ROMANIAN VERDICT ON KAZAKHSTAN ELECTIONS: FREE AND FAIR

Between 28 of March and 6 April 2011 a Romanian delegation from Institute of International Relations and Economic Cooperation has realized the election monitoring for Kazakhstan presidential poll.

The monitoring mission was realized based on an invitation from the Ministry of Foreign Affairs of Kazakhstan. Between 28 of February and 28 of March the Monitoring commission has under scrutiny the mass media law, the election law, the political laws and the Constitutional Law of Kazakhstan and had operated a surveillance of the measure taken by the Central Electoral Commission in order to insure a free and open election atmosphere.

The conclusion of the Institute of International Relations and Economic Cooperation monitoring commission was that: the necessary steps in order to insure an honest and balanced electoral consultation respecting democratic standards   were taken by Government of Kazakhstan.  The Romanian monitoring mission insured also the Election Day supervision, the supervision of counting and tabulation of elections results in a significant and representative number of sections and commissions.

The preliminary conclusion of the Kazakhstan monitoring mission was publicly presented on 4 April 2011 in a press conference at Ramada Hotel in Astana by Professor Dr. Anton Caragea, director of Institute of International Relations and Economic Cooperation. The press conference included the presentation of Preliminary Monitoring Report for 3 April Presidential Elections and official presentation of data collected on election day and on tabulation phase, the conclusion being that the Monitoring Commission is endorsing the Kazakhstan elections as representing the free and democratically expressed voice of Kazakh people decision.

The final report of monitoring mission of presidential election held in Kazakhstan will be open in a double and concomitant ceremony in Bucharest and Brussels on 12 of April 2011. It is the first time when such a report is presented both as a Romanian and European Union document. The Romanian report endorsing the free and fair character of Kazakhstan elections was presented on 4 April at 14:00 hour being fallowed at 16:00 by the Report of European Parliamentary Assembly endorsing also the democratic process of elections held in Kazakhstan and at 18:00 hours by the Shanghai Cooperation Organization report also supporting the elections result.

Professor Dr. Anton Caragea has responded afterwards to the interview requests from televisions channel as: Kazakhstan TV, CTB and Astana TV and also for an interview request with the Chief Editor of New Kazakhstan Journal.

The Romanian delegation also participated on the sidelines to the opening of a Special Hall at Modern Art Museum dedicated to Iuri Gagarin extraterrestrial flight in 1961, also visiting the Museum of First President of Republic of Kazakhstan the Romanian delegation was impressed to discover in an honorary placed the Doctor Honoris Causa Degree awarded at prof.dr.Anton Caragea recommendation to President Nursultan Nazarbaev during his visit in Romania.

Finally prof.Dr. Anton Caragea held the honor of speaking on Security and Proximity Policy of European Union at Euro-Asian University.  This honor was previously awarded to Hillary Clinton, George Bush jr.-United States President and Prince of Norway- Haakon  and President Emil Constantinescu of Romania. The meeting with students and professors of university had marked a two hours dialogue on European Union realities and mechanism bringing closer Central Asia and Europe.

Today democratic and prosperous Kazakhstan is transforming Romania in an entrance gate towards Europe and are building together a new euro-asian relation.  Once Kazakhstan had obtained the democratic credentials Romania is having a stabile and open partner in Central Asia. The involvement of Institute of International Relations and Economic Cooperation in the supporting democratic process in Kazakhstan is a new bridge that is uniting the two countries.

ROMANIA CONSIDERA ALEGERILE DIN KAZAHSTAN CA LIBERE SI CORECTE

In perioada 28 martie – 6 aprilie 2011 o delegatie a Institutului de Relatii Internationale si Cooperare Economica a realizat o monitorizare a alegerilor prezidentiale din Republica Kazahstan .

Monitorizarea a fost realizata la invitatia Ministerului Afacerilor Externe al Republicii Kazahstan. In perioada 28 februarie- 28 martie Comisia de Monitorizare a evaluat conditiile oferite de legislatia electorala ,legislatia cu privire la asociatii si activitati politice, legislatia cu privire la mass media si prevederile constitutionale precum si o evaluare a masurilor preliminarii luate de Comisia Electorala Centrala a Republicii Kazahstan pentru asigurarea unui climat propice alegerilor prezidentiale.

