PROGRAMUL AMBASADORILOR MONDIALI PENTRU TURISM SI OBIECTIVELE DE DEZVOLTARE DURABILA VA CONTINUA SI IN 2018

Parlamentari, diplomati si reprezentanti ai turismului mondial au salutat decizia luata cu ocazia ZILEI MONDIALE A TURISMULUI 2017, de continuare a programului de dezvoltare si cooperare internationala cunoscut sub numele de AMBASADORI MONDIALI PENTRU TURISM SI OBIECTIVELE DE DEZVOLTARE DURABILA.

Initial programul a fost gandit doar pentru anul 2017, an al dezvoltarii mondiale prin turism.

Ca urmare a succesului deosebit inregistrat de program, Professor Dr. Anton Caragea si-a anunta decizia de a aproba continuarea programului pe intreaga perioada de derulare a implementarii ODD. Decizia a venit ca urmare a consultarilor cu membrii Adunarii Parlamentare pentru Implementarea Obiectivelor de Dezvoltare Durabila (ODD).

Decizia a fost anuntata in 4 octobrie 2017- ZIUA MONDIALA A TURISMULUI in prezenta membrilor Consiliului European pentru Turism si Comert, ai Academiei Europene, ai corpului diplomatic si membrii ai Adunarii Parlamentare pentru Implementarea Obiectivelor de Dezvoltare Durabila.

Principalul factor ce a dus la aceasta decizie a fost cererea venita din partea a zeci de lideri politici, lideri de stat si de guvern si personalitati mondiale ce doresc sa ia parte la creionarea strategiilor de dezvoltare mondiala si la implementarea Agendei Natiunilor Unite pentru ODD.

Aceasta cerere a fost factorul determinat in decizia Presedintelui IRICE Prof. Dr. Anton Caragea de a solicita continuarea programului AMBASADORILOR PENTRU TURISM SI OBIECTIVELE DE DEZVOLTARE DURABILA si de a-l incredinta spre implementare Adunarii Parlamentare pentru Implementarea Obiectivelor de Dezvoltare Durabila.

Acest organism international este centrul perfect pentru a asigura cooperarea internationala si pentru a asigura acceptarea globala si pentru a asigura legitimitatea democratica a Agendei de dezvoltare durabila 2030 a Natiunilor Unite a declarat Prof. Dr. Anton Caragea.

IRICE PRESIDENT DR. ANTON CARAGEA SIGNS THE DECISION TO CONTINUE THE GLOBAL AMBASSADOR FOR TOURISM AND SUSTAINABLE DEVELOPMENT GOALS APPOINTMENTS

In the opening ceremonies for the 2017 World Tourism Day Professor Dr. Anton Caragea has made the long-awaited announcement:  The  Global Ambassadors for Tourism and Sustainable Development Goals programme will continue in the next year and had expressed his support for the decision taken by THE PARLIAMENTARY ASSEMBLY FOR UNITED NATIONS SUSTAINABLE DEVELOPMENT GOALS (SDG) to continue upholding the efforts of promoting SDG as tools for international peace, development and inclusive and socially balanced growth.

 

On October 4, 2017 the official ceremonies for WORLD TOURISM DAY have taken place at Institute of International Relations and Economic Cooperation in the presence of President Professor Dr. Anton Caragea and having in observance members of Institute of International Relations and Economic Cooperation, European Council on Tourism (ECTT) and Trade, European Tourism Academy and members of PARLIAMENTARY ASSEMBLY FOR UNITED NATIONS SUSTAINABLE DEVELOPMENT GOALS (SDG).

As a result of the demands coming from leaders, statesman`s and peerless world personalities involved in the carving of new development strategies and in implementing United Nations Sustainable Development Agenda we have taken the decision to further implement the program and to entrust the European Council on Tourism and Trade and  PARLIAMENTARY ASSEMBLY FOR UNITED NATIONS SUSTAINABLE DEVELOPMENT GOALS SDG to continue the implementation of the program in the years to come.

On the same occasion  Professor Dr. Anton Caragea announced the good news that:  the international Campaign for the implementation of 2030 Agenda of United Nations, known worldwide as SUSTAINABLE DEVELOPMENT GOALS AGENDA, in the work of parliaments across the world has reached a first milestone, only after a year of existence, with the support of 262 parliamentarians from 22 national parliaments.

The role of Parliamentary Assembly for SDG`s is “to ensure international cooperation, secure the acceptance and to enhance the legitimacy of the United Nations SUSTAINABLE DEVELOPMENT GOALS AGENDA and strengthen the elected representatives ( parliamentarians) capacity to act and to be more effectively and directly included into the activities of implementing and financing the programs related to SUSTAINABLE DEVELOPMENT GOALS AGENDA.”

“If it comes to offer governance to Global Ambassadors for Tourism and Sustainable Development Goals programme and to insure global cooperation, than the Parliamentary Assembly for SDG`s is the venue for a technical and democratic debate, said Professor Dr. Anton Caragea.

In data de 29 octombrie 2016, avut loc inaugurarea Salonului de Produse Agricole si Vinuri al Romaniei la sediul ROMEXPO din Bucuresti.

