Wednesday 30 of January 2013 at the Institute of International Relations and Economic Cooperation headquarters was held the first conference of 2013: The evolution of Romanian economy in 2013. The aggravating crisis!

The conference has joined economical experts from Romania and European Union, economical supervisors and personalities of political, economical and academic life of Romania.

2009- 2012 –the first period of crisis.

The conference started with an evaluation of the impact of economic crisis in the last period: 2009-2012.

In 2009 the economic crisis has affected the vital areas of economic life: the collapse has started with construction industry and construction material factories and collapse continued by the real estate market shrinking. Others affected sectors where: insurance, banking and stock exchange and in all the financial sector was strongly shaken down. The consumer confidence has fallen sharply and the Gross Domestic Product (GDP) has being reduced with 10% in 2010 and 8% in 2011.

The decrease in Romanian economy has being so devastating that now we are below the 2000 level. Unfortunately the economic collapse of 2010-2012 has laid the foundation for a crisis without equivalent in Romanian history that will affect the country in 2013.

2011-2012: The period of economic earthquake.

2011 and 2012 will be remembered as the worst years of economic turmoil in Romania, had appreciated in one voice all the experts present at the gathering.

First of all the 2011 has being the year in which the Romanian economy had collected all the hard hits from all the economic collapse of the last years. The financial system has being especially hard hit and this had made the fragile Romanian economy to reach the breaking point. The inflation had resurfaced and the experts appreciate that a 10% percent yearly inflation is unavoidable.

The resurgence of inflation had put a dramatic pressure on population economy and had made any recovery unthinkable for the next 4-8 years.

The collapse in economic system, the internal and external investments had being reduced to minimum, the credit on internal market has being practically suspended and all this had provoke for 2012 an economic decrease of more than 15% of GDP or even 18% of GDP after others opinions. A factor not to be neglected in amplification of the crisis is the governmental incompetence that by increasing the taxes, legislative chaos and a deliberate politics of destroying the middle class investors in the favor of big companies all did nothing ells than to aggravate the economic crisis.

2013 – European economic crisis will impact hard on Romania.

The 2013 will be a decisive year to on how will be affected the Romanian economy by the European meltdown.

Until now the Romanian economy was hit hard by his own faults like: reduced productivity and competitiveness, chaos in the governmental policy, crippling inflation etc. In 2013 Romania will be affected by the decay in European economic activity.

Crisis hit Spain, Greece, and Ireland and slowing down economy of Germany, France and Great Britain, will impact negative on Romanian chances to get access to European funds and foreign investments.

Romanian economy and policy maker are not yet conceptual prepared to understand that Romanian EU membership had became a liability and a negative factor in the future of Romania, appreciated the representative of Foreign Export Company Association Mr. Marcel Alexandru.

The negative impact of European Union financial and confidence crisis will account for a 2-5% percent reduction in Romanian GDP this year.

 2013 will be without a doubt a period of a new catastrophic decline. It must be very clear, all economic experts underlined, that the present economic decline will last for at least a decade at European level, so all those opinions that declared that Romania will start a new economic growth before the next 10 years; either don’t know what they are saying, either is bluntly laying.

All the European statistics are speaking about the lost decade of Europe between 2010 and 2020 , term referring to the blocking of economic development at continental level and the frozen of present situation for a decade.

Those that are declaring that Romania will surpass the period of recovering of  France or Great Britain economy , are telling stories that are unbelievable , stated chief economist- Mihail Racaceanu. What is important is to succeed that we have in 2013 a decrease in real economy of less than 10% and in the interval between 2013 and 2018 to stop the decline and in 2020 to come back to pre-crisis level.

2013 budget- a budget of economic decline.

In 2013 the Romanian economy is coming to the fore not only with the negatives trends of the last years and a crippling inflation but also with a budget of austerity that will direct Romania to plunge into a new economic meltdown.

The 2013 budget is the first budget in the eight year period that is not approved prior to 1-th of January, a negative record that is impacting Romanian economic stability and is giving a sign of chaos in the government economic policy.

The budget expected deficit of 2, 4% percent of GDP it not offering any chance for a real economic recovery, massive investment projects are abandoned and the decline in the economy is estimated by independent economist around 8-10% percent of the GDP by the year’s end.

What is dramatic is the reduction in the direct investment in the economy, with less than 8 billion euro investment planned for this year the Romanian economy had to struggle for sustainability. Reduced foreign investment and dramatically shrinking internal private investment means that Romania will have now more that 10 billion euro (in an optimistic assessment) for investment programs. The country needs at least 20 billion per year to modernize the economy and to have a decent growth rate of 1-2% percent per year. He present day budget is not only of severe austerity but of severe contraction stated the economists present at the meeting.

Romanian economy recover postponed to 2050.

