<h3>Having seen out the year 2011 in bitter tears of blood, the service personnel and people of Korea are now seeing in the new year Juche 101 (2012).</h3>
<h3>It was a long-standing tradition of our people to extend best wishes for good health to the great leader Kim Jong Il on every New Year’s Day and set out on the advance of that year. His august name and benevolent image were a banner of victory that instilled in our people confidence in sure victory and will to achieve it and a source of their mental strength. Now our service personnel and people, turning the great sorrow into one-thousand-fold strength and courage, are embarking on a grand march towards the goal of achieving prosperity in the new century of the Juche era, following the leadership of their supreme leader Kim Jong Un.</h3>
<h3>That we parted too suddenly and unexpectedly with the great leader Kim Jong Il last year was the greatest loss our nation had suffered in its 5 000-year-long history and the bitterest grief our Party and people had experienced.</h3>
<h3>The great Kim Jong Il was an outstanding ideologist and theoretician, peerless veteran statesman and brilliant Songun commander who led the revolutionary cause of Juche along the road of victory by dint of his profound ideas and theories and unexcelled leadership, and a great patriot and the benevolent father of the people, who dedicated his revolutionary life entirely to his country and his people. Thanks to his leadership our nation has greeted a golden age of its prosperity unprecedented in its 5 000-year-long history; the Juche idea and the Songun idea, the immortal ideas authored by President Kim Il Sung, have become the ideas guiding the era of independence, the revolutionary traditions of Paektu have been resolutely defended, and the might of our Party, army and country has attained the highest level.</h3>
<h3>When our revolution was undergoing worst trials and hardships, he steadfastly safeguarded the gains of socialism, valuable heritage the President had bequeathed, and consolidated the political, military and economic foundations for achieving prosperity for all the generations to come; this is shining as the greatest of his achievements in the revolutionary cause of Juche.</h3>
<h3>Having keenly felt how great the leader, whom they had upheld as the sun of the nation and their father in making the revolution, was, our service personnel and people are now filled with a firm determination to carry through his lifetime intentions and cause.</h3>
<h3>Last year was a year of victory, featured by radical changes and leap forward taken place in the building of a prosperous and powerful nation under the energetic leadership of Kim Jong Il.</h3>

<h3>It was an ennobling intention of Kim Jong Il to celebrate the centenary of the birth of President Kim Il Sung as the most auspicious and significant event, which would solemnly declare the victory in the Songun-based great upsurge. In order to bring about a proud victory in 2012, he displayed super-human energy in leading the all-people advance. He continued his on-site guidance tours, up until the last moment of his revolutionary life, to major fronts of the building of a thriving nation, the army posts at the front line and various other parts of the country, thus bringing the 100-year history of the Juche era resplendent with great victories and changes to a close.</h3>
<h3>Last year significant achievements were made in the great upsurge for improving the people’s standard of living, and solid foundations laid for building the country into an economic giant in the 21<sup>st</sup> century.</h3>