Concluzia Comisiei Institutului de Relatii Internationale si Cooperare Economica al Romaniei a fost aceea ca masurile preliminare asigura un climat onest si echilibrat pentru desfasurarea de alegeri libere in data de 3 aprilie.

Echipa de monitorizare a Romaniei a realizat supravegherea in ziua votului , supravegherea procesului de numarare si tabularea rezultatelor, intr-un numar semnificativ de sectii si comisii electorale de centralizare a rezultatelor.

Concluzia preliminara a misiunii de monitorizare a fost prezentata in data de 4 aprilie 2011 intr-o conferinta de presa desfasurata de Hotelul Ramada din Astana de catre prof.dr.Anton Caragea, directorul Institutului de Relatii Internationale si Cooperare Economica .Conferinta de presa a inclus prezentarea Raportului preliminar de evaluare a alegerior prezidentiale din 3 aprilie 2011 si prezentarea datelor colectate in ziua alegerilor si in perioada tabularii rezultatelor finale , concluzia fiind aceea de sustinere a rezultatelor alegerilor din Kazahstan ca reprezentand vointa reala, liber exprimata, in mod democratic a poporului kazah.

Raportul final al misiunii de monitorizare a alegerilor prezidentiale din Kazahstan va fi prezentat intr-o dubla ceremonie concomitenta la Bucuresti si Bruxelles in data de 12 aprilie 2011. Este prima data cand un astfel de raport este prezentat atat ca un document european cat si in Romania  .

Raportul romanesc de sustinere a caracterului deschis si democratic al alegerilor din Kazahstan a fost prezentat la ora 14:00 in data de 4 aprilie , la orele 16:00 fiind urmat de Raportul Adunarii Parlamentare a Consiliului Europei recunoscand caracterul democratic al consultarii populare din Kazahstan si la orele 18:00 de cel al Organizatiei de Cooperare de la Shanghai ce a recunoscut la randul sau spiritul democratic al alegerilor din Kazahstan.

Raportul asupra alegerilor asteptat cu nerabdare. La orele 14:00 prof.dr.Anton Caragea i-a cuvantul.

Prof.dr.Anton Caragea a prezentat apoi principalele elemente ale Raportului romanesc de monitorizare a alegerilor in cadrul unor interviuri pentru canalele de televiziune Kazakhstan, CTB , Astana TV si  a raspuns intrebarilor directorului jurnalului Noul Kazahstan  .

Delegatia romaneasca a mai participat si la dechiderea , la Muzeul de Arta Moderna al Kazahstanului, a expozitiei dedicate marcarii a  50 de ani de la zborul lui Iuri Gagarin in spatiul extraterestru ,a vizitat Muzeul Primului Presedinte al Kazahstanului unde a descoperit ca diploma de Doctor Honoris Causa oferita de catre prof.dr.Anton Caragea ,Presedintelui Nursultan Nazarbaev cu ocazia vizitei sale in Romania este prezentata la loc de cinste in expozitie alaturi de alte dovezi de recunoastere internationala a prestigiului presedintelui kazah.

In final prof.dr. Anton Caragea a avut onoarea de a fi invitat pentru un discurs despre Politica de Vecinatate a Uniunii Europene  la Universitatea Euro-Asiatica din Astana. De aceasta onoare sau mai bucurat in trecut Hillary Clinton, George Bush jr, Presedintele Romaniei –Emil Constantinescu si printul Hagoon al Norvegiei etc. Intalnirea cu studentii si profesorii universitatii  a marcat un dialog de peste doua ore aducand realitatiile Uniunii Europene mai aproape de lumea Asiei Centrale si de geopolitica Kazahstanului.

Astazi Kazahstanul democratic si prosper intalneste Romania ca o poarta de intrare spre Europa si de construire a unei noi relatii euro-asiatice. Odata cu obtinerea de catre Kazahstan a recunoasterii generale a reusitei constructiei unui sistem democratic si a unei societati deschise Romania isi gaseste un nou partener democratic si stabil in Asia Centrala. Participarea Institutului de Relatii Internationale si Cooperare Economica la acest proces  de recunoastere a succesului democratic al Kazahstanului este o noua punte prin care Romania si Kazahstanul se regasesc.