This assessment was a strong one, keeping in mind that the pre-crisis governmental statistic declared that in 2025 Romania will succeed in recuperating the gap and reach the level of industrial activity prior to 1989 Revolution.

This perspective is no longer feasible, a new perspective is appearing after the crisis and after the lost decade and a cumulative GDP decrease of more than 60% from 2007 economy level.

This economic recession will be hard to recuperate in the context of zero governmental involvement, the general economic climate of recession and finally the worst factor of all: the burden of external debt.

External debt risk can plunge Romania into financial meltdown.

The fear factor that will suffocate Romanian economy in the next period will be, after 2015, the foreign debt crisis.

The Emil Boc government has careless accepted more than 36 billion dollars credit and in total the private and state debt of Romania is reaching the unbelievable sum of 95 billion dollars, this only if the government will no longer accept new loans.

In 2012 the Mihai Razvan Ungureanu government succeeded in just a few months to reduce the National bank Reserves by 20 billion euro, an unprecedented squandering of public money in Romanian history.

Despite the writing on the wall, in all of cases like Greece, Spain and Ireland, Romania is accepting new loan from International Monetary Fund, loans that will not be invested in developing and modernizing the economy but in salaries and pensions. This consumer invested loans at extortionate interest rates will suffocate completely an ailing and failed economy as Romanian economy is.

Unemployment: with a rate of registered unemployment of more than 12% of the active population and with another 15% percent of the population already left out of the governmental unemployment aide, Romania tops many EU member countries with a real unemployment figure of more than 25% of the population. This figure must be put in perspective with more that 50% of the population below the poverty line and the full picture of the economic meltdown and social tragedy could be analyzed. Romania economy is in crises and no plans for a future development had not being adopted.

2013: The worsening of economic crisis.

The conclusion of the most important economic experts of Romania was clear: the crisis is not over by far, but has entered in a more difficult faze that will affect financial and banking system and economic fundament`s. The economic crisis will continue until 2017 at the earliest and a coming back cycle that will last until 2025. This decade will be without a doubt the lost decade of Romania but if the necessary measures are not rapidly taken to re-establish control on economic decline than we risk that Romania economy will not come back not even in 2025.

We are living through difficult and boisterous time. A period of rapid changes in world economic and political system, a time of powerful crisis that is shaking the fundaments of national states and of national economies and is putting under strain the social protection and all the values of economic neo-liberalism.

In this chaotic period, just a few nations are allowed the luxury of economic and political long time forecast and predictability: China and United States are creating and proposing to their people and foreign partners a long term vision of development and national statehood construction.
In a time of peril and un-certitude, when even a short time economic prediction is considered hazardous, just a few nations are having the will to act as beacons of lights and direction for their region.

In 17th of December 2012 Kazakhstan had enter to this select club of nations, conscientious of their role and position in the continental and world stage by presenting an ambitious, realistic and well carved plan for future of Kazakhstan until 2050.
By the voice of his President, Nursultan Nazarbayev, Kazakhstan had created the prototype of a long term, healthy and stable construction model for the country, the region and the world.

Kazakhstan 2030: weathering the storm and creating a nation.

Kazakhstan it is not at the first step in a managed transition towards a stable and democratic society and a powerful economy.
In 1997 Kazakhstan had already carved the landmarks of his astonishing development by the presidential strategy- Kazakhstan 2030.
Far from being just a window dressing, the strategy for 2030 had proved to be a perfect way for charting Kazakhstan after the independence in the incertitude of nation building and construction of a viable economy.
The program had allowed Kazakhstan to tap into national reserves of oil and gas, to gush out of the enclave country status via the reconstructed Silk Road of energy and trade, to create a modern economy, not depending only on energy resources, to build a huge potential of national intelligence and to foster the economy of knowledge, the base for a XXI century reliable economy.

The long string of economic successes was accompanied in the internal sphere by political stability, based on democratic and open society values, the protection of national and religious minorities.
In the area of external policy, Kazakhstan had gather the powerful laurels of a successful reform project carried out during his Presidency of Organization for Security and Cooperation in Europe. An impressive success was also the unprecedented two year chairmanship of Organization of Islamic Conference that transformed Kazakhstan in a leader of dialogue between Islam and Western world.

The latest major diplomatic achievement of Kazakhstan was the proposal of building an area of security and cooperation in Europe and Asia, launched in September 2012, in Astana, at CICA Conference by President Nursultan Nazarbayev. This latest proposal makes Kazakhstan the promoter of an all-inclusive, intercontinental dialogue, that could transform the political landscape of XXI century.
In the end, Kazakhstan 2030 had proved to be not only a successful strategy for Kazakhstan, but also an example for all the countries of the world on how a nation by the sole fact of building himself, can become a regional and world significant player.

The main pillar of Kazakhstan 2050: understanding of XXI century.