Evenimentul a avut loc sub Inaltul Patronaj al Presedintelui Institutului de Relatii Internationale si Cooperare Economica al Romaniei –E.S. Prof.Dr. Anton Caragea si a avut loc in perioada 28-30 octombrie 2016 cu ocazia sarbatoririi ZILEI MONDIALE A ALIMENTATIEI (WORLD FOOD DAY).

 

In data de 29 octombrie 2016, Prof. Dr. Anton Caragea-Presedintele Director General al Institutului de Relatii Internationale si Cooperare Economica acompaniat de reprezentanti ai Guvernului si ai Parlamentului a inaugurat expozitia si a vizitat diversele standuri cu produse agricole si vinuri prezente in cadrul evenimentului.

Presedintele IRICE, Profesor dr. Anton Caragea inconjurat de cadrele didactice si studentii Liceului Agricol, viitorii specialisti ai alimentatiei din Romania.

 

In discursul sau dedicat ZILEI MONDIALE A ALIMENTATIEI, Prof. Dr. Anton Caragea a subliniat rolul fundamental al micilor producatori care contribuie cu 85% din productia agricola si care trebuie sprijinite cu fonduri si cu protectie legislative.

Prof. Dr. Anton Caragea  a mai prezentat si obiectivele Natiunilor Unite in domeniul agriculturii, obiective ce vizeaza eradicarea malnutritiei prin programe precum Foamete Zero! si a aratat ca in acest moment peste 850 de milioane de oameni sufera de insecuritate alimentara si peste 150 de milioane de copii sunt afectati de saracie.

In final Prof. Dr. Anton Caragea a subliniat ca eforturile sale ca Ambasador Global si activitatile desfasurate in cadrul ADUNARII PARLAMENTARE PENTRU INDEPLINIREA OBECTIVELOR DE DEZVOLTARE DURABILA sunt directionate exact pentru aducerea la viata a acestor obiective.

Inaltul Nostru Oficiu va continua parteneriatele cu sectorul privat, organismele societatii civile si partenerii nostrii din cadrul Natiunilor Unite, guvernele in cadrul carora lucrati, comisiile parlamentare si cel mai important: oamenii, a concluzionat E.S. Prof. Dr. Anton Caragea.

Institutul de cercetari Pietroasele este si el vizitat. Cercetarea romaneasca este un punct de mandrie nationala (Presedintele IRICE-Prof.Dr. Anton Caragea).

 

Delegatii au ajuns vizitat expozitia si impreuna cu Senatorul Ionel Agrigoroaei, reprezentantul Parlamentului, au inaugurat zona dedicată Casei Panciu, creatoarea celui mai bun vin romanesc -Vinul Diplomatilor.

Casa Panciu si ANA ARE au promovat, cu ocazia Salonului Agricol 2016 cateva din noutatile anului: noile dulceturi si sucuri naturale, o serie de sucuri cu vitamine si o productie record de affine, mere si pere gigant.

La capitolul vinuri oaspetii au fost intampinati cu un Muscat Ottonel dulce, ce a cucerit publicul cu aroma pregnanta, perlajul fin, gustul dominat de parfumul de măr, fructe dulci si aroma deosebita de citrice, un vin aproape de perfectiune notat cu un punctaj de 94 din 100.

 Alte noutati au fost vinul rose al Casei Panciu, care a venit in continuarea succesului Spumantului rose, lansat in primăvara lui 2014 si o premiera ce a starnit entuziasmului degustatorilor italieni prezenti la eveniment: un Cabernet Sauvignon vinificat in alb, care a cucerit prin prospetime, durabilitate si finete si prin inventivitatea tehnologica incorporata.

 Feteasca Neagră de la Casa Panciu a fost insa fără îndoială regina Salonului.

 După ce a fost premiata la Vinitaly, in martie 2014 si votată de diplomati la Good Wine- aprilie 2014,  cu titlul de Cel Mai Bun Vin Roșu al Anului 2016 era normal sa atraga atenția iubitorilor vinului de calitate.

 Casa Panciu a prezentat Feteasca Neagră in doua ediții special, una sub brandul Domeniile Panciu si una sub eticheta Casei Panciu, ambele unite printr-o perfecta stapanire a taninurilor, o maturare perfecta care promite un bun potențial de invechire in sticla si un vin care ii va bucura pe consumatori încă mulți ani de acum înainte.

Toți oaspetii prezenți doreau sa deguste vestitul Spumant din Muscat Ottonel, Cel Mai Bun Vin Spumant al Anului 2016, decorat de Institutul de Relații Internaționale si Cooperare Economica cu titlul de Vinul Diplomatilor, vinul de reprezentare al Romaniei care insa se epuizase, spre dezamagirea iubitorilor de calitate. O noua ediție este in pregatire ne-au informat reprezentanții Casei Panciu.

 Dupa vizita la Casa Panciu, partenerul oficial al al Institutului de Relatii Internationale si Cooperare Economica (IRICE), Prof. Dr. Anton Caragea, directorul IRICE, a continuat vizita oprindu-se la standul Liceului Economic.

Liceul economic din Bucuresti este o unitate de elita ce pregateste noua generatie de specialist in agricultura si alimentative si intreg corpul profesoral si studentii cei mai buni au fost prezentati si felicitate de Prof. Dr. Anton Caragea.