The Huichon Power Station and other monumental edifices to be dedicated to the grand festival in 2012 are being set up in many parts of the country, and the flames of Hamnam, the banner of a fresh grand march, are flaring up fiercely. Amidst the great upsurge for improving the people’s standard of living, many light-industry factories were renovated and modern livestock and fish-farming bases and large-size fruit-farming bases, prototypes of their kinds in the new century, were built in various parts of the country; these are great products born of our Party’s strategy for achieving prosperity. Today we are confident in saying that we, with a great pride in being a victor, are at the epochal point of opening the gates of a thriving country.</h3>
<h3>The overall appearance of the country has been transformed to be appropriate for a thriving country. True to the far-reaching plan of Kim Jong Il, building up Pyongyanginto a world-class city has been undertaken full steam, and Ryongnim, Taehung, Hoeryong and many other parts have been turned into socialist fairylands. Monumental works of performing arts, like the drama, <em>We Will Recollect Today</em>, which represents the art and literature in the Songun era, have been created one after another, and a new golden age of the mass-based arts has been ushered in.</h3>
<h3>Last year witnessed the demonstration on an ennobling high of the traits of our service personnel and people who are ready to take the road of the revolution to the end following the great Party.</h3>
<h3>The situation was tense and complicated, yet the sentiments of our people who were keeping in step with their leader in onward advance remained unstained and invariable.</h3>
<h3>The period of mourning over the death of the great Kim Jong Il proved that the ties between him and his people sealed in aspiration and emotion are eternal and unbreakable. The tears our service personnel and people shed with greatest sorrow were tears of the unity, unaffected and crystal-clear, and tears of their firm determination to follow the Party to the end of the earth. The ideological and mental virtue of our people, who are possessed of the most ennobling sense of moral obligation, makes the enemy tremble with terror and strikes the rest of the world with admiration.</h3>
<h3>As long as there are the Party, army and state, which Kim Jong Il developed to be invincible, as long as Kim Jong Un, successor to the revolutionary cause of Juche, leads us sagaciously and as long as there is an excellent people who support their leaders faithfully through generations, the cause of building a thriving country is sure to emerge victorious–this is an iron truth inscribed in our hearts as we set out on a fresh march.</h3>
<h3>This year, Juche 101 (2012), is the year when Kim Jong Il’s plan for achieving prosperity will bear a brilliant fruit, and the year of a grand march, when a new century of Kim Il Sung’sKoreabegins.</h3>
<h3>Kim Jong Il said:</h3>
<h3>“We must continue the revolution to the end. To follow to the end the road of the revolution that they started following leader Kim Il Sung is the steadfast will of our Party and our people today.”</h3>
<h3>The march in the new century of the Juche era is the continuation of the revolutionary march that started up onMt.Paektu. Steadfast is the will of our service personnel and people to adorn our revolution, pioneered by Kim Il Sung and whose victory after victory they won following Kim Jong Il, with eternal victory following the leadership of Kim Jong Un. The guide of hope in the march in the new century is the great revolutionary ideas of the great persons of Mt. Paektu, and the treasured swords for sure victory are the courageous mettle of the brilliant commanders of Paektu and their way of offensive. We must follow to the end the road of independence, the road of Songun and the road to socialism pioneered by Kim Il Sung, so as to ensure that the history of revolutionary activities of Kim Il Sung and the history of Songun-based revolutionary leadership of Kim Jong Il continue without interruption.</h3>
<h3>The centenary of the birth of Kim Il Sung is a major, important occasion for displaying the might ofKorea, which is advancing bravely towards the world standards, and a grand revolutionary festival, which will demonstrate the steadfast continuity of the revolution inKorea, which stoutly carries forward one ideology and one bloodline. We must glorify this year as a year of grand general march for inheriting the history of great upsurge generation after generation under the leadership of the great guide, the Workers’ Party of Korea.</h3>
<h3>Today we are faced with the important task of scaling without fail the historical-stage targets of 2012 true to the lifetime instructions of General Kim Jong Il. By registering a brilliant success in this year’s struggle for opening the gates of a thriving country, we must enter a new, high stage of building a thriving socialist country in an all-round way.</h3>
<h3>“Glorify this year 2012 as a year of proud victory, a year when an era of prosperity is unfolding, true to the instructions of the great General Kim Jong Il!”–this is the militant slogan the whole Party, the entire army and all the people should uphold this year.</h3>
<h3>We must increase our political and ideological might, the might of our unity, to the maximum.</h3>
<h3>The first and foremost national power of Kim Il Sung’sKoreawas, is and will be the might of ideology and unity. The year 2012 is a year of single-hearted unity, a year of burning loyalty, when our political and ideological might which has been consolidated generation after generation following the great leaders and the great Party, will be given full play.</h3>
<h3>Our people are all the descendants of Kim Il Sung who inherited his ideas and cause, and the soldiers and followers of Kim Jong Il. We must demonstrate to the whole world the noble outlook on morality we have cherished as we have the peerlessly great men as our eternal fathers and teachers. We should fully display our loyalty in greeting the centenary of the birth of President Kim Il Sung with high political and ideological enthusiasm and brilliant feats of labour.</h3>
<h3>The revolutionary achievements and behests of the great Kim Jong Il are the lifeline we should hold fast to for ever and the eternal precious assets of the revolution. We should staunchly defend the revolutionary heritage bequeathed by Kim Jong Il, whatever the storm and stress. It is the steadfast determination of our Party that it will make no slightest vacillation and concession in implementing the instructions and policies he had laid out in his lifetime and that it will allow no change in this process. We should maintain a thoroughgoing view that the road to socialism which Kim Il Sung had pioneered and Kim Jong Il had led along is the most correct choice and the principled stand that we will defend the people-centred socialism of our own style however others may say what.</h3>
<h3>We must develop our single-hearted unity without interruption into the solidest one which is carried forward generation after generation. Kim Jong Un, the supreme leader of our Party and our people, is the banner of victory and glory of SongunKoreaand the eternal centre of its unity. The dear respected Kim Jong Un is precisely the great Kim Jong Il. The whole Party, the entire army and all the people should possess a firm conviction that they will become human bulwarks and human shields in defending Kim Jong Un unto death, and follow the great Party for ever. We must become true persons who keep pace with their leader and his true comrades who work untiringly to creditably realize his intentions however hard the times are.</h3>
<h3>We must vigorously launch an all-out drive to implement our Party’s grand strategy for achieving prosperity.</h3>
<h3>Last year Kim Jong Il earnestly said that the whole Party, the entire nation and all the people should bring about great innovations and leap forward on all fronts of the revolution and construction following the banner of the industrial revolution in the new century and the flames of Hamnam. This instruction constitutes the most scientific and revolutionary policy he put forth on the basis of his incisive insight into the present undertaking to build a thriving nation and the inexhaustible potentials of the country. True to the pledge we took before the bier of General Kim Jong Il, we should devote all our energy, wisdom and enthusiasm to the struggle for translating into reality his plan of achieving prosperity.</h3>
<h3>The flames of Hamnam represent the banner of the general offensive for the great victory in 2012, a banner of fresh change. The flames embody the spirit of valiant offensive of accomplishing the tasks entrusted by the Party in the shortest possible period and on the highest possible level, the strong national self-respect of rising beyond the global standards by drawing on one’s own strength, and the traits of a pioneer of opening before anybody else the gates of prosperity in one’s own home town and at one’s own workplace.</h3>
<h3>The flames of Hamnam for great innovation should flare up more fiercely in the sectors of light industry and agriculture, the leading sectors for the building of a thriving country.</h3>
<h3>The sector of light industry should direct utmost concern to making the modern production bases, which are associated with our Party’s great care, pay off. It should produce in larger amounts quality goods which cater to people’s tastes and are welcomed by them. The problem of raw and other materials necessary for this sector should be solved by relying on domestic resources, and the relentless drive be continued to develop the local industry.</h3>
<h3>At present, the food problem is a burning issue in building a thriving country. Today Party organizations’ militant efficiency and officials’ loyalty to the revolution will be verified in solving this problem. They should implement to the letter the Party’s policy of agricultural revolution so as to radically increase the per-unit area yield of grain both in lowlands and highlands. It is important to achieve cyclic production between farming and stockbreeding, introduce the organic farming method of our style in a proactive manner and take timely measures to satisfy the demand for farming materials and machinery needed to hit the target for agricultural production. They should ensure that the modern bases for stockbreeding and poultry farming and large-size fruit and fish farms, all having an important share in the improvement of people’s living standards, run at full capacity.</h3>
<h3>The vanguard sectors of the national economy, the sectors of basic industries, are charged with making breakthroughs in the grand onward march for the next 100 years following the flames of Hamnam. We should solve the problem of power shortage at all costs and on a priority basis. The sector of electric-power industry should continue to press on with the building of large-size hydropower stations and improve the operation of equipment and technical management at the existing power stations, so as to keep the generation of electricity going on a high level. The sector of coal-mining industry should direct its efforts to meeting the demands for coal from thermal-power stations and chemical and metallurgical factories, and actively develop new coal fields. The officials and working people in the sector of metallurgical industry should increase the capacity of the Juche iron production system, introduce the techniques of high-temperature air combustion which rely on domestic fuel, and accelerate the modernization of the rolled steel production lines. The sector of rail transport should give precedence to upgrading the railways of the country, increase rail transport capacity and consolidate its material and technical foundations. The sector of chemical industry should, while building up the Juche fertilizer production system, effect a radical increase in its capacity and normalize the production of vinalon and other chemical fibres and synthetic resins on a high level.</h3>
<h3>The industrial revolution in the new century, which is the grand strategic line of socialist construction advanced by our Party, is a sacred struggle for building ours into a powerful country with the knowledge-based economy of our style through the drive to break through the cutting edge.</h3>
<h3>We should raise the overall level of the technical equipment onto a new high with the pioneering spirit and creative displayed by the developers at the Ryonha Machine in making a rapid progress in producing the latest CNC machine tools. All sectors and units of the national economy should drastically increase the capacity for developing new technologies and products of their own, and push forward in a far-sighted way the work of turning the national economy into a technology-intensive one.</h3>
<h3>Scientific research institutes should make greater efforts to develop the fields of core, basic technologies, including information and nano technologies and bioengineering, and promote technical engineering in major fields and produce more research findings that would beat the world. In developing science and technology, they should firmly establish the Juche-orientation should be, thoroughly apply collectivism, and bring science and technology close to production. Talents in the field of science and technology, precious assets of the country, should be given prominence and the conditions for their scientific research should be provided at the highest standard.</h3>
<h3>We should glorify our country as a highly civilized, socialist one.</h3>
<h3>It was a patriotic will of the great General and is a unanimous aspiration of our people to surpass the standards of the world civilization in all spheres of social life. The sector of education should ensure a high level of its contents and form, conditions and environment, as required by the era of knowledge-based economy. The sector of literature and the arts should thoroughly implement the Party’s policy of conducting creation editing and representation in our own way, and produce a larger number of masterpieces that are perfect in all respects. Activities of, mass-based art lifelike, easy to understand and based on the reality of a great upsurge should be conducted briskly, and the conditions for the youth and other people to lead an affluent cultured and emotional life be better provided. The heated enthusiasm for sports should be encouraged further by enhancing social interest in physical culture and sports and making them part of people’s every day life and habit.</h3>
<h3>The work of bringing into full bloom the most excellent culture and ethics of our nation and our way life should be further intensified. We should wage an intense struggle to frustrate the manoeuvres of the imperialists’ ideological and cultural infiltration and root up alien elements in the way of life, so that a revolutionary and sound atmosphere would pervade the whole society.</h3>
<h3>To improve the appearance ofPyongyangis an important project to greet in grand style the centenary of the birth of President Kim Il Sung and Kim Jong Il’s earnest behest. We should step up the construction in the Mansudae area and other major projects under construction on the highest level and effect a radical turn in urban management and landscaping, thus ushering in a new heyday of Pyongyang in the Songun era. Every province, city and county should sustain its local peculiarities in its designing and construction, and drastically improve the appearance of its urban and rural communities.</h3>
<h3>We should consolidate the national defence capabilities in every way under the unfurled banner of Songun.</h3>
<h3>The Korean People’s Army is the pillar and main force of the Songun revolution and the vanguard in the building of a thriving nation.</h3>
<h3>This year marks the centenary of the birth of Kim Il Sung and the 80<sup>th</sup> founding anniversary of the Korean People’s Army; in this meaningful year, the KPA should bring about a radical turn in all aspects of military and political work by pressing ahead with the movement for winning the title of O Jung Hup-led 7<sup>th</sup> Regiment, and thus demonstrate its heroic mettle and invincible combat efficiency as the army of the leader and the Party.</h3>
<h3>The officers and men of the KPA should cherish an unshakable faith that the great Comrade Kim Jong Il will always be with them and a noble moral obligation to him, and firmly defend his achievements for army-building and add eternal glory to them by force of arms.</h3>
<h3>The entire army should place absolute trust in and follow Kim Jong Un and become human rifles and bombs to defend him unto death, holding high the slogan “Let us defend with our very lives the Party Central Committee headed by the dear respected Comrade Kim Jong Un!”</h3>