In its world acclaimed book: The Seven Pillars of Wisdom, the famous Lawrence of Arabia had mentioned that: the most important, but also decisive part of a plan is to be in line with the necessity of his time.

One of the explanation is undoubtedly the economic success that made the Kazakhstan not only one of the fastest growing economy in the world, but also a top investor destination in the world economy statistics.

Kazakhstan 2050 is providing the basis for this healthy economy to continue his growth process. Investing in social protection and creating a strong internal demand are key factors for a stable rate of growth. Modernizing the economic potential, investing in new technologies are policy that will insure the world competitiveness of Kazakhstan national economy and the creation of a knowledge based economy are also a profitable long term investment.

The modern economy is based on technological transfer and Kazakhstan is becoming a champion in modernizing the basis of his economy via technology transfer and more important, Kazakhstan educational system mixed with the accent on entrepreneurship in economic development is creating the base for a managerial revolution, that will put Kazakhstan among the top economy`s of the world in term of creativity and intelligence incorporated in economic production.

Extremely interesting it is also the concept of a Kazakhstan patriotism. Instead of playing the card of nationalism or chauvinism, President Nursultan Nazarbayev is calling for the tradition, language and equality to blend into a new and successful Kazakh: a person well educated, wealthy , healthy enjoying the benefits of a modern state and administration and a state of the art medical system.
Kazakhstan is promising to put at the core of his foundation plan for 2050 the individual and his chances to prevail in a complex XXI century.

From Kazakhstan to the world. From world to Kazakhstan.

One of the keys of Kazakhstan national and international success was understanding that Kazakhstan could not evolve alone in the world, but always must stay in touch and be an intricate part of the world evolutions. There are many examples that support this conjecture in Kazakhstan two decades of independence story.

Kazakhstan economic miracle was built on partnership with western companies and oil extraction technology, but also on political negotiation with Russia on Caspian Sea exploration.
The Astana Expo 2017 will also be a proof of the lesson of mutual profit that Kazakhstan is offering to the world. Kazakhstan management of energy, the lessons of ecology and energy for a future, of environment protection, are going to be beneficial for the world economy and for the generations to come. This is just a new illustration of the Kazakhstan concept of successful quest for global significance.
Kazakhstan economic development had transformed the country in a major player in the development of Asia and Europe. Kazakhstan 2050 promises to continue this wise policy: from Kazakhstan to the world, from world to Kazakhstan, creating a synergy that could only beneficial for all the world nations.

Now the lessons of Kazakhstan 2050 are available for everybody: an example of a society of free people building a country for the future, not in isolation or competition, but in harmony with the world nations. In the concert of nations Kazakhstan is ushering in a new tone: a tone of hope.

VIZITA DELEGATIEI ROMANIEI IN KAZAHSTAN: RECONFIRMAREA UNEI RELATII STRATEGICE.

O delegatie romaneasca, condusa de prof.dr. Anton Caragea, Director al Institutului de Relatii Internationale si Cooperare Economica, a efectuat o vizita de lucru in Republica Kazahstan in perioada 19-25 noiembrie 2012.

Delegatia romanesca la nivel inalt a fost invitata pentru a vizita capitala Kazahstanului: Astana si orasul Aktau- principalul centru al programului de promovare a turismului : Kazahstan-ul la mare.

Principalul obiectiv al vizitei a fost transmiterea unui mesaj de prietenie si cooperare intre cele doua tari si de interes mutual pentru dezvoltarea relatiilor economice, culturale si de presa intre cele doua tari.

Partea kazaha si-a exprimat pe intregul parcurs al vizitei dorinta de a continua dezvoltarea relatiei bilaterale cu Romania si dorinta de a onora nivelul de relatie strategica existent intre cele doua tari.

Programul vizitei a fost extrem de semnificativ in reflectarea dorintei partilor de a construi o relatie economica bilaterala, pe masura relatiei politice excelente dintre cele doua natiuni.

Delegatia romana, condusa de prof.dr. Anton Caragea, a avut intrevederi cu Presedintele Camerei de Comert si Industrie a Kazahstanului, dl. Tabyr Esembekov.

In timpul intalnirii a fost prezentata deschiderea Consiliului de Afaceri Romania-Kazahstan  si s-a decis deschiderea unei organizatii similare in Kazahstan, au fost stabilite principalele elemente ale agendei economice bilaterale si s-a convenit asupra unei vizite a unei delegatii de oameni de afaceri din Kazahstan, in februarie 2013 si organizarea unui Forum de Afaceri Romania-Kazahstan, in timpul vizitei presedintelui Kazahstanului- Nursultan Nazarbayev in Romania.

Profesor dr. Anton Caragea a avut discutii cu K. Burkhanov, Presedintele Grupului de Prietenie Romania-Kazahstan, reprezentant al Parlamentului Republicii Kazahstan care a apreciat ca vizita delegatiei romane  este un moment remarcabil al relatiei bilaterale.

