discovery of vital oilfields of excellent quality light oil that today reach one million 800 thousand barrels a day along with abundant deposits of natural gas.  Such riches allowed it to reach life expectancy that is almost at 75 years of age and the highest per capita income in Africa.  Its harsh desert is located over an enormous lake of fossil waters, equivalent to more than three times the land area of Cuba; this has made it possible to construct a broad network of pipelines of fresh water that stretch from one end of the country to the other.

Libya, which had a million inhabitants when it attained independence, today has somewhat more than 6 million.

The Libyan Revolution took place in the month of September of the year 1969. Its main leader was Muammar al-Gaddafi, a soldier of Bedouin origin who, in his early years, was inspired by the ideas of the Egyptian leader Gamal Abdel Nasser.  Without any doubt, many of his decisions are associated with the changes that were produced when, as in Egypt, a weak and corrupt monarchy was overthrown in Libya.

The inhabitants of that country have age-old warrior traditions.  It is said that ancient Libyans were a part of Hannibal’s army when he was at the point of destroying Ancient Rome with the troops that crossed the Alps.

One can agree with Gaddafi or not.  The world has been invaded with all kinds of news, especially using the mass media.  One has to wait the necessary length of time in order to learn precisely what is the truth and what are lies, or a mixture of events of every kind that, in the midst of chaos, were produced in Libya.  For me, what is absolutely clear is that the government of the United States is not in the least worried about peace in Libya and it will not hesitate in giving NATO the order to invade that rich country, perhaps in a matter of hours or a few short days.

Those who with perfidious intentions invented the lie that Gaddafi was headed for Venezuela, just as they did yesterday afternoon on  Sunday the 20th of February, today received an fitting response from Foreign Affairs Minister  Nicolás Maduro when he literally stated that he was “wishing that the Libyan people would find, in the exercise of their sovereignty, a peaceful solution to their difficulties, that would preserve the integrity of the Libyan people and nation, without the interference of imperialism…”

As for me, I cannot imagine that the Libyan leader would abandon his country; escaping the responsibilities he is charged with, whether or not they are partially or totally false.

An honest person shall always be against any injustice being committed against any people in the world, and the worst of all, at this moment, would be to remain silent in the face of the crime that NATO is getting ready to commit against the Libyan people.

The leadership of that war-mongering organization has to do it.  We must condemn it!

Syria: the key for peace in the Middle East by Professor Anton Caragea

In only three month the US Middle East envoy, George Mitchell made two visits to Damascus prompting the world attention to the new place of Syria in the region.  What is the new role of Syria in Barrack Obama vision of peace for the Middle East?

Syria: an astonishing survival.

In 2003 Syria seemed to be on the brink of the abyss: a US lead invasion of Iraq has turn up side down the region, G. Bush placed Syria on the list of state to be attacked , in Lebanon US sponsored the anti-Syrian opposition in the  hope that will further isolate Syria.  The death of Hafez al Assad in 2000 and the ascension to power of a young leader, Bashar al Assad made the situation even more fragile. In this difficult climate of isolation, war in Iraq, US pressures and sanctions Syria succeeded a remarkable transformation.

First step was made by bringing to power a generation of very effective , western educated leaders that transformed the country in just a few years: Dr.Mohsen Bilal,  a very efficient minister of  information that transformed the media landscape of the country offering open gates policy to private  newspapers and media channels  ,Wallid Al Moallem, Foreign Affairs Minister  of Syria succeed in promoting a new image of his country  tacking Syria out of the isolation  , Dr. Faissal Mqdad, vice-minister of Foreign Affairs supported this active and efficient diplomacy transforming Syria in a diplomatic Mecca in the last five years  supported in this efforts  by professional  diplomats like Walid Othman and other dedicated diplomats  and the charismatic  Mr. Saadala Agaa, Minister of Tourism, that made Syria a touristic power in the region busting countries revenues from tourism . This new team brought to power by President Bashar al Assad succeeded simultaneous in disengaging Syria from Lebanon, restoring diplomatic ties with Lebanon, sheltering 1, 5 million refugees from Iraq (a humanitarian crisis of never viewed scale), creating economic development of 5% percent per year, closing the border to Iraq for terrorist group and having an effective diplomacy in the region and developing connection with European Union. This mixture of powerful diplomacy, open society and strong democracy   made Syria a key for peace in the region. The assessment  of first nine year of Bashar al Assad in power is a strong  positive one.  

No peace without Syria.