<h3>At this juncture, when the Juche-oriented cause of army building has entered a new historic phase, the KPA should intensify the Party political work aimed at thoroughly establishing the unified command system of Kim Jong Un, Supreme Commander of our revolutionary armed forces. True to the lifetime intentions of Kim Jong Il, it should take the lead in supporting faithfully the Songun-based revolutionary leadership of Kim Jong Un, the brilliant commander born ofMt.Paektu, and establish throughout it the revolutionary climate of carrying out his orders and instructions to the letter, without reservation and even unto death.</h3>
<h3>The security of our country, heritage bequeathed by Kim Jong Il, people’s happiness and victory in the building of a thriving nation rest on the arms of Songun. Under the slogan “Training is also a battle!” the KPA should conduct training in an atmosphere of actual battle as befits the revolutionary army of Mt. Paektu, so as to prepare all the officers and men to be a-match-for-a-hundred combatants who could implement independently and actively the operational combat tasks assigned to them, a death-defying corps for national reunification. They should be fully ready to deal prompt and merciless blows at the enemy and achieve national reunification, if they dare infringe upon our dignity and sovereignty.</h3>
<h3>By pushing ahead with the work of strengthening the command and management of units and creating military ethos, it should thoroughly establish across it steel-strong military discipline, and possess looks required of a regular army and noble moral traits. It should direct constant efforts to the strengthening of companies, thus making them all competent combat ranks and dear homes for rank-and-file soldiers.</h3>
<h3>True to the intention of our Party, which set this year for the KPA as a year for the people, it should make devoted efforts to bring their happiness into full bloom, thus implementing with credit Kim Jong Il’s idea of army-people unity.</h3>
<h3>The service personnel should achieve brilliant feats of labour that would be remembered for all ages by fully demonstrating their mettle of “At a go” on major fronts of the building of a thriving nation and with the charging speed, a-match-for-a-hundred speed, of the heroic KPA, which has no word <em>impossible</em> in its vocabulary.</h3>
<h3>The enormous potentialities of the defence industry Kim Il Sung created and Kim Jong Il consolidated through his tireless Songun-based revolutionary leadership should be given fullest play.</h3>
<h3>To strengthen the Party and enhance its leadership role to the maximum is the decisive guarantee for unfolding a new era of prosperity true to the behests of Kim Jong Il.</h3>
<h3>At present our Party and revolution are in an important, responsible period, when the revolutionary cause of Juche is being carried forward. The present reality demands that the Paektu spirit of march, the spirit of uninterrupted revolution, to carry out the revolution firmly rallied behind Kim Jong Un run through the building and activities of the Party.</h3>
<h3>The key point in our Party work at present and in the future, too, is to thoroughly establish the monolithic leadership system of the Party. We should strengthen and develop the whole Party into an integrated whole of organizational and ideological unity, which is run through with the unanimous will to follow the leader’s intentions unconditionally.</h3>
<h3>Party organizations should fully get acquainted with the public sentiments as required by the Party’s mass line, and effect a fresh turn in the work with the masses. They should respect the opinions of the masses and intensify Party work accordingly, so as to make the greatness of our Party’s benevolent politics, all-embracing politics, demonstrated to the full this year that marks the centenary of the birth of President Kim Il Sung.</h3>
<h3>The most powerful is a Party organization which translates into reality the lifetime wish of Kim Jong Il. Party organizations at all levels should concentrate their efforts on the struggle to make the flames of Hamnam flare up fiercely and push ahead with the industrial revolution in the new century. They should launch in a fresh and ambitious way the information and publicity work to inspire the people to live and work in the spirit and at the speed of forced march displayed by Kim Jong Il.</h3>
<h3>It is important to radically improve the way of work of officials and their leading abilities as required by the era of great upsurge.</h3>
<h3>What is important today for our officials is to actively learn from the militant temperament of the commanding officers of the KPA, who carry out the intentions of Kim Jong Un in a most swift and thoroughgoing way. Officials who buckle down audaciously and without any delay to what the Party is determined to do, who carry out any challenging task at lightning speed in a three-dimensional way and who finish any thing to be impeccable even in the distant future as a thing of lasting value–the current age of great upsurge demand such officials.</h3>
<h3>“Let us do many more things for the benefit of the people!”–this must be the slogan of action and conscience for our officials in supporting the intentions of the great Party. Officials should be deeply aware that they exist for the sake of the people, have the steadfast standpoint of launching all undertakings in keeping with the will and interests of the people, and acquire an open-minded attitude of verifying their loyalty to the Party in front of the people. They should thoroughly effect the intentions of our Party of considering people’s conveniences to be absolute and the highest priority and making devoted services for them.</h3>
<h3>It is an important key to emerging victorious in the general offensive of this year to give fullest play to the mental strength of the masses of the people.</h3>
<h3>The mental strength of the masses decides everything. It is necessary to emulate the mental strength and executive abilities displayed by the people inSouthHamgyongProvincewho have proudly manufactured state-of-the-art machinery by their own efforts with a firm faith thatKoreadoes what it is determined to do. Mass movement and socialist emulation drive should be launched vigorously in all parts of the country to enlist the mental strength of the masses.</h3>
<h3>As Kim Jong Il said, when the working people’s organizations are afire with enthusiasm, the whole country will be enveloped with the same atmosphere. The youth league organizations should train all their members to be genuine young vanguard of Songun that will creditably carry forward the traditions of performing miracles and innovations and the traditions of revolutionary optimism displayed in every period of the Korean revolution. Young people should perform feats of labour at all sites of the building of a thriving country, and build many more monumental structures in the Songun era to be named after youth, singing aloud <em>March of the Korean Youth</em>. The women’s union organizations should actively conduct various forms of do-good-thing movement, including the women’s union shock-brigade campaign, and render tangible contributions to making a revolutionary and sound way of life prevail throughout the country. All the working people’s organizations should fully discharge their mission and duty as organizations for ideological education so as to encourage all their members to highly display their honour of being participants and victors in the drive to build a great, prosperous and powerful country.</h3>
<h3>We must thoroughly carry out the instructions on national reunification of Kim Il Sung and Kim Jong Il, who are revered as the eternal sun of our nation.</h3>
<h3>The reunification of the country was the lifelong desire of the great persons ofMt.Paektuand the greatest national task assigned to our generation. General Kim Jong Il opened up a broad avenue for accomplishing Kim Il Sung’s cause of national reunification by devoting his whole life. Today, the dear respected Kim Jong Un, another peerless patriot, stands in the van of the effort to carry out the cause of national reunification under the banners of the immortal three charters for national reunification and the north-south joint declarations. As solid foundations have been laid for national reunification and the whole of 70 million Korean people are burning with patriotic zeal, the long-cherished desire of the nation will be materialized without fail before long.</h3>
<h3>Last year, proceeding from a patriotic intention to open a new phase for reunification and prosperity, we proposed wide-ranging talks and negotiations to the south Korean authorities, and made consistent efforts to realize them. However, running against the trend of the times and the public sentiments, the conservative ruling forces in south Korea responded by further intensifying worship of other countries, including the United States, confrontation with the fellow countrymen in the north and war manoeuvres against the north. The acts contrary to morality and against the nation committed by the group of traitors in south Korea–neglecting the greatest national sorrow and hindering in every possible way the offering of condolence–triggered soaring indignation and denunciation on the part of all compatriots. The ruling forces have become an object of people’s stern trial.</h3>
<h3>The developments of last year reaffirmed the truth of history that our nation’s will for independent reunification, peace and prosperity can be broken by no force and the anti-reunification forces will surely be defeated.</h3>
<h3>This year marks the fifth anniversary of the publication of the October 4 Declaration, the action programme of the June 15 Joint Declaration.</h3>
<h3>In this meaningful year we must bring about a decisive turn in accomplishing the cause of national reunification as we hold high the slogan “Let all the compatriots open the gates of national reunification full of fresh confidence!”</h3>
<h3>The stand of national independence and putting the nation above anything else should be maintained in a thoroughgoing way.</h3>
<h3>Solving the problems of inter-Korean relations by rejecting aggressive foreign forces and pooling the efforts of our nation itself is the demand of the June 15 reunification era. All the fellow countrymen in the north, south and abroad should open a broad vista for national reunification with the conviction that our nation should be of the first and foremost consideration and that they will have nothing they cannot do if they maintain the thoroughgoing stand of national independence. Marking the fifth anniversary of the publication of the October 4 Declaration, the atmosphere of supporting the north-south declarations and the will to implement them should prevail across the whole of the national territory. The south Korean people should wage a fierce mass struggle aimed at resolutely frustrating the schemes to sell the interests of the nation in collaboration with the foreign forces.</h3>
<h3>National reconciliation and unity is the precondition and guarantee for national reunification.</h3>
<h3>The common interests of the nation should be given top priority, and everything should be subordinated to them. Confrontation between fellow countrymen that is driving the inter-Korean relations towards catastrophe should be strongly opposed and rejected. Acts against reunification, acts that disgrace the dignity of the north and foster distrust and antagonism between the north and the south, cannot be tolerated in the slightest. All the fellow countrymen should wage a nationwide struggle to frustrate the anti-reunification policy hostile to compatriots pursued by the group of traitors, hindering national reconciliation and unity and escalating confrontation.</h3>
<h3>The prevailing situation urgently demands that the war moves of the bellicose forces at home and abroad be checked and frustrated.</h3>
<h3>The entire nation, under the unfurled banner of anti-war and peace, should smash every move of reckless military provocation, arms buildup and war exercises against the north. Constant vigilance against the danger of military collaboration of the bellicose forces within the country and without should be maintained, and theUSaggressor forces, the main obstacle to peace in the Korean peninsula, should be pulled out fromsouth Korea.</h3>
<h3>Today’s struggle to implement the instructions of Kim Jong Il on national reunification is a patriotic one related with the destiny of the nation in the new century of the Juche era. All the Korean people in the north, south and abroad should unite closely under the banners of the June 15 Joint Declaration and the October 4 Declaration and give further spurs to the reunification movement. By doing so, this year they should make a breakthrough for independent reunification.</h3>
<h3>The international environment was quite complicated last year, but the Korean revolution advanced invariably along the road of victory indicated by Kim Jong Il.</h3>
<h3>Kim Jong Il was a defender of justice; for long, he conducted energetic external activities under the unfurled banner of anti-imperialist independence, remarkably enhancing the position and authority of SongunKoreain the international arena and rendering immortal services to promoting the cause of independence of mankind. The historic visits he made last year toChinaandRussiaserved as important occasions for achieving peace in the world and security inNortheast Asiaand developing the traditional relations of friendship. Whatever a sudden turn the international situation may take and however frantically the imperialists may behave, nothing can arrest our advance towards socialism. We will, in the future, too, hold fast to our Party’s principles of independence, friendship and peace, and strive to develop relations of friendship with countries that respect our country’s sovereignty.</h3>
<h3>As they have entered the new century of the Juche era, having overcome the pain of the greatest loss, our service personnel and people are filled with a grim determination and confidence in sure victory.</h3>
<h3>Inscribed in the hearts of our service personnel and people, who have turned out in the new onward march, are lifetime appearances of Kim Il Sung and Kim Jong Il. As Kim Jong Un, a peerlessly brilliant commander, is leading our revolution in the van and the powerful revolutionary army and people united single-heartedly support faithfully their guide, the Workers’ Party of Korea, the revolutionary cause of Juche is sure to emerge victorious. The advance of our revolution that started onMt.Paektuwill continue without interruption as a vigorous march towards the victorious Songun revolution, towards prosperity.</h3>