Presedintele K. Burkhanov si-a exprimat aprecierea pentru rolul Parlamentului Romaniei in dezvoltarea relatiei dintre Kazahstan si Romania.

Intalnirea a marcat totodata semnificatia relatiei economice dintre cele doua state si a stabilit un calendar de vizite reciproce in perioada urmatoare.

Delegatia romana in vizita de lucru la Talgo-Astana

Delegatia romanesca a vizitat si Fabrica Talgo, destinata sa devina prima fabrica de locomotive din Asia Centrala si a avut intrevederi la Ministerul Noilor Tehnologii si al Comertului si la Compania Nationala de Investitii a Kazahstanului.

In partea culturala a programului, construit de autoritatile din Kazahstan, delegatia condusa de prof.dr. Anton Caragea a vizitat orasul Aktau si a avut intalniriri la Universitatea de Stat din Aktau si a vizitat faimosul site religios de la Shakpak Ata.

In timpul vizitei la Universitatea de Stat din Aktau, prof.dr. Anton Caragea si delegatia sa au avut discutii cu profesori romani ce lucreaza la programe educationale comune si s-a intalnit cu Rectorul Universitatii de Stat din Aktau- Dr. Abzhapparov Abdumutalip.

Shakpak Ata- sanctuar religios al poporului kazah.

Professor dr. Anton Caragea a apreciat in discursul sau rolul partii romane in stabilirea programelor educationale ale Universitatii de Stat din Aktau si a exprimat mandria ca partea romana a construit , cu sprijinul autoritatilor din Kazahstan, un model perfect pentru o institutie educationala.

Rectorul Universitatii de Stat din Aktau, Dr.Abzhapparov Abdumutalip, a cerut sprijinul Romaniei ca mai multi profesori pentru finante, stiinte economice, inginerie  si alte stiinte sa vina sa predea la Aktau, considerand ca profesorii romani sunt printre cei mai buni din lume.

Delegatia romanesca a vizitat muzee, obiective culturale si turistice din zona Aktau si Mangyshlak, cel mai important obiectiv fiind sanctuarul sacru de la Shakpak Ata, un loc de o deosebita semnificatie istorica si religioasa pentru poporul kazah.

Delegatia condusa de prof.dr. Anton Caragea a fost extrem de importanta in dezvoltarea relatiei bilaterale intre cele doua state si  eficienta in reafirmarea relatiei strategice  existente intre cele doua popoare.

DIALOG POZITIV ROMANIA-NIGERIA

In data de 22 August 2012 a avut loc intrevederea protocolara,  de prezentare, intre prof.dr.Anton Caragea , Directorul Institutului de Relatii Internationale si Cooperare Economica  si d-nul Abba Abdullahi Tijjani , Ambasador al Republicii Federale a Nigeriei in Romania.

Prof.dr.Anton Caragea a prezentat felicitarile sale,  cu ocazia inceperii mandatului domnului Abba Abdullahi Tijjani,  apreciind ca intre Romania si Nigeria  exista o lunga traditie plina de rezultate pozitive de cooperare economica si politica si o  larga arie de interese comune, menite a garanta o buna intelegere intre cele doua tari.

Relatia intre Romania si Nigeria are posibilitatea de a fi un exemplu, pentru construirea unei zone de schimburi culturale si economice intre Romania si Africa.

Acum exista momentul propice pentru reluarea dialogului bilateral si ridicarea lui la nivelul asteptarilor celor doua popoare, deoarece exista atat vointa politica bilaterala clar enuntata cat si cadrul de prietenie necesar acestei dezvoltari.

Excelenta Sa  Dl. Abba Abdullahi Tijjani  a primit cu satisfactie incurajarile venite din partea Prof.dr.Anton Caragea  si a apreciat ca viziunea din partea nigeriana este similara : Romania trebuie sa isi preia economic, cultural si politic locul privilegiat in relatia cu Nigeria.

 Acest an este cu atat mai important cu cat Nigeria doreste reluarea dialogului bilateral in cadrul comisiei mixte inter-guvernamentale ( ultima reuniune a avut loc in 2001) si urmareste adaptarea tratatelor bilaterale la statutul Romaniei de tara membra a Uniunii Europene.

Principalele arii de colaborare, identificate de Ambasadorul Nigeriei Abba Abdullahi Tijjani, fiind economia si cultura.

 Dialogul a continuat pe teme concrete, fiind analizate principalele arii de actiune economica interesante bilateral : investitiile bancare, cooperarea turistica, dezvoltarea agriculturii, tehnologiile ultra-moderne, toate au reiesit ca domenii cheie in urma discutiilor.

In cursul dialogului a avut loc o analiza a relatiilor economice, politice si culturale dintre cele doua tari si a metodelor practice de dezvoltare a acestora in viitor.