An Arab diplomatic wisdom is saying that in Middle East could not be a war without Egypt and peace without Syria. The latest years offers a new meaning to this word of wisdom. Syria has proven to be a force for peace in the region and a fundamental actor: supporting Hezbollah in his resistance made Syria a part of the reconstruction of Lebanon security and peace and in may 2009 election when Hezbollah lost the Lebanese elections Syria supported the peaceful recognition of the election results and the creation of a unity government. Also the Syrian diplomatic campaign for Golan was a new success, even US announcing that Israel must relinquish the Golan Heights to rightful owner: Syria, in the peace processes. The open relation with Turkey, accepting Turkey mediation with Israel and the worming relation with Iraq and Golf States transformed Syria in the diplomatic rally point for France ( N. Sarcozy visit Damascus in 2008 , Bernard Kouchner , French foreign minister  in 2008 and 2009)   or for Qatar diplomacy. Even in 2008 Bashar al Assad was invited for 14 July celebration in France, an honor that only few have.

The US diplomatic overture to Syria is destined no doubt to exercise pressure on Israel. The US-Israel relation are suffering from a diplomatic cold after the Barrack Obama speech in Cairo and US decision to pressure Israel for  a halt in settlements construction and to re-open dialogue with Palestinian Authority.  Until now Israeli government choose to ignore the joint US-European Union- Russia pressure for a sincere dialogue with Palestine Authority and for halting the settlements in territories occupied after 1967 war. The US decision to send a new ambassador in Damascus and European Union rapprochement with Syria, all indicate that Israel could not hope indefinitely to go against international community wishes.

Now G. Mitchell goes to Damascus with a solid agenda: peace talks, returning Golan Heights to Syria, Damascus aid in stabilizing Iraq, removing Syria from US black list etc.  Especially Washington is interested in having Syrian backing for a swift resolution of Iraq conflict to relinquish the US troops station there.  US are conscience that Iraq will  descend in anarchy and havoc  after the US army pull out. US are trying to support a second : a Syrian model of open society, secular state, political equilibrium that will satisfy also Kurdish autonomy ambition and Sunni worries over a Shia controlled Iraq. This Syrian model in Iraq depends on Damascus support and is a valuable asset in US- Syria negotiation.  G. Mitchell is now in Damascus and already announced that what will be back.     

Now the question is if US has embarked only in a charmed offensive to worry Israel or really G. Mitchell found on the road to Damascus the light of a new policy for the region?

Thailanda-destinatie periculoasa / Thailanda-more dangerous then Iraq

1. Există factori confirmaţi de risc – evitaţi deplasările care nu sunt necesare!

Situaţia din Thailanda, în special în capitala Bangkok, a redevenit periculoasă ca urmare a reizbucnirii valului de proteste antiguvernamentale, existând riscul să se deterioreze rapid.

Vă sfătuim să evitaţi deplasările ce nu sunt necesare în Thailanda.

În cazul în care este necesar să vă deplasaţi în Thailanda, vă recomandăm să evitaţi călătoriile în zonele în care se găsesc manifestanţi precum şi deplasarea prin Bangkok.
2. Contactarea autorităţilor române

Dacă sunteţi nevoit să vă deplasaţi în această ţară sau vă aflaţi deja pe teritoriul său, vă recomandăm să vă adresaţi Ambasadei României în Thailanda şi să vă anunţaţi prezenţa în regiune.

În acest fel puteţi fi contactat rapid şi eficient pentru a vi se acorda asistenţă consulară în cazul unor situaţii de urgenţă.


3. Alte recomandări
 Attention against traveling to Thailand

Protestele antiguvernamentale din Bangkok au devenit extrem de violente, mai ales în jurul clădirilor guvernamentale. Autoturismele cu însemnele Guvernului sunt atacate de manifestanţi.

De asemenea, au fost înregistrate manifestaţii antiguvernamentale şi în regiunea Pattaya, precum şi în jurul capitalei Bangkok. Vă sfătuim să evitaţi călătoriile în aceste zone.

Vă recomandăm să evitaţi călătoriile care nu sunt necesare în regiunile Pattani, Yala, Narathiwat şi Songkhla.

Există, în continuare, posibilitatea unor atacuri teroriste, care pot avea loc în orice regiune a ţării.

Vă recomandăm să evitaţi orice deplasare pe timpul nopţii, indiferent de zona în care vă aflaţi.

Vă recomandăm cu insistenţă să vă încheiaţi asigurare medicală şi de călătorie în cazul în care sunteţi nevoit să vă deplasaţi în Thailanda.

THAILAND IS MORE DANGEROUS THEN IRAQ

We wish to remember to all those who are preparing a travel to Thailand that crime rate, kidnapping and violence against tourist has increase 300% in the last year.

A  travel to Thailand  it is an incalculable risk. Tourists heading to Thailand face the highest risk of suffering traffic accidents, theft or food poisoning, a survey has said.

The survey was compiled by Norwich Union Travel Insurance. Dawn McMullan, travel product manager at Norwich Union, said: “Our research shows that you need to take a little extra care in certain countries and of course make sure you are adequately covered by travel insurance.”
The survey was based on more than 60,000 claims made to Norwich Union in 2005. The conclusion of the study : Thailand is at this moment more dangerous then Iraq.