<h3>On this occasion Professor Dr. Anton Caragea was presented with the appointment of  Goodwill Ambassador At Large for the World Natural Protected Area`s. Professor Dr. Anton Caragea was empowered to speak on behalf the ecological and protection program`s regarding protected natural area and to represent on world stage the necessity issues related to: integrating environment into development , environment and finance, local development, climate change, sustainable energy, ecosystems and biodiversity, ozone and climate , climate strategy etc.</h3>
<h3>In his acceptance speech as Goodwill Ambassador for Natural Protected Area Professor Dr. Anton Caragea had appreciated the wealth of Romanian natural protected area evaluated at more than 23 natural and national parks that are representing a priority for natural conservation in Romania and for the world.  This regions will be a priority for me and also we have to emphasize the educational vision in promoting natural area protection and development, touristic opportunities, conservationist education programs and international aid. All this all the pillars of developing and insuring financial independence and sustainability for natural protected areas, concluded professor dr. Anton Caragea.</h3>

Poor people everywhere depend critically on environmental assets and energy resources for their livelihoods and well-being. It is widely recognized that recent and ongoing global shocks, food, fuel, financial, climate change, have linkages, if not in some cases direct lineage, to environmental issues related to the use and management environmental systems and services. Therefore, mainstreaming environment and sustainable development, including climate change, in national development planning and implementation is central to UNDP`s poverty reduction and Millennium Development Goal mission.</h3>

<h3>In afara programului dens de intalniri oficiale, delegatia Romaniei s-a bucurat de un bogat program cultural incluzand : un concert de muzica clasica din Oman, oferit de Alteta Sa Sheikh Nahyan bin Mubarak Al Nahyan la Palatul Emiratelor, vizitarea celei mai inalte cladiri din lume : Burj Khalifa , o experienta safari cu o calatorie pe dune , o vizita la Universitatea Zayed, unde prof.dr. Anton Caragea a intretinut un dialog cu cadrele didactice si studentii universitatii  si o vizita la splendida Marea Moscheie Zayed din Abu Dhabi.</h3>

<h3>Sheikh Mohammed welcomed his guests by reciting a short poem in which he reflected his nationalistic feelings of the UAE’s 40th National Day and his pride in the second of December which forms a turning point for the UAE people and leadership.</h3>
<h3>Addressing the audience, especially the young people who were born after the union, Sheikh Mohammed said that the age of 40 is the age of maturity, that’s why God sent down His revelation on his Prophet Muhammad ( peace and blessings of Allah be upon him) when he reached 40 years.</h3>
<h3>Sheikh Mohammed said that the 40th national day is the stage of maturity for our country which has made great achievements at the national, cultural and humanitarian levels. Through these achievements, he said, the UAE has not only vied with others but has also set an example for others to follow and learn from its long experience.</h3>
<h3>He added that contrary to what others, who live in prosperity and luxury today, believe, the way was not planted with flowers, but it was full of challenges and dangers in addition to other outside influences, which without Sheikh Zayed and Sheikh Rashid’s resolve and national sense such a union would not have been possible.</h3>
<h3>Sheikh Mohammed went on to point out that the most important achievement made during the time of Sheikh Zayed and Sheikh Rashid and sustained today by President His Highness Sheikh Khalifa bin Zayed Al Nahyan, is man, especially the youth who represent the highest percentage of the UAE citizens. He added that the youth are the future and we, as leaders, rely on them and their ability to shoulder the responsibility and take the initiative to build their future and the future of the generations to come to achieve the national goals, hopes and aspirations of their people.</h3>

<h3>Sheikh Mohammed expressed hope that when the UAE celebrates its 50th national day it will be ranked as one of the best countries the world in all fields; our people, amongst the most civilized and forward looking of nations, by God’s guidance and the support of its leadership.</h3>
<h3>Speaking about his wishes before the establishment of the modern state many of which, he said, have been achieved today, Sheikh Mohammed said that when he had visited European and non European countries for study or tourism and saw great achievements in those countries ‘ infrastructures, armies, cultural and educational institutions and others; he wished such achievements would be made at home.</h3>
<h3>Talking further about his dreams and wishes, Sheikh Mohammed went on to say that he dreamed of a strong country, strong people, strong leadership, strong economy, and strong achievements, adding that when he saw the fighter planes during the Dubai Air Show, he wished his country would have this kind of weapon; now I tell you that our factory in Al Ain manufactures spare parts for these planes; this national factory is part of my national dreams.</h3>
<h3>Talking with pride about the perseverance and heritage of the fathers and ancestors, Sheikh Mohammed said that the people and the leadership of the country inherited perseverance from our fathers and forefathers, who have suffered hardship to keep alive and provide their children with food and drink. They used to dive in the dangerous sea to bring the fish to their children. They lived with all kinds of challenges in the Arabian Peninsula from which they started their journey to the world spreading Islam; they are the pioneers who defended their island and their land. I would like to tell you, young people, that despite all the challenges achievements were made and you, in the UAE, are harvesting the fruit of the challenges your fathers and forefathers had endured and overcome.</h3>

<h3>Sheikh Mohammed went further to touch on the invasion of the Gulf region by foreign powers, which brought about devastation and havoc to the land and the sea, and destruction and exploitation of the riches and which adopted other colonial and abhorrent methods, forcing the people of the region to fight those occupiers and expel them to attain independence. After liberating their land from the enemies, our grandparents returned to fishing and diving for pearls. As a result, the pearl industry flourished and the people felt a kind of prosperity. Those people survived and resisted until they have become in line with developed countries, able to have influence on and make change in the world&#8217;s economic and political map.</h3>
<h3>He warned the youth against despair, calling on them to equip themselves with patience, perseverance and determination to achieve their ambitions through reviving the heritage of their grandparents and ancestors.</h3>
<h3>Sheikh Mohammed briefed his guests about the differences and difficulties the rulers of the emirates faced before signing of the Union’s constitution and the declaration of the state of the United Arab Emirates. In this regard, he said that the late Sheikh Zayed and the late Sheikh Rashid met in a tent in the Al Sameeh area on the borders between Dubai and Abu Dhabi, accompanied by some other people and I was among those who witnessed the meeting and the signing of Sheikh Zayed and Sheikh Rahshid on the draft constitution, despite the reluctance of the rest of the rulers of the Emirates; Ras Al Khaimah was the last to sign.</h3>
<h3>He touched on the role of the British in fueling negative feelings among some rulers, using the method of &#8220;divide and rule&#8221;, taking advantage of the marginal disputes that prevailed during the consultations and meetings held by Sheikh Zayed and Sheikh Rashid with the other rulers; Sheikh Zayed managed lastly through his expertise, patience, wisdom and patriotism to convince them to join him and his brother, Sheikh Rashid and sign on the interim constitution, and then, he announced the Union on the second of December, 1971 at the Union House in Dubai.</h3>
<h3>Sheikh Mohammed went on to relate to his guests the various challenges , which faced the union, which without the perseverance and insistence of Sheikh Zayed and Sheikh Rashid, our dream to live today under one leadership and one flag and have a stable, sovereign and an independent country, would not have been possible.</h3>
<h3>Commenting on what others write and say about the country and its people, denying us our values, culture, history and heritage and claiming that we are merely an oil country and luxury loving people, Sheikh Mohammed responded: yes, we are a rich and an oil producing country; nevertheless, we have our own civilization, Arab and Islamic culture and a history that is rich in achievements.</h3>
<h3>We possess all elements of a decent life based on equality, justice, humanity, and we reach out to all people of the world who need our support. &#8220;Concluding his lecture, Sheikh Mohammed recited some love and nationalistic poems, adding an atmosphere of intimacy to the gathering and knocking down barriers between His Highness and the young people who were happy with this talk and proud of their leader, wishing him and the UAE leadership all good health and glory.</h3>

Our country has made remarkable achievements that have catapulted it to the ranks of advanced nations, thanks to the sincere and tireless efforts spearheaded by the late Sheikh Zayed bin Sultan Al Nahyan and his fellow founding fathers who toiled in silence to initiate a march whose aims fit with our genuine national values and principles. We will pursue their approach in shouldering this responsibility with diligent work to achieve further progress and prosperity for the homeland and its citizens. </em></h3>

<em> This Union that is with us today in terms of political achievement and socio-economic reality was neither a gift or a grant nor an easy achievement. Rather, it was the fruit of a good tree planted by our fathers who dreamed of the idea with hope, took care of it with their dedication to raise the flag of the Union as high as they could and strengthened its pillars. They are really the spirit of the Union; from their life and history, generations will draw lessons and will continue to carry the responsibility under the eyes of a glorious nation that takes pride in its past, its giving present and promising future. </em></h3>