Delegatia IRICE a continuat apoi vizita de evaluare a standurilor si misiunea de descoperire a vinurilor  de calitate romanești la Standul Statiunii de Cercetare-Dezvoltare pentru Viticultură şi Vinificatie Pietroasa – Buzau, unde vinurile facute cu inima si atentie de specialiștii universitari au fost apreciate la adevarata lor valoare.

Oferta generoasa cuprinzand: Feteasca Regala, Busuioaca de Bohotin, Feteasca Neagra, Feteasca Alba si mai ales o Tamaioasa Romaneasca ce a cucerit prin prospetime, aroma puternica si gustul plin de vigoare cu o persistenta apreciabila, savoarea crocanta si tenta fructata deosebita, un vin exceptional cotat la 93 de puncte.

Salonului National Agricol si de Vinuri al Romaniei a demonstrat nivelul in permanenta creștere al producatorilor romani, reprezentati de Casa Panciu-creatoarea vinului diplomatilor, dar si potentialul cercetarii vini-viticole romanești prin prezenta de inalta tinuta a Statiunii de Cercetare Dezvoltare pentru Viticultura si Vinificatie Pietroasa – Buzau,  a concluzionat, Prof.Dr. Anton Caragea.

Salonului National Agricol 2016 a reprezentat o perfecta ocazie pentru diplomatia romanesca de a prezenta, pentru intreaga lume, inalta calitate a produselor agricole din tara noastra. In special retetele traditionale, ce fac din produsele romanesti adevarate etaloane de gust si perfecta calitate, relevante pentru export.

AMICABLE DIALOGUE BETWEEN PROFESSOR DR. ANTON CARAGEA AND PRIME MINISTER OF CAMBODIA-ACADEMICIAN DR. HUN SEN

In the framework of the official visit to the Kingdom of Cambodia, on 22 June 2016 , the official high level meeting between Professor Dr. Anton Caragea and Academician Dr. Hun Sen-Prime Minister of Cambodia has taken place.

The shake-hand of friendship and respect: a perfect beginning to the dialogue between Professor Dr. Anton Caragea and Prime Minister of  Kingdom of Cambodia Academician Dr. HUN SEN.

 

The dialogue was held in an amicable atmosphere and was based on an throughly assessment of the regional evolutions in Indochina and europe and was built upon the common objective of building a development agenda, focused on the fulfillment of Sustainable Development Goals as voted in December 2015 by the United Nations.

The President of Institute of International Relations and Economic Cooperation, Professor Dr. Anton Caragea, highlighted the intense development that brought Cambodia to the fore of international economic growth and also praised the country ambitious social revenues distribution agenda towards the poor and marginal communities.  Cambodia is today an example for this area of the world in economic growth and the Government led by Academician Dr. HUN SEN is an example of development and national efficiency.

The succesful governance of our country was based on the trust build between his team and the people of Cambodia and validated in the course of the years, by the electoral voting process, concluded Academician Dr. HUN SEN.

 

In relation to this trust, the Prime Minister of Cambodia officially announced, for the first time, his desire to stand for re-election at the general ballot in 2018.

 

IRICE President-Professor Dr. Anton Caragea wished to be the first to offer his congratulation and stated that Khmer people must proceed to the path of economic development and growth and take full advantage of the experience and trust bestow upon the government led by Academician dr. HUN SEN.

On the bilateral horizon, the discussion had tabled themes like: increase in bilateral trade and exchanges and it was decided that a joint team of experts will start working on a Cambodia Development Plan for 2050.

The amicable and full of respect dialogue between H.E. Prime Minister of Cambodia -Samdech HUN SEN and H.E. Professor Dr. Anton Caragea – IRICE President had initiated a valuable exchange of ideas and experiences that will continue in to the future.

Intre principalele puncte forte ale turismului cultural georgian raportul a enumerat:

• Capitala Tbilisi are o atmosfera mediteraneeana si se afla pe malurile raului Mtkvari, intr-o vale inconjurata de dealuri. Orasul vechi se intinde la sud de rau si are numeroase biserici cu fresce, case din secolul XIX cu arcade si galerii la etajul superior, un castel si un numar surprinzator de cafenele si magazine pentru turisti.

Baile medievale cu sulf: o caracteristica unica in randul capitalelor si un monument  ce ar putea fi inscris pe lista Capitalelor Culturii si Turismului.

• Muzeul Georgian de Stat din piata Prospekt Rustaveli din Tbilisi adaposteste colectii de icoane, fresce si portelan, precum is bijuterii descoperite in morminte pre-crestine. Muzeul de arta din centrul orasului include multe lucrari ale artistilor din secolului XIX, precum Niko Pirosmani.

• Mtskheta este inregistrata in patrimoniul mondial UNESCO si centrul crestinismului georgian inca din secolul XII.

Catedrala Svetitskhoveli (Stalpul Vietii) se afla la confluenta raurilor Mtkvari si Aragvi si a fost cel mai sfant loc din Georgia veche. Potrivit legendei, biserica este construita pe locul in care a fost lasata roba lui Hristos crucificat, adusa de la Ierusalim de un evreu in 328. Se spune ca inauntrul bisericii mai exista fragmente din roba. Alte atractii sunt manastirea Samtavro si Catedrala Jvari.

• Satul Shatili este un monument al artei georgiene in constructii, prin turnurile adunate, ce creaza o fortareata.

