On 24 February 2010 Bucharest will host one of the most important political and diplomatic debates of the last years at the Conference on OSCE. 2010 a decisive year for Europe. Kazakhstan Presidency. 

The Organization for Security and Cooperation in Europe ( OSCE)  established itself as a forum for dialogue and cooperation between West and East in the time of Cold War has find itself in a limbo after the end of the communism end of European continent separation. Now OSCE is trying to reconstruct the identity and reoccupied an important role in Europe. This internal debate concentrated on the future of Europe is initiated by the key speech of H.E. President of Kazakhstan Nursultan Nazarbaev  ,  in Vienna at the assumption of Kazakhstan for OSCE Chairmanship.

President Nazarbaev declared as one of the most important point of Kazakhstan Presidency: “Improving the effectiveness of international organizations in meeting new global challenges has come to the fore. That is the precise task of the OSCE, which is a unique platform for dialogue bringing together 56 States located on three continents.
The decisive question for the OSCE in the future will be whether it can convert itself into a structure that recognizes the diversity of the world in the 21st century, or whether it will continue to be an organization segmented into blocs, where the West remains aloof from the space “east of Vienna”?”    The conference on OSCE in Bucharest will try to respond to this agenda uniting a team of foreign policy experts and heavy weight European political leaders in the research of solutions and ideas to promote a new OSCE more visible, more realistically and more involved in Europe and Asia political, economic and security landscape.

 Among the key note speaker are former president of Romania, Emil Constantinescu a convinced European and north-atlantics enthusiast that promoted in Romania a pro-western agenda in the years of his presidency, former president Ion Iliescu, a specialist in globalization issues and ecologist and professor Anton Caragea, director of Institute of International Relations and Economic Cooperation , the foreign policy institute in Romania. Now Bucharest Conference will start an academic debate date that may in the future transform OSCE in a new vibrant organization. The Bucharest Conference is just the beginning of a transformation year that many consider a decisive year for OSCE under Kazakhstan Presidency in the awaiting of 1th of august the will now became the official day of OSCE.

The Bucharest Conference is a response to President Nazarbaev appeal for a European involvement in OSCE rebirth.  Intellectual and academic response of Europe will be written at Bucharest Conference.