<h3><em></em><em>In the 40 years that have passed, the State has channeled all of its efforts and potential to serve the country and its citizens. More than this, it has invested all of its resources and energies in the building of a federal, pioneering modern state in which the values of solidarity, coherence and unity have been deepened, the concepts of work, dedication and participation have been promoted and in which the sense of belonging and pride in the achievements of the glorious federal march has been upheld. </em><br />
<em> </em></h3>
<h3><em>Men and women of the Emirates, </em></h3>
<h3><em>Your State has earned a prominent place in the international community thanks to what has been achieved over the past four decades in all walks of life. We have succeeded in building a robust federal government and active local governments. Our State today is ranked as one of the best countries in the world in terms of the efficiency of its services, its general policies and the credibility of the government with regards to local community. </em></h3>
<h3><em></em><br />
<em> The UAE is, moreover, acknowledged as one of the most secure and stable countries, as a lavish investor in education and in the provision of qualifications for its people. Our judicial system has also received appreciation for its integrity and for the trust placed in it. </em><br />
<em> The UAE has the second largest Arab economy, thanks to the robust and sound economy and prudent policies that are based on openness and diversification of sources of income. The UAE Gross Domestic Product (GDP) rose from Dh6.5 billion in 1971 to Dh1,248 billion by the end of 2011. GDP per capita rose in 2011 to Dh174,000 per annum. The value of foreign trade went up from Dh13 billion in 1971 to Dh1,737 billion in 2011 while the share of non-oil sectors in GDP rose from 30% to 71% in the same period. The State has a viable small and medium enterprise sector (SME). The industrial sector has made remarkable achievements especially in terms of the increase in the number of enterprises. Large industrial complexes have been created, drawing in massive investment that has boosted the State&#8217;s strategy for developing the productive base of the economy and diversifying sources of income. </em></h3>
<h3 style="text-align:center;"><a href="http://centruldiplomatic.files.wordpress.com/2011/12/masdar-city-the-future-of-abu-dhabi.jpg"><img class="aligncenter size-medium wp-image-1603" title="Masdar City-the future of Abu Dhabi" src="http://centruldiplomatic.files.wordpress.com/2011/12/masdar-city-the-future-of-abu-dhabi.jpg?w=300&#038;h=224" alt="" width="300" height="224" /></a>Yas Island Project is attracting investors from all over the world.</h3>

<em> The UAE has become an attractive hub for businessmen from all corners of the world and a magnet for foreign investment. With its high quality investment climate and the diverse and enormous investment opportunities that are available, the UAE leads the Arab World in indicators of the macroeconomic environment, the securities market, the corporate and institutional environment, and international financing. </em><br />
<em> Although we concentrated on development of the oil and gas industries as the backbone of our economy and of the energy industry in our country, the State, at the same time, pursuing economic diversification and in order to meet the growing demand for energy, is setting out to invest heavily in renewable energy and nuclear power so as to reduce the consumption of conventional energy sources and to increase oil and gas exports. This approach is clearly evident through the Masdar Initiative and through the UAE being chosen as the headquarters of the International Renewable Energy Agency (IRENA). </em></h3>
<h3><em></em><br />
<em> Our belief in education and knowledge as pillars of development and progress has been the motive that us led us to devote more care to regular education and higher education. Statistics show that from only 74 public and private schools in 1971, with 32.800 students, the number had risen to 1,186 schools in 2011, with around 800,000 students. There are also 76 federal and local government and private higher education institutions throughout the emirates, working in coordination and cooperation to provide diverse, high quality learning opportunities for our children in all fields of knowledge. </em><br />
<em> The government has paid special attention to the health sector and has worked diligently to provide high quality qualitative curative and preventive services as well as care for mothers and children. The UAE can boast of now having more than 92 government hospitals and 246 centres for primary healthcare and maternity and child care, compared to only 7 hospitals and 12 health centres in 1971. This is in addition to dozens of private hospitals and thousands of specialist clinics. The government is planning to upgrade and modernise the health sector so that it will become one of the best worldwide in terms of quality of practices, services, medical professionals, the percentage of Emiratisation, along with a broader contribution by the private sector. </em></h3>

<em> As for the housing sector, the government has built and distributed thousands of low-cost houses and built modern fully-serviced cities across the country. Since 2007, the Ministry of Public Works has been implementing a national housing plan which aims to meet requirements of citizens over the next 20 years. The Sheikh Zayed Housing Programme and other similar government-sponsored agencies are also undertaking ambitious housing projects. We have also made prepared a national housing strategy which is now being undertaken in full coordination with other local housing initiatives. </em><br />
<em> It is appropriate at this point to express our appreciation for the role being played by the national committee which follows up implementation of the Presidential initiative to upgrade the basic infrastructure in various parts of the country. The budget for these projects, aimed at improving the standards of services crossed AED 7 billion. Financial support will continue to flow so as to deliver the objectives of these initiatives. </em></h3>
<h3><em></em><br />
<em> Our foremost concern from the outset has been to build an infrastructure base that serves our development goals in all domains. For that purpose, the government has built road networks, sea and air ports and has expanded these facilities to serve the country&#8217;s ambitions in terms of the economy, trade, finance and tourism. It has also launched a range of initiatives projects in terms of culture and information so as to advance its strategic policy to become a regional hub for media, culture and arts, as well as a bridge for civilisational interaction between civilisations. Capitalising on its state-of-the-art complexes and facilities, the UAE has become an important centre for regional and international sports events. </em><br />
<em> The government has made immense efforts to protect the environment, to improve water and natural resources management, to conserve biodiversity, animal species, and endangered marine and terrestrial flora, to protect and develop fisheries and to establish more nature reserves. What was done in this field under the stewardship of the founding father the late Sheikh Zayed bin Sultan Al Nahyan was a magnificent achievement that has earned our country a prominent regional and international standing in the sphere of the environment. </em></h3>

<em> In all development fields in the country, including the increasing contribution of women in the workforce and the provision of full social care to all segments of society with special attention being given to youth, and, in particular, the vulnerable (the handicapped and the elderly), the indicators of the progress achieved have prompted many international organisations to rate our country as one of the most prosperous and as one of those delivering the best welfare services worldwide.</em></h3>
<h3><em>Building on this, we will continue with our plans to further develop our human resources and build their capacity and skills, since we believe that the human being is the target, the end, the engine and the means of development. We will also continue to encourage national qualified professionals to take their natural place in the present renaissance drive to ensure a more bright, promising future.&#8221; </em><br />

<h3><em>Brothers and sisters,</em></h3>
<h3><em> &#8220;The Union whose 40th anniversary we celebrate today is a social and collective responsibility. It is a project for renaissance and a continuous action plan. The selection of the &#8216;Spirit of the Union&#8217; as a theme for this year&#8217;s celebration is a true expression of the genuine experiment which veritably embodies the originality, values and special nature of the reality of the UAE. </em></h3>
<h3><em></em><br />
<em> Keeping the Union&#8217;s spirit alive is something that can be achieved through the empowerment of the UAE citizen who is the top national priority and the focus of the vision for the future that guides all strategies and policies that the government will adopt, in all sectors, over the next ten years. </em></h3>

<em> Empowerment of the citizen is our project for the next ten years of the Union &#8211; a project through which we will lay the ground for a more confident and strong national personality and whose driving force and cornerstone will be an active Emirati who is proud of his stable and coherent family and of his well-founded, dynamic community where security and justice prevail, where the values of voluntary work and of initiative are highly recognised, with a forward-thinking, modern learning system, an advanced, high quality health services, a knowledge-based sustainable and diversified economy, an integrated infrastructure, a sustainable environment, well-conserved natural resources and, finally, an eminent status on the international stage. </em></h3>

<em> These pillars were the same that guided our founding fathers to lay the foundations of this State. And in meeting the demands and aspirations of the people, they agreed upon a constitutional framework for a federal system of governance that deals with people on an equal footing, that guarantees their freedoms, that unlocks their potential, that mobilises their resources, and that provides them with more opportunities through powerful federal institutions that perform their work in integration with local governments and in full coordination with other segments in society. </em></h3>
<h3><em></em><br />
<em> Our prime concern will be to deliver this vision and make it a living reality in a manner that realizes the aspirations of both the leadership and citizens for a more secure and prosperous future. The Council of Ministers will be responsible for transforming these aspirations into program that have specific targets and transparent standards. The Council of Ministers has already finalised the strategic framework of the UAE Vision 2021. </em><br />
<em> Honourable citizens, We are progressing confidently towards a decade that will be spearheaded by the sons and daughters of the UAE. I have a word for all leaders : heed the voices of the people, take them into consideration while you are planning, setting goals and making decisions. In a world that has diverse organs of mass communications and platforms for social contacts, it is necessary for governments to seek the best and effective tools of communication with the citizen everywhere, to listen to his voice, to learn about his trends and to respond to his aspirations. This requires that we should pay attention and that we should listen. </em></h3>