Principalele teme  au vizat totodata posibilitatea realizarii unui Forum Economic Romano-Nigerian si a unor evenimente politice si culturale destinate sa ilustreze progresul economic si politic al Nigeriei in Africa.

Dialogul cuprinzator a pus bazele  unei mandat de succes pentru dezvoltarea relatiei intre Romania si Nigeria si promite relansarea unei directii de actiune diplomatica traditionala a Romaniei spre Nigeria.

Excelenta Sa Abba Abdullahi Tijjani , Ambasador al Republicii Federale a Nigeriei ofera un tablou nigerian prof.dr.Anton Caragea, in semn de apreciere a prieteniei constante aratate Nigeriei.

ROMANIA-MALAEZIA : UN AMPLU DIALOG

In data de 27 iunie 2012 a avut loc  intrevederea protocolara de prezentare, intre prof.dr.Anton Caragea , Directorul Institutului de Relatii Internationale si Cooperare Economica  si domnul Dato`Nik Mustafa Kamal Nik Ahmad ,  Ambasadorul Malaeziei in Romania.

Prof.dr.Anton Caragea a prezentat felicitarile sale,  cu ocazia preluarii mandatului de ambasador in Romania de catre Excelenta Sa Dato`Nik Mustafa Kamal Nik Ahmad , apreciind ca Malaezia  poate fi un important partener economic si politic pentru Romania in Asia.

Deschiderea primei Conferinte a  Uleiului de Palmier in Romania, pregatirea vizitei Ministrului Plantatiilor Industriale si al Bunurilor de Consum si a Presedintelui Consiliului Malaezian pentru Uleiul de Palmier si preparativele pentru marcarea a 55 de ani de independenta ai Malaeziei sunt toate momente importante in relatia bilaterala, a apreciat prof.dr.Anton Caragea .

Relatia intre Romania si Malaezia are posibilitatea de a fi un exemplu, pentru construirea unei zone de schimburi culturale si economice intre Romania si zona de sud est a Asiei .

Exista acum momentul propice pentru a construi un dialogului bilateral si ridicarea lui la nivelul asteptarilor celor doua popoare, a apreciat prof.dr.Anton Caragea , deoarece exista atat vointa politica bilaterala cat si cadrul economic si legislativ necesar acestei dezvoltari.

Excelenta Sa  Domnul Dato`Nik Mustafa Kamal Nik Ahmad a apreciat incurajarile venite din partea Prof.dr.Anton Caragea  si a apreciat ca viziunea din partea malaeziana este similara : Romania trebuie sa isi preia economic, cultural si politic, locul privilegiat in relatia cu Malaezia.

Dialogul a continuat pe teme concrete, de analiza a relatiilor economice, politice si culturale dintre cele doua tari si a metodelor practice de dezvoltare a acestora in viitor.

Principalele teme au vizat realizarea Primului Forum Economic Romania-Malaezia, destinat a dezvolta volumul comertului bilateral. Alte teme de discutie au fost : dezvoltarea cooperarii turistice bilaterale, mai buna exploatare a potentialului turistic malaezian, organizarea de calatorii de informare pentru presa si principalii operatori turistici interesati de explorarea  posibilitatilor oferite de industria turistica din Malaezia, relansarea schimburilor culturale bilaterale si marcarea in mod festiv a celor 55 de ani de independenta ai Malaeziei.

Dialogul prietenesc a pus bazele  unei mandat de succes pentru dezvoltarea unei relatiei intre Romania si Malaezia si promite lansarea unei directii de actiune robuste din punct de vedere diplomatic si economic a Romaniei .

ROMANIA-IORDANIA: NOI OPORTUNITATI DE COOPERARE

In data de 19 iunie 2012 a avut loc intrevederea protocolara,  de prezentare, intre prof.dr.Anton Caragea , Directorul Institutului de Relatii Internationale si Cooperare Economica  si domnul Qabba`ah Munther ,  Ambasador al Regatului Hashemit al Iordaniei in Romania.

Prof.dr.Anton Caragea a prezentat felicitarile sale,  cu ocazia inceperii mandatului domnului Qabba`ah Munther ,  apreciind ca intre Romania si Iordania exista o lunga istorie de cooperare economica si politica, o  larga arie de interese comune si o puternica comunitate mixta romano-iordaniana, menita a garanta o buna intelegere intre cele doua tari.

Relatia intre Romania si Iordania are posibilitatea de a fi un exemplu, pentru construirea unei zone de schimburi culturale si economice intre Romania si Orientul Mijlociu.

Exista acum momentul propice pentru reluarea dialogului bilateral si ridicarea lui la nivelul asteptarilor celor doua popoare a apreciat prof.dr.Anton Caragea , deoarece exista atat vointa politica bilaterala cat si cadrul economic si legislativ necesar acestei dezvoltari.