Fortareata Narikala-simbol al independentei georgiene si al rezistentei in fata vicisitudinilor istoriei.

• La aproximativ 10km de Gori se afla Uplistsikhe (Fortareata lui Dumnezeu), un mare complex de pesteri naturale. Locuite inca din secolul XIV, pesterile s-au transformat treptat in locuinte sofisticate, magazine si cladiri publice, temnite si crame enorme de vin.

Catedrala Svetitskhoveli-centru monastic si religios, adevarat suflet al dezvoltarii turismului religios in Georgia 

Catedrala Svetitskhoveli – care pastreaza Camasa lui Hristos, adusa in Georgia inca din secolul intai de catre un evreu geogian, Ilie, care se afla in Ierusalim in zilele in care Iisus a fost rastignit pe Cruce. Ilie a cumparat camasa lui Hristos de la un soldat roman de la Golgota si a adus-o in Georgia. Acasa a fost intampinat de catre sora sa Sidonia care, atingand camasa sfanta, indata a murit, de emotie. Camasa nu a putut fi scoasa din stransoarea manii ei , asa incat a fost ingropata cu ea. Locul in care Sidonia este ingropata, cu camasa lui Hristos, se fla in interiorul catedralei. Mai tarziu, din mormantul Sidoniei a crescut un cedru imens. Sfanta Nina, cea intocmai cu Apostolii pentru georgieni ( sec IV), a cerut sa fie taiat acest cedru, din care au facut 7 coloane, pentru constructia bisericii. Cea de-a saptea coloana s-a ridicat singura in aer si doar dup ace Sf Nina s-a rugat o noapte intreaga, a revenit pe pamant. S-a spus ca din aceasta a saptea coloana curgea un lichid sfant, care tamaduia toate bolile. Catedrala Svetichoveli a fost construita pe locul ales de Sf Nina si a reprezentat, timp de secole, cea mai importanta catedrala a Georgiei. Si loc de pelerinaj si de venerare.

In present adaposteste scaunul Arhiepiscopului de Mtskheta si Tbilisi, care este in acelasi timp si catolicos-Patriarh al intregii Georgii.

Biserica Metekhi-monument inscris pe lista UNESCO ce ar putea fi inscris si pe lista  Capitalelor Mondiale ale Culturii si Turismului.

Biserica Samtavro a Schimbarii la Fata si manastirea de maici a Sf Nina din Mtskheta, a fost construita de regele Mirian III de Iberia in secolul IV. Cunoscutul calugar georgian si nebun pentru Hriostos, Gabriel (+1995) are mormantul in curtea aceastei biserici.

Manastirea Jvari ( Manastirea Sfintei Cruci)  . Dupa traditie, la inceputul sec IV, Sf Nina (cea care l-a convertit la crestinism pe regale Miran III al Iveriei) a ridicat in acest loc o cruce mare de lemn, pe locul unui temple pagan. Crucea s-a dovedit a fi facatoare de minuni si drept urmare, a atras pelerine din intreaga zona a caucazului.Pe ramasitele acestei cruci de lemn, in anul 545 a fost ridicata o biserica mica. Actuala biserica a fost construita intre anii 590 – 605.

La finalul acestei prezentari exhaustive Prof.Dr. Anton Caragea, MA, FINS, ETA a subliniat din nou ca exista, in viitor, posibilitatea ca organizatia europeana de turism  sa marcheze capitala Georgiei, Tbilisi, intre orasele demne de a fi numite Capitala Mondiala a Culturii si Turismului.

Aceasta ar fi o recunoastere perfecta a potentialului turistic extraordinar al Georgiei dar si o incurajare binevenita pentru autoritatile georgiene de a continua pe calea promovarii culturale si turistice, ce a adus deja noi si noi rezultate pentru Georgia.

On 13 October 2015, during the European Tourism Webinar on Culture and Tourism, Professor Dr. Anton Caragea, MA, FINS, ETA, offered his support for Georgia efforts to be promoted across the world as a prime class touristic destination and as host of Silk Road Forum.

The report highlighted among the reasons to promote Georgia cultural patrimony the following historical and architectural treasures :

 The historical potential of the Old City garnering old-style constructions, ancient churches, winding, narrow streets, and charming shops. The Old City was a major stopping point for traders and goods and ideas took refuge in Tbilisi on their long journeys along the Silk Road from Asia to Europe.

Other reasons are: Supporting the development and protection of cultural and historical shrines of the Republic of Georgia and the transformation of Tbilisi into a historical and spiritual centre, offering to visitors a glimpse into the heritage of people’s of Georgia.

The medieval sulfur baths of Tbilisi-a unique city feature and possible a registered monument on the capital of culture list.

 The presence of city symbols like Narikala Fortress – one of the most famous, oldest and most travel thought historic sites of Tbilisi.

 It was established in the 4th century and was considerably expanded over subsequent centuries. Much of what remains today dates from the 16th and 17th centuries.

 Giving tourists access to outstanding religious and cultural symbols like Metekhi Church – (built by the Georgian King Demetre II around 1278-1284).

 It is an unusual example of religious architecture and remains a perfect model of Georgian Orthodox Church although it was damaged and restored multiple times.

Other landmarks are: Gabriadze Theatre- founded by and named after Georgian artist as well as screenwriter, stage director, painter, sculptor and puppeteer, Revaz (Rezo) Gabriadze. The first puppet show was staged at the theatre in 1981.