<em> Based on that, we assert that broadening popular participation is a firm national trend and an irrevocable option which we have chosen with our full will. We will continue to take it further forward, gradually and steadily, in response to the aspirations of our people for a homeland for which they can come forward together to serve and develop its society. We have successfully completed the second phase of the gradual approach we adopted as a method to expand the popular participation in elections and to empower the Federal National Council (FNC) and increase its powers and enhance its role. </em><br />
<em> This phase was crowned with the election of a new FNC which has commenced its sessions as a more vocal organ of the national will. We hope that the Council will perform its role in complete cooperation with the executive authority as a responsible platform for national issues and with a positive impact in decision-making. </em><br />
<em> Dear sons of UAE There is no distinction between one citizen and another in our State&#8230;&#8230; all are equal in rights and duties and the main purpose of government activity is to improve the quality of life, to ensure sustainability of reasonable living standards for citizens and to ensure that all enjoy equal opportunities and fair privileges in a sound societal and family ambience where all feel justice and stability. This is what we are pursuing through many development initiatives in sectors like housing and services across the emirates. </em></h3>
<h3 style="text-align:left;"><em>Within the context of these initiatives, education will receive a top priority, getting a major allocation in the federal budget for 2012 which will enable it to secure the required potential to develop its structure, to upgrade its output and to link it with the needs of development and the job market. </em></h3>
<h3><em> On top of this, the conditions of employees in education will be improved, and new advanced curricula will be introduced that deepen the sense of belonging and identity, promote the values of moderation and incorporate the latest developments in systems, science, technology and languages. </em><br />
<em> Out of our keenness to raise a generation that is capable of carrying responsibility and of pursuing the drive for development, the government has launched a set of integrated policies to build the capacity of our youth and to create an environment that will equip them to take part in economic, social, cultural, political and sports spheres and will stimulate them to actively engage in voluntary work and community development. </em><br />
<em> Towards this end, we have created a ministry to take care of their affairs and have established the General Authority for Youth and Sports Welfare. Child care has seen spectacular progress with the creation of the Higher Council for Maternity and Childhood. </em></h3>

<h3><em>Brother Emirati men and women, </em></h3>
<h3><em>&#8220;Our country is forging ahead steadily in making progress and our national economy has weathered the storm of the global economic crisis thanks to its vibrancy, resilience, diversity and its sound legislative environment. Our economy today remains on track and flourishing, buoyed by the stellar performance of some economic sectors, the improvement in liquidity, and the increase in surpluses. </em><br />
<em> However, while expansion and diversification of the economic base and rise in growth rates are all important leading indicators, they are not an end in themselves. Rather, they are means towards the higher end, which is the happiness of man, the coherence of family, the solidarity of society, and the sovereignty of the state. This is the development model approved by the UAE Vision 2021, as a sustainable model of human society, whose target is to empower the society and to build the capacities, skills and knowledge of its members. </em><br />
<em> It is our roadmap for the future and the main way to address the challenges faced both by the State and by society. On the top of these are national identity, the imbalance in the job market, low productivity and the weak rates of replacement and Emiratisation. </em><br />
<em> We have already taken serious measures in that direction by establishing the Federal Council for the Demographic Structure, the National Qualifications Authority and the Khalifa Emiratisation Fund as well as other agencies. We hope the initiatives of these bodies will serve as a realistic prelude for tackling these challenges we are facing, like Emiratisation, the reduction of foreign workforce, increasing of the opportunities for training and the qualification of the national workforce in a manner that hones their skills and puts more demands on them. </em><br />
<em> While recognising the role and contribution from the business sector over the past forty years, it must be noted that this sector should display more commitment today in terms of corporate social responsibility, so as to expand its participation in nation building, in protecting the local community, in increasing productivity and in the provision of investment in development and training and in attracting national human resources by creating more job opportunities for them. </em></h3>

<em> Dear Emirati men and women,</em></h3>
<h3><em> Our State is adopting a national security and defence strategy based on enhancing and supporting arrangements for maintaining public security and the rule of law along with developing skills and raising the efficiency of human element, in addition to our commitment to combating terrorism and all forms of alien organised crime and to dealing in a serious way with whatever harms internal security and stability. </em><br />
<em> With God&#8217;s grace, the UAE is today acquiring the ability to defend our national gains and to protect our vital interests. We have given our armed forces special attention as a protective shield for the sovereignty, independence and security of the homeland. These forces have efficiently kept international security and peace and have proven their high efficiency in delivering aid to brotherly and friendly countries. Our armed forces will remain a source of our pride and a depository of our trust. </em></h3>

<em> Dear brother and sisters, </em></h3>
<h3><em>The current transformation in the Arab World has proven the soundness of the principles and pillars upon which our State has been based since its birth, which call for respect for the human being and his dignity, guaranteeing his rights as the backbone of stability of our communities and the essence of the security of the State. </em><br />
<em> We have built our foreign policy principles and practices on moderation, the maintenance of security and stability, the adoption of peaceful means to settle internal and external disputes, on recourse to international legitimacy, on respect for the rule of law and the aspirations of peoples, establishing relations of cooperation with all countries of the world which treat the UAE with all respect and appreciation and are keen to extend bridges of friendship with all its dimensions and forms. </em></h3>
<h3><em></em><br />
<em> The commitment to these values have been clearly evident through the approach we have followed in supporting the GCC joint action. We are keen to continue working with our brothers in the GCC to complete political, economic, security and social integration. And, as part of our membership of the GCC, we are closely monitoring the situation in our sister Bahrain, asserting our full support for the efforts being made by its leadership to promote national dialogue in a way that preserves its security and unity. </em><br />
<em> As we follow developments in a number of sisterly Arab countries, we affirm our respect for the choices of their peoples and express our support for the ongoing efforts to overcome this situation in a manner that preserves unity and cohesion and meets the aspirations of their peoples. We will also continue our full support to our Palestinian brothers and to their efforts to restore their legitimate rights and to declare their independent state. We are also committed to offer everything that will help to ensure that stability, security and development prevail in friendly Islamic countries. </em></h3>

<em> As part of our international responsibility, our State is working seriously to enhance and coordinate humanitarian assistance and relief programmes and to provide aid development to developing countries, along with its contribution to international efforts for peace-keeping, reconstruction, disaster and crisis management, as well as responding to appeals for humanitarian relief. </em><br />
<em> This is confirmed by the UAE&#8217;s distinguished partnership in maintaining international peace and security, its effective contribution in various UN activities and its agencies and its pledging of assistance to the tune of billions of dollars. We remain committed to our principled policy to prohibit the proliferation of weapons of mass destruction and to engage with the international community to spare the world from the dangers of nuclear proliferation. </em><br />
<em> Brothers and sisters, The security and stability of the State is a trust and keeping it is a responsibility which doesn&#8217;t tolerate leniency or hesitance. Our gallant Armed Forces and our Police and security forces have been and will remain the strong protective shield and line of defence to earn the trust of and maintain the security and stability of the country and its citizens. We salute those commanders, officers and personnel on this glorious day for their dedication and faithfulness in performing their duty and for what they do to upgrade our national defence and security capabilities. </em><br />
<em> We also pay tribute to the children of the loyal UAE people for showing solidarity, allegiance, a unity in their ranks and a deep consciousness. We also greet residents from sisterly and friendly countries who are living among us. </em><br />
<em> Together, we have gone through major steps and have witnessed years replete with achievements and success. And we, with the aid of God, will stay the course of the triumphal march, steadfast and in full confidence, so as to reach that for which we aspire &#8211; a promising future of prosperity and well-being. </em></h3>