Excelenta Sa  Domnul Qabba`ah Munther a apreciat incurajarile venite din partea Prof.dr.Anton Caragea  si a apreciat ca viziunea din partea iordaniana este similara : Romania trebuie sa isi preia economic, cultural si politic locul privilegiat in relatia cu Iordania . Totodata ambasadorul Qabba`ah Munther a apreciat dezvoltarea extraordinara a Romaniei din ultimii 17 ani facand o comparatie cu perioada anilor 1990 cand a mai ocupat un post diplomatic in Romania.

Dialogul a continuat pe teme concrete, de analiza a relatiilor economice, politice si culturale dintre cele doua tari si a metodelor practice de dezvoltare a acestora in viitor.

VIZITA DELEGATIEI PARLAMENTARE IRAKIENE IN ROMANIA

In perioada 18-20 iunie 2012 o delegatie a Parlamentului Irakian a efectuat o vizita in Romania.

Delegatia parlamentara irakiana, condusa de dl. Mansour Abdulrazaq al Tameemi si reprezentand Comisia pentru Regiuni si Governorate din cadrul Parlamentului de la Bagdad  a avut, in data de 19 iunie 2012, o intalnire cu prof.dr.Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica.

 

Delegatia parlamentara irakiana, condusa de dl. Mansour Abdulrazaq al Tameemi si reprezentand Comisia pentru Regiuni si Governorate din cadrul Parlamentului de la Bagdad  si prof.dr.Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica.

In cadrul intalnirii prof.dr.Anton Caragea si-a exprimat bucuria de a vedea ca institutia parlamentului irakian ocupa un loc tot mai important in viata politica a tarii si in relatiile internationale.

Drumul Irakului spre democratie trece prin constituirea unui parlament puternic, a apreciat prof.dr.Anton Caragea.

Acesta a salutat prezenta in Romania a unei delegatii numeroase reprezentand provincii importante printre care Basra, Kirkuk , Diwala si capitala tarii : Bagdad etc.

Delegatia irakiana a prezentat principalele evolutii din Irak, stabilizarea tarii si a marcat dorinta de a reincepe traditionala cooperare economica dintre Romania si Irak. Au fost prezentate proiecte concrete de cooperare  bilaterala si s-a facut o prezentare deschisa a realitatilor din cele doua tari.

Dialogul romano-irakian, purtat sub auspiciile ambasadorului Irakului in Bucuresti : E.S. MOHAMMED SAEED AL SHAKARCHI, a fost extrem de fructuos si delegatia parlamentara irakiana a aratat ca apreciaza gestul prietenesc Romaniei de a-l declara pe ambasadorul Irakului drept Cel Mai Bun Ambasador pentru anul 2011.

La discutii a participat, la invitatia prof.dr.Anton Caragea si deputatul Catalin Nechifor, din partea  Comisiei de Buget, Finante si Banci a Parlamentului Romaniei.

CONFERINTA IRAK: TRECUT SI PREZENT. UN SUCCES DIPLOMATIC PENTRU IRAK

In data de 12 martie 2012 Institutul de Relatii Internationale si Cooperare Economica a organizat, cu ocazia implinirii a 90 de ani de relatii politice intre Romania si Irak ,  Conferinta IRAK- TRECUT SI PREZENT, sustinuta de Excelenta Sa MOHAMMED SAEED AL SHAKARCHI -Ambasadorul Irakului .

Profesor Dr. Anton Caragea deschide Conferinta: IRAK- TRECUT SI PREZENT

Conferinta s-a bucurat de prezenta comunitatii academice din Romania, a  reprezentantilor Scolii doctorale de relatii internationale, experti in relatii internationale, diplomati, jurnalisti si istorici.

In deschiderea conferintei prof.dr.Anton Caragea a prezentat principalele elemente ale calendarului relatiei bilaterale Romania-Irak pentru anul 2012.

In acest an se marcheza 90 de ani de relatii politice intre Romania si Irak ,  25 de ani de la ultima conferinta publica dedicata Irakului ( conferinta ce a avut loc in 1987) si implinirea a 30 de ani de la varful relatiilor economice bilaterale , anul 1982, cand volumul comertului bilateral a depasit suma de 386 de milioane de dolari ( peste 800 de milioane de dolari la cursul actual) dand un semnal al viabilitatii relatiei economice bilaterale.

Dupa aceasta prezentare a stadiului actual al relatiei bilaterale au urmat cuvintele de bun sosit adresate  Excelentei Sale MOHAMMED SAEED AL SHAKARCHI -Ambasadorul Irakului si auditoriului conferintei.

Discursurile de bun sosit au fost rostite de Presedinte -Academician Constantin Balaceanu Stolnici, prof.univ.dr. Petru Buneci, prof.univ.dr. academician Mircea Constantinescu etc.