 In Tbilisi cultural landscape and proximity we found also Mtskheta – one of the oldest cities of Georgia is located about 20 kilometers north of Tbilisi at the confluence of the Aragvi and Mtkvari rivers.

The city is considered to be one of the oldest continuously inhabited cities in the world and today is populated by around 19 500 people. The town has an extraordinary importance to the Georgian Nation as it was the capital of the eastern Georgian kingdom of Iberia from the 3rd century BC to the 5th century AD. Mtskheta was the site of Georgia’s adoption of Christianity in 334 and remains to be one of the headquarters of the Georgian Orthodox Church.

Mtskheta is of primary interest to any visitor interested in Georgian history and/or Orthodox Christianity.

 In the same area of cultural landscape we must note the presence of Jvari Monastery – “the Church of the Holy Rood” is situated on top of the hill on the left bank of the Aragvi River.

In 2004, the monastery was placed on the UNESCO World Heritage List as part of the “Historical Monuments of Mtskheta” and was added to the UNESCO List of World Heritage in Danger in 2009.

Another vicinity land mark for TBILISI is the Svetitskhoveli complex that includes the 11th century cathedral, the palace and gates of the Katolicos Melchizedek from the same period, and the 18th century gates of Erekle II. The cathedral is domed and cruciform in plan.

The interior was originally covered with wall paintings, but these were whitewashed over and only recently have fragments of them been revealed again.

Concluding the European tourism webinar, Professor Dr. Anton Caragea, MA,FINS, ETA hailed the possibility that: sometime, in the future, the European tourism organization may take a decision to consider TBILISI as WORLD CAPITAL OF CULTURE AND TOURISM.

If this will ever happen, will be a perfect recognition on behalf of world tourism community and an encouragement for Georgian authorities to pursue the avenue of cultural tourism in placing the country on the lofty plinth, but this in the future, remarked Professor Dr. Anton Caragea.

KAZAKHSTAN 2015 ELECTIONS: THE LESSONS OF A DEMOCRATIC EXERCISE by Professor Dr. Anton Caragea MA, FINS, PhD

Supervising the elections in any country in the world is a momentous and difficult task and not to be taken lightly.

You have to observe the present, but with responsibility for the future and impartiality in your heart.

If you are supervising elections in Kazakhstan, the heart of Central Asia, the task is doubled in significance, as Kazakhstan has become an example in the world.

 

Kazakhstan has carved himself in the centre of international politics, the host of international meetings destined to bring peace and dialogue in the world, the place where technology and tradition meets and the mediator between developed and developing countries, a place where East and West can build a bridge for dialogue.

Observing elections in such a key country it is an honourable and full of seriousness assignment.

For all this reasons, the invitation offered to me, on behalf of Ministry of Foreign Affairs of Kazakhstan, to observe the elections in the country, as an international observer, was a very challenging one, but nothing has prepared me for the phenomenon I was about to witness.

In Kazakhstan, on 26 of April 2015 I was witnessing the maturity exam of a people.

Born only in 1991, on the ruins of former Soviet Union, Kazakhstan was a young nation, a country only developing his democratic institutions and credentials.

After the early presidential elections held on 26 April 2015, we can safely conclude that this stage was phased out.

With a record presence at poll, of over 95%, people of Kazakhstan proved, without a shadow of a doubt, their commitment to free and fair elections, to build and uphold a democratic society.

While other nations are struggling to bring their electors to the urns and millions of voters disappointed by corruption and state inefficiency are feeling disenfranchised, in developing Kazakhstan millions of electors proved that democracy is not just an empty word to find in the political text books, but a living reality.

I have the pleasure of seeing the people of Kazakhstan taken their future in their hands and voting for their future development, for practical solutions, for experience to weather out the economic storm that is rummaging the world.

The elections in Kazakhstan where not just a democratic exercise, but they where the proof that the peoples power really exist and if the citizens are feeling involved in the economic, social and cultural life of their country, if the state is not failing them and provides the social benefits expected the people will respond partaking in the electoral process.

In the economic and political failed states of the world we can see the reduction of election attendance, the disinterest of the citizens and the broken down of the social contract that Rousseau and French revolutionaries had considered as the fundamentals of the state.

Kazakhstan state is honouring his social contract with his citizens and the response is this huge electoral participation.

95% electoral attendance can be a mystery in states where citizens are isolated and oppressed, but this is a reality in a functional nation.

In Kazakhstan, the 2015 elections where a national plebiscite in which the people decided above anything else their future.

I have observed this reality as hundreds of thousand of peoples turn out to vote accompanied by children’s and small infants, as they realized that it is not so much a vote for next few years, but a vote for future, for peace, for continuous democratic development and economic achievements.

Kazakhstan’s 2015 elections where undoubtedly democratic in nature, where fair and crystal clear transparent and where offering a few refreshing news for everybody.

On the fore is the news that democracy can be a real practice, can involve a nation that is educated and convinced of his role in history.

At the same time it was proven the fact that: governments and peoples are not confrontational actors on political arena, but they can cooperate to build a powerful country.