<h3>Emiratele Arabe Unite sărbătoresc pe 2 decembrie Ziua Naţională şi cea de-a 39-a aniversare. După cum explică Excelenţa Sa, această dezvoltare uimitoare într-o perioadă scurtă este firească, Emiratele Arabe Unite se bucură astăzi de unul dintre cele mai înalte şi sofisticate standarde de viaţă dintre toate ţările lumii, cu o economie puternică şi o societate democratică.<em> </em></h3>
<h3><em>Cum a fost posibil acest lucru într-o perioadă atât de scurtă?</em></h3>
<h3>Emiratele Arabe Unite, în demersul de unificare început acum 40 de ani, au înregistrat multe realizări care au transformta statul şi societatea, precum şi pe cetăţenii săi, pentru a intra în secolul XXI înarmaţi cu capacitatea de a face faţă provocărilor şi beneficiilor acestui secol. În acelaşi timp, au căutat permanent  să-şi stimuleze cetăţenii  pentru a obţine mai mult şi pentru a întări ceea ce s-a realizat, asigurând astfel generaţiilor viitoare o viaţă decentă şi stabilitate.</h3>
<h3>Desigur, Emiratele Arabe Unite au parcurs un drum lung în ceea ce priveşte dezvoltarea economică şi socială,  însă noi am fost în măsură să construim o viaţă instituţională puternică, cu un grad mare de deschidere către societate. Aceste aspecte care au caracterizat procesul de dezvoltare, susţinute şi de spiritul de toleranţă, au prevalat în toate segmentele societăţii. De asemenea, ca ingredient important, puternica noastră viaţă spirituală ne-a fundamentat şi îmbogăţit experienţa, plasând ţara noastră pe un loc special, nu doar la nivel regional, ci şi la nivelul întregii lumi. Într-adevăr, Emiratele Arabe Unite trăiesc de mai mulţi ani un proces de dezvoltare nouă care a transformat E.A.U. într-un centrul financiar şi comercial internaţional. Pe lângă aceasta, trăim o experienţă parlamentară nouă, în adevăratul sens al cuvântului, care corespunde standardelor internaţionale. Pe de altă parte, succesele obţinute la nivel naţional nu ar fi fost posibile fără o politică externă înţelept promovată de stat, care a facilitat îndeplinirea obiectivelor.</h3>
<h3>            Transformarea Emiratelor într-un centru  economic global nu a fost posibilă doar prin luarea unei singure decizii, ci este rezultatul planificării pe termen lung şi a eforturilor depuse în mod susţinut. Aceste eforturi nu s-au limitat numai la simple construcţii economice, ci se regăsesc în infrastructură, în calitatea serviciilor, în dezvoltarea socială, incluzând aici şi dezvoltarea resurselor umane prin programe de formare continuă, în crearea unui mediu legislativ şi juridic în acord cu evoluţia economică şi socială atât la nivel naţional, cât şi global. De aici rezultă că poziţia Emiratelor Arabe Unite pe harta economică mondială nu este temporară sau conjuncturală, ci este rezultatul unor eforturi continue. În cadrul acestui proces de dezvoltare au fost antrenate multe instituţii economice şi financiare, care au construit o fundaţie solidă pentru a depăşi criza cu care se confruntă astăzi economia mondială.</h3>
<h3><em>Care este situaţia actuală din Emiratele Arabe Unite şi ce planuri de dezvoltare aveţi în viitor?</em></h3>
<h3> Nu există nicio îndoială că E.A.U. au înregistrat mari realizări în ultima perioadă, însă noi ne continuăm eforturile, urmărind permanent să ne dezvoltăm. Statul sprijină constant acest proces de dezvoltare, astfel încât să poată gestiona optim fluctuaţiile regionale şi internaţionale sau orice alte evenimente.</h3>
<h3>Pentru că ne aflăm la începutul unei noi etape, suntem preocupaţi să asigurăm cetăţenilor noştri accesul la informaţiile necesare pentru a avea mai multă putere în demersul de angrenare a tuturor membrilor societăţii în toate instituţiile statului (culturale, de învăţământ,mass-media, economice etc.), contribuind astfel la construirea naţiunii noastre. În aceste momente, când aniversăm 40 de ani de la fondarea statului, speranţele pentru ţara noastră nu au limite; aspiraţiile guvernului nostru pentru cetăţenii săi, aşteptările noastre pentru un viitor mai luminos sunt, de asemenea, nelimitate. Vom intra într-o eră nouă, care reflectă viziunile ambiţioase şi grija faţă de generaţiile viitoare, sub conducerea înţeleaptă a Alteţei Sale Preşedintele Statului, şi a Vice-Preşedintelui, care păşesc pe urmele Sheikhului Zayed bin Sultan Al Nahayan, fondatorul şi tatăl Emiratelor Arabe Unite, Allah să-l odihnescă în pace.</h3>
<h3> <em>Excelenţa Voastră cum puteţi descrie relaţia </em><em>dintre România şi Emiratele</em><em> </em><em>Arabe Unite</em><em>?</em></h3>
<h3><em> </em>Istoria relaţiilor bilaterale este marcată de interacţiuni la diferite niveluri, care au debutat, în plan diplomatic, la 1.08.1989. Relaţiile sunt întărite de vizitele reciproce la nivel înalt efectuate în ultimii  ani, care au contribuit la dezvoltarea prieteniei şi aprofundarea cooperării între cele două ţări. Emiratele Arabe Unite beneficiază de o semnificativă experienţă de dezvoltare, dar şi de o înaltă apreciere venită din partea organizaţiilor economice internaţionale, ceea ce a facilitat relaţionarea dintre cele doua ţări. Faptul că România este una dintre ţările europene interesate de relaţiile cu ţările din regiune, în general, şi cu Emiratele Arabe. Unite, în special, este importantă dezvoltarea relaţiilor în toate domeniile. De exemplu, în 2008 volumul schimburilor comerciale a ajuns la 522 de milioane de dolari. Dublarea volumului schimburilor comerciale în ultimii cinci ani este un indicator clar al dinamicii care caracterizează relaţiile dintre cele două ţări.</h3>
<h3> <em>Excelenţă, care sunt planurile dumneavoastră pentru dezvoltarea relaţiilor dintre România şi Emiratele Arabe Unite în </em><em>domeniile</em><em> politic, economic şi cultural?</em></h3>
<h3><em> </em>Emiratele Arabe Unite, prin directivele Alteţei Sale Sheikh Khalifa bin Zayed Al Nahayan, urmăresc să dezvolte relaţiile de prietenie şi cooperare fructuoasă cu România, împărtăşind dorinţa comună de a extinde perspectivele de cooperare în beneficiul celor două ţări. E.A.U. se vor concentra asupra căilor de consolidare a relaţiilor bilaterale, dar şi asupra modalităţilor de intensificare a schimburilor în diverse domenii de activitate, cu scopul clar exprimat, de satisfacere reciprocă a intereselor. Un rol important revine Comisiei Mixte Ministeriale, care oferă cadrul instituţional necesar dezvoltării cooperării bilaterale într-un mod practic şi coerent. Sper ca în perioada următoare să extindem cooperarea -  în beneficiul ambelor ţări – şi asupra altor domenii de activitate, precum turismul şi investiţiile.</h3>

<h3>Ţara noastră a devenit un actor important pe scena economică mondială şi, totodată, este renumită şi pe harta turismului internaţional ca o destinaţie foarte apreciată, toate aceastea datorându-se conducerii noastre înţelepte. Cu această ocazie îi invit pe prietenii noştri români să viziteze Emiratele Arabe Unite şi să observe realizările obţinute în timpul celor de 40 ani.</h3>

<h3> <em>United Arab Emirates are celebrating on 2 December the National Day and the 40 year anniversary. How is your Excellency explaining the amazing development of United Arab Emirates (U.A.E.) in such a short period of time, United Arab Emirates are enjoying today one of the world highest and sophisticated life standards of living  and also enjoy a powerful economy and democratic society.</em></h3>
<h3><em> How it was all possible in such a short time?</em></h3>
<h3>United Arab Emirates in there unification action, now 40 year old, have registered achievements that transformed the state and society in order to enter into XXI century with the capacity to face challenges and opportunities of this century and in the same time they wanted to offer a permanent stimulus for their citizens to have more capacity and achievements and to ensure to future generation a decent life and stability. Off course,  the United Arab Emirates came a long way in economic and social  development and we have being able to build a powerful institutional life, with an important degree of openness in society.</h3>
<h3>All this had characterized the development process and the spirit of tolerance , that prevail in every sector of society in U.A.E. Also we have important ingredients:  as a strong spiritual life that enrich the bases of our experience and put our country in a special place , not only in regional level, but also at world level. Indeed United Arab Emirates are undergoing from a long period of time  a process of new development that transformed us in a center for international trade and finance. Also we are living a new parliamentary experience in the true meaning of the word  , that completely correspond to national standard . On the other hand the success obtained at national level would not be possible without the wisdom of our foreign policy that facilitates reaching these goals.</h3>
<h3>  Transforming Emirates into an economic center of the world would not be possible to explain only by one decision , but as a result of long term plans and efforts. These efforts were not merely economic construction but included infrastructure, quality service, social development, including also human capital development by training and a legislative and judicial environment in accordance with our economic and social global development.</h3>
<h3>From here results that United  Arab Emirates positioning on world economy map is not temporary or based on an economic conjecture , but is the result of a continuous effort.  In this development process where involved many economic and financial institution that build on solid foundation   that  overcome the economic crisis that is confronting today the world economy.</h3>
<h3><em>What is today situation on United Arab Emirates and what are the future development plans for United Arab Emirates?</em></h3>
<h3>There is no question that U.A.E. have great achievements in the last time, but we are continuing the efforts for future development. From this reason the state is working constant in developing process so that we could face any regional or international fluctuation or event`s . Today we are at the beginning  of a new stage that will aloud our citizens to obtained all the necessary information’s and to have more power to integrate all the citizens in all the institution of the state ( cultural, mass media , economic, education ) in order to better contribute to our nation building . In this anniversary moment of 40 years from our National Foundation Day our hopes regarding our sate are limitless and our government aspiration for his citizens are also without limitation and we are aspiring for a bright future. We shell enter  a new era that reflects ambitious visions and careful planning for future generations under the wise leadership of His Highness President of State and his Vice-President that are fallowing on the footsteps of <strong>SHEIKH ZAYED bin SULTAN AL NAHAYAN</strong> , the founder and father of United Arab Emirates, Allah grant peace to his soul.</h3>
<h3><em>Your Excellency how you will describe the Romanian- Emirates relationship?</em></h3>
<h3>Our bilateral relations are old and full of diplomatic interactions on different levels. The diplomatic relations begin at 1.08.1989. Also the relations are substantiated by reciprocal high level visits in the last years that contributed to developing friendship and cooperation between our countries. United Arab Emirates are having a high development experience and a high appreciation on world economic organizations and this is making bilateral relations easier. Also because Romania is among European countries interested in regional relations in general and in relations with United Arab Emirates, in special this is important in developing relations in all fields, and in 2008 the total commercial exchange reached 522 million dollars. Doubling this amount in the last five years is by itself a clear indicator on the dynamic that characterized our bilateral relations.</h3>
<h3><em>Your Excellency what are your future plans in developing relations between Romania and United Arab Emirates on politic, economic and cultural level?</em></h3>
<h3>  United Arab Emirates by His Highness <strong>SHEIKH KHALIFA bin ZAYED AL NAHAYAN </strong>directives are programming to develop relations of friendship and mutual beneficial cooperation with Romania and is a shared desire to extend our cooperation prospective on the benefit of our two countries and we will concentrate on ways to consolidate our bilateral relations and ways to increase our exchanges in various fields of activity on the firm intention of satisfying reciprocal interest for the future. The most important is the Mix Ministerial Commission that contributes to development in bilateral cooperation in a practical and coherent way. I hope in the nearest future we will increase our cooperation in mutual benefit to serve our goals and ambition on economic development with a focus on tourism and investments.</h3>
<h3><em>What is your Excellency message for Romanian readers on the occasion of United Arab Emirates National Day?</em></h3>
<h3> United Arab Emirates are an important actor on world economy stage and is world renamed for international tourism as a much appreciated destination as a results of our wise leadership. On this occasion  I  invite our Romanian friends to visit United Arab Emirates and to observe the realizations achieved in this 40 year old road.</h3>