In discursul central al conferintei,  Excelenta Sa MOHAMMED SAEED AL SHAKARCHI -Ambasadorul Irakului a prezentat o ampla fresca istorica  a devenirii Irakului, incepand cu perioada sumeriana , continuand cu perioada asiriana si apoi cu sosirea islamului momentul definitoriu al separarii intre cei care detin puterea in lume si oprimatii, din toate straturile sociale in cautarea unei vieti mai bune si a dreptatii.

Prezentarea elementelor cheie ale istoriei Irakului a continuat, trecand prin perioada otomana , apoi a  mandatului britanic si apoi perioada independentei ,a revolutiei din 1958 si trecutul apropiat , al perioadei lui Saddam Hussein, au fost viu reconstruite in discursul ambasadorului irakian.

Excelenta Sa MOHAMMED SAEED AL SHAKARCHI a construit apoi un amplu expozeu al realitatilor Irakului de astazi : dezvoltarea democratica, construirea societatii civile , construirea unei economii de piata, cresterea economica rapida, toate creeaza portretul unei societati, care nu este perfecta, dar care este constienta de lipsurile sale si doreste sa le repare cat mai rapid.

Profesor Dr. Anton Caragea anunta rezultatul , in unanimitate, Excelenta Sa MOHAMMED SAEED AL SHAKARCHI -Ambasadorul Irakului este declarat CEL MAI BUN AMBASADOR AL ANULUI 2011.

La finalul conferintei prof.dr.Anton Caragea si Academician Constantin Balaceanu Stolnici  au solicitat un vot de apreciere si de multumire pentru Excelenta Sa MOHAMMED SAEED AL SHAKARCHI -Ambasadorul Irakului.

In unanimitate cei prezenti au salutat un discurs si un demers academic de exceptie inmanand titlul de CEL MAI BUN AMBASADOR al ANULUI 2011 Excelentei Sale MOHAMMED SAEED AL SHAKARCHI -Ambasadorul Irakului .

 Conferinta  IRAK : TRECUT SI PREZENT a reluat traditia prezentarii realitatilor  irakiene in fata comunitatii academice romanesti, dupa un hiatus de 25 de ani si a pus bazele unei mai bune cunoasteri reciproce si a aprecierii progreselor facute de Irak in ultimii ani .

Desfasurarea cu o larga participare romanesca a conferintei, entuziasmul comunitatii academice si acordarea titlului de  CEL MAI BUN AMBASADOR AL ANULUI 2011 Excelentei Sale MOHAMMED SAEED AL SHAKARCHI -Ambasadorul Irakului au reprezentat un semnal clar de incurajare si de apreciere   pentru o activitate meritorie si o relatie importanta pentru Romania : relatia cu Irakul.

AMBASADORUL IRAKULUI VOTAT CEL MAI BUN AMBASADOR PENTRU 2011

 In data de 12 martie 2012 a avut loc sendinta publica a Board-ului Institutului de Relatii Internationale si Cooperare Economica, in prezenta Excelentei Sale MOHAMMED SAEED AL SHAKARCHI -Ambasadorul Irakului.

Sedinta Publica a Institutului de Relatii Internationale si Cooperare Economica in prezenta unui invitat special Ambasadorul Irakului- MOHAMMED SAEED AL SHAKARCHI

 Prof.dr.Anton Caragea a deschis sedinta mentionand importanta anului 2012 pentru relatia Romania-Irak.

In acest an, a mentionat prof.dr.Anton Caragea, se marcheza 90 de ani de relatii politice intre Romania si Irak ,  25 de ani de la ultima conferinta publica dedicata Irakului ( conferinta ce a avut loc in 1987) si implinirea a 30 de ani de la varful relatiilor economice bilaterale, anul 1982, cand volumul comertului bilateral a depasit suma de 386 de milioane de dolari ( peste 800 de milioane de dolari la cursul actual) dand un semnal al viabilitatii relatiei economice bilaterale.

Anul 2012 incepe sub auspicii favorabile pentru relatia bilaterala, a declarat prof.dr.Anton Caragea,  cel mai important moment fiind tocmai reluarea in acest an a sirului de conferinte, prezentand adevarata imagine a Irakului pentru publicul academic din Romania, la initiativa Ambasadei Irakului, acesta fiind un nou moment important in relatia bilaterala.

Prin aplauze cei prezenti isi exprima aprecierea pentru Ambasadorul Irakului- CEL MAI BUN AMBASADOR IN 2011

Cu ocazie acestei sedinte publice, la propunerea prof.dr.Anton Caragea , in unanimitate, cei prezenti au decis sa il voteze pe Excelenta Sa MOHAMMED SAEED AL SHAKARCHI -Ambasadorul Irakului drept cel mai bun a ambasador aflat la post in Romania pentru anul 2011, ca urmare a actiunilor derulate in anul trecut precum : vizita de succes a ministrului afacerilor externe al Irakului si pregatirea vizitei de stat a Presedintelui Irakului in 2012.