UNITED ARAB EMIRATES: A FORCE OF PEACE AND EQUILIBRIUM IN THE MIDDLE EAST BY PROFESSOR DR.ANTON CARAGEA MA,FINS,EDA

In 2013, United Arab Emirates celebrated in pomp, ceremony and joy the 42 anniversary of National Day.

Forty-two is in the life of men`s a time of reflection and decisions, in time of nations is barely a time of beginnings. United Arab Emirates are having a lot to appreciate and to be proud off in all this short span of time.

In 1968, when the British empire was living his last hours in the region, the vision of Sheikh Zayed bin Sultan al Nahyan was to create a state of equilibrium and a force of moderation in the Arabic Gulf area. Squeezed between the emerging power of Shah`s Iran and of Saudi Arabian Kingdom, the small Gulf states could only envisage a future of moderation and balancing in order to survive.

Today, this policy of moderation and equilibrium carved out by the funding father of UAE-Sheikh Zayed and continued by his successor Sheikh Khalifa bin Zayed is reaching a peach of recognition and appreciation worldwide and also is receiving  international plaudit`s as a pillar of security and development in the area.

UAE: THE FORCE OF MODERATION AND THE MODERATION OF FORCE.

In 1971, when the flag of United Arab Emirates reach out for the first time to the sky, the country inaugurated what will be a long tradition of moderating tension and avoiding confrontation, in an area where neither one or the other is lacking. United Arab Emirates inaugurated their presence on international stage by repulsing Iran attempts to take advantage of the British withdrawal and saving the region from an all-out conflict.

This policy of negotiation and appeasement re-surfaced during Iran-Iraq war, when United Arab Emirates wise and calibrated policies assured the continuing flow of oil by the straits of Hormuz and avoided regional escalation. The support for Kuwait independence in 1990 and the moderation policy in all the tensions of the areas had gained recognition for the country as a force of stability and continuity in foreign policy of the troubled region.

As UAE Foreign Minister stated to the United Nations, the driving force of UAE foreign commitment is build upon “the principles of peaceful coexistence, peaceful resolution of the international disputes and non-interference in the internal affairs of other states”.

These principles insured a high standing of United Arab Emirates in the world and also in the Arab region, during the so called Arab spring.

United Arab Emirates straightforward policy of rejecting internal interference, of supporting human rights and rejecting support for terrorism, had enshrined the name of United Arab Emirates in the heart of every Arab, as a country of stability and order.

A country that is building and not destroying, a country that is protecting and not killing hopes and peoples.

The lesson of United Arab Emirates, that knows how to moderate his force by obeying to the international norms is a golden lesson that makes today UAE a beacon of hope in a troubled region.

UAE: A FORCE FOR HUMANITY.

The Arab convulsions left in tatters a huge region, from North of Africa to the Middle east and millions of people refuges, displaced or victim of hunger in their own countries.

In a time of insecurity and predicament, the United Arab Emirates shared their influence and power to alleviate sufferance`s   across the region.

Hundreds of millions of dollars where directed to the refugees camps in Jordan or Lebanon, in one camp alone 20.000 peoples are regularly protected and all their needs meet by the help of United Arab Emirates.

In the troubled hit Egypt, UAE had poured 4.9 USD billion to support economic recovery and to insure the road to economic stability as a precondition for political equilibrium.

Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, had clearly marked this generous help is conditioned by “a policy of peace, security, tolerance and love” that will insure stability in the country and the world.

The same helping hands can be seen  across the Palestine territory,  supporting the legitimate right of Palestinian state in 1967 borders and Al Quds al Sharif ( Jerusalem) as his capital.

From Pakistan and India to Nepal and Kenya, Morocco and Guinea, UAE is sponsoring projects of education, irrigation, poverty eradication and promoting equality of chances and development of rural communities in celebrated initiatives as: Dress One Million Needy Children, a project destined to provide clothing to one million poor children across the world.

By the size of his humanitarian projects sponsored across the world, related to the population and surface UAE ranks the second in the world in front of countries like United States, Japan or Italy etc.

The most recent disaster stricken country, Philippines, received on the spot 10 million’s dollars to help the authorities cope with the humanitarian crisis.

This long track record of assistance  and donor capacities made Sheikh Khalifa to describe his country as “a state of giving, pace and security”.

The positive force of UAE is not only reaching far and wide, but is starting from the home build miracle.

In the last two decades United Arab Emirates had succeeded to build a promised land for more than 200 nationalities and developed his economy by a staggering 200 times, comparing with the independence year-1971.

 This powerful economic development is shared also with  the communities of expats and foreign workers, that contributed to this economic miracle , most recent a three year plan, envisage to spend 36 USD billion to improve health, educational and material conditions of working force in UAE.

All this having as a goal, to create a society that is “a paradise for citizens and foreigners alike, that are living in peace in a tolerant community and free from segregation and injustice.”

The economic development of UAE is not only building his capacity as a donor for  humanitarian projects, but is also insuring his capacity to develop economic project`s around the world.

Solar powered plants are build today in Mauritania and Morocco, solar technologies are having a hub in the Masdar Institute of Technology and Masdar City and environmental projects are providing a life worth living for millions around the world.

All regional economies are benefiting from continuous economic miracle build by the emirates. This force of reaching and affecting the life`s of everyone gets a new confirmation in the crushing vote in supporting Dubai as host of World Expo 2020.

