Distinguished guests,

Ladies and gentlemen,

Next week Kazakhstan will celebrate the 21st anniversary of its independence. Today Kazakhstan is one of the most prosperous countries in the world.

The average income per capita is now more than $11 000.

The country is a champion in terms of raising foreign investments– in 20 years of independence the volume of foreign investments to Kazakhstan amount to almost 150 bln. dollars. It is 70% of all investments into Central Asian region.

The emerging market in Kazakhstan, which currently hold a 51st position in the annual World Economic Forum rating of competitiveness of national economies, presents comprehensive and promising opportunities for doing business by foreign investors.  Kazakhstan also earned high marks in investors protection rating.

Security and stability in Europe and Eurasia is a cornerstone of Kazakhstan’s foreign policy.

During its chairmanship at the Organization on Security and Cooperation in Europe Kazakhstan proposed a number of initiatives aimed to overcome the remnants of the Cold War, to decrease distrust and to strengthen economic cooperation as an integral part of overall security.

In this context Kazakhstan has established a strategic partnership with Russian Federation, People’s Republic of China, the United States of America and the European Union.  As you already know from the videoclip the capital of Kazakhstan, city of Astana won a bid to host an international exhibition EXPO-2017. This is another clear sign of recognition by the international community of Kazakhstan’s role in the world affairs.

It will be not an exaggeration to say that Kazakhstan-Romanian bilateral cooperation is now entering a new era. Our mutual trade volume exceeded $2,8 bln. Kazakhstan biggest investment abroad is here in Romania.

Few months ago modernization of the Petromidia Refinery in Novodari owned by Kazakh national oil company KazMunaiGas was completed which place Romania in a rank of the leading fuel producer in the Eastern Europe.

It is also reflects intention of Kazakhstan to boost cooperation with Romania in energy sphere aimed to provide energy security of Europe.

In today’s volatile world markets with unclear perspectives for the global economy a one billion euros investment by the National Company ‘KazMunaiGaz’ in Romania is a clear sign that we are sure in an economic sustainability of Romania.

The relationship between Kazakhstan and Romania are rightfully called as an example of bilateral cooperation based on principles of friendship, mutual respect and support.

In conclusion I’d like to express sincere gratitude to the Presidency, Parliament and Government of Romania for the permanent support and commitment to further development of relations between two our countries. I also would like to deliver special thanks to Professor Anthon Caragea, Romanian IRICE President and Mr. Petru Lificiu Chairman of Kazakhstan-Romania Business Council for their outstanding contribution into strengthening Kazakhstan-Romanian friendship and cooperation.

On 10-th of December 2012 the working meeting between Professor dr. Anton, Director of Institute of International Relations and Economic and UAE Ambassador- Yacoub Yousif Al Hosani had taken place.


Professor dr. Anton Caragea had emphasized, in his speech, the Romanian side openness towards friendly dialogue, consistent and productive towards United Arab Emirates , expressing his interest in expanding bilateral economic exchanges and fostering political and cultural dialogue between the two countries.

Romania is seeking to re-ignite the long economic and political cooperation tradition towards UAE and is considering United Arab Emirates as a privileged partner in this world region, stated prof.Anton Caragea.

Answering to comments made by Professor dr. Anton Caragea, H.E. Ambassador  Yacoub Yousif Al Hosani, underlined that United Arab Emirates are also interested in political, cultural and economic cooperation with Romania and the encouragement received are extremely important in launching the bilateral dialogue.

The meeting had continued with a large area of issues raised in open dialogue between Professor Dr. Anton Caragea and Ambassador Yacoub Yousif Al Hosani.

The parties had agreed in opening a Parliamentary Friendship Group Romania-UAE in Romanian Parliament and a similar group in United Arab Emirates Parliament, also the opening a Romanian Support Group for Dubai candidature for EXPO 2020 was discussed to duplicate the success story of Astana-capital of Kazakhstan and host of EXPO 2017 .

The long and open dialogue, full of substance, was considered as extremely useful for the parties and the desire to continue this dialogue in the next period was underlined by the parties.

In data de 10 decembrie 2012 a avut loc intrevederea de lucru intre prof.dr.Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica si Excelenta Sa Yacoub Yousif al Hosani, Ambasadorul Emiratelor Arabe Unite in Romania.


In deschiderea intalniri Prof.dr.Anton Caragea a  reiterat disponibilitatea partii romane pentru un dialog consistent si productiv cu Emiratele Arabe Unite , exprimand interesul pentru cresterea schimburilor economice bilaterale si impulsionarea schimburilor politice si culturale intre cele doua tari.