<h3>Between 22-23 November 2011 was taking place the visit in Romania of Minister of Foreign Affairs of Algeria H.E. Mourad Medelci.</h3>
<h3>The visit, perfect realized by the efforts of Algerian Embassy staff in Romania, headed by the dedicated ambassador Habib Chawki Hamraoui, was an outstanding success in perfecting romanian-algerian dialogue and in reshaping the traditional friendship between Romania and Algeria.</h3>

<h3>The dens program of the visit included a productive dialogue with Romanian prime-minister Emil Boc ,  a meeting with Romanian minister of Foreign Affairs –Theodor Bachonski ,a dialogue with professor dr. Anton Caragea and the board of director`s of Institute of International Relations and Economic Cooperation of Romania ,attending the inauguration of the new premises of Algerian Embassy in Romania , the opening of Romania-Algeria Economic and Business Forum, attending a working launch with Mr. Emil Constantinescu , President of Romania ( 1996-2000) and prof.dr. Anton Caragea, Director of Institute of International Relations and Economic Cooperation of Romania.</h3>
<h3>At the Economic and Business Forum Romania-Algeria, the Institute of International Relations and Economic Cooperation of Romania had sent a 25 members strong economic delegation, headed by Professor Dr. Anton Caragea and representing investors and important economic firms from Romania with a combined economic powered over 400 millions euro`s.</h3>
<h3>The Romania-Algeria Economic and Business Forum was unanimously considered as an impressive  success because is the first major economic forum between Romania and North Africa region held in the last 10 years and also the first successful romanian-arab economic forum held in the last decade.</h3>
<h3>Was also generally praised the invitation launched at the Romania-Algeria Economic and Business Forum by H.E. Mourad Medelci &#8211; Minister of Foreign Affairs of Algeria:  “<em>We wish to resume our bilateral relations, in a constructive spirit, and ground them on development and cooperation in areas such as trade, investment, civilian and military cooperation, cultural cooperation. (…) The financial situations of our country allow us to fund, from our country’s budget, a five-year program (2010-2014) worth 280 billion dollars. This context is favorable and I would like to stress that in the framework of this programme, Romanian firms have already proved their competence in fields like constructions, hydraulic infrastructure and education. Therefore there is real potential for development and cooperation between the two states</em>,” said the head of the Algerian diplomacy.</h3>
<h3>After the Romania-Algeria Economic and Business Forum a dialogue was held between Minister of Foreign Affairs of Algeria- H.E. Mourad Medelci and Professor Dr. Anton Caragea, Director of Institute of International Relations and Economic Cooperation of Romania.</h3>
<h3>On the time of the discussion an honest assessment of the situation from Middle East and North Africa region was made and also a discussion about the ripple effects in  the region had taken place. H.E. Minister Mourad Medelci had declared that the analyses of prof.dr.Anton Caragea over the events in the region are read, analyzed and highly appreciated in Alger and are given all the importance.</h3>
<h3>After  the discussion, a launch honoring Romania-Algeria friendship, in the company of H.E. President of Romania Emil Constantinescu (1996-2000) and the architect of this successful visit, Algerian Ambassador Habib Chawki Hamraoui was held. Over 100 guests from cultural , academic and economy fields where present at the launch together with Minister of Foreign Affairs of Algeria- H.E. Mourad Medelci and Professor dr. Anton Caragea, Director of Institute of International Relations and Economic Cooperation of Romania.</h3>

<h3>In perioada 22-23 noiembrie 2011a avut loc vizita in Romania a Ministrului Afacerilor Externe al Algeriei, Mourad Medelci.</h3>
<h3>Vizita, perfect realizata prin eforturile personalului ambasadei Republicii Algeria la Bucuresti, condusa de dedicatul ambasador Habib Chawki Hamraoui, a constituit un succes deosebit in perfectarea dialogului romano-algerian  si in reluarea traditionalei prietenii romano-algeriene.</h3>

<h3>Programul dens al vizitei a inclus: un dialog consistent cu dl.Emil Boc , prim-ministrul Romaniei , o intrevedere cu Ministrul Afacerilor Externe , Theodor Bachonski , un dialog cu prof.dr.Anton Caragea si conducerea Institutului de Relatii Internationale si Cooperare Economica , participarea la inaugurarea noului local al Ambasadei Algeriei in Romania, deschiderea lucrarilor Forumului  oamenilor de afaceri români şi algerieni, participarea la un dejun de lucru cu dl.Emil Constantinescu , Presedinte al Romaniei ( 1996-2000 ) si prof.dr. Anton Caragea, directorul Institutului de Relatii Internationale si Cooperare Economica.</h3>
<h3>In cadrul Forumului de Afaceri Romania –Algeria, Institutul de Relatii Internationale si Cooperare Economica (IRICE) a participat cu o consistenta delegatie economica, condusa de prof.dr. Anton Caragea si constituita din 25 de investitori si reprezentanti ai marilor firme din Romania cu o putere financiara combinata de peste 400 de milioane de euro.</h3>
<h3>Forumul de Afaceri Romania-Algeria a fost considerat ca un extraordinar succes, deoarece este primul forum economic important intre Romania si regiunea Africii de Nord in ultimii 10 ani si totodata primul forum economic romano-arab de succes din ultimul deceniu.</h3>
<h3>A fost apreciata unanim invitatia lansata, in cadrul Forumului Economic Romania-Algeria, de catre ministrul algerian al afacerilor externe, Mourad Medelci care a declarat ca „<em>Dorim să reluăm, într-un spirit constructiv, relaţiile noastre bilaterale, care să sprijine dezvoltarea şi cooperarea în domeniile comerţ, investiţii, domeniul civil şi militar, cooperarea culturală.  (…). Situaţia financiară a ţării noastre, ne permite să finanţăm, din bugetul ţării noastre, un program cincinal (2010 &#8211; 2014) care este evaluat la 280 miliarde de dolari. Acest context este favorabil şi aş dori să subliniez că, în cadrul acestui program, firmele româneşti şi-au dovedit deja competenţa în domenii precum construcţiile, infrastructura hidraulică şi învăţământul. Aşadar,  există un real potenţial de dezvoltare şi cooperare între cele două state</em>”.</h3>
<h3>Dupa Forumul Economic Romania-Algeria a avut loc un dialog intre Ministrul Afacerilor Externe al Algeriei, Mourad Medelci si prof.dr. Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica.</h3>
<h3>In cadrul dialogului s-a facut o prezentare sincera a situatiei din Orientul Mijlociu si regiunea Africii de Nord si a implicatiilor perturbatoare a acestor evenimente in zona afectata. Excelenta Sa Ministrul Mourad Medelci declarand ca analizele prof.dr.Anton Caragea asupra evenimentelor sunt citite , analizate si extrem de apreciate la Alger si li se da toata importanta.</h3>

<h3>Ulterior, in compania Presedintelui Romaniei Emil Constantinescu ( 1996-2000) si a arhitectului acestei vizite de succes, ambasadorul Algeriei Habib Chawki Hamraoui si a peste a 100 de invitati din domeniul cultural, academic si intelectual,  Ministrul Afacerilor Externe al Algeriei, Mourad Medelci si prof.dr. Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica au participat la un dineu in onoarea prieteniei romano-algeriene</h3>
<h3>Rezultatele extraordinare in relatia Romania-Algeria obtinute prin vizita Ministrului Afacerilor Externe al Algeriei, Mourad Medelci fac  cinste muncii din ultimul an a neobositului ambasador al Algeriei Habib Chawki Hamraoui, a apreciat la inchierea dejunului de lucru prof.dr. Anton Caragea , Directorul Institutului de Relatii Internationale si Cooperare Economica .</h3>