From Romania in Central Europe to United States in American continent and Arab and African countries, everyone has supported   Dubai role as a hub for new technologies, tourism, and economic development and as center of the new Silk Road, connecting China-Europe and South America via Africa.

After being declared World Best Tourist Destination in 2008, now as a host of World Expo 2020 United Arab Emirates are having a new opportunity to create the future by connecting minds, as the logo of the new world exhibition is proclaiming.

LESSONS FROM UAE.

What are the lessons of all this 42 years of this emotion full adventure, that we call United Arab Emirates?

Off course, economists, politicians and cultural experts will draw many conclusion for how to make a nation building, but I will settled for two major conclusion.

The force of UAE is projecting is the force of moderation , a powerful and rich country that is not using his influence in fostering conflicts and confrontation but in building nations, supporting humanitarian causes and promoting world unity and cooperation.

Second is the success of the model of inclusiveness.

UAE did not build walls of segregation`s and created an economic miracle for citizens and foreigners alike, a society constructed on solidarity will survive, one build on separation will succumb, this is the lesson that UAE is teaching the world.

Witnessing the 42 anniversary of UAE you might be in awe from the tall Burj Khalifa, or admire the economic productivity of Dubai World or to be inspired by the Dubai winning bid for World Expo 2020, but what I found most inspiring was the multitude of people, coming from all the corners of the world, wearing the T-shirts or signs of funding fathers of UAE in a sign of gratitude for the country that targets to be a paradise for all: United Arab Emirates.

JAPAN-THE STABILIZING FORCE OF WORLD ECONOMY BY PROFESSOR DR. ANTON CARAGEA MA, FINS, EDA

Just two years ago the key words about Japan where summarized in the expression: lost decades.

After 1990 Japan seems to be fallen in along period marked by stagnation and by natural disasters such as Kobe earthquake and more recent Fukushima tsunami.

On economic field the country that once towered over the region as an international symbol of economic growth in the sixties and seventies was struggling now with hipper-inflation, reduced economic competitiveness and the unfair competition of cheep and low quality products of China.

The man who succeeded in pulling up the country from tittering on the brink of the abyss: Shinzo Abe had managed also to enrich the economic vocabulary with a new term: abenomics (a strange mingling of his name-Abe and economics).

What is abenomics?

 

The economic policy that allowed a new Japanese economic miracle to appear was created by a seasoned and sophisticated mixture of direct state investment in economy and indirect state buying of Japanese National Bank bonds, a move that allowed for the credit to be cheaper and more relaxed and for interest rates to decrease.

This infusion of capital was not planed as a sole engine for economic growth, but was planed to aid and support private investment as the key factor in economic development.

State sponsored investment is just an auxiliary, a support and confidence booster in economic growth and an ingredient to further increase private confidence in economy.

 

Another key element of the economic stimulus plan is offered by the increase in competitiveness of the Japanese products by means of financial support, including currency devaluation that is insuring that national products are cheaper and more attractive and by fiscally backing increases in competitiveness.

Finally, what is making Japanese prime minister plan different is the accent on fighting the inflation and keeping it under control.

 

As a golden rule, any stimulus package must bear the responsibility of an increase in inflation.

It is not the case with Japan, where abenomics is creating a serious anti-inflation package with controlling the spike in wages, strict taxation and export oriented growth, rather that stimulus of internal consumption.

 

All are specific measures, that are making abenomics a balanced experience, between growth and inflation, competitiveness and exports etc.

Finally, another trait of the abenomics that deserves our attention is the social management plan.

The pension system, social security and health systems are all regarded as pivots of the economic growth but also of national satisfaction. Proceeding by this path the Abe government is not falling down the easy road of electoral charity, as done in United States or Europe, but is opting for investing the economic surplus in indirect social expenses that are enriching life quality without inflation as a side effect.

Abenomics-an international model?

 

Once the first results of abenomics are becoming visible the plan enjoyed a star status many economists are predicting a role model for these economic policies, famous economic thinkers as Joseph Stiglitz, risking the prophecy that abenomics will be a successful blue print for world economy.

The general interest was also attracted by the elevation of economic situation at the level of national security agenda.

It is in this decision a message of seriousness and maximum attention, that Shinzo Abe government is portraying as a supplementary strong point of the Japanese economy in front of the national and international private investors.

 

The status of national economy becomes as such an element of national security and your investments are sure is the subliminal message that Japan is offering to the investment market as a new powerful arguments in his favour.

 

Undoubtedly, the news of the hay days of Japanese economy is a good news for world economy already deeply endangered by the collapse of Chinese economy.

The abenomics can be only used by the country which already has build a powerful economic apparatus with a developed industrial mechanism like European Union members states or American economy as we are confronted with an economic experience that is focused on refining the economic decisions in preventing inflation and insuring a healthy and stable economic development after the current world economic crisis.

 

As such the abenomics model must be understood and copied by the world economic powers in order to allow a solution to emerge out of this world economic crisis.

By this alone the abenomics can be the most valuable contribution that Japan is presenting in re-launching the world economy development and by extracting the world out of this auto-regenerating crisis.

Today, thanks to abenomics, Japan can rest assured, as his role model in world economic recovery is guaranteed.