Romania doreste sa reinnoade lunga traditie de cooperare economica si politica cu Emiratele Arabe Unite si considera Emiratele Arabe Unite  drept un partener privilegiat in aceasta zona a lumii, a subliniat prof.Anton Caragea .

Raspunzand comentariilor facute de prof.dr.Anton Caragea, Excelenta Sa Yacoub Yousif al Hosani, Ambasadorul Emiratelor Arabe Unite in Romania a apreciat ca UAE sunt interesate in cooperarea politica, culturala si economica cu Romania si ca incurajarile primitesunt extreme de importante in relansarea dialogului bilateral.

In continuare, Prof.dr.Anton Caragea si Ambasadorul Yacoub Yousif Al Hosani au discutat asupra unui calendar de masuri concrete pentru dezvoltarea relatiei bilaterale incluzand constituirea unui Grup Parlamentar de Prietenie Romania-UAE in Parlamentul Romaniei si a unuia corespunzator in Parlamentul din UAE , constituirea unui grup romanesc de sustinere a candidaturii orasului Dubai pentru EXPO 2020 pe modelul sucesului obtinut de capitala Kazahstanului-Astana la Expo 2017 etc.

Dialogul indelungat si deschis, plin de substanta, a fost considerat ca fiind extrem de util ambelor parti ce si-au afirmat dorinta de a fi continuat in urmatoarea perioada.

On 7 of December 2012, the taking office protocol and presentation meeting between Prof. Dr. Anton Caragea, Director of Institute of International Relations and Economic Cooperation and H.E. Keiji Yamamoto, Ambassador of Japan in Romania had taken place.


Prof.dr.Anton Caragea express his heart felted  congratulation on the occasion of beginning of mandate of  Mr. Keiji Yamamoto, appreciating that between Romanian and Japan there is a long and positive history of cultural, economic and political cooperation and a large area of common interests , designed to forge a good understanding  between the two nations .

The Romania- Japan relationship has the ability to become an example of building an economic and cultural exchange area between East Asia and Romania, remarked Professor Anton Caragea.

Now it is an auspicious moment for reconstructing and rebuilding the framework of dialogue and friendship between Romania and Japan, as the level of bilateral expectations is great and the political and economic will for such an improvement is marked clearly.

H.E. Keiji Yamamoto had expressed his satisfaction and appreciation for the encouragement`s offered by prof.dr.Anton Caragea and had stated that the vision of a economic, politic and cultural special relationship between Japan and Romania is a common shared vision.

The dialogue had continued on exploring concrete sphere of economic activity interesting for both countries.

During the meeting where tabled also different aspects and analyses of economic, political and cultural bilateral relations and on ways of fostering this dialogue on to the future.

The comprehensive dialogue led the foundations of a successful diplomatic mandate and fostering the relations between Romanian and Japan and constitutes a promise for re-launching a traditional Romanian diplomatic action towards Japan.

In data de 7 Decembrie 2012 a avut loc intrevederea protocolara, de prezentare, intre prof.dr.Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica  si d-nul. Keiji Yamamoto, Ambasador al Japoniei in Romania.


Prof.dr.Anton Caragea a prezentat felicitarile sale,  cu ocazia inceperii mandatului domnului Keiji Yamamoto,  apreciind ca intre Romania si Japonia exista o lunga traditie plina de rezultate pozitive de cooperare economica si politica si o  larga arie de interese comune, menite a garanta o buna intelegere intre cele doua tari.

Relatia intre Romania si Japonia are posibilitatea de a fi un exemplu, pentru construirea unei zone de schimburi culturale si economice intre Romania si Asia.

Acum exista momentul propice pentru reluarea dialogului bilateral si ridicarea lui la nivelul asteptarilor celor doua popoare, deoarece exista vointa politica bilaterala necesara acestei dezvoltari.

Excelenta Sa  Dl. Keiji Yamamoto a apreciat  cu satisfactie incurajarile venite din partea Prof.dr.Anton Caragea  si a apreciat ca viziunea din partea janponeza este similara : Romania trebuie sa isi preia economic, cultural si politic locul privilegiat in relatia cu Japonia.

Dialogul a continuat pe teme concrete, fiind analizate principalele arii de actiune economica interesante bilateral.

In cursul dialogului a avut loc o analiza a relatiilor economice, politice si culturale dintre cele doua tari si a metodelor practice de dezvoltare a acestora in viitor.

Dialogul cuprinzator a pus bazele  unei mandat de succes pentru dezvoltarea relatiei intre Romania si Japonia  si promite relansarea unei directii de actiune diplomatica traditionala a Romaniei spre Japonia.