Excelenta Sa MOHAMMED SAEED AL SHAKARCHI -Ambasadorul Irakului a multumit profesorului Anton Caragea pentru amabilitatea de a-l invita sa participe la sedinta publica a  Board-ului Institutului de Relatii Internationale si Cooperare Economica si totodata s-a aratat miscat de inalta apreciere pe care comunitatea academica din Romania o acorda activitatii sale si prin extensie Irakului.

Relatia Romania-Irak este o relatie matura, a doua tari democratice, libere, ce se regasesc intr-o noua lume a cooperarii si care are toate sansele sa cunoasca o evolutie ascendenta rapida .

Cresterea economica , colaborarea intre agentii economici din Romania si Irak , pregatirea pentru o Conferinta Economica Romania-Irak in acest an si pregatirea vizitei Presedintelui Irakului, sunt toate momente importante , iar prezentarea publica in cadrul Conferintei IRAK : TRECUT SI PREZENT a realitatilor Irakului de astazi nu poate decat sa fie o noua realizare, a subliniat Excelenta Sa MOHAMMED SAEED AL SHAKARCHI .

Excelenta Sa Ambasadorul MOHAMMED SAEED AL SHAKARCHI ofera prof.dr.Anton Caragea trei picturi irakiene pentru eforturile constante in directia imbunatatirii relatiei bilaterale.

Totodata, in semn de multumire pentru activitatea desfasurata in directia colaborarii bilaterale,  Excelenta Sa Ambasadorul MOHAMMED SAEED AL SHAKARCHI a oferit prof.dr. Anton Caragea trei picturi irakiene pentru ca imaginea frumusetilor Irakului sa fie intotdeauna alaturi de el.

La finalul intrunirii Excelenta Sa MOHAMMED SAEED AL SHAKARCHI a primit felicitarile publice ale celor prezenti pentru gestul sau generos si pentru recunoasterea stralucita a meritelor sale ca CEL MAI BUN AMBASADOR AL ANULUI 2011 si a intretinut un dialog activ cu membrii   Institutului de Relatii Internationale si Cooperare Economica.

ROMANIA-MAROC : CONSTRUIND O NOUA RELATIE

In data de 8 Martie 2012 a avut loc intrevederea protocolara,  de prezentare, intre Prof.dr.Anton Caragea , Directorul Institutului de Relatii Internationale si Cooperare Economica  si d-na  Faouz El Achchabi, Ambasador al Regatului Maroc in Romania.

Prof.dr.Anton Caragea a prezentat felicitarile sale,  cu ocazia inceperii mandatului doamnei Faouz El Achchabi,  apreciind ca intre Romania si Maroc exista o lunga istorie de cooperare economica si politica si o  larga arie de interese comune, menite a garanta o buna intelegere intre cele doua tari.

Relatia intre Romania si Maroc are posibilitatea de a fi un exemplu, pentru construirea unei zone de schimburi culturale si economice intre Romania si Nordul Africii.

Daca, in ultimii 15-20 de ani, dialogul bilateral a stagnat, acum exista momentul propice pentru reluarea acestuia si ridicarea lui la nivelul asteptarilor celor doua popoare, deoarece exista atat vointa politica bilaterala cat si cadrul economic necesar acestei dezvoltari.

Excelenta Sa  D-na. Faouz El Achchabi  a apreciat incurajarile venite din partea Prof.dr.Anton Caragea  si a apreciat ca viziunea din partea marocana este similara : Romania trebuie sa isi preia economic, cultural si politic locul privilegiat in relatia cu Marocul .

Dialogul a continuat pe teme concrete, de analiza a relatiilor economice, politice si culturale dintre cele doua tari si a metodelor practice de dezvoltare a acestora in viitor.

Principalele teme au vizat dezvoltarea cooperarii turistice bilaterale, mai buna exploatare a potentialului turistic marocan, organizarea de calatorii de informare pentru principalii operatori turistici interesati de explorarea  posibilitatilor oferite de industria turistica din Maroc, descoperirea potentialului imobiliar al Marocului si relansarea schimburilor culturale bilaterale.

Totodata s-a discutat posibilitatea realizarii unui sir de evenimente academice menite sa marcheze cei 50 de ani de relatii diplomatice bilaterale, dar care sa si prezinte publicului romanesc progresele democratice si economice inregistrate de  Maroc in ultimii ani.

Dialogul a pus bazele  unei mandat de succes pentru dezvoltarea relatiei intre Romania si Maroc  si promite relansarea unei directii de actiune diplomatica a Romaniei spre zona Africii de Nord .