JAPONIA-FORTA STABILIZATOARE A ECONOMIEI MONDIALE DE PROFESOR DR.ANTON CARAGEA MA,FINS,EDA

În urmă cu doar doi ani, în întreaga Japonie, se vorbea despre deceniile pierdute ale Ţării Soarelui Răsare. După 1990, Japonia intrase într-o îndelungată perioadă de stagnare, marcată de dezastre naturale precum cutremurul de la Kobe sau cataclismul de la Fukushima.

În plan economic ţara ce devenise simbolul internaţional al creşterii economice, în anii `60 şi `70 ai secolului trecut, se chinuia acum cu o inflaţie crescută, reducerea competitivităţii economice şi competiţia cu produsele ieftine şi de slabă calitate ale Chinei.

Cel care a reuşit să ridice ţara din marasm, Primul ministru-Shinzo Abe, a reuşit să introducă şi un nou cuvânt în dicţionarul economiei mondiale: abeconomia (un amestec intre economie şi Abe-numele premierului nipon).

Ce e abeconomia ?

Politica economică ce a permis ca miracolul japonez să renască este un dozaj savant de investiţii statale directe în economie şi de investiţii de stat indirecte, în titluri de valoare ale Băncii Japoniei, ceea ce permite relaxarea creditării şi scăderea dobânzilor.

Aceasta infuzie de capital nu este însă gândită să fie singurul motor al creşterii economice, ci este planificată să vină în întâmpinarea şi în sprijinul investiţiilor private, ele fiind adevărata cheie a combinaţiei de creştere economică.

Investiţia de stat este doar un auxiliar, un sprijin şi un accelerator de creştere economică şi un ingredient de creştere a încrederii investitorilor privaţi.

O altă dimensiune importantă a planului de creştere economică este dată de creşterea competitivităţii produselor japoneze prin măsuri financiare, incluzând devaluarea monedei naţionale, ceea ce face ca produsele japoneze să fie mai ieftine şi mai atractive şi prin sprijinirea fiscală a creşterii competitivităţii.

În final, ceea ce deosebeşte planul premierului Shinzo Abe de alte construcţii economice este accentul pus pe evitarea inflaţiei.

Orice plan de stimulare a creşterii economice trebuie să accepte şi o creştere a inflaţiei aceasta fiind o adevărată axiomă economică.

Nu e cazul Japoniei, unde abeconomia face dintr-un pachet serios anti-inflaţie o caracteristică aparte: ţinerea sub control a creşterii salarilor, impozitarea strictă şi accentul pus pe export în activitatea economică, în defavoarea pieţei interne, toate sunt măsuri specifice ce fac din abeconomie un echilibru fragil între creştere şi inflaţie, competitivitate şi export etc.

În final, o dimensiune marcantă a mesajului abeconomiei este atenţia acordată sectorului social.

Astfel sistemul de pensii, cel al asigurărilor de sănătate şi sistemul medical, devin piloni ai creşterii economice, dar şi ai satisfacţiei naţionale.

Astfel guvernul Abe nu cade  în capcana facilă  a creşterii veniturilor directe, al „pomenii electorale”, cum este cunoscută în SUA şi Europa, ci preferă să investească sumele obţinute  din creşterea economică în cheltuieli sociale indirecte, ce îmbunătăţesc calitatea vieţii fără aport inflaţionist.

O nouă mişcare inspirată !

Abeconomia: un model internaţional ?

Odată înregistrate primele succese majore ale planului primului ministru Shinzo Abe, abeconomia a devenit un model internaţional, economişti celebri precum Joseph Stiglitz, profeţiind că acest sistem va deveni un model internaţional de succes.

Ceea ce atrage şi mai mult atenţia generală este ridicarea situaţiei economiei la rangul de element al securităţii naţionale.

 Este acesta un  mesaj de seriozitate şi de atenţie maximă pe care guvernul Shinzo Abe îl aduce, ca un argument suplimentar, în faţa investitorilor privaţi, interni şi internaţionali.

 Starea economiei japoneze este o componentă a siguranţei naţionale, iar investiţiile voastre sunt sigure, acesta e mesajul subliminal cu care Japonia apare pe piaţa investiţiilor având un nou atuu puternic în favoarea sa.

Fără îndoială că vestea creşterii economiei japoneze este o ştire bună pentru economia mondială, îngrijorată de prăbuşirea economiei chineze.

 Sistemul abeconomic însă poate fi folosit doar de ţările cu un aparat economic puternic şi cu o industrie dezvoltată, precum satele Uniunii Europene sau maşina economică americană, pentru că ne aflăm în faţa unei experienţe economice ce se concentrează pe rafinarea deciziilor economice, prevenirea inflaţiei şi asigurarea unei creşteri economice sănătoase şi sustenabile într-o economie puternică ce a fost lovită de criză.

Ca atare modelul abeconomiei trebuie înţeles şi reprodus în activitatea economică a marilor puteri economice, pentru a permite o ieşire din criza economică actuală.

Astfel modelul abeconomic este poate cea mai importantă contribuţie pe care Japonia o poate aduce la reluarea creşterii economice mondiale şi la ieşirea din actualul model  de criza auto-repetitivă.

La întrebarea dacă poate deveni din nou Japonia forţa stablizatoare a economiei mondiale, putem răspunde cu siguranţă că datorită abeconomiei poziţia de model economic mondial pare cel puţin asigurată.
